I saw the head of this figure in the museum in Blaubeuren before they found the body. It does look horse-like but it also looks like other depictions of cave bear heads I’ve seen. Cave bears had an elongated muzzle compared to other bears.

The body of a Paleolithic ivory figurine thought to represent a horse—the head of which was unearthed in 1999 and dated to 35,000 years ago—has been found in southern Germany and appears to resemble a cave lion or bear.
