The Assembly Committee on Water, Parks & Wildlife Had Long Meeting Resulting in a Long Report

At 9:01am on Tuesday, April 29, 2025 the 13-member California State Assembly Water, Parks & Wildlife Committee was called to order in Sacramento without a quorum. Assemblywoman Diane Papan, D-San Mateo, is Chair. She may have heard a sigh of relief from all over the state when she took over as chair. For the most part she’s received decent reviews for her more informed and moderate behavior than some previous chairs.

Friant Looks at Pump Back Plan & Some Assembly Bills to Be Heard in Water, Parks & Wildlife Committee Today at 9:00am. AB 1146 (Papan) AB 1225 (Bennett)

The Friant Water Authority board of directors met at the Bello Vita Event Venue in Visalia on Thursday, April 24, 2025 and on Micro Snot Teams. Due to an unavoidable circumstance of staying out way too late last night I wasn’t able to attend in person. Thus, forcing me to use the execrable MS Teams option. Fortunately I got a head start and after a half hour of University of YouTube help was able to kickout the old MS Teams and start anew with an all freshly downloaded app. What a convenient way to participate in an online meeting – just set aside a block of time to go into the system files and purge the not quite up to the moment version of Teams well before the scheduled start time of your next online meeting.

Madera ID Sets Delivery Dates and Costs

Vice President Brian Davis called to order the public meeting of the Madera Irrigation District board of directors at 2:05 p.m., following an hourlong closed session. Among the five directors, President Dave Loquaci was absent from the meeting held at the District offices on the south side of Madera. After the Pledge, it was announced there was no report from the closed session, no changes in the agenda and no conflicts of interest.

Way Up North - Western Canal Water District Gets Ready for Deliveries

The April Board of Directors Meeting for the Western Canal Water District (WCWD) was held at its headquarters in Nelson, California in Butte County on Tuesday April 15th. This meeting was the first water meeting I have attended as a reporter, and I am grateful to the staff and board who were extremely helpful and welcoming to me. This was also the first district water meeting I had attended outside of my home county of Yolo. It is very exciting for me to have the opportunity to regularly see some more of the beauty of the Sacramento Valley and to meet so many of the people to contribute to the health and function of our complex water systems.

With all five directors in attendance, President Roger Schuh called to order the regular monthly meeting of the Chowchilla Water District board of directors at 1:30 p.m. in the District offices in that fair city. There was no comment from the public and no agenda changes so the CWD GSA meeting was immediately convened.

Madera Improves Stakeholder Access to SGMA Process

The Madera County GSA committee met on April 1, 2025 in the board of supervisors chambers in the Madera County office building on West 4th Street. And it was a “for real” meeting, no fooling! This committee had been formed by the supervisors to allow public discussion with recommendations on GSA matters before the full board of supervisors would meet acting as the GSA board. The committee provides a forum for public discussion and acts in an advisory capacity, making recommendations to the full board.

The Exchange Contractors board of directors met at its Los Banos headquarters and by telephone on Friday, April 4, 2025. Before the board of directors meeting there was a Groundwater Sustainability Agency meeting. The regular meeting was scheduled to begin at 9:00am. I opted for the call-in, saving an untold amount of lives by not contributing to climate change by not driving to Los Banos.

Friant Gets Ready for Pump Back Project

The Friant Water Authority board of directors met at the Bello Vita Event Venue in Visalia on Thursday, March 27, 2025. Ethics training followed. I could have stayed but it was like, two hours long. So, instead I signed the role and went to the men’s and forgot to come back and finish the training all the while cheating on my taxes. There, that should be enough to get my beloved drop cap into the opening paragraph without it hanging too low.

A well-attended panel discussion on water for dairy operations was part of the program for the California Dairy Sustainability Summit, held March 25 in Visalia. Over 500 attended the conference, including dairy producers and processors along with a wide range of dairy agri-service personnel, university Extension staff and students. This fifth annual conference was hosted by leading statewide dairy organizations.

At least according to news reports (specifically the preponderance of reports involving billions of dollars or people who own billions of dollars.) Or maybe things are good out there, or somewhere in between. It’s hard to tell from reading the news reports. Take for instance, this:
