Three Nigerian Presidential Jets Impounded In France
LAGOS AUGUST 15TH (NEWSRANGERS)-A French court has ordered the seizure of three presidential jets linked to the Federal Government.
According to Financial Times, the jets to be seized are a Dassault Falcon 7X, a Boeing 737-7N6/BBJ and an Airbus A330-243 belonging to the federal government of Nigeria, stationed at Paris-Le Bourget and Basel-Mulhouse airports.

This is as a result of an application by Zhongshan, a Chinese company whose export processing zone management contract was revoked by the Ogun state government in 2016.
The judgment is the latest arbitration effort against Nigeria by a foreign company alleging that Africa’s most populous nation reneged on an agreement.
In 2013, Zhongfu, a subsidiary of Chinese investment company Zhongshan Fucheng Industrial Investment, and the Ogun state government signed a contract to develop a free trade area.
Zhongfu was to own 60 per cent of the joint venture under the terms of the deal.
However, three years later, Zhongfu alleged that Ogun had backed out of the deal and wanted to take over the “significant” Chinese investment in the free trade zone.
The company said a “campaign of illegal acts” against it ultimately forced it out of the agreement.
Zhongshan initiated arbitration proceedings against Nigeria in 2018.
A three-person arbitration panel in London awarded the company $70mn in damages to be paid by the federal government in 2021. The award has since grown to about $81mn with interest.
“It is clear that Zhongsan is the effective winner in these arbitral proceedings, in that it has proved its version of events is accurate, it has successfully resisted Nigeria’s jurisdictional and preliminary objections, it has established that it has a valid claim against Nigeria under the Treaty and it has obtained an award for substantial damages,” the arbitration panel wrote.
Financial Times quoted a source person familiar with the case as saying that Zhongshan filed the enforcement order at the centre of the most recent ruling with the Paris Judicial Court because the jets were parked in France.
The federal government is yet to comment on the matter.

Barca Star Yamal's Father 'Stabbed In A Car Park', Hospitalised
LAGOS AUGUST 15TH (NEWSRANGERS)-The father of Spain Euro 2024 star Lamine Yamal has been rushed to hospital after being stabbed in a car park on Wednesday evening, according to reports.
Mounir Nasraoui was in the Spanish town of Mataro where he is understood to have been attacked and has since been rushed to hospital.
According to La Vanguardia, local residents claimed Nasraoui got into an argument with some individuals while walking his dog, with the dispute resulting in a fight before Nasraoui was stabbed multiple times.
He was left in a serious condition and taken to the nearby Can Ruti hospital in Badalona in an ambulance following the stabbing.
Spanish outlets Relevo and Mundo Deportivo have since reported that while Nasraoui remains in hospital he is 'out of danger'.
Spanish police have arrested three people accused of attempted murder, as reported by El Mundo.
The investigation remains open following the incident that took place at around 9.10pm local time.
Witnesses who watched the stabbing unfold have reportedly been approached by local police in Mataro as law enforcement rallies to unearth crucial information about the attack.
Video footage has emerged of the apparent earlier confrontation between Nasraoui and other members of the community before Yamal's father was led away by police.
Nasraoui has been his son's biggest supporters over the years and was present as 17-year-old Yamal secured the European Championship title with Spain where they beat England in the final.
Yamal was Spain's star of the tournament, with his father previously declaring that the rising superstar could 'be greater than [Lionel] Messi.'
Nasraoui lives in the Rocafonda neighbourhood of Mataro where Yamal was raised and still honours the area with his '304' celebration that see's him reference the area's postcode.
The 35-year-old dad hails from Morocco, but moved to Spain as a nine-year-old where he later met Yamal's mother Sheila Ebana, with the pair later giving birth to their football prodigy son in 2007.
He had aspirations to become a footballer in Spain's professional ranks, but was unable to make the grade and subsequently moved into employment where he took up several jobs to make ends meet.
Nasraoui - who is two-years younger than Yamal's Spain team-mate Jesus Navas - followed his son around Germany as Spain starred to become Euro 2024 champions.

