APPLICATION FOR 2024 ACADEMIC YEAR TEVET BURSARY AWARDS

The TEVET Bursary Committee invites applications from successful School Leavers in need of Bursary support for the 2024 academic year at all Ministry of Technology and Science (MoTS) Training Institutions.

1.0 THE SCOPE OF THE SCHEME

The Bursaries shall be awarded to applicants who apply for programs offered by TEVET institutions under the Ministry of Technology and Science (MOTS) and registered with Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA). These TEVET programs range from Skills Awards to Diploma Level (Technologist) and the durations of study range from a few weeks up to three (3) years. TEVET Bursary award shall cover the following key areas:

i. Tuition fees to institution (100%) paid directly to training providers;

ii. Boarding fees particularly to rural institutions (to those that deserve boarding) paid directly to the training providers; and

iii. Examination fees at 100% shall be paid directly to the training providers.

2.0 ELIGIBILITY

The Bursary will be offered to students that will meet the vulnerability selection criteria under the Ministry of Community Development and Social Welfare.

The applicant shall also meet the following:
i. Must be Zambian and in possession of a Green National Registration Card (NRC);

ii. Must possess an acceptance letter from a MoTS Institution;

iii. Must possess any of the following qualifications:

Grade 12 School Certificate or its equivalent for those applying for (Craft/Certificate, Technician/ Advanced Certificate, Technologist/ Diploma programmes); Grade 9 Certificate, or Grade 7 Certificate for those applying for Trade Test Level programmes.

iv. Must not be on any other Bursary or Scholarship;

v. Must not be more than 35 years; and

vi. Must meet the vulnerability criteria from the Social Welfare Department (SWD) in the District they reside in and a Vulnerability status report should be obtained.

Application should be done online on https://tevetbursary.mots.gov.zm Note that all applicants for the TEVET Bursary are expected to attach PDF documents that meet the eligibility criteria, and any other necessary documents in support of their application. e.g. for orphaned applicants – copies of death certificate of deceased parents or guardians. Females and Persons living with disabilities are encouraged to apply.

LUNGA PEOPLE CHEERS GOVERNMENT FOR A NEW MOBILE NETWORK CONNECTIVITY

Government has continued to deliver infrastructure development to improve economic activities inclusive the communication sector in remote areas of the Country in order to improve the livelihoods of the indigenous inhabitants says Technology and Science Minister Felix Mutati.

Addressing a thrilled crowd of the Lunga inhabitants of Luapula Province, in Lunga District, at the ground breaking of the construction of a Mobile Network Telecommunication Tower and a Postal Services Office, the Minister said the construction and installation of a Tower will improve and enhance on local economic activities amongst the people of Lunga so as to attain an inclusive communication and mobile networked - accessible society.

The Minister emphasised that once the contractor moves on site to commence the labour construction works, the initial workforce priority will be given to the local people so as to empower them by undertaking jobs that will help to earn an income and improve the community livelihoods.

Regarding calls and concerns on the Constituency Development Fund (CDF) facility management the Minister told the gathering that the local Council administration operations have been realigned, by the Ministry of Local Government, to effectively facilitate the CDF suitably to various identified projects so as to service a great mass of the people in view of President Hakainde Hichilema’s vision to equally spread the resources inclusive Lunga district. He said the leadership is concerned and in full support to invest in the construction of a school, a health post among others and supporting school leavers with sponsorship opportunities to pursue tertiary education using the proceeds of the CDF.

The Minister said Government is also concerned and cautiously making efforts to enhance on the distribution of agriculture farm inputs by harmonising a new robust team that will applicably discharge duties diligently and provide a service to the community. He in actual fact told a cheering and interactive crowd that all officials involved in curtailing government efforts in the distribution of seed and fertilizer will be replaced without fail.

And Luapula Province Minister Njanvwa Simutowe said Government is delivering tangible developmental initiatives in Lunga district with a full back up of President Hichilema’s vision to uplift the livelihoods of Lunga people.

He called on the community to monitor ongoing developmental projects so as to realise long-lasting infrastructure and safe guard the investments of the benefit of not the people present but also for future generations.

The Provincial Minister said the revised 2024 CDF to 30.6 Million Kwacha will largely provide for all developmental requisites in Lunga.

