Joe is a moron. Always has been. That being said, saying let's go lick the world means, let's kick it's ass. Many of times my dad and my granny threaten me with a licking, if I didn't stop misbehaving. I was somewhat of a wild child in my preteens and a little less after a good licking, or the threat of one.
Those days you got the belt "or at least it was mentioned as a possibility" or maybe your granny made you cut your own switch. "or at least it was mentioned as a possibility that you might be cutting one soon" In any case I earned every one of the actions and/or threats of one and I thank God I had someone who loved me enough to teach me that actions have consequences. The terminology in those days was a little different, but the point got across real quick.
Joe Biden has been an idiot his entire political career and now he's just a senile old bastard being led around by those that claim to love him. How can you put someone you love through this level of embarrassment for the sole purpose of maintaining political control? Shame on you!
Joe has said a lot of stupid ๐ฉ over the years, but I think anyone reaching for this "Lets go lick the world" to be one of them, is now following in his footsteps of misleading the public, and/or just a basic misunderstanding of old day terminology.
Someone had to say it.