Boycott: Senegal Media Houses Protest Government Clampdown On Media Freedom
LAGOS AUGUST 15TH (NEWSRANGERS)-Senegalese commuters hoping to browse the news on their way to work were left disappointed on Tuesday - most national newspapers refused to publish in protest against what they see as shrinking media freedom under the new government.
The media is experiencing "one of the darkest days of its history," the local Council of Press Distributors and Publishers (CDEPS) said.
It accuses the government - led by former opposition politicians - of freezing the bank accounts of media companies and seizing their equipment over alleged non-payment of taxes.
Officials justify the crackdown by saying they were trying to end practices that lead to financial embezzlement and mismanagement in the media industry.
President Bassirou Diomaye Faye came to power in March after defeating the ruling coalition's candidate in elections.
His rise to power came after the opposition led huge protests to demand elections that then-President Macky Sall postponed in what his critics saw as a ploy to cling to power.
As part of Tuesday's media blackout, newspapers were displayed on newsstands with no content inside. The editions solely consisted a black cover reading "journée sans presse" ( French for "day without press") and an image of three raised fists gripping a pencil.
Not all papers participated in the protest - private outlet Wal Fadjri called the blackout an “ugly scar on the cheek of our beautiful democracy”.
While agreeing that the press was experiencing a "crisis", Wal Fadjri said a blackout should be the last resort as it would deprive readers of their right to information.
Radio stations largely rejected the boycott, but two popular private stations opted to play music instead of airing the news.
Private television channels like TFM (owned by Grammy award-winning singer Youssou N’Dour), ITV, and 7 TV broadcast news while demonstrating their support for the protest by featuring its slogan and image.
Concerns that the Mr Faye's government would try to restrict the media emerged a few months ago.
Prime Minister Ousmane Sonko was criticised by media professionals in June for warning that the government would no longer tolerate "falsehood" by journalists who he said were enjoying "too much impunity".
Mr Sonko used to be the public face of the opposition, and was barred from running for the presidency. He then backed Mr Faye.
Both of them had been imprisoned under the former government, and pledged to tackle corruption and strengthen democracy in Senegal.
From 2021 to 2024, Senegal slipped from 49th to 94th place on media watchdog Reporters Without Borders' world press freedom index.
The rights group recently urged Senegal's new president to take action to promote press freedom after years of "arrests and attacks on journalists, media closures and arbitrary Internet shutdowns" under Mr Sall.

Rwandan Govt Clamps Down On Over 5,600 Churches
LAGOS AUGUST 15TH (NEWSRANGERS)-Religion is a huge part of African culture. Perhaps because most African countries are largely underdeveloped, the church has become a place where people go to get answers and help.
However, this has also led to the proliferation of places of worship, most of which, critics argue, are more transactional than spiritual, paying little or no attention to the safety and security of their members.
Christianity is the dominant religion in Rwanda. The main denominations in Rwanda are Catholicism and Protestantism, with about 45 per cent of the population identifying as Catholic and 35 per cent as Protestant.
Recently, the Rwandan government led by President Paul Kagame did the unthinkable. The government clamped down on over 5,600 churches, including 100 cave churches. And the reason? The failure to comply with safety and health regulations, such as poor soundproofing, and the transactional nature of many places of worship.

Rwandan media outlet The News Times said the move is part of a two-week nationwide operation by Rwanda Governance Board (RGB), which began on 29 July.
The majority of the affected faith-based organisations, according to RGB Chief Executive Usta Kaitesi, lacked basic infrastructure and proper hygiene and safety standards, while several others were operating illegally.
“This is an ongoing nationwide operation for those churches that remain non-compliant with the law. As RGB we are not deterred by any effort in the pursuit of having proper standards of places of worship. The idea is that people should understand that these are not healthy ways of worship.
“This is not just about non-compliance with the law, but it also puts the lives of the worshippers at risk. Worshippers should not be exposed to hazards. According to the faith of most Christians, God is omnipresent; why should a worshipper risk their life inside a cave?” Kaitesi said on the public broadcaster RBA.
Rationale
The law in Rwanda, enacted in 2018, requires places of worship to operate in a safe and organized environment. It abolishes the use of loud public address systems and compels all preachers to have theological training before opening a church. This is a step towards ensuring the safety and tranquillity of worshipers.
Since the enactment of the law in 2018 to regulate the proliferation of places of worship, this is the major crackdown.
In 2018, when the bill was passed into law, 700 churches were closed.
The Rwandan President said the country didn’t need many houses of worship, maintaining that such a high number was only suitable for more developed economies with the means to sustain them.
Mr Kagame, who just won a fourth term in office with over 99 per cent of the votes, claims to rule a tightly controlled society where his critics believe there is little freedom of speech.
The government has taken a firm stance against the proliferation of houses of worship. Despite the crackdown, Mr Kayitesi said dilapidated structures and unhygienic conditions still exist.
Though Pentecostal churches run by charismatic pastors have proliferated across Rwanda, some are massive, attracting a crowd of worshipers every Sunday due to the performance of miracles and prophecies. In contrast, others are tiny structures that are poorly built without proper planning permission.

