From MHA Emergency Operations Center
Good Evening,
⚠️1/10/24 The National Weather Service-Bismarck, ND Office has issued a Prolonged Arctic Outbreak Advisory: Dangerous to Life Threatening Wind Chills Possible.
Please see the attached NWS Briefing
Wind Chill Temperatures will be seen starting later tonight but the Artic Air Outbreak we will see across FBIR beginning early Saturday morning 1/13 to Monday midmorning 1/15 (The Bismarck/Mandan area will see an additional day-to Tuesday midmorning 1/16).
‼️⚠️This 3 Day timeframe is of concern, as the windchills are expected to reach -45 to -50 and is very dangerous to be exposed to for any age, with frostbite occuring in 10 minutes or less.
Babies, young children, and the Elderly are most vulnerable to this type of cold.
❇️Preparedness Actions:
✅Check on Elderly family members and neighbors. Ensure their propane or other heating source for their home is in good working order and that they are warm. Encourage them to stay indoors and help take care of any errands if they have any to minimize their exposure to the severe wind chill. Some Elderly may have medical conditions or be on certain medication that affect their ability to regulate their body temperature and mobility challenges may make it more difficult to get out of the cold right away, meaning longer exposure to dangerous wind chills.
✅Limit your time outdoors to no more than a few minutes. If you must absolutely be outside, even for a few minutes to longer than 10 minutes, be prepared and dress appropriately in layers. Layering provides better insulation. Make sure ears, head, face, hands, and feet are well protected. When you come back indoors, warm with a dryer warmed blanket, remove any wet clothing and change into dry clothing, place your shoes, stocking cap, and gloves to completely dry for their next use, assess any exposed areas for frostbite, and hydrate.
✅Reschedule any outside work/activities for a warmer day.
✅Babies and young children lose heat faster than adults do. Please keep them inside.
✅Please bring your pets inside where they have access to a shelter with heat, dry, warm bedding, water, and food during these severe wind chill periods.
✅If you must travel, please ensure your vehicle is Winter Ready, someone knows your travel plans, you have a means of communication with family or 911 with you, and no matter the duration of your trip-dress appropriately for the weather conditions in the event your vehicle breaks down and you must wait for assistance.
✅Be alert to signs and symptoms of Hypothermia (when the core body temperature drops to 95 Degrees Farenheit or less and internal organs have become stressed): which are hypertension (high blood pressure), tachycardia (high pulse rate), drowsiness, confusion, incoherent/slurred speech, loss of coordination, fatigue, memory loss, uncontrolled shivering, pain and numbness in hands, feet, face. If someone nearby begins to experiance these signs and symptoms, help them get them indoors immediately and call 911.

"This training is great news for your community," Instructor Oscar Lizardi said. "This is great news to know that if you were injured in there, not only is your law enforcement not going to hesitate, they are going to go in there and stop that threat. In the same token start working in a unified command with Fire and EMS to bring resources inside to begin extracting victims." To ensure the mistakes of Uvalde, TX never happen within the boundaries of the Fort Berthold Indian Reservation, the MHA Emergency Operations Center(EOC) in their commitment to preparedness, held back to back training courses Oct. 16-21 that included nine agencies operating on Fort Berthold.
