Myth Busting And Solution Seeking

In this issue we take a deep, hard look at how 10 adjacent school districts perform in a number of metrics. Sadly one school district stands out with consistently poor performance in a multitude of key metrics. Even more distressing, when asked about this by the Community Gazette, school leaders deflected the discussion away from their performance and instead focused on the districts being compared.
Whether compared to Monroe or Newtown or other neighboring school
districts, or just looked at on its own, Bethel’s school leaders and Board of Education have a number of deeply troubling questions to answer. Among them:
Why do so many students fail to graduate? 8% don’t.
Why do so many students not move on to college? 14% don’t.
Why are so many students not prepared for post high school? 49% aren’t.
Why are so many students not proficient in core academic subjects of English, math and science? 30 to 35% aren’t.
Why such a high number of suspensions and expulsions? 208 last year.
What can be done to fast track English as a second language students? All 185 of them.
Why does Bethel field the second lowest number of educators per 100 students?
10.6 – 10% less than the 10 school average.
Bethel has wonderful, hard working and dedicated teachers and bright, hard working students. But overall performance is stunningly behind its neighbors. What is also clear is that this is more a problem of spending in the wrong places and not an issue of not spending enough overall.
The community needs to engage Bethel’s school leaders in an open and honest discussion about the state of the schools and what needs to be done to improve performance.
The sooner school leaders admit the breadth and depth of the issue, the sooner that discussion can begin and then the sooner Bethel will improve outcomes for its students.

SRI RE, LLC for property located at 140 Greenwood Ave for a site plan and special permit to construct two additional floors to an existing structure, and parking reduction for shared use between two properties. The property can be found in the Assessors records as Map 22 Block 30 and lot 07 and 08.

The Bethel Board of Finance presents the proposed 2024-25 budget to the public at the public hearing tonight, Tuesday, March 19 at 7 p.m. at the Bethel High School Auditorium (300 Whittlesey Drive). The budget then goes to the Annual Town Meeting on April 4th for review and possible approval. If approved, the budget then goes to a referendum vote on April 23rd. The proposed $92.2 million budget has a 3.99% school budget increase and a 5.37% increase for the town operating budget.

18 More Signatures Needed

We are just 18 signatures on the petition to repeal the Transit Oriented District to reach 300 signatures.
The Transit Oriented District (known as the T.O.D.) was originally supposed to revitalize the area around the train station. Then it was expanded and swallowed most of Downtown, the Historic District and parts of nearby neighborhoods.
It is being used to justify disfiguring the downtown with projects that add lots of new apartments and commercial space and not enough parking as well as plans to replace the single family homes along Diamond Avenue with a new commercial downtown featuring 3 and 4 story buildings and a very urban city look and feel.
The TOD is being used as a sledge hammer to destroy this wonderful, charming downtown and it needs to go.
The TOD is being used to stuff hundreds of more apartments into the downtown area that is already too dangerously congested. It needs to go.

In Congress, July 4, 1776

The unanimous Declaration of the thirteen united States of America, When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, --That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.--Such has been the patient sufferance of these Colonies; and such is now the necessity which constrains them to alter their former Systems of Government. The history of the present King of Great Britain is a history of repeated injuries and usurpations, all having in direct object the establishment of an absolute Tyranny over these States. To prove this, let Facts be submitted to a candid world.

He has refused his Assent to Laws, the most wholesome and necessary for the public good.

He has forbidden his Governors to pass Laws of immediate and pressing importance, unless suspended in their operation till his Assent should be obtained; and when so suspended, he has utterly neglected to attend to them.

He has refused to pass other Laws for the accommodation of large districts of people, unless those people would relinquish the right of Representation in the Legislature, a right inestimable to them and formidable to tyrants only.

He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their public Records, for the sole purpose of fatiguing them into compliance with his measures.

He has dissolved Representative Houses repeatedly, for opposing with manly firmness his invasions on the rights of the people.

He has refused for a long time, after such dissolutions, to cause others to be elected; whereby the Legislative powers, incapable of Annihilation, have returned to the People at large for their exercise; the State remaining in the mean time exposed to all the dangers of invasion from without, and convulsions within.

He has endeavoured to prevent the population of these States; for that purpose obstructing the Laws for Naturalization of Foreigners; refusing to pass others to encourage their migrations hither, and raising the conditions of new Appropriations of Lands.

He has obstructed the Administration of Justice, by refusing his Assent to Laws for establishing Judiciary powers.

He has made Judges dependent on his Will alone, for the tenure of their offices, and the amount and payment of their salaries.

He has erected a multitude of New Offices, and sent hither swarms of Officers to harrass our people, and eat out their substance.

He has kept among us, in times of peace, Standing Armies without the Consent of our legislatures.

He has affected to render the Military independent of and superior to the Civil power.

