๐๐๐๐ | CAMPUS PRESS FREEDOM BILL REFILED AHEAD OF NATIONAL PRESS FREEDOM DAY
In line with strengthening the voice of student publications, the College Editors Guild of the Philippines (CEGP) and Kabataan Party-list refiled the Campus Press Freedom Bill in the 20th Congress today, August 28, just days ahead of National Press Freedom Day.
The proposed measure seeks to repeal the Campus Journalism Act of 1991, a decades-old law criticized by student journalists as โtoothlessโ and โinutile.โ Far from protecting the campus press, it has allowed widespread violations such as censorship, withholding of funds, administrative intervention, harassment, red-tagging, and surveillance. According to CEGP, over 1,000 campus press freedom violations (CPFVs) have been documented since 2010, with 206 cases recorded just last year alone.
โWhen campus publications are silenced, itโs not only student journalists who suffer; the youth as a whole are denied their right to think critically and hold power accountable,โ said Brell Lacerna, CEGP National Spokesperson.
CEGP stressed that the suppression of student publications is tied to the broader education crisis, citing reports that 18 million high school graduates struggle to read and comprehend. They argued that the crisis worsens when critical voices in schools are stifled by anti-student policies and state repression.
The bill, first filed during the 15th Congress, remains stalled until today. It seeks to guarantee mandatory funding, editorial independence, and protection against censorship and harassment. But for CEGP, the struggle extends beyond legislation.
For CEGP, the fight does not end in the halls of Congress. โCampus press freedom is inseparable from the broader struggle for accessible and quality education,โ the guild asserted. โWhile the bill languishes in legislation, student publications must continue organizing and mobilizing in the streets, together with fellow students and communities, to defend their rights and hold the state accountable for its repression.โ in a statement of CEGP.
