International Media Workshop for Journalists Discuss Institutional Peace

Amid the ongoing natural and human crisis in the global community including the earthquake in Turkey and Syria and the Russia-Ukraine war, the 1st ‘HWPL International Workshop on Peace Journalism’ was held online on the 18th of February with about 150 participants from about 30 countries. Under the theme “A Road to Institutional Peace for Sustainable Development”, the workshop aimed to enhance peace journalism and international media networks.

The event was organized by Heavenly Culture, World Peace, Restoration of Light (HWPL) with support from 28 media worldwide. HWPL, a South Korea-based international peace NGO affiliated with the UN ECOSOC and the UN DGC, has carried out global peace movements for world peace and cessation of war since its foundation in 2013.

The workshop included the celebration of a publication of "Peace Journalism Studies" which was collaborated by HWPL and international journalists with their expertise and perspective on peace. The topics of the "Peace Journalism Studies" ranged from analyzing conflict situations and peacebuilding efforts with a country case to the role of civil society in bringing social changes through advocacy of peace.

Dr. Salim Khan, director of News & Views Network (NVN) from India said “Journalists should play important role in spreading the message of love and justice. I expect that this HWPL online event on journalism will bring fresh ideas with regards to the role of media in peacebuilding and raise awareness facilitating the advocacy of peace in the society.” from his congratulatory address,

Mr. Robert Maseka, founder of Rob Youth Foundation from Namibia delivered ”We need to make sure that we promote a global media network that will promote democracy, human rights, and good governance. Through collaboration we are able to give the right information, we can communicate and unite the world.”

After 2 guest speakers’ congratulatory addresses, 3 journalists gave presentations who contributed to the publication of "Peace Journalism Studies."

Ms. Frieda Sila Kana, the journalist of Digital Media Venture in Papua New Guinea, delivered conflict and violence in Papua New Guinea, saying “Sorcery and Witchcraft Accusations Related Violence is an emerging trend of violence and enemy of peace (in Papua New Guinea). The actions of inflicting pain causing death is barbaric, intense and inhumane that it cannot be ignored.”

Mr. Ihor Shevyrov, the publicity ambassador of HWPL and a journalist from Ukraine, emphasized, “International peace should be built not only by the UN, but also by every country. Democracy, openness and freedom of civil society, the level of protection of the rights and freedoms of every person, as well as peace education and a culture of peace are decisive for building sustainable peace in any country. All these principles are clearly defined in the 10 articles of the founding DPCW Peace Declaration. United Nations needs new peace convention on DPCW.”

Declaration of Peace and Cessation of War(DPCW) is an international peace law drafted by the HWPL International Law Peace Committee, which is comprised of international law experts from 15 different countries. Consisting of 10 articles and 38 clauses, the DPCW, embodies the principles and measures for preventing and resolving conflicts and sustaining a peaceful global society.

Ian Seo, general director of public relations department of HWPL said, “Peace as an institution from people having a mind of peace and various organizations collectively supporting peace and taking actions gradually becomes habits, customs, norms, ideas, laws, and ultimately a culture of peace. The HWPL International Workshop on Peace Journalism: A Road to Institutional Peace for Sustainable Development is appealing to all of you to take the role of media as a messenger of peace to develop it as an identity of individuals and as a global culture.”

In response to the need for strengthening the peace network of the world's media, HWPL plans to publish Peace Journalism Studies and hold events regularly where journalists can discuss and share opinions to enhance peace journalism.

A Peace Vision Conference is held to Achieve Spreading a Culture of

Peace through cooperation

On December 28, International Peace NGO Heavenly Culture, World Peace, Restoration of
Light (HWPL) under the United Nations ECOSOC held an online peace vision conference,
including Thai civil society leaders, religious leaders, teachers and journalists.
HWPL shared peace activities conducted in religious, legal, and educational fields during the
year, and proposed the establishment of a peace monument as a part of 2023 plan to spread
the culture of peace in Thai society. It also introduced initiatives of World Alliance of Religions
for Peace Office, the platform for a discussion and comparative studies on scriptures by
religious leaders to develop mutual understanding, and Peace Education to empower youth with
the minds of peace.
Regarding the need for peace-building and cooperation in Thai society, Dr. Mohd Faheem,
Head of Indian Studies Program of Pridi Banomyong International College, Thammasat
University said, "I suggest various NGOs promote a dialogue to find the cause of Thai social
conflict. Peace is achieved through dialogue and compromise. In particular, peace activities
through the participation of youth and women are essential to raising awareness of peace."
Dr. Nichan Singhaputargun, Head of Peace and Conflict Studies of SEA Asian Research
Center for International Development, School of Social Innovation, Mae Fah Luang University
said for the role of youth in peace activities. “Youth are an important class in society. Through
Thai Peace and Conflict Study Network of students at each university, research and discussion
on the causes of conflict and peacebuilding should be continued.”
HWPL has endorsed projects appealing to empowering international youth with 119 countries
and 959 organizations. In this year over 2,600 global youth has engaged in education program
in the name of Youth Empowerment Peace Workshop (YEPW) and Class (YEPC) as a platform
to deal with social issues and develop policies for youth.