He has combined with others to subject us to a jurisdiction foreign to our constitution, and unacknowledged by our laws; giving his Assent to their Acts of pretended Legislation:

For Quartering large bodies of armed troops among us:

For protecting them, by a mock Trial, from punishment for any Murders which they should commit on the Inhabitants of these States:

For cutting off our Trade with all parts of the world:

For imposing Taxes on us without our Consent:

For depriving us in many cases, of the benefits of Trial by Jury:

For transporting us beyond Seas to be tried for pretended offences

For abolishing the free System of English Laws in a neighbouring Province, establishing therein an Arbitrary government, and enlarging its Boundaries so as to render it at once an example and fit instrument for introducing the same absolute rule into these Colonies:

For taking away our Charters, abolishing our most valuable Laws, and altering fundamentally the Forms of our Governments:

For suspending our own Legislatures, and declaring themselves invested with power to legislate for us in all cases whatsoever.

He has abdicated Government here, by declaring us out of his Protection and waging War against us.

He has plundered our seas, ravaged our Coasts, burnt our towns, and destroyed the lives of our people.

He is at this time transporting large Armies of foreign Mercenaries to compleat the works of death, desolation and tyranny, already begun with circumstances of Cruelty & perfidy scarcely paralleled in the most barbarous ages, and totally unworthy the Head of a civilized nation.

He has constrained our fellow Citizens taken Captive on the high Seas to bear Arms against their Country, to become the executioners of their friends and Brethren, or to fall themselves by their Hands.

He has excited domestic insurrections amongst us, and has endeavoured to bring on the inhabitants of our frontiers, the merciless Indian Savages, whose known rule of warfare, is an undistinguished destruction of all ages, sexes and conditions.

In every stage of these Oppressions We have Petitioned for Redress in the most humble terms: Our repeated Petitions have been answered only by repeated injury. A Prince whose character is thus marked by every act which may define a Tyrant, is unfit to be the ruler of a free people.

Nor have We been wanting in attentions to our Brittish brethren. We have warned them from time to time of attempts by their legislature to extend an unwarrantable jurisdiction over us. We have reminded them of the circumstances of our emigration and settlement here. We have appealed to their native justice and magnanimity, and we have conjured them by the ties of our common kindred to disavow these usurpations, which, would inevitably interrupt our connections and correspondence. They too have been deaf to the voice of justice and of consanguinity. We must, therefore, acquiesce in the necessity, which denounces our Separation, and hold them, as we hold the rest of mankind, Enemies in War, in Peace Friends.

We, therefore, the Representatives of the united States of America, in General Congress, Assembled, appealing to the Supreme Judge of the world for the rectitude of our intentions, do, in the Name, and by Authority of the good People of these Colonies, solemnly publish and declare, That these United Colonies are, and of Right ought to be Free and Independent States; that they are Absolved from all Allegiance to the British Crown, and that all political connection between them and the State of Great Britain, is and ought to be totally dissolved; and that as Free and Independent States, they have full Power to levy War, conclude Peace, contract Alliances, establish Commerce, and to do all other Acts and Things which Independent States may of right do. And for the support of this Declaration, with a firm reliance on the protection of divine Providence, we mutually pledge to each other our Lives, our Fortunes and our sacred Honor.

Just received an important weather message from the Town of Bethel and wanted to share it:

The forecast is calling for an extreme drop in temperatures and dangerous wind chills this weekend, especially Friday night into Saturday. Please use caution if out and about in these dangerous temperatures.

The Municipal Center will be open this Saturday for various activities from 8am to 7pm and will also be available as a warming center during those hours. Enter via the rear handicap ramp by Park & Rec and use Meeting room A. Our Emergency Management staff will monitor the conditions and provide updates if needed.

Lawsuit Settled
Town Business Expected To Resume

Last month, the day after now former First Selectman Matthew Knickerbocker resigned to pursue a paid administrator position in Wilton, then Selectman Richard Straiton resigned from the Board of Selectmen and was, as he has now conceded, incorrectly sworn in as First Selectman of Bethel. Bethel resident, Board of Education member and Vice Chair of the Bethel Republican Town Committee Dan Nostin then filed a lawsuit in Connecticut Superior Court seeking to have Mr. Straiton removed from the First Selectman position and a special election to choose a new First Selectman to be held, as required by the Bethel Town Charter.

On October 7th, a month after Mr. Straiton was sworn in as First Selectman, Mr. Straiton and Mr. Nostin entered into a Memorandum of Understanding in which Mr. Straiton admits that it was a mistake to violate the Town Charter and agrees to step down from the First Selectman position.

The agreement states "WHEREAS, Straiton agrees and acknowledges that mistakes were made by his failure to abide by the terms of the Town of Bethel Charter (the “Charter”) regarding the swearing of Straiton as First Selectman and the failure of the Board to elect Straiton as Acting First Selectman;" It further states "Straiton agrees to immediately cease and desist from serving as and holding himself out as First Selectman."

