A FLASH FLOOD WATCH MEANS THAT MODERATE TO MAJOR FLOODING IS POSSIBLE BUT NOT IMMINENT IN THE WATCH AREA. FLASH FLOODING IS A VERY DANGEROUS SITUATION.

RESIDENTS IN LOW LYING AND FLOOD PRONE AREAS SHOULD MAKE PREPARATIONS FOR FLOODING TO SAFE GUARD LIFE AND PROPERTY. THEY SHOULD BE PREPARED TO MOVE TO HIGHER GROUND IF FLOODING RAINS DEVELOP OR A FLASH FLOOD WARNING IS ISSUED.

"The GARD Center would like to inform the public that we have been devastated by a break-in that took place over the weekend where EVERYTHING was stolen. We are here to support the vulnerable and provide training so that these folks are able to create a sustainable livelihood to support themselves and their families. But we have been devastated by a break-in where all the training equipment and support equipment has been stolen. Our chefs kitchen was ravaged and the stoves, freezers, fridges, mixers stolen. Our ac units, water fountain, some tables were taken. Every door was destroyed. Even our seedlings and locally made soaps were stolen. However, we will build back we are determined to support the vulnerable and we know that our stakeholders will come out and support us in this building back process. Everything here was earned through project grant funding and donations, and we will have to work even harder to rebuild but we will be better than ever. We are determined to support the vulnerable. As they grapple with sickness and filth brought on by dust clouds, the residents of Lower Fort Road continue to cry out for urgent action from the government to remedy a problem they say it created when it graded the road in early May, but then took no further action.

The movement of cars along the busy road combined with the mounds of fine dust left behind from the unfinished works is generating clouds of dust which residents say has made their homes and properties filthy, caused them to box up their indoor belongings, and sent them to the hospital with severe cough.

Most concerning to the residents is the fact that there appears to be no end in sight. โ€œExtremely dishearteningโ€ is how Lower Fort Road resident Brenda Carrot described the latest conversation she had with a representative from the Ministry of Works. She said the official spoke of an โ€œissue with equipmentโ€ and made it sound as though there might also be a lack of resources immediately available to address the completion of the project.

โ€œI almost broke down in tears,โ€ she said on Wednesday morning during an interview on . She paused periodically to cough off-mic. She said it had also been suggested that resources had earlier been diverted to works associated with the recently held 4th International Conference onSmall Island Developing States (SIDS4).

Carrot queried, โ€œHow can Public Works be so irresponsible as to start a project - which to many of us looks as though it was done ahead of Labour Day and the Labour Day parade - and then just leave the 30 or so households in the position we find ourselves?โ€

โ€œThat is just wrong. That is radically wrong. There does not seem to be any sense or urgency, any sense of caring. It just seems so callous. Everyone should have realized that if you leave the road like that with loose earth, it is going to impact the people who live there,โ€ she continued.

A press release from a group of residents issued around Monday this week stated that only days before Labour Day last month, Lower Fort Road was graded, giving it a smooth but unfinished surface. It was noted that this work occurred almost two years after the road was already left in a โ€œdeplorableโ€ state with โ€œpotholes, trenches, and abyssesโ€ from the original laying of pipes for the reverse osmosis plant located at Fort James.

Zahra Airall, another resident of Lower Fort Road, also joined the interview with Twin Island Media on Wednesday.

She said, โ€œIt has been a really nasty situation for two years now since the desalination plant pipes had been laid. At first they said that they could not cover the pipes or fix the road properly after they laid them because they may have to dig up the road again to do somethingโ€ฆ it was already in a state of utter disrepair, and now with the grade down or whatever they did for Labour Dayโ€ฆit looks like 1997 with the dust we got from Montserrat Volcano.โ€

Both women were hoarse and at times coughing during the interview on Wednesday - a stark indication of how impactful the situation was on the health of those who live in the community. Carrot warned that a number of elderly persons may well be at a heightened risk of developing respiratory complications due to their age, as well as those with existing conditions like asthma.

โ€œMy 97-year old mother was having breathing problems and we had to put her on oxygen and we cannot rule out that the dust situation was one of the things that has been irritating her,โ€ Carrot said, adding that she herself had recently begun taking medication to suppress the coughing.

โ€œWe cannot be outside for more than a few minutes. The more traffic you have on the road the worse it is. Itโ€™s a permanent cloud and reduced visibility. You would think that you are visiting the Sahara. One resident said to me last week that he had to go to the hospital for coughing and shortness of breath from dust inhalation.โ€
