UPDATE 8/20/24 3:50 p.m.: The evacuation order for this area has been lifted. Mary Kitchens Road is still closed between Avalon Boulevard and Garcon Point Road. Garcon Point Road is also still closed just north and south of Mary Kitchens Road. Avoid the area and seek an alternate route.

TAKE SHELTER NOW IF YOU ARE IN THE PATH OF THIS STORM! THIS IS A LIFE-THREATENING SITUATION! A severe thunderstorm warning has been issued for Santa Rosa County until 10:15 AM CDT.

Remain alert for a possible tornado! Tornadoes can develop quickly from severe thunderstorms. If you spot a tornado go at once into the basement or small central room in a sturdy structure.

This is an EXTREMELY DANGEROUS SITUATION with tornado like wind speeds expected. Mobile homes and high profile vehicles are especially susceptible to winds of this magnitude and may be overturned. For your protection move to an interior room on the lowest floor of a building. These storms have the potential to cause serious injury and significant property damage.

Put as many walls between you and the outside. Make sure there are no windows in the room/closet/bathroom you may be seeking shelter in. If you have a bike helmet, put that on. If not, even a cooking pot is better than nothing. You'll want to make sure your head is protected.

* At 930 AM CDT, severe thunderstorms were located along a line extending from 4 miles southwest of I65 And AL 113 to 11 miles west of Molino to near Fairhope, moving southeast at 55 mph.

HAZARD...80 mph wind gusts and nickel size hail.

SOURCE...Radar indicated.

IMPACT...Flying debris will be dangerous to those caught without shelter. Mobile homes will be heavily damaged. Expect considerable damage to roofs, windows, and vehicles. Extensive tree damage and power outages are likely.

🚧 Construction for improvements to the intersection of Hwy. 90 and Woodbine Road in Pace will begin on Mon., Apr. 22. The roadway construction extends from Hwy. 90 to Limbaugh Lane. Most construction is intended to be night work, however, traffic may be impacted by some daytime work.

MORE ABOUT THE PROJECT
The Construction Improvements will include:
🟢 Extending the merge lane on Woodbine from Highway 90
🟢 Constructing a free-flow (no traffic signal) right turn from Woodbine Road onto Highway 90
🟢 Providing dedicated dual left turn lanes from Woodbine onto Highway 90
🟢 Extending the merge lane on Highway 90 by an additional 600 feet
Other modifications include drainage improvements, new sidewalks on both sides of Woodbine Road, and dedicated left turn lanes on Woodbine Road for access.

This project is anticipated to take 210 days to complete but all activities are weather-dependent and may be delayed or rescheduled in the event of inclement weather. Drivers are reminded to use caution when traveling through a work zone and to watch for construction workers and equipment entering and exiting the roadway. Overnight lane closures on
Woodbine Road, Mon., April 22

Pace Fl, Santa Rosa County - Various portions of Woodbine Road will have temporary lane closures from 8 p.m. on Mon., Apr. 22 to 6 a.m. on Tue., Apr. 23 to allow the construction crew to conduct four pavement cores. The lane closures will occur in three portions of Woodbine Road, as outlined in the maps linked here. Portions of Woodbine Road include:

Woodbine Road in front of Woodbine Family Dentistry
Just south of Berryhill Road through the Five Points intersection (Quintette Road, Woodbine Road and Chumuckla Highway)
Just north of the Cherry Hill Circle/Rolling Acres Road intersection of Woodbine Road (Chumuckla Highway)

The closures are only expected to impact traffic overnight on April 22 but all activities are weather-dependent and may be delayed or rescheduled in the event of inclement weather. Drivers are reminded to use caution when traveling through a work zone and to watch for construction workers and equipment entering and exiting the roadway.

Residents urged to prepare for severe weather
Tue., April 9, 2:45 p.m.

Santa Rosa County residents are urged to prepare for possible severe weather on Wed., April 10. The National Weather Service in Mobile has provided the following weather update:

Severe weather conditions are forecasted for Wednesday afternoon into Wednesday night for our area, generally between 4 p.m. - midnight. Santa Rosa County has been placed under an enhanced risk for severe weather.

Destructive wind gusts up to 80 mph, tornadoes (some of which could be strong, EF2+) and quarter-sized hail are all possible.

A wind advisory will be in effect from 11 a.m. to 8 p.m. on Wednesday. Southeast winds 20-30 mph with gusts up to 45 mph are expected. Winds this strong can make driving difficult, especially for high profile vehicles. Use extra caution.

Widespread rainfall amounts of 2 to 4 inches, with locally higher amounts over six inches possible. Flash flooding is possible - do not attempt to cross flooded roads.