Town Attorney Martin Lawlor asserts in an attachment to the Memorandum of Understanding his opinion that Mr. Straiton is still on the Board of Selectmen as his September 7th resignation letter referred to himself as "Second Selectman" and there is no such position. Mr. Lawlor also reportedly insisted that Mr. Straiton be sworn in as First Selectman rather than follow the Town Charter and temporarily serve as Acting First Selectman.

As a result, the parties have agreed that Mr. Straiton may return to the Board of Selectmen as a Selectman, and he and Selectman Bryan Terzian will then determine which of them shall serve as Acting First Selectman, as required by the Town Charter, during the period between now and the expected Special Election to be held sometime after January 1st of 2023 to elect a new First Selectman.

Mr. Straiton did not provide any comment as of press time. Mr. Nostin said "There has been a lack of transparency for years on the part of the BOS and the recent actions of the resigned First Selectman and Selectman where in direct conflict with the Town of Bethel Charter. The only outcome my actions sought were a proactive special election and holding those accountable who attempted to subvert the Charter. The settlement at hand ensures we will have a functioning government until a special election can be held to fill the vacancy with a special election, without the board having an illegally appointed member. Hopefully this episode will encourage our elected officials to abide by the rules we have agreed to operate by in the form of what is dictated in the charter. All citizens should support the veracity of our main operating document and not tolerate any deviation from its intentions."

Cynthia McCorkindale, Chair of the Bethel Independent Town Committee and Chair of the Bethel Board of Finance said "I'm glad that the Town is back in business, but I think that Bethel taxpayers should be concerned that this happened and what may have happened in the past that we don't know about."

A number of Town officials have privately said that they believe the point of Mr. Straiton resigning from the board and attempting to be named First Selectman was to create an immediate opening on the Board of Selectmen for the Bethel Democratic Town Committee to name a replacement for Mr. Straiton, thus "packing" the Board of Selectmen with a majority of Democrats during the several months until the Special Election can be held. Mr. Nostin's lawsuit effectively halted that effort. The agreement also restores town operations which have been halted while the Town had only one elected Selectman, Bryan Terzian.

Mr. Straiton is expected to attend the next scheduled Board of Selectmen meeting as a member of the Board on October 18th, at which time the Board of Selectmen are expected to set the date for the Special Election.

Tuesday evening, September 27th, at 7 pm the Bethel Planning and Zoning Commission will be reviewing amendments to the request for 30 apartment complex at 17 Whitney Road as well as discussing the proposed multi-building development at 9 and 11 Diamond Avenue.

The newly renamed group Stop Overdeveloping Bethel urges anyone concerned about the pace of development and the type of development in Bethel to attend.

Bethel Swears In New First Selectman Straiton

On Wednesday morning, September 7th, with family, friends, supporters and co-workers at the Municipal Center, Bethel's Town Clerk Lisa Bergh swore in acting First Selectman Rich Straiton, who will fill the position until a special election is held to choose a First Selectman to complete the term vacated by outgoing First Selectman Matthew Knickerbocker. After a short speech outlining his approach to the position, cake was enjoyed by attendees. Photos show First Selectman Straiton taking the oath of office, with his family and cutting the cake.

Good Morning.
Thank you Lisa.
Being a Bethel resident all my life, I would have never believed that one day I would be sworn in as your First Selectman. This is a true honor.
I have served many years on various building projects and thirteen years as your second selectman. With the help of our residents and employees of the Town of Bethel, I look forward to continuing the good work that I have been involved in for the betterment of our community.
I would like to thank my wife and family for their support and understanding of my new position. Also to my friends and colleagues who have made a special effort to be here this morning.
I pledge to the Town employees, residents, property owners and businesses that they know my door is always open. I will always listen to your concerns.

Budget Public Hearing on Monday, March 21st
There is a public hearing about the proposed budget for 2022-2023 on Monday, March 21st at 7 p.m. at the Bethel Middle School. It's not going to be on ZOOM - in person only. Consider sending comments to Board of Finance Chair Cynthia McCorkindale at [email protected] before the meeting.

Petition for Safe Crosswalks and Sidewalks
An online petition has been started after piles of snow and ice from plows blocked crosswalks and sidewalks throughout Bethel 4 days after the storm had passed. The petition calls for Bethel to remove piles of snow at crosswalks and along the curb that block access to the sidewalk after each storm.

The Special Town Meeting scheduled for Tuesday evening (Jan. 18) has been canceled. The meeting notice was never posted or published. A new date is expected to be set at the Board of Selectmen meeting at 7 p.m. on Jan. 18th. The Special Town Meeting is to discuss the request to spend $870,000 expanding Clarke Park. All registered voters in Bethel are encouraged to attend when the Special Town Meeting is rescheduled. Here's the story from this week's Bethel Community Gazette.
