*FG Declares Dala Inland Port Of Origin, Destination*

After over twenty years of neglect and deliberate suffocation, by previous administrations before the coming of President Muhammadu Buhari and also before the coming of Governor Abdullahi Umar Ganduje of Kano state, on board, Dala Inland Dry Port finally sees light at the end of the tunnel, as the gigantic project was declared as a Port of Origin and Final Destination, today, Friday 5th August, 2022.

With the recent declaration of the Port in the heart of the ancient city of Kano, in Zawachiki, Kumbotso local government, as a Port of Origin and Port of Final Destination of cargoes across the globe by the federal government through Minister of Transportation, Engineer Mu'azu Jaji Sambo, the Port now becomes a centre of attraction for both national and international investors.

When operation at the Port finally takes off, after official commissioning by President Muhammadu Buhari, probably in less than three months coming, the Port becomes accessible and ready to the rest of the world, particularly with this all-embracing declaration by the federal government.

As rightly pointed out by the Minister, "With today's declaration as Port of Origin and Port of Destination, the Port becomes accessible and is ready to receive national and international investors, shippers, shipping companies, sea users, landlocked countries, national and international communities."

In his words, Engineer Sambo officially declared that, "...I hereby declare Dala Inland Dry Port as a Port of Origin and Final Destination." The declaration was followed by standing ovation!

Nigerian Railway Corporation already put in place rail road directly into the Dry Port, that will facilitate easy access and delivery of Containers coming from Sea Ports and moving out of other Containers for exporting purposes.

After some years of neglect, the Concession Agreement was then signed on 26th May, 2006, as revealed by the Managing Director of Dala Inland Dry Port, Ahmed Rabi'u. Another major effort came on board in the last two years, when Nigerian Shippers Council requested the state government under Governor Ganduje for some Corporate Social Responsibility projects to support and fast track the completion of the project which suffered many years of neglect.

Governor Ganduje's positive and hasty response to the request helped much in fast tracking the process. Kano state government spent Two Billion Five Hundred Million Naira (N2.5b) and executed dual access road to the Dry Port of over 2km, perimeter fencing, electricity and water.

During the declaration ceremony the Acting Governor, Dr Nasiru Yusuf Gawuna, reading from the text prepared for Governor Abdullahi Umar Ganduje, said "Kano is the commercial and investment nerve centre of Northern Nigeria and the largest non-oil and gas economy in the country, with a GDP of approximately Twelve Billion US Dollars ($12b)."

The text reads thus, "...the state has one of the largest markets for commercial activities in the country, such as Kantin Kwari market, for fabrics, Kasuwar Singer market, for essential commodities, Abubakar Rimi market, for general supplies, Kofar Ruwa market, for building materials, Dawanau International Grain market, for grains and the new Multi Billion Naira Kano Economic City, which will soon be commissioned. These markets have Billions of Naira daily turnover."

Not only that, those put in place to man the project are highly experienced business oriented people to effectively drive the multi-billion Naira infrastructure.

Like the Chairman Board of Directors of the Dry Port, Abubakar Sahabo Bawuro, has been a very successful business man, whose track records in many private organisations moved those organisations to greater heights.

The Managing Director of the Dry Port, Ahmed Rabi'u was also another business icon, whose track records cuts across many organisations also, with positive results in all the places he worked.

The most interesting part of it is, their resolve to employ modern technology in running the Dry Port. As highlighted by Bawuro in his remarks, that, "Our resolution as a Board right from inception was to develop a Port worthy of respect and to be premised on a good foundation that would see it function as an efficient Digital and Regulatory Compliant Port, that would minimize contact between Cargo and man."

Rabi'u, being the Managing Director, who knows in and out of the entire project, disclosed, in appreciation, that, "Alhaji Abubakar Sahabo Bawuro with his City Green Enterprises did very well in supporting the project. We must appreciate this unrelenting commitment by Bawuro, for sinking alot of money to the development of this project."

Already Nigerien government sent a very powerful delegation from the Republic to attend the Declaration ceremony. Apart from other neighbouring countries who already indicated their interest to patronize the Port.

To make it clearly that the Port comes to stay and has the support of all stakeholders, the Declaration ceremony was attended by Nigerian Shippers Council, Nigerian Customs Service, Nigerian Railway Corporation, members of the business community, like Manufacturers Association of Nigeria (MAN), Nigerian Chambers of Commerce, Industries, Mines and Agriculture (NACCIMA), Consultants PPP, JUSTICIA and GARBACH, among other stakeholders.