Coastal and marine impacts include high surf and high risk of rip currents. A high surf warning is in effect until Thursday night. High surf will build to 4-6 feet by Tuesday afternoon and potentially as high as 7-9 feet late Wednesday afternoon through Thursday morning.

A gale warning will be in effect beginning at 4 p.m. on Wednesday through 1 p.m. Thursday for bays and sounds. For Gulf waters out 60 nautical miles, the gale warning will be in effect from 4 p.m. Wednesday to 7 p.m. on Thursday. Southerly to southwesterly winds will increase to 20 to 30 knots with gusts up to 40 knots and seas building to 7-12 feet. Mariners should alter plans to avoid these hazardous conditions.

Santa Rosa County District Schools

Santa Rosa School District will follow an early release schedule for Wednesday, April 10.
Out of an abundance of caution, Santa Rosa students will have an early release day on Wednesday, April 10. Community Schools Latchkey/After-School Programs and all extracurricular activities, to include practices, games, and events, have been canceled for tomorrow evening. Be sure that you have multiple ways to receive information.
It is anticipated that schools will be in session on Thursday, April 11, 2024.

Families are encouraged to stay connected through local media outlets, county emergency management, district social media, and SchoolStatus Connect for additional information.

Sand
The county's public works department has sand available on a first-come, first-serve basis at the following locations:

The corner of Leisure St. and Citrus Dr. in Navarre
Tiger Point Park in Gulf Breeze
Pace Fire-Rescue in Pace
The corner of Pine Forest Rd. and Carroll Rd. in Milton Residents must provide their own sandbags and shovel. Bags can be purchased at many local hardware stores. For information on how to make and use sandbags, visit the Federal Alliance for Safe Homes.

Prepare now for severe weather. Make sure all family members know the plan.

Have multiple ways of receiving alerts.
Clean up any items in your yard that may become projectiles due to high winds. This includes patio furniture, decorations and plants.

Every home should have a NOAA weather radio, the first line of defense before relying on alerts through a smartphone. Smartphone weather apps are also an excellent delivery source of severe weather information and other disaster updates - especially in the overnight hours. Santa Rosa County's alert app - AlertSantaRosa.com - provides updates on emergency incidents (hazardous materials as well as severe weather) in the county at addresses of your choice (work, school, home, etc).

Be sure that you have not disabled your alerts on your phone and that it is fully charged and within reach. If you use the "Do Not Disturb" feature on your phone at night, turn it off so that any emergency calls may come through.

Have a kit with supplies ready to go when a tornado warning is issued. The best place to shelter during a tornado warning is on the lowest floor of a well-built, site-built structure away from windows and doors. Move to a small, interior/inside room. Put as many walls as you can between you and the outside. Suggested items to include in your tornado kit are:
A bike helmet or some form of head protection for each family member. Don't forget to put on shoes!
A flashlight or electric lantern.
Charged cell phone power bank.

A whistle or air horn in the event you are trapped under debris.

First aid kit.
Know where you will go (interior rooms, basement - never a car or mobile home) if a tornado warning is issued and don't forget your pets!

The government of Mexico has issued a Tropical Storm Warning for
the Yucatan Peninsula of Mexico from Tulum to Rio Lagartos,
including Cozumel.

The government of Cuba has issued a Tropical Storm Watch for
extreme western Cuba for the provinces of Pinar Del Rio and the
Isle of Youth.

SUMMARY OF WATCHES AND WARNINGS IN EFFECT:

A Tropical Storm Watch is in effect for...

A Tropical Storm Warning means that tropical storm conditions are
expected somewhere within the warning area within 36 hours.

A Tropical Storm Watch means that tropical storm conditions are
possible within the watch area, generally within 48 hours.

issued by your national meteorological service.

DISCUSSION AND OUTLOOK
----------------------
At 400 PM CDT (2100 UTC), the center of Tropical Depression Ten was
located near latitude 21.1 North, longitude 86.2 West. The
depression is nearly stationary, and little overall movement is
expected through Sunday. A slow, generally northward, motion is
expected to begin on Monday. On the forecast track, the center
will move into the southeastern Gulf of Mexico by Monday.

Maximum sustained winds are near 30 mph (45 km/h) with higher gusts.
Gradual strengthening is forecast during the next 48 hours, and the
system is likely to become a tropical storm on Sunday.

The estimated minimum central pressure is 1006 mb (29.71 inches).

HAZARDS AFFECTING LAND
----------------------
Key messages for Tropical Depression Ten can be found in the
Tropical Cyclone Discussion under AWIPS header MIATCDAT5 and WMO
header WTNT45 KNHC.

RAINFALL: Tropical Depression Ten is expected to produce rainfall
amounts of 3 to 6 inches, with isolated higher amounts of 10 inches,
across portions of the eastern Yucatan Peninsula. Across western
Cuba, rainfall amounts of 4 to 8 inches, with isolated maximum
amounts of 12 inches, are expected. This rainfall may lead to flash
and urban flooding, and landslides across western Cuba.