Biafran Agitator Simon Ekpa On Trial In Finnish Court
LAGOS AUGUST 15TH (NEWSRANGERS)-The Finnish Government has disclosed that it is taking action in the case of pro-Biafran agitator, Simon Ekpa, over his secession activities with the Indigenous People of Biafra (IPOB) in the South-East of Nigeria.
Finland’s Minister for Foreign Affairs, Elina Valtonen, made the disclosure in Abuja, Nigeria’s capital, during a press conference she addressed alongside her Nordic counterparts on Tuesday.
According to her, the case of Ekpa whose activities were reported to the Finnish government by the Nigerian government, is now before Finnish courts.
Self-proclaimed Biafra Prime Minister Ekpa has been a strong proponent of sit-at-home directives in the South Eastern states despite the mainstream leadership of the Indigenous People of Biafra, IPOB, suspending the exercise.
In February 2023 days before the presidential and national assembly elections, Ekpa was arrested in Finland where he resides after threatening that the elections would not be held in the South-East.
Ekpa was arrested by the police in his residence in the Lahti area of the country, a Finnish paper Helsingin Sanomat had reported.
The separatist repeatedly declared that there would be no elections in the Southeast region of the country and insisted on the observance of a sit-at-home every Monday in the area to protest the detention of the leader of the Indigenous Peoples of Biafra (IPOB) Nnamdi Kanu.
IPOB, however, distanced itself from the Finland-based Ekpa who was reportedly billed for an interview before his arrest.
He was later released and has since been very active on social media where he posts his pro-Biafran messages.
Valtonen was part of a delegation of Nordic Ministers including Sweden, Finland, Iceland, Norway, as well as Denmark who visited Nigeria to deepen trade ties between the countries.
The ministers noted that countering violent extremists in West Africa and achieving sustainable development goals is among the areas of special focus.
The Nordic ministers who are looking to crystallize relations on the African continent continue their two-day trip in Ghana.

LAGOS AUGUST 15TH (NEWSRANGERS)-Lagos lawyer and human right activist, Chief (Barr.) Malcolm Omirhobo has stated that the Ewi of Ado Ekiti, Oba Rufus Adejugbe has no constitutional right to regulate food prices or order traders in the markets not to sell their foodstuff beyond stipulated prices.
Recall that Oba Rufus Adejugbe, has cancelled various traders’ associations in markets in Ado Ekiti, the Ekiti State capital, intending to remove their undue control of prices and ensure farmers have direct access to traders.
The Monarch who also ordered traders in the markets not to sell their foodstuff beyond stipulated prices, said the steps were necessary to regulate the high prices of foodstuff in the state capital.
Leading the Ewi-in-Council, he gave the directive in Ado Ekiti on Monday during a meeting with the leadership and some members of the market women association, warned of sanctions for anybody who flouted the directives.
Reacting to the monarch directive in a statement made available to our correspondent, Omirhobo argued that it is mortifying to read that the Ewi of Ado Ekiti, Oba Rufus Adejugbe, has cancelled various traders’ associations in markets in Ado Ekiti, the Ekiti State capital so as to according to him remove their undue control of prices and ensure farmers have direct access to traders without being challenged.
“Oba Adejugbe, has no powers to regulate the prices of food stuff . He has no powers to ordered traders in the markets not to sell their foodstuff beyond stipulated prices.
“The monarch and his Council plus the leadership and members of the market women association do not have the powers to sanction anybody who flouted the purported orders or directives of the Oba .
“For crying out loud Nigeria is a free economy Republican state , guided by a constitution. We are not operating a monarchical state . The Oba, his servants, agents and or privies action is a flagrant violation of the fundamental rights to the freedom of peaceful assembly and association of Nigerian citizens in Ado Ekiti . Oba Rufus Adejugbe is over stepping his bounds,” he stated.