Former Ramkhamhaeng University Student Detained in Narathiwat

Statement on the case of Mr. Ramlee Kuno, a former student at Ramkhamhaeng University and an activist of the Southern Border Provinces P.N.Y.S student group, was detained yesterday by government officials.

At 2:00 p.m. on November 14, 2022, police and security officials detained Mr. Ramlee Kuno, a former student at Ramkhamhaeng University and former member of the Southern Border Provinces Student Committee, P.N.Y.S (Deputy Administration, 2017).

Mr. Ramlee Kuno was detained at house number 57, Ban P*e Leng, Village No. 7, Su-ngai Padi Subdistrict, Su-ngai Padi District, in Narathiwat Province. The officers then took him to the hospital for an examination. After that, they brought him to Chor Kor Chor 46 Buketayong, and the officer claimed he was a suspect and that there may be groups that will cause crime or terrorism in the Bangkok area. Between the 14th and 19th of November 2022, Thailand is hosting the APEC Economic Area Leaders' Meeting APEC 2022.

After Mr. Ramlee Kuno graduated from the Faculty of Political Science at Ramkhamhaeng University, he continued to live in Bangkok for work. During that time, he supported his group's activities as usual. Things changed on November 7, 2022, when Mr. Ramlee returned home to visit his family. And during that time, an undercover officer came to watch the area around Mr. Ramlee Kuno's house. The officer suspected him of preparing to cause chaos or terrorism during the APEC meeting in Bangkok.

Until November 13, 2022, an officer met at a house in the area near Mr. Ramlee Kuno’s home, and on November 14, 2022, the officer invited him to the hospital for a physical examination. After that, Mr. Ramlee Kuno was taken into custody at Police Station 46 Kaluwo, in Mueang District, Narathiwat Province.

The group, therefore, wrote this statement to demand justice for group members as students from Ramkhamhaeng University.

The group is deeply concerned and worried about the fate of Mr. Ramlee Kuno. They hope that government officials will perform their duties according to the law fairly and strictly respect human rights principles.

The group also urges the relevant authorities to take urgent action to release Mr. Ramlee Kuno. This is to reduce the conditions arising from unfair law enforcement, which will affect the resolution of conflicts in the area in political and peaceful ways.

Update on the situation of Ms. Massana

The relatives of Ms. Massana and her children have traveled back home after not being able to see her today.

The relatives, who had been waiting all day since the morning from the Khao Tanyong Camp in Narathiwat province, went to Ingkhayuth Administration Camp in Pattani. Ms. Massana’s relatives traveled from Narathiwat to Pattani in advance because the officers at Khao Tan Eng Yong camp informed them there might be a delay. Therefore, if they go, it takes a lot of time.

After relatives arrived at the Ingkhayuth camp at 2:20 pm, they asked the guards in front of the guard tower if Ms. Massana had come. Then, the staff asked relatives to wait at the waiting point to meet relatives and had them contact the number of the Interrogation Center staff that is posted on the front counter. Then, they asked if there was a case for Ms. Massana inside.
Officers at the end of the line said they had not received any new information that the suspects would be delivered. Therefore, they recommended contacting the front-line military intelligence inquiry center in the southern border provinces (Kor Tor. Sor. Sor. Jor. Sor.). At the end of the line, an officer asked the name of the case, and they replied, saying they didn't know this information either. Therefore, the relatives must contact the 46th Ranger Battalion, Khao Tanyong.
Relatives contacted the staff who took care of Ms. Massana and called many times. Unfortunately, the first call was cut off, so the relatives called several more times. At the end of a call, the relatives asked where Ms. Massana was. The officer at the end of the line didn't answer where. But the officer raised their voice, saying that Ms. Massana’s relatives call often and do not know what to talk about. Then they said to prepare documents and a physical examination. The officers could not tell them what time to wait and said not to wait for her on Tuesday.

