“Two women are accused of snatching the Shih Tzu-Poodle mix Sept. 9 after someone posted an alert about the lost dog on the Ring app, Gwinnett County police said in an Oct. 7 news release.

The city has only been able to take in 82 dogs since January, on track to be about half of last year’s total of 292 dogs. Just 45 dogs have been adopted, and only nine have been reunited with the families that lost them. Those numbers are far below previous years, including before the pandemic.”

It shows how California — struggling with an overpopulation of strays — has failed to regulate private rescue groups, allowing them to operate outside the sphere of municipal shelters and set their own rules.