In his brief remarks Smart Zambia National Coordinator Percy Chinyama appreciated the extension of the StarLink internet connectivity that has proved effective service from the earlier administration installation and usage point of view but now motivated with an extension to tap and service the people in far flung communities.

The Minister of Technology and Science, Hon. Felix C. Mutati MP, on January 31, 2023 signed the Postal Services (General) (Amendment) Regulations 2022.

These regulations are expected to lower participation barriers of MSMEs in the courier business through the reduction of fees by up to 50% on domestic licenses.

This is further expected to result into competitive and innovative courier services, increased country coverage and broader consumer choice of such services.

All currently unlicensed and potential courier operators are advised to go to ZICTA and obtain a license in order to participate in the provision of this most sought after service.

HEREDITARY HEART CONDITION FORCES Enock Mwepu TO END CAREER

Enock Mwepu has been forced to end his playing career following the diagnosis of a hereditary heart condition.

The condition, which can worsen over time, would put Enock at an extremely high risk of suffering a potentially fatal cardiac event, if he were to continue playing competitive football.

Club chairman Tony Bloom said, “We are all absolutely devastated for Enock. He and his family have had a traumatic few weeks and while we are just thankful he has come through that period, he has seen such a promising career cut short at such a young age.

“As a club we will give him all the love, help and support we possibly can to make a full recovery, and then as he decides on the next steps in his life.”

Head coach Roberto De Zerbi added, “I am so sorry for Enock. Before I arrived I looked at all the squad, and he was a player I was so excited and looking forward to working with. We will do everything we can to help him.”

Head of Medicine and Performance, Adam Brett explained, “It is a terrible blow for Enock, but he has to put his health and his family first and this is the right choice, however difficult it is to quit the game he loves.”

Enock was taken ill while on a flight to join up with Zambia during the international break and after a period in hospital in Mali he returned to Brighton to undergo further cardiac tests and ongoing care.

These tests have concluded that his illness is due to a hereditary cardiac condition, which manifests later in life and was not previously evident on regular cardiac screening. Sadly this can be exacerbated by playing sport so Enock has been advised that the only option, for the sake of his own safety, is for him to stop playing football.

Adam continued, “Of course, given this is Enock’s career and a decision which can’t be taken lightly we have taken our time to be as thorough as possible, completed advanced cardiac investigations and collaborated with clinical experts to gain the best second opinions for Enock.

“We will be helping him make sure the condition is managed with the appropriate treatment for him to otherwise live a long and healthy life.’”

Beeline makes progress to be Zambia’s 4 mobile operator

TECHNOLOGY and Science Minister, Felix Mutati has said the Zambia Information and Communications Technology Authority (ZICTA) will soon make an announcement on progress towards operationalization of a 4th mobile operator in the country.

In February last year, ZICTA awarded a 4th mobile licence to Beeline Telecoms Limited.

Beeline Telecoms Limited was to commence operations within six months but asked for an extension to procure and install some equipment.

Beeline Telecoms Limited is the second company to be awarded a license for a 4th mobile operator after U*I Zambia failed to commence operations by March 3, 2019 which was the final deadline issued by the authority notwithstanding two earlier deadline extensions, the first being November 30, 2019 and the second May 30, 2020.

But Mr Mutati in a statement has clarified that ZICTA is not struggling with a 4th mobile operator as he was confident that soon, the authority would make an announcement in terms of progress towards having the first call from the operator awarded a license.

Mr Mutati also clarified that ZICTA's role is regulation, policy and ensuring that any operator complies with the regulations and look at the commitments given by the 4th mobile operator as well as listen to them if they have challenges to meet particular deadlines.

"The role that ZICTA has played is to say, you have applied for a fourth license and these are the boxes that you need to tick. The regulation does provide that ZICTA can look at the commitments that have been given by the 4th mobile operator and listen to them if they have challenges to try and meet particular deadlines and whether those challenges they are facing are reasonable in the opinion of ZICTA and whether they do not violate regulations" Mr Mutati said.

The minister said ZICTA as a regulator can then take appropriate decisions but as it stands, the authority is not struggling as they are just enforcing regulations.

"I'm sure pretty soon they are going to make an announcement in terms of the journey to the first phone call from the 4th mobile operator" he said.

The Ministry of Technology and Science has been working in conjunction with the Ministry of Transport and Logistics to find an amicable solution to the problems around the operations of online taxi services such as Ulendo and Yango.