Finally, officers let Ms. Massan talk. She spoke tensely, informing her relatives, "You don’t have to visit anymore. I’m still in the hospital and haven’t finished clearing the paperwork. So you don’t have to wait anymore, just come on Tuesday. This is all about to end and is stressful. Don’t listen to outsiders.” Finally, her relatives finally asked, “What hospital are you in? Where are you?” and the answer was a resounding “Narathiwat.”

After the conversation was finished, relatives returned from Ingkhayuth Camp at 4:00 pm.

Patani Women's Organization (PERWANI) calls for and hopes that the officials involved will comply with the law while also taking into account the principles of human rights and respect for human dignity to those detained. For Ms. Massana to be released promptly if there is no involvement in the commission of an offense.

Section 29 paragraph two of the Constitution of the Kingdom of Thailand 2007 states that "In criminal cases, it shall be presumed that the accused or defendant is not guilty. And before the final judgment shows that any person has committed an offense shall not treat that person as if he was an offender."

The Convention on the Arrangement of Discrimination Against Women in All Forms Article 2(ง) states that government states shall refrain from getting involved in such acts or treating discrimination against women and ensuring that government officials and institutions will act in accordance with this obligation.”

18 Years of Tak Bai. The BRN released a clip to commemorate the bloody incident.

The BRN demands a fight so that criminal, humanitarian, and fundamental rights violation cases do not occur again; these cases of the infringements of the rights of people have no expiration dates, according to current Thai criminal law.

“We urge the Patani society to continue fighting so that no criminal, humanitarian, or basic violations will happen again. According to current Thai criminal law, these infringements of rights have no expiration dates,” says the BRN in the video interview.

The BRN continues by saying, "This issue should not be overlooked and should be an important condition of building trust between the two conflicting parties.”

As for the Tak Bai case today that will expire in Thai courts in two years, Angkhana Neelapaijit, a former human rights commissioner, performed a humanitarian money-based remedy at that time. One that does not lead to legal remedies to restore justice to the deceased, missing person, and family. Thus, the perpetrators remain at rest.

October 25, 2022, marks the 18th anniversary of the ruthless Tak Bai bloodshed. This happened in the holy month of Ramadan on October 25, 2004.

We should consider the atrocities the Thai government has done to destroy Muslims practicing religious duties such as fasting during Ramadan, and we recite Surah Al-Fatiha to give to the deceased, Shuhada, for those who died religiously of the nation.

A peaceful assembly (in accordance with the laws of Thailand itself) took place in front of the Tak Bai Police Station in 2004 when it turned into a brutal and inhumane killing field. This is an infringement of rights that we cannot forget. Moreover, the incident occurred under what is said to be a democratic government led by Prime Minister Thaksin Shinawatra during the globalization era.

The Tak Bai incident occurred after six village security volunteers were detained. They were suspected of having been involved in the armed robbery of the state armed forces for the Patani independence fighters. Local residents were unhappy with the arrest and peacefully rallied and demanded the release of the six innocent volunteers.

The dark history of ethnic cleansing occurred when the Thai colonial police used tear gas and high-pressure water cannons to incite the protesters and shoot them with live ammunition. This led to the death of one of the demonstrators at the scene, and about 1200 protesters were arrested and sent to a military camp in Pattani province.

Before then, they had been hit with gunfire. They were kicked and punched. In addition, the demonstrators were forced to take their shirts off, lie on the road, and have their hands crossed behind their backs. Afterward, they were layered in the army's trucks. As a result, more protesters. 78 people died on the way in these trucks.

Prime Minister Thaksin, at the time, made an irresponsible statement that These people died because their bodies were weak and lacking oxygen due to the fasting month of Ramadan.

In two years, the lawsuit will expire. But so far, not a single person has been punished for the deaths of hundreds of people.

We petition the Patani community to fight against humanitarian crimes. And this infringement of fundamental rights has no expiration date in Thailand's current criminal law.
This point should not be overlooked and should be essential to building trust between conflicting parties.

We believe peace in Patani land cannot be achieved when the Patani nation is still under threat. There is no political solution to open space for the Patani community to determine their destiny and future. Which is consistent with the Universal Declaration of Human Rights

The disappearance-murder of a BRN member has destroyed the trust in the peace talks in Patani.

The BRN has been searching for a lasting peace agreement with the Royal Thai Government (RTG) for over a decade. Now, it has been tainted as a result of the murder of Yaree Deulor, a BRN member, and the forceful collection of DNA samples of a child.

On October 18, 2022, the Barisan Revolusi Nasional (BRN) made a statement online responding to the recent murder of Yaree Deulor and the forceful collection of DNA samples of Ms. Aesao Masamaeng’s infant child.