And indeed His Highness the Emir of Kano, who was represented by Ahmed Ado Bayero, who is the Sarkin Dawakin Tsakar Gida and Chief of Staff to the Emirate Council, also blessed the occasion.

Among prospective benefits that could be derived from this all-important project are, it will promote the handling, storage, regulatory, warehousing, accessibility and distribution of goods and it will take shipping services to the doorsteps of Shippers and businesses.

The project will also reduce, overwhelmingly, the cost of transportation from Sea Ports to hinterland and to landlocked nations, neighbouring Kano state. It will pave way for more business opportunities. This will checkmate crimes and criminalities, for peace and tranquility to thrive in the state and nation as a whole.

*Exam Failure: Teenager Commits Su***de In Kwara*

The police in Kwara State said a 17-year-old student of Offa Grammar School in Offa Local Government Area committed su***de over his failure to pass his promotion examination from SS1 to SS2.

This is contained in a statement issued by the State Police Public Relation Officer, SP Okasanmi Ajayi, in Ilorin.

He said the co**se of the deceased was removed from a tree behind Ariya Garden Hotel, Offa, by a team of policemen from the Divisional Police Headquarters, Offa, at about 15.34hours on Tuesday.

Court Dissolves 23 Year Old Marriage Of A Man And His Grandniece.


A Higher Shari’a Court in Tsafe, Tsafe Local Government Area of Zamfara on Tuesday dissolved the 23-years-old marriage of a man, Musa Tsafe and his grandniece, Wasila.

Delivering a ruling, the Presiding Judge, Malam Bashir Mahe, dissolved the marriage after fair hearing from both the prosecution and defence counsel.

Mahe held that the marriage between Tsafe and Wasila was contrary to the teachings of Islam.

The judge said marriage between the couples contradicted Qur’an chapter 3 verse 23, page 79 and page 77 of Ihkamil Ihkami.

He explained that the verdict came after the inability of the defence counsel to prove otherwise.

The Hisbah Commission filed the suit seeking a dissolution of the 23-year-old union.

The commission told the court that the marriage between Tsafe and Wasila was against Sharia laws and Islamic jurisprudence.

The commission said it was compelled to file a case against the couple after efforts by the Islamic Advisory Council(Shura) and the Tsafe Emirate since 2020 yielded no fruit.

Counsel to the commission, Malam Sani Muhammed, told the court that investigations by various Islamic bodies and the emirate showed that the couple who got married some time in 1999 are directly related and so marriage is forbidden between them.

Muhammed said the act contravenes the teachings of Islam as indicated in the Holy Qur’an chapter three verse 23.

2022 UTME: JAMB, Stakeholders Approve New Cut- Off Marks For Admissions

The Joint Admissions and Matriculation Board, JAMB, and heads of tertiary education institutions in the country on Thursday pegged the minimum cut-off mark for admissions in the 2022/2023 academic session.

According to the stakeholders, the minimum cut-off mark for universities is 140 while that of polytechnics and colleges of education, respectively, were pegged at 100.

These were announced at the ongoing Policy Meeting on Admissions, presided by the Minister of Education, Adamu Adamu, in Abuja, Thursday.

The Economic and Financial Crimes Commission, EFCC, says it will on Friday, July 22, 2022, arraign a former Accountant General of the Federation, Ahmed Idris before Justice A.O. Adeyemi Ajayi of the Federal Capital Territory High Court, Abuja.

A statement issued by the anti-graft agency on Thursday, said Idris is to be docked alongside three others: Godfrey Olusegun Akindele, Mohammed Kudu Usman and Gezawa Commodity Market and Exchange Limited on a 14 count charge of stealing and criminal breach of trust to the tune of N109, 485,572,691.9

*Nigerian Shippers’ Council Unveils New Operational Manual For Inland Dry Ports*

The Nigerian Shippers’ Council (NSC), on Thursday in Kano, unveiled operational manual for Inland Dry Ports to enhance efficiency at the ports across the country.

The Executive Secretary of the Council, Mr Emmanuel Jime, who spoke at the official launching of the manual, said it would address operational gaps, boost transparency and accountability in the sector.
He said the operational manual which would be launched in Kano, Porthacourt and Lagos respectively would provide detailed processes and procedures for the main activities of the Inland Dry Ports.