Heavy rainfall is also likely to impact portions of the Gulf Coast
and portions of the Southeast by mid- to late next week.

WIND: Tropical storm conditions are expected to begin over portions
of the warning area over the Yucatan Peninsula on Sunday. Tropical
storm conditions are possible within the watch area over western
Cuba beginning on Sunday.

STORM SURGE: Minor coastal flooding is expected within the Tropical
Storm Warning area over the Yucatan Peninsula in areas of onshore
winds.

Former Commissioner Salter Passes Away

Santa Rosa County on behalf of the Salter family sadly announces the passing of former Commissioner Don Salter on the morning of Sunday, Aug. 20. Salter, 76, was a native of Santa Rosa County. First elected to the Santa Rosa County Board of Commission District 3 office in 2000 and re-elected in 2004, 2008, 2012 and 2016, Salter served as vice-chairman of the board in 2003-2004, 2008-2009, 2013-2014, and 2018-2019 and chairman in 2004-2005, 2009-2010, 2014-2015, and 2019-2020.

Salter graduated from Troy State University with a Master of Science degree in management. He proudly served his country as a United States Army Paratrooper from 1965 to 1968. His last 15 months in Vietnam were served with the 173rd Airborne Brigade as a combat platoon Sergeant where he was awarded the Bronze Star Medal. Before becoming a commissioner, Salter worked for Gulf Power Company (now Florida Power and Light) and retired in 2000 after finishing a 32-year career with the company. His last 10 years, he was the Santa Rosa County District Manager, and was responsible for all company operations. Salter is married to Kaye (née Matlock). They have a son Donnie, a daughter-in-law Mandy, and two grandchildren Ethan and Evelyn.

Highly regarded and respected in the community, during his first eight years of office, Salter was instrumental in economic development, agriculture, military and veteran affairs. A few of Salter’s county accomplishments during his 20 years of service as the District 3 commissioner include:

Founding the Santa Rosa Veterans Memorial Plaza and serving as chairman of the organization for many years. Working to provide two free homes for local disabled veterans and their families.
Creating the Rural Protection Plan for the northern part of the county designed to protect the rural character, agricultural viability and natural resources of northern Santa Rosa County.
Chairman of the Emerald Coast Honor Flight, Santa Rosa Initiative Committee and chairman of the Santa Rosa Military Advisory Council
Working many years to protect and enhance military installations, especially NAS Whiting Field.
Providing the vision and leadership to help purchase several thousand acres of land to prevent development encroachment around our military bases.
The NAS Whiting Field encroachment prevention program is considered “The Navy Model.”
Serving as chairman of the Santa Rosa County and Escambia County Base Realignment and Closure “BRAC” Committee for several years as well as serving on numerous military committees throughout the region.
Leading the charter to bring Whiting Aviation Park to fruition. Helping move the building of the new courthouse forward. Enhancing recreational opportunities including construction of the Pace Community Center and playground in collaboration with the late District 1 Commissioner Jim Williamson and renovation of playgrounds at Chumuckla Community Center and Fidelis.

Santa Rosa County, in partnership with the Florida Fish and Wildlife Conservation Commission (FWC), Trust for Public Land, and U.S. Fish and Wildlife Service (FWS), has acquired three tracts of land, together called Creets Landing, totaling 545 acres to create a county preserve in Navarre, FL.

The Creets Landing acquisition will prevent the loss, fragmentation, and degradation of habitat for the federally endangered reticulated flatwoods salamander, Gulf sturgeon, and red-cockaded woodpeckers, while also providing recreation opportunities and mitigating flooding risk in southern Santa Rosa County.

“The Santa Rosa County Board of County Commissioners is proud to be part of such a historic conservation effort,” said Commission Chairman Colten Wright, District 5. “This is an example of what can be accomplished when so many people come together to work toward a common goal. While projects like this don’t happen quickly, it is important that we continue to seek out similar opportunities and work diligently to achieve them for the benefit of future generations.”

Conservation furthers the goals of the Northwest Florida Sentinel Landscape where natural and working lands thrive alongside military installations and ranges. The Creets Landing properties are within the designated landscape and adjacent to the Eglin Air Force Base.

“As are many coastal Florida communities, Santa Rosa County is working to alleviate stormwater and coastal flooding and beach erosion that threatens homes, businesses, and people. Preserving the few remaining natural lands in Navarre is a proven strategy to reduce the risk,” said Doug Hattaway, Senior Project Manager for Trust for Public Land. “Creets Landing will offer public hiking trails and wildlife viewing opportunities to connect more people to the outdoors and TPL is proud to continue to work with our dedicated partners to increase recreational opportunities and build coastal resiliency.”