The BRN has responded with this message in a formal press statement:

“All praise be to Allah, Lord of the Universe. Peace and blessings be upon the Prophet Muhammad S.A.W. the leader of the Mujahideen who was sent to spread mercy throughout the world.

BRN has pursued peace in Patani now for almost a full decade. BRN’s efforts and commitment should not be underestimated.

The current peace negotiations are a continuation of the 2013 negotiation process as signed by Ustaz Hasan Tayyib and General Paradon which was very meaningful and led to the historic agreement entitled, “Kuala Lumpur General Consensus” dated 28 February 2013. These negotiations were facilitated by Dato’ Sri Ahmad Zamzamin Bin Hashim representing the Malaysian government.

In 2019 after exploratory discussions, (i.e. ‘talks about talks’ assisted by an international body), once again BRN and the Government of Thailand formalised a road-map known as the “Berlin Initiative”, which became a reference point for the resumption of official negotiations. Finally, on 20 January 2020, BRN and the Government of Thailand resumed peace negotiations facilitated by Tan Sri Abdul Rahim Mohd. Noor, representing the Government of Malaysia, and witnessed by peace-loving international experts.

I would like to emphasize here that BRN wants a lasting political settlement, one which is dignified and leads to sustainable and genuine peace. However, for almost three years BRN leaders and representatives, both those abroad and those inside the country, have still not been provided with security guarantees and legal immunity.

There is a huge question mark now, “how will BRN representatives be able to safely proceed with public consultations if there are nto clear safety and security guarantees?” Indeed, in peace processes elsewhere, security guarantees and legal immunities are normally mandated in peace negotiations that are dignified.

A recent incident that has greatly eroded the trust of BRN in particular, and the Patani community in general, concerns the incident that took place on 27 September 2022 involving Yahri Dueloh or Zahri Bin Abdullah (42 years old), a member of BRN living in Malaysia Brother Zahri was picked up in Rantau Panjang, a small town located on the Malaysia-Thailand border. Zahri was then brutally killed, which could be seen by the severe wounds on his neck and the rest of his body.

On 29 September his swollen and severely bruised body was found floating close to the Thai banks of Sungai Golok in the province of Narathiwat. The martyr Zahri’s bodily remains were disguised in order to obscure his identity.

BRN strongly condemns the extra-judicial killing of people suspected of affiliation with BRN. such acts are direct violations of the Geneva Convetions.

BRN condemns all abductions, murders, arrests, and detentions that violate the law and human rights, as well as the forceful collection of DNA samples from children and youth in the Patani community. All forms of extreme persecution experienced by BRN members, both in Patani, Thailand, and Malaysia, are an affront to the current peace process. Incidents and actions like this clearly erode the trust and confidence in the peace process, which is now approaching a sixth round of talks.
These crimes against humanity and the continuous intimidation and coercion directed at BRN members, against the children of the Patani-Malay nation, and against the Patani community as a whole, must stop in order to provide a safe pathway to a permanent and lasting peace in the land of our forefathers, in the land of our scholars (ulama), in the land of the martyrs of Patani Darussalam.

Officers are leading home search missions to collect the DNA from an infant. The mother did not allow the test to take place. In the end, the family was invited to the Provincial Police Department.

On October 11, 2022, around 10 a.m., a security unit of 7 police cars was deployed to search Ms. Aesao Masamaeng’s house. Ms. Aesao, was at her home in Koowae village, located in Kadunong sub-district, Saiburi district, Pattani province, when the police arrived. The police found nothing that was illegal or out of the ordinary.

After the search was complete, officers asked to take a DNA sample of Ms. Aesao’s infant son, who is only 10 months old. Ms. Aesao did not allow this to happen.

Afterwards around 1 p.m., the officers invited Ms. Aesao to the provincial police station in Saiburi to check with her husband. Meanwhile, officers asked again to take a DNA sample of Ms. Aesao’s infant son, but she refused stating that it was her personal right according to the constitution.

Ms. Aesao waited until about 5 p.m. when officers finally allowed Ms. Aesao to go home. Officers urged her to agree stating that they would visit her home until she would agree.

On October 4, 2022, there was a report from many different news sources in many areas that security units had searched for the personal information of peace activists from locally-run organizations and university student groups from local leaders.

Patani youths gather together at Tulaban beach in Tulaban sub-district, Saiburi district, Pattani province, in a vast wave to show their stance on their sacrifice to society.