EFCC Reacts To Report Of Fraudster Hacking Of X Account
LAGOS AUGUST 15TH (NEWSRANGERS)-The Economic and Financial Crimes Commission (EFCC) has reacted to reports that its X account was hacked by internet fraudsters.
The anti-graft agency is trending on the aforementioned social media platform over reports of the account being hacked and deleted by ‘Yahoo boys’, with netizens sharing varying reactions.
Per online reports, the perpetrators accused EFCC of disregarding constitutional norms in cracking down on dubious activities among Nigerians online.
Daily Sun conducted checks on Thursday and confirmed that the agency’s X account was not available.
Reacting to the development, EFCC’s spokesman, Dele Oyewale, who spoke with Punch disclosed that an update on the agency’s account is responsible for the glitch.
According to him, the account would soon be accessible to members of the public.
“We are updating our records on the account. It was not hacked. It will soon start running,” Oyewale said.

Task Force Urges Lagos Residents To Avoid Patronising Okada Riders
LAGOS AUGUST 15TH (NEWSRANGERS)-The Lagos State Taskforce has urged Lagosians to desist from patronising motorcycle operators, popularly called ‘Okada’, saying they do not only pose risks to the passengers but also a security risk to all residents.
The agency said Okada has been used as a “quick getaway means by criminal elements.”
According to a statement by the Director, Press and Public Affairs, Lagos State Taskforce, Gbadeyan Abdulraheem, the Chairman of the Agency, CSP Adetayo Akerele, said this following simultaneous operations against Okada operatives who have carried on with their operations across various parts of the Lagos metropolis.
The operation, according to the agency’s spokesman, which lasted about six hours was carried out under the instruction and directive of the Lagos State Commissioner of Police, CP Adegoke Fayoade.0:00 / 0:00
The agency, he said, took the operation to the Badagry Expressway, Mile 2, Second Rainbow Bus Stop, V-naija Bus Stop, Alabasuru and Berger Bus Stop where recalcitrant okada operators had carried on with their activities illegally.
“Speaking on the incident today, the Chairman of Agency, CSP Adetayo Akerele, disclosed that most of these operators were under the impression that it would be business as usual where the agency would carry out a single operation to discourage them but that is not the case anymore.
“He promised the operators who managed to evade arrest that the long arm of the law would catch up with them in the nearest future if they do not turn over a new leaf,” the statement said.
The chairman further stated that some Okada operators hide under the guise of the bikes belonging to soldiers or are operated by soldiers in the vicinity, all in a bid to evade arrest when caught operating.
He assured them that there will be no sacred cows when it comes to sanitizing the Highways and restricted routes where okada operations have fully been banned by the state government.
“We encountered some form of resistance from okada operators who claim that the bikes belong to soldiers therefore are untouchable. I quickly cleared their doubt and used it as means to sound a note of warning that there are no sacred cows when it comes to restoring sanity on our roads,” he said.
He reiterated the commitment of the state government in upholding the Road Transport Sector Reform Laws of 2018 where it is clearly stated that okada operations are prohibited on all Highways in the State.
The Tmtaskforce chairman further reminded uniform personnel who make use of okada as a means of transportation to and fro their beat to ensure that they are fully kitted in their regalia while on a bike and the only passenger allowed to be on a bike with them is another uniform personnel who is fully kitted.
“Consequently, the agency boss appealed to commuters to desist from patronising okada operators who pose not just safety risks to the passenger and rider but also a security risk to all resident due to the use of okada as a quick getaway means by criminal elements.
“He assured residents that the activities of okada operations will be a thing of the past as the agency will leave no stone unturned till they adhere to all traffic rules and regulations of the state,” the statement added.

