*HAWKS EFFECTS ARRESTS AT NORTHERN CAPE DEPARTMENT OF SPORTS, ARTS AND CULTURE*

*NORTHERN CAPE* – Directorate for Priority Crime Investigation in the Northern Cape‘s Serious Commercial Crime Investigation team arrested three (3) suspects accused of contravening the Public Finance Management Act (PFMA), fraud, and money laundering. The team rounded off the two (2) senior employees, a 50 year old and 55 year old at their workplace in the morning of Wednesday, 6 March 2024. The third suspect, a 61 year old, also a former senior employee of the Northern Cape Department of Sports, Arts and Culture handed herself in this morning and was processed for court appearance.

The arrests are related to allegations of contravention of the Public Finance Management Act (PFMA), fraud, and money laundering. This is after the Department of Sports, Arts and Culture made an irregular payment to a certain service provider without any services being to the department. The payment was allegedly meant for the Umsombovu Youth Festival that was scheduled to take place in Colesberg in December 2016, the festival never took place. The department suffered a loss of R1 million rand. The other accused on the matter, a company (juristic person) and its director were previously charged, the charges are to be reinstated.

All the accused are expected to make a brief court appearance before Kimberley Magistrate court on Wednesday, 6 March 2024

*UPDATE: ADMISSION OF LEARNERS*

The Northern Cape Department of Education will be closing our Online Admission System today for late applications. The Online Admission System was open for late applications from 8-16 January 2024. To date we have received a total of 1302 late applications for Grade R, 1 and 8 and these learners will be placed automatically at schools with available space.

The Department has taken note of the unhappiness of some parents with regards to where learners are placed. Parents were given the option of 3 schools, when they applied for school space in the 2024 school academic year. We have done our utmost best to place the learners at either one of the 3 schools the parents have selected.

The placement of learners was done according the placement criteria as set out in Circular 43 of 2023. The latest statistics we have obtained from our Online Admission System is that we are left with 56 outstanding placements. Our team is working around the clock to have these learners placed before the end of the week. The District offices will do headcount’s of learners on the first day of schooling to confirm available school spaces in order the place the outstanding learners.

The Department has indicated from the onset that we will not able to guarantee the first school choice of parents due to the limited capacity at certain schools. We thank the public for patience and indulgence in this process and we looking forward to their cooperation in the 2024 school academic year.

*State of Readiness: 2024 School Academic Year*

The Northern Cape Department of Education is ready to administer the 2024 school academic year, with learning and teaching commencing on the first day of schooling. To this effect, the Department has developed a school readiness management plan that includes the following:
-Admission of learners;
-Provision of LTSM and;
-Staff establishment for all schools.

In terms of the Admission of learners for the 2024 school academic year, a total of 23 913 applications were received. The Department managed to place 99% of the applicants, whilst we have opened the Online Admission System for late applications from 8-16 January 2024. Our Admissions team is working around the clock to have these learners placed before schools reopen on the 17th of January 2024.

With regards to the provision of Learning and Teaching Support Material (LTSM), schools were provide with an option of procuring their textbooks either centrally or directly from suppliers. A total of 343 schools opted to procure their textbooks centrally. Schools placed textbooks orders from August 2023. The delivery of LTSM to schools stands at 100%.

Learner transport is currently provided for 26 776 learners on 446 routes operated by 240 service providers across all 5 Districts in the Province. We can confirm that all 446 routes will be operational when the schools reopen on 17 January 2024. We further call on members of the public to report or notify us about any challenges experienced in their community relating to Learner Transport.

A total of 378 promotional posts were advertised, 238 were filled, 13 posts were lost due to a drop in learner numbers at schools and 118 posts are in the process of being re-advertised while 9 posts is still outstanding. The Department has a total of 1 937 temporary educators in the system. The appointments are in the process of being effected to ensure that all educators are paid at the end of January 2024.

The Department deployed Members of Parliament, Members of the Northern Cape Executive Council, Members of the National Council of Provinces and Members of the Provincial Legislature, accompanied by Mayors and Councillors to various schools across the Province on Wednesday, the 17th of January 2024, to monitor the opening of schools.

We extend our best wishes to all educators, learners and support staff at schools with the start of the 2024 school academic year in the Northern Cape.

Meet Ayabonga Ntsentselele, a community journalist actively participating in the Vuka Vuma Vax campaign in Flagstaff. Recently, she conducted an insightful interview with Mrs. Magangana, a Health Promotion and Prevention expert. The interview focused on vaccines and their impact on the community. This interview is scheduled to be part of a three-week simulcast on 20 community radio stations during July and August.

Mrs. Magangana emphasized the importance of taking vaccination seriously. She highlighted that getting vaccinated not only protects individuals from preventable diseases but also helps prevent the spread of these illnesses to others in the community. By being vaccinated, one can contribute to keeping their community safe.

Through this interview, Ayabonga gained valuable knowledge on vaccination, dispelling her previous misinformation and increasing her understanding of why it is essential for public health.

Overall, Ayabonga's dedication to community journalism and her involvement in the campaign showcases her commitment to spreading accurate information and promoting health in Flagstaff.

UNICEF South Africa has been supporting and promoting the Department of Health's national COVID and measles vaccine program since August 2022, using local community radio stations and young community journalists from the Vuka Vuma Vax community radio campaign. Presently, UNICEF is actively endorsing the campaign to ensure that routine immunisation coverage reaches at least 90% in all districts. This effort is an extension of the previous initiative carried out by UNICEF in collaboration with Vuselela Media and with support from the Department of Health.

Amahle Mbangatha, a community journalist from Flagstaff, recently interviewed Mr. Mziwamadoda Faku, a member of the community and a community leader at Spaqeni. The interview was focused on the importance of vaccinating children as part of the Vuka Vuma Vax Build Back Immunity campaign.

During the interview, Mr. Faku explained how community leaders like himself motivate community members to vaccinate their children. They also strive to bring health practitioners to the community, especially for those who are unable to go to the clinic. The conversation highlighted the challenges they face, such as the misconception that vaccines may make children sick. Amahle made sure to clarify that this is not true, emphasising that vaccines are designed to prevent diseases and viruses without causing harm. While some vaccines may have minor side effects, they are outweighed by the benefits of protection.

The interview will be featured as part of a three-week simulcast on 20 community radio stations in July - August. This initiative is part of the campaign supported by UNICEF South Africa, which aims to promote the Department of Health's national COVID and measles vaccine programme. The campaign aims to achieve at least 90% routine immunisation coverage in all districts. UNICEF, in partnership with Vuselela Media and supported by the Department of Health, has been actively involved in this project since August 2022.