After the first stream of Patani youth gatherings, an aftershock continued to be felt. It appears that security units have threatened the leaders and organizers of the meetings in deterrence. Therefore, it is unlikely that these gatherings will finish soon.

These threats towards the youth and the leaders of the youth gatherings clearly show the stance of the Thai state’s policy towards the area.

The most recent talk between the Royal Thai Government (RTG) and Barisan Revolusi Nasional (National Revolutionary Front; BRN) was left without a clear agreement. Local people know that the dramatic political climate will likely return to what it was like in the past as a result of the unclear agreement between the RTG and BRN.

The government started to operate by citing an increase in law enforcement by pressuring state suspects and detaining or blocking off opposing forces.

A convenience store was bombed as the BRN started to become more aggressive–both with peaceful methods and the other methods that they are skilled at. The bombing is believed to show the potential of the new generation of soldiers of the BRN, even if there is no official acceptance from the BRN.

These things have dimmed the hopes of people and people-run organizations (such as NGOs).

The focus of investigating the personal information of these peace activists is a form of destroying the legitimacy of innocent people–having the objective of pushing people to choose a side is a basic strategy in war.

There appears to be a rising occurrence of disappearance-murders along the border. Those murdered are people who travel between the two countries–typically for work–are captured, killed, and their bodies are hidden. They are like murder mysteries.

Recently, Mr. Yaree Deulor was killed in this fashion on September 27, 2022, on the Malaysian side of the border. On October 3, 2022, his body was found floating along the Golok River in Su-ngai Golok district, Narathiwat.

There was nothing left of the body of the deceased. Relatives of the deceased said that his clothes were changed from a construction worker’s uniform to casual clothing. His watch was gone, and his head was shaved. The family of the deceased only remembered these slight flaws over the co**se.

According to the claims of news sources in Malaysia, there are joint operations of unknown people. It is uncertain which country the assailants and murderers are from.

There was an attack on base of the marine police station and there was a bomb at Tak Bai, Narathiwat.

On May 26, 2022 at 9:20 PM an unknown number of group of troops on motorcycles threw a bomb and fired at Tak bai marine police station. The incident occurred in Tak Bai Subdistrict, Tak Bai District, Narathiwat Province.
Three of them were injured, with the following symptoms:
1. Pvt. Sulaiman Yusoh, 23. Symptoms: injured by shrapnel on the right leg above the astragalus.
2. VDC. Ophad Sansom,33. Symtomps: The left leg was torn by shrapnel, His right leg was slightly flaked.
3. VDC. Ekkawat Ketduang ,41. Symptoms: Got a shrapnel between the ribcage and the waist, pierced into a hose. The body was slightly flaked.

At present, all 3 soldiers are being treated at the emergency room at Tak Bai Hospital, Tak Bai District, Narathiwat Province. Preliminary symptoms All safe. Take RE**ER to Narathiwat Hospital for treatment.

Later, at 9:35 PM, there was an explosion in front of 7 eleven, along the road 4084, Ban Taba Village, Village No. 1, Jehe Subdistrict, Tak Bai District, preliminary no one was injured or killed.
The two sites are approximately 1.3 kilometers apart.

Assalamualaikum warahmatullahi wabarakatuh
Alhamdulillah, We would like to thank the Malaysian government, especially Tan Sri Abdul Rahim bin Mohd Noor and the entire staff of the negotiation secretariat who are fully committed to the success of the 4th round of the peace negotiations process between BRN and PEDP/RTG, which took place on 31 Mar 2022 to 1 April 2022. And thank you to the media partners who are prepared to attend today. And let's not forget the millions of thanks to all the People of Patani wherever they are.
In the negotiations this time the two sides have produced several things, including:
1. Formalisation of the general principles which was signed by two international experts and has been completed through an exchange of letters of confirmation by BRN and RTG as a guarantee of the agreement of the general principles.
2. The two main parties agreed to stop violence during the month of Ramadan until 10 Syawal, which starts from 3rd April - 14th May 2022. This agreement is to create a safe and prosperous atmosphere for the Patani community in the field in particular and as a process of confidence-building between both sides in their efforts to establish meaingful peace in Patani.
3. The two main parties have presented framework(s) or TOR(s) related to the Joint Working Group (JWG) on substantive issues namely 1) political solutions, 2) public consultations, and 3) reduction of violence for [sic] both parties.
4. Both main parties have appointed contact persons under the arrangement of the Facilitator's secretariat for each substative issue contained in the "General Principles" with as many as three (3) people for each side.
This is the information that we can convey at this meeting, and hopefully media friends will take note.