Filling Stations Under Lock And Key As Depots Battle Fuel Shortage
LAGOS AUGUST 15TH (NEWSRANGERS)-Nigerians are still struggling to get Premium Motor Spirit, popularly known as petrol, as depots continue to battle fuel shortage.
Checks by our correspondent showed that many filling stations in Lagos, Abuja, Ogun, and other states are still shut down due to their inability to access PMS.
The scarcity is gradually affecting major and independent marketers as other filling stations that used to dispense fuel in the past weeks are now under lock and key.
At the few stations where the product is available, marketers dispense a litre at prices between N700 and N1,000.
Some Nigerians on social media called on the Nigerian National Petroleum Company Limited to tell the masses why the fuel scarcity has not been addressed in the past three weeks.
Since July 27 when the NNPC blamed the fuel scarcity on a hitch in the discharge operations of a couple of vessels, the situation has not seen any significant improvement and the Federal Government did not deem it necessary to speak to the masses.
From Berger to Ogudu, Iyana-Woro to Lagos Island, Ikeja to Abule Egba, Apapa to Surulere, and others, only a few filling stations opened for business on Tuesday.
Our correspondent gathered that the stations that have fuel in Abuja had queues of cars as long as one kilometre.
Operators told our correspondent that the depots in Apapa did not get enough supply from the NNPC.
According to them, demand is currently far higher than what the sole importer of PMS could bring into the country.
The operators said though vessels are bringing in imported fuel, the supply is below what the country needs to get rid of the current fuel crisis.
“There is no fuel at the depots. Whatever is being imported now is not enough to fight the current scarcity. And the price is high because marketers now get petrol at N730/litre. There is nothing we operators can do when there is no supply.
“The supply is not increasing because the importer is incurring too much debt. The more they import, the more the debt on the NNPC, so they continue to ration. Everywhere is dry, and even major marketers are affected. NNPC retail outlets are affected. The situation is worse in Abuja, especially at Airport Road,” one of the operators told our correspondent anonymously due to lack of authorisation to speak on the matter.
Another marketer told our correspondent that the few depots that had fuel were not selling to outsiders, they instead dispatched the little they had to their stations.
It was also observed that the high cost of petrol is affecting the cost of transportation, impacting the cost of living.