The Ultimatum issued by RTSA a few weeks ago has been suspended to allow for constructive dialogue as announced by the Minister of Transport and Logistics in Parliament yesterday.

CAF has officially written to the Football Association of Zambia (FAZ) informing them that the country will only have two envoys in the 2022-2023 CAF season instead of four.

According to a statement released by FAZ Communications Manager Sydney Mungala,CAF has formally notified its membership on the revised continental slots that will see 12 countries eligible to field four teams comprising two in the CAF Champions League and the same number in Confederation Cup.

This means that Zambia will be represented by Super League champions Red Arrows in the Champions League while Zesco United,who finished second will be the flag carries in the Confederation Cup.

Last season Zambia have four teams in CAF competitions two in each in the CAF champions League and CAF Confederation Cup.

Zesco United and Zanaco were in the Champions League while Kabwe Warriors and Arrows were in the Confederation Cup.

However the dismal performances by Zambian teams in the last few season has costed the country the two slots.

FAZ General secretary Adrian Kasahala described the development as a sad for Zambian football but also a call for Zambian clubs to step up their performances in CAF competitions.

“We wish to inform our football family of the communique from CAF that the inter-club competitions representation has been revised after a four-year cycle. Zambia will have two clubs in CAF competitions for the 2023 season.

“The development is regrettable but also a wake-up call to our clubs to work extra hard to reclaim their respectable status on the continent,” Kashala said.

He said clubs needs to pull up their socks up and ensure that the representatives do better when they win the right to fly the national flag on the continent.

The 12 highest ranked countries that will field four teams include Algeria, Angola, Congo DR, Egypt, Guinea, Libya, Morocco, Nigeria, South Africa, Sudan, Tanzania, and Tunisia.

CAF has set September 9-11 for the preliminary round matches of the 2022 season while return legs will be on September 16-18. The second round will run from October 7-9 for the first legs with return fixtures on October 14-16.

MUTATI CALLS FOR EGYPTIAN ICT INVESTMENT IN ZAMBIA

Technology and Science Minister Felix Mutati has called for investments in Zambia inclusive information communication and technology (ICT) sector in view of establishing robust digital infrastructure connectivity platform built on high speed and reliable broad band network.

Pitching for Zambia at the 7th Digital Nation Conference in Cairo Egypt Mr Mutati said other areas of investment includes digital services and capacity building of skills.

He said Zambia was considering and looking at five percent attainment of the ICT opportunities by the year 2030 in consideration of economic transformation and securing change in the lives of the people of Zambia.

Minister said Zambia is ready to partner with Egypt at the frontier of technology to a digital nation.

He observed that as Egypt tap investments in Africa, Zambia remained as an attractive investment platform and most ideal digital hub for investment uniquely positioned and surrounded by eight countries in the southern region.

Minister said the participation of Zambia at the conference was to share experiences and create key investments from Egypt into Zambia.

Mr Mutati disclosed that Technology and Science Ministry was created in 2021 with a mandate to embark on digital transformation.

He explained that the formulation of a digital Zambia was anchored on three pillars inclusive digital government bus services, digital innovation and entrepreneurship, and digital skills and capacity building

Minister said the three pillars were key in information communication and technology translating to an important Zambian Apex Digital Pyramid roadmp.

Mr Mutati said with creation of an enabling platform, Zambia undertook a digital assessment to determine readiness and establish a course of action.

He described the fourty five percent assessment digital evaluation provided government with a focus to exert more effort so as to escalate to seventy five percent benchmark based on a clearly defined journey from data through information and knowledge in order to creating sustainable digital solution.

Minister said the Zambian government also revised the ICT policy, in addition creating an enabling legislature inclusive cyber security law.

Mr Mutati added that startup capital and small medium and enterprises investments are also considered within the framework.

He said the creation of an enabling business investment environment through good governance and rule of law is part of the framework to promote and attract direct investment.

Mr Mutati explained that the government, beyond good governance, has devised a platform of reforms supporting broad public private collaborations from various sectors in order to reduce costs of business.

He said Zambia has eqaully revised the licensing framework to create a fine and enabling environment and motivate more investment.

And speaking earlier, Egyptian Minister of Industry and Trade Her Excellence Dr Nevin Gamea said it was an important platform for Zambia to engage and learn in the area of ICT in order to comprehensively understand the digital space, implementat and cope up with today's digital world.
