Overlaying photos on top of a video file is a common editing practice. In this technique, a video plays and then cuts away to another image while still hearing the audio from the original video.

To achieve this in Photoipa, consider using the video file as your Show background.

This tutorial steps you through adding your video as the Show Background, using blank slides when you want the video visible and image-filled slides when you want to cover it. You'll still be able to hear the audio throughout the slideshow.
