Aboo’s tantrums and chest-thumping are nothing short of irrelevant. Politics does not operate on a “my way or nothing” basis, and such an approach only alienates rather than unites. His attempts to force Awliyahans into submission and rally them behind his perceived gubernatorial candidate show a lack of respect for the broader community and the principles of thoughtful leadership.

While Awliyahan elders emphasize the need for inclusive and wise leadership, Aboo has resorted to gate-crashing weddings and attempting to intimidate an established traditional “geed” (Sagale’s) that has existed for generations. Such actions, coupled with derogatory remarks, are unacceptable and Ugas of Hon. Aboo should be summoned to issue a formal apology on his behalf to restore dignity and respect within the community.

Moreover, Aboo’s recent outbursts expose his divisive rhetoric. His claim that Awliyahans have never held a Cabinet Secretary position in the national government is irrelevant. why blame other communities for Awliyahans’ own political missteps? Awliyahans themselves have historically aligned with the opposition, sidelining their opportunities. Using these failures to attack others is both misguided and unfair.

On the issue of ambassadors, Aboo’s accusation that others orchestrated the removal of Ambassador Shidiye is another distortion of facts. The reality is that Shidiye’s extended term expired, and if the position was subsequently given to the Abdalla community, it should not be a source of contention. They are Ogaden brothers, and such appointments should be viewed as shared successes rather than divisive issues.

In contrast, Ugas Hamud and his fellow Sagales have demonstrated clarity and wisdom by opposing premature campaigns and advocating for the recognition of all communities in Garissa. Their leadership prioritizes unity and shared progress over personal or factional interests values that stand in stark contrast to Aboo’s divisive tactics.

Leadership demands accountability, vision, and inclusivity, qualities Aboo seems unwilling or unable to embrace. His inflammatory rhetoric and blame-shifting serve only to sow discord among communities, and such behavior must be strongly condemned.

Insecurity is on the rise in Garissa as yesterday evening, a young promising soul was killed in Waaberi Ward, Garissa County, after he refused to give his phone to gangs. This incident is one of many insecurity incidents taking place in Garissa.

Garissa residents attribute it to the county government's failure to provide job opportunities and empower young people. Garissa County Boss, Gov. Nathif J. Adam, has faced criticism for not heeding the concerns of the youth. The high levels of unemployment among Garissa's youth have led some to form gangs in Garissa town.

Governor Nadhif Jamac has been recorded stating on multiple occasions that there are no jobs available for the youth. This statement has drawn sharp criticism from Garissa residents, who blame the governor for making such irresponsible remarks. Many residents insist that the governor should cease making negative comments and instead provide hope to the young population. They suggest that he establish revolving funds to empower them, especially if direct employment opportunities within the county government are unavailable.

The Garissa Governor’s ongoing distress over social media criticism has become a recurring theme. In May, during a session with the Senate Health Committee, he lamented the online attacks from Garissa’s youth. Senators advised him to remain calm, reminding him that the Senate is not swayed by social media antics.

On Eid, rather than celebrating with the community, the Governor recorded a video accusing our youth of blackmail and unwarranted attacks.

During the recent launch of the BREFONS program, he again pleaded for the youth to silence their voices and give him time.

However, the youth of Garissa are committed to transparency and justice. They are doing the Lord’s work by exposing the Governor’s alleged lies and nepotistic practices. Silence is not an option when faced with such pressing issues. Holding leadership accountable is a crucial part of our democratic process.

The assembly and the executive are at loggerheads following shocking revelations about Governor Nathif’s machinations to incite constant conflict among assembly members, especially regarding the majority leader position. This role, embroiled in a protracted legal battle between Hon. Aboo Dadaab MCA and Abuu of Galbet MCA, has been strategically manipulated by Nathif to evade accountability and ensure the assembly fails in its oversight duties.

In a recent twist, the Political Parties Disputes Tribunal’s decision to replace Abuu with Aboo as majority leader intensified the standoff. Immediately after the ruling, Nathif reportedly urged Abuu to appeal, enlisting his personal lawyer, Isa Mansur, to spearhead the challenge against the tribunal’s decision.

The governor’s alleged orchestration of this appeal, including providing 2 million shillings through his younger brother Abdiaziz to Lawyer Mansur at Regis Restaurant on Lenana Road, exposes his contempt for transparency and governance. Nathif’s actions reveal a deliberate attempt to incite division and weaken oversight, diverting public attention from his malfeasance and treating the county administration like his personal enterprise.

This blatant manipulation and abuse of power by Governor Nathif not only undermines democratic processes but also betrays the public trust.

On the other hand, the Speaker and the Clerk of the assembly are firmly supporting Aboo’s position as the majority leader. They have called on Nathif and his brigade to cease their interference and respect the assembly’s independence. This stance by the Speaker and Clerk underscores their commitment to upholding the assembly’s autonomy and integrity, countering the governor’s attempts to manipulate and control legislative processes for his own benefit.

The Controller of Budget Dr Margaret Nyakang’o confirmed that Garissa County submitted 12 Chief Officers late contrary to law.