Again, Port Harcourt Refinery Fails To Commence Operation After Sixth Postponements
LAGOS AUGUST 15TH (NEWSRANGERS)-The Port Harcourt Refining Company, a refinery under the management of the Nigerian National Petroleum Company Limited in Rivers State, has again failed to commence operations after about six postponements, The PUNCH reports.
It was observed that promises made to Nigerians by the Federal Ministry of Petroleum Resources and NNPC about the refinery have continued to witness multiple failures.
Since December 2023, NNPC, which is in charge of all the government refineries, has given Nigerians different dates, assuring citizens that the refinery would begin the sale of refined products soon.
In July, the Group Chief Executive Officer of the NNPC, Mele Kyari, stated categorically that the refinery would come into operation in early August.0:00 / 0:00
The same Kyari said in 2019 that the NNPC would deliver all the country’s four refineries before the end of former President Muhammadu Buhari’s administration.
While appearing before the senate recently in July, Kyari boasted, “I can confirm to you, Mr Chairman, that by the end of the year, this country will be a net exporter of petroleum products.
“Specific to NNPC refineries, we have spoken to a number of your committees, and it is impossible to have the Kaduna refinery come into operation before December, it will get to December, both Warri and Kaduna, but that of Port Harcourt will commence production early August this year.”
However, as August nears midpoint, the refinery has yet to commence operations, creating concerns that this might be another failed promise from NNPC.
Replying to inquiries from our correspondent on Tuesday, the NNPC said it was on course, even when the early August promise has expired.
In a chat with our correspondent, the NNPC spokesperson, Olufemi Soneye, tersely replied, “We are on course.”
Soneye did not reply to further questions, asking if he meant the refinery would still operate this month.
The PUNCH recalls that the 210,000 barrels per day refinery was said to have reached what the NNPC called mechanical completion of rehabilitation work in December.
It stated that the facility would start refining 60,000 barrels of crude oil daily after last year’s Christmas break.
Later in January, Kyari said the refinery was being tested and would be ready by the end of January.
During the second month of the year, the Shell Petroleum Development Company of Nigeria Limited completed the supply of 475,000 barrels of crude oil to the Port Harcourt refinery, raising the expectations of marketers that production was set to commence.
This came a few weeks after NNPC said in January it was seeking to engage reputable and credible operations and maintenance companies to run the Port Harcourt refinery. NNPC did not disclose whether or not it had secured bidders to run the refinery.
In mid-March, Kyari said the Port Harcourt refinery would commence operations in two weeks, April.
“We are serving this country with honour and dignity. And we will make sure that the promises we make on the rehabilitation of these refineries will take place,” Kyari stated after he appeared before the Senate Ad-hoc Committee investigating the various turnaround maintenance projects of the country’s refineries.
As the April deadline elapsed, independent petroleum marketers told The PUNCH that the facility would begin production by the end of July.
Commenting on this, NNPC’s Chief Corporate Communications Officer, Soneye, said regulatory approvals from international bodies were the only impediment stalling the operational commencement of the refinery.
“We have said that the mechanical completion has been done and every other thing is done. There is crude oil and all the pipes are working; we are only waiting for regulatory approvals. As I said, some of our materials and the things we use have to do with nuclear, and we need the nuclear authorities to give us approval to use all those things at the site.
“And some of these approvals come from bodies outside of Nigeria. Until they give us those approvals, we can’t begin operations. We are ready to go but if something happens without it, which would be another issue. Everything has been completed in terms of our work, and once we get those approvals, it will start operations,” Soneye revealed in May.
Some Nigerians have expressed disappointment that the nation’s refineries have remained moribund for years. The country has since depended on imported fuel as it lacks refining capacity, spending up to N2tn monthly.
The President of the Dangote Group, Aliko Dangote, said $4bn had been spent by the Federal Government in an attempt to revive the nation’s refineries.
Obasanjo talks tough
While addressing some House of Representatives members who visited him in Abeokuta on Friday, former President Olusegun Obasanjo recalled how Shell refused his pleas to help run the refineries when he invited them during his days as the President, blaming corruption and poor management.
According to Obasanjo, some Nigerians later paid $750m to take over the refineries, however, his successor turned it back.
“I ran to him, I said, ‘You know this is not right’. He said, ‘Well, NNPC said they can do it’. I said ‘NNPC cannot do it’. I told my successor that ‘the refineries, from what I heard and know, will not work and when you want to sell them, you will not get anybody to buy them at $200m as scrap’. And that is the situation we are in.
“So, why do we do this kind of thing to ourselves? NNPC knew that they could not do it, but they knew they could eat and carry on with the corruption that was going on in NNPC. When people were there to do it, they put pressure. In a civilized society, those people should be in jail,” Obasanjo posited.
He told the lawmakers that he was aware they were investigating the $1.5bn the NNPC has spent on the Port Harcourt refinery.
The refinery, situated in Nigeria’s oil-rich Niger Delta region, has been in operation since 1965, but later became moribund for several years. The Alesa Eleme refinery complex is approximately 25km east of Port Harcourt.
In March 2021, the Nigerian government acquired a $1.5bn loan for the renovation and modernisation of the refinery; a move that was criticised by former Vice President Atiku Abubakar, who advocated the sale of all government refineries.
While reacting to the plan to hand the refinery over to private managers, Atiku tackled former President Muhammadu Buhari and the incumbent President Bola Tinubu for failing to heed his advice that the refinery and others owned by the government should be sold to private individuals.
Earlier, NNPC disclosed that it signed an agreement with the African Refinery Port Harcourt Limited for the subscription of 15 per cent equity by ARPHL in the Port Harcourt Refining Company.
Parties in the deal said the agreement would lead to an increase in the refining capacity of the Port Harcourt refinery from 210,000 barrels per day to 310,000bpd.
