JOINT OFFICIAL STATEMENT

ON REPORTS REGARDING THE RECRUITMENT OF SK OFFICIALS AND THEIR CONSTITUENTS BY A NON-GOVERNMENT ORGANIZATION, CLAIMING TO BE ENDORSED BY THIS OFFICE

This is to shed light on reports pertaining to a Non-Government Organization going around the barangays of our municipality, meeting with Brgy. Sangguniang Kabataan Officials and their constituents; performing recruitment activities through incessant prodding, deception, and lies, while falsely claiming to have gained favorable endorsement from the Office of the Pederasyon ng mga Sangguniang Kabataan-Miagao.

To set the record straight, the Office of the Pederasyon ng mga Sangguniang Kabataan-Miagao and the Local Youth Development Office (LYDO) deny any claims of affiliation from this Non-Government Organization. We have reached-out with the said organization through their representatives to formally discuss their objectives and align them to that of our offices priorities and engagement with the youth sector. However, they refuse to meet us, claiming that they are a non-government organization, and our offices do not have jurisdiction over them.

We would like to emphasize that even as a non-government organization, their nature of recruiting youth members eminently falls within the jurisdiction of the SK Pederasyon and the LYDO as provided in Rule III, Section 24; par.d of RA 10742 or the SK Reform Act of 2016. The said item highlights the need of this youth-serving organizations in the municipality to be registered and verified, to ensure that the objectives set by the organization are parallel with the plans and roadmap of the LYDO and the SK Pederasyon. Moreover, this provision is intended to safeguard the youths from being used and exploited from personal and deceptive schemes by several ‘fly by night’ organizations, claiming to be pro-youth concerns.

We encourage our youths to be discerning and tactful in taking part with any activities of any organization that are posing to be affiliated and or recognized by our offices. Please coordinate and inform your respective Sangguniang Kabataan or Katipunan ng Kabataan on suspicious activities that pertain to recruitment and inventory of youth members in the barangay.

We don’t intend to discredit or malign any youth organizations whose intention is to strengthen youth participation and empowerment through their various initiatives. However, we have to be mindful of the due process that would require for these youth organizations to be registered and verified. This is the reason why, in our capacity we have reached-out to the alleged non-government organization.

The Pederasyon ng mga Sangguniang Kabataan-Miagao and the Local Youth Development Office, remain balance in our exercise of allowing maximum non-partisanship in the service delivery of programs for the youth, as provided in RA 10742. We assure that our offices duly emphasize unprejudiced approach in collaborating with Youth Organizations, Youth Serving Organizations, Civil Society Organizations, Non-Government Organizations, who honestly submit themselves to the Local Registration and Verification Process.

Finally, we remain true to our commitment of empowering our youths in the municipality to be the next shapers of our community in the highest form of standards and integrity. Rest assured, that despite the limitations and challenges, we in the SK Federation and the Local Youth Development Office of Miagao, find the right ways possible to reach out and serve you.