“The strategic importance of producing the manual which articulates the step-by-step procedures for receiving, storing, handling and delivery of cargoes as well as highlighting the operations, the responsibilities of agencies and timeline for discharging such tasks was sine-quanon,” he said.
Represented by Director Inland Transport Service, Philip Eduwa, Jime said the operators and the regulators are compelled to abide with the operational processes as contained in the manual.
The NSC boss explained that activities in the operational manual include, container import by rail, container export by rail, container import by truck, container export by truck, customs controls and empty container storage.

Jime said the manual specifically describes functions and activities of the dry ports, lay out design and align dry ports operations to international best practices.
According to Jime, the manual will be used as a measure of performance by the regulator and will be subjected to future review.

He said the Ports projects were conceived as part of Federal Government’s reform programmes in the transport sector to promote efficient transportation and to engender trade facilitation.

Jime said the Federal Executive Council granted approval for the establishment of Inland Dry Ports in March, 2006 at six locations across the country.

He listed the ports to include Isiala-Ngwa in Abia; Erunmu in Oyo, Heipang in Plateau, Funtua in Katsina State, Maiduguri in Borno, and Dala Dry Port in Kano State, which would soon be commissioned.

The executive secretary restates the commitment of the agency and Federal Ministry of Transport in providing the enabling environment for dry port projects nationwide to operate optimally.

Earlier, the representative of Minister of Transport, Ewoche Victor, a Deputy Director in the ministry, said the projects were developed through Public Private Partnership using the build, own, operate and transfer (BOOT) model.

He said the manual was based on best international practices adapted to local context, but not fully customised for each dry port and each port would have its own specialties.

The minister noted that effective operations of a dry port requires seamless coordination between the seaport and other key stakeholders involved in port operations.

He described the launching of the manual as a milestone to fast track development and operations of IDP projects in the country.

Bandits Burn Down 2 Health Centres, Shut 69 Others In Katsina— Official

Katsina State Government says bandits have completely burnt down two primary health centres in Batsari Local Government Area of the state.

Dr Shamsudeen Yahaya, the Executive Secretary, Katsina State Primary Health Care Development Agency disclosed this to newsmen on Tuesday in Katsina.

According to him, 69 out of the over 1,800 healthcare centres in the state were also temporarily closed as a result of insecurity in some local government areas.

Yahaya also said some of the health workers were kidnapped, but later released.

The agency’s boss said the situation has increasing request for redeployment by health workers in the affected areas.

Yahaya, however, said the government had concluded plans to renovate one health centre in each of the 361 wards across the state.

He also expressed the commitment of the government to complete the rehabilitation of dilapidated health centres in the state.

Yahaya said that the state government would recruit 272 health workers to tackle the problem of manpower shortage in the health sector. (NAN)

Over 600 Inmates Escape From Kuje Prison- FG

The federal government has confirmed that over 600 inmates escaped from the Kuje Medium Custodial Centre in Abuja after gunmen attack on Tuesday night.

The Permanent Secretary of the Ministry of Interior, Dr Shuaib Belgore, on Wednesday said a civil defence personnel died in the gun battle between security agencies and the attackers.

Dr. Belgore, who toured the facility to ascertain the level of damage and casualties, said about 600 inmates escaped from the facility which had a total of 994 inmates.

He however, said 300 of the escapees have been retrieved while between 50 to 60 have been apprehended in the outskirts of the FCT by security operatives who have launched manhunt for the escaped inmates.
Belgore disclosed that the assailants apparently came determined as they fought security operatives in the facility for more than 30 minutes, saying reinforcement was called but they escaped before arrival of more security personnel.

Asked if there were casualties on the sides of the terrorists, Belgore said it was possible they picked up those gunned down by security operatives from their sides and ran away with them.

He also said personnel who suffered gun shots wounds have been evacuated and taken to hospitals for treatment.

He added that a military helicopter is being used to trail the escaped inmates while urging citizens to be conscious of their environment and report strangers to the authorities.

*Fire Razes 30 Small** *Scale Rubber Recycling Shops In* Kano

Fire razed 30 temporary shelters where small-time rubber recyclers operated at Bompai in Nasarawa Local Government Area of Kano State on Tuesday.

Spokesman of the Kano State Fire Service, Alhaji Saminu Abdullahi, stated that it received a distress call at about 3.30 a.m. alerting the service about the fire.

He stated also that the quick intervention of the fire service saved grinding machines used for melting rubber from getting completely burnt.

He added that the cause of the fire would be determined later, he added. (NAN)