The submission was made on May 24 2024. This submission followed the Governor Nathif Jama’s appearance before the Senate Devolution and Intergovernmental Relations Committee to explain why the county had been without Chief Officers since 2022.
This revelation is a significant blow, and senators were shocked to learn that accounting officers who were not properly vetted by the county assembly were acting as accounting holders in the name of Chief Officers.

They suggested that the letter dated May 24 was an attempt to cover up the Governor’s illegal actions. Nyakang’o also disclosed the Garissa County Executive budgeted Sh10.7 billion but has only reported a paltry expenditure of Sh4.5 billion.

This translates to an absorption rate of 42.5 per cent, with the budgeted recurrent expenditure for the executive budgeted at Sh5.4 billion while for the County Assembly budgeted at Sh963.8 million.

Nyakang’o told the Senate Devolution and Intergovernmental Committee chaired by Wajir lawmaker Sheikh Abbas that Garissa reported an Own Source Revenue (OSR) of Sh153.5 million against an annual target of Sh230 million which represents a performance of 66.7 per cent.

She said revenue in the first nine months of 2023/24 financial year included Financial Intermediary Funds (FIFs) of Sh85.8 million which was not reported in the previous financial years.

The FIF target for the financial year is Sh139 million.

FIF are financial arrangements that typically leverage a variety of public and private resources in support of international initiatives, enabling the international community to provide a direct and coordinated response to global priorities.

“In the first nine months of financial year 2023/24, the county reported expenditure of Sh2.69 billion which translate to 47.1 per cent of the available revenue, which amounted to Sh5.73 billion,” reads part of Nyakang’o’s presentation.

Nyakang’o told the committee that in the financial year 2022/23, the expenditure on employee compensation was Sh4.77 billion or 51.6 per cent of the revenue for the financial year 2022/23 of Sh9.24 billion, which was above the limit of 35 per cent provided in law.

And now COB charges late submission of financial reports by the County Treasury to the Controller of Budget affecting the timely preparation of the budget implementation report.

Nyakang’o said by Fund Administrators to submit quarterly financial and non-financial reports to the COB within the timelines provided in law, which is against the requirement of Section 168 of the PFM Act, 2012.

“The Disaster Management Fund/Emergency Fund and Micro and Small Enterprises Development Revolving Fund reports were not submitted to the Controller of Budget,” said Nyakang’o.

According to COB, Personnel emoluments amounting to Sh203.40 million were processed through the manual payroll, accounting for 7.5 per cent of the total payroll cost, adding that the manual payroll is prone to abuse and may lead to the loss of public funds where there is a lack of proper controls.

Garissa County Executive had a high outstanding pending bills amounting to Sh425.48 million as of March 31, and failure to adhere to a payment plan.

COB now recommends that the County Treasury should ensure timely preparation and submission of financial reports to the Office of the Controller of Budget in line with the timelines prescribed in Section 166 of the PFM Act, 2012.

In addition, the County Executive Committee Member for Finance (CECMF) should follow up to ensure Fund Administrators prepare and submit statutory reports in line with the PFM Act, 2012.

“The Government requires that salaries be processed through the Integrated Personnel and Payroll Database (IPPD) system, and the County is advised to fast-track the acquisition of Unified Personnel Numbers for their staff,” said Nyakang’o.

The County government is under scrutiny on its operations at large.The Senate uncovered a web of corruption and nepotism within the County Government of Garissa.It has been revealed that Jama has been withdrawing money from public coffers without any Chief Officers for over two years. He was taken to task by a senate committee as to why he operates without some Chief Officers for two years no as per the law.

Jama appeared before the Committee on Devolution and Inter-Governmental Relations to deliberate on a statement sought by Garissa Senator Abdul Haji on the state of governance in the county. The committee heard he has been employing his relatives in key positions within the government.

They include Chief Financial Officer, Head of Payroll, Director of HR and many other crucial positions for his inner family. The committee exposed how the entire county government is rife with what was seen as nepotism and discrimination. The Governor and County Secretary however denied the claims.

They were accused of employing their siblings in various positions, further perpetuating the culture of corruption. The matter is still under active probe.

Nathif was placed in a cage by the Senators to explain why he only retained Chief Officer Finance exclusively, without doing so for other critical departments such as Health, Water & Roads. They asserted that there is a high affinity for money in Garissa, or a particular appetite for money in this county.

Senator Cherergei to Governor Nathif:

You have violated the law under Section 226(5), which states:

If the holder of a public office, including a political office, directs or approves the use of public funds contrary to law or instructions, the person is liable for any loss arising from that use and shall make good the loss, whether the person remains the holder of the office or not.

Therefore, even if you leave office, the law will catch up with you. The law will not be applied only to the juniors; it will come for you as well.

Senator Haji queried the Garissa Governor about his principles of leadership. While aiming the Governor, the Senator asked as to whether he prioritize the laws of Kenya or his personal inclinations? Haji, along with fellow senators, interrogated the governor regarding his failure to appoint a chief officer for nearly two years. This matter is presently under active investigation in the Senate and might result in the suspension of funds to Garissa County due to its apparent involvement in criminal activities.