The acquisition was made possible with funds from the FWS’s Endangered Species Recovery Land Acquisition Program, which helps conserve habitat for endangered species, and Santa Rosa County. More information about Creets Landing can be found online at www.tpl.org/our-work/creets-landing.

In preparation for the upcoming school year, I wanted to reach out to provide an update on our District’s book collections. As you may know, school districts throughout Florida and the Nation are reevaluating the books to which students have access. Indeed, there is new legislation in Florida regarding classroom and school libraries. This is not just a Santa Rosa County School District issue. This is a local, state, and national issue.

Two recent bills passed in Florida (House Bill 1467 in 2022 and House Bill 1069 in 2023), address requirements for school districts to address concerns that some books in schools may not be appropriate for student access. In our District, we have 36 school libraries with over 500,000 books. These library collections have been developed over the past several decades. Additionally, there are approximately 500,000 books in classroom libraries, many of which our teachers, parents, community members, and volunteers have purchased using their own money over the years. The goal of both classroom and school libraries is to foster a love of reading in our students - not to expose them to inappropriate content.

Importantly, I want to highlight a few of our District’s processes, so you understand how dedicated we are to providing appropriate materials to our students.

1. As of July 1, 2023, our District’s elementary classroom libraries that are available for student use are online and searchable. These materials have also been reviewed by a certified library media specialist. Parents and guardians can allow or prohibit their children from accessing certain materials potentially available to them.

2. Our school library personnel regularly review school library materials to identify materials that may need to be removed or discontinued. Materials may be removed or discontinued for a number of reasons, including because of (1) physical condition, (2) rate of recent circulation, (3) misalignment to state academic standards and relevancy to curriculum, (4) out-of-date content, (5) inclusion of content that does not align with Florida law, (6) inclusion of content that is prohibited under F.S. §847.012, (7) the objection process outlined below, and other legally-permissible reasons. Our trained school library personnel are aware of content requirements as set forth under Florida law including, without limitation, the requirements in F.S. §§1006.28(2)(d) and 1006.40(3)(d). To be clear, this proactive review process occurs even in the absence of an objection from a parent of a student, a resident of the County, or an employee of the District. Essentially, the District does not wait for a member of the public to file an objection in accordance with School Board Policy 4.22 before a particular piece of media may be removed from a school library for legally permissible reasons.

3. Consistent with Florida law, our School Board has adopted a policy that affords a parent of a student, a resident of the County, or an employee of the District the opportunity to object to the use of a specific material. The policy is School Board Policy 4.22. This policy clearly describes the process related to how objections must be handled and resolved, including objections asserting that material made available in a school library contains content that is pornographic or prohibited under F.S. 847.012, is not suited to student needs and their ability to comprehend the material presented, or is inappropriate for the grade level and age group for which the material is used. This policy ensures fairness to all our stakeholders so that they have an opportunity to have their objections reviewed and heard.

4. In light of recent statutory changes (House Bill 1069) that become effective on July 1, 2023, our School Board Policy 4.22 will be revised in the coming weeks. Nonetheless, even prior to any change in School Board Policy 4.22, our District will implement the requirement that any material that is subject to an objection on the basis that it is pornographic or prohibited under F.S. 847.012 or depicts or describes sexual conduct be removed within 5 school days of receipt of the objection and remain unavailable to students until the objection is resolved (except for those materials that are exempt from this provision under Florida law).

Currently, all District middle school and high school libraries are closed to students for the summer.

If you are interested in objections received by the District, we have created a link on our website (www.santarosaschools.org) that allows you to track the status of all objections. Of note, on May 23, 2023, the District received its first book objection under School Board Policy 4.22. As of June 29, 2023, the District has received a total of 14 objections. As required by Florida law, the District followed School Board Policy 4.22 to address each reconsideration request. Many of the books were immediately weeded from collections by school librarians based on legally permissible reasons. Other books have been quarantined and school library committees will review the books to determine if a book will remain in the collection or be removed. To be clear, if a book in one of our libraries is found to be in violation of F.S. 847.012, it will be removed immediately. As we approach the start of the 2023-2024 school year, I also want to recognize the hard work and dedication of our School Board, administrators, teachers, support personnel, parents, guardians, students, volunteers, and community members. Santa Rosa County District Schools is one of only 14 academically high-performing school districts in the entire State of Florida. During the 2022-2023 school year, our students earned an 81% increase in industry certifications. Our seniors had an 18% increase in scholarships, totaling over $33,000,000! Our students also excelled on state assessments, performing 7-22% above the state average in 20/21 tested areas. Over 30,000 students’ parents and guardians have trusted Santa Rosa County District Schools to love, educate, and prepare their children for graduation and a successful future.
