Amid ruckus, BJP MLAs refused to take seats, Speaker adjourns House till tomorrow

Srinagar,Nov 07,The Speaker Legislative Assembly Abdur Rahim Rather Thursday adjourned the House till tomorrow as the opposition refused to settle down. The BJP is demanding roll back of the special status resolution brought by the government yesterday that was passed as well.

Soon after the House met, the BJP leaders were up on their toes demanding scrapping the resolution passed on the special status in the House yesterday. They were, however, countered by the leaders from the Treasury benches, especially those from Jammu. Deputy Chief Minister Surinder Choudhary accused BJP of “double standards” and ruining J&K over the past ten years. “You sold Jammu land, you sold everything in Jammu, you are responsible for mess in Jammu,” Choudhary shouted as per News Agency

Food Minister Satish Sharma also countered the BJP stating that let the House do its job. “You will be made accountable by the people of Samba, Kathua and Jammu. Don’t divide Kashmir and Jammu. You are the reason behind the wedge between Kashmir and Jammu. Do you want further division? By climbing the table where the Indian constitution was placed, you claim to be champions of Indian democracy. You should be punished for desecrating the copies of the Indian constitution. Jammu can’t be separated from Kashmir. We have to take together Kashmir, Jammu and even Ladakh.”

MLA Payare Lal also launched a scathing attack on the opposition saying, “By raising religious slogans, you can’t win loyalty here. Come and let’s tour Jammu together, I will tell you how happy people of Jammu are over passing of resolution on special status. Your dream of having separate Jammu will never realise. Remember it.”

The speaker made repeated requests to the opposition to take seats, but they refused and instead demanded the resolution passed yesterday in the House be expunged. The leader of the House Omar Abdullah watched the proceedings silently. As the opposition refused to take seats, the Speaker announced adjournment of the House till tomorrow

J&K ACB registers FIR against Abdul Rashid Dar, then Incharge Mid-Day meal Incharge, Zone Mawar, Langate District Kupwara for misappropriation & embezzlement of MDM funds.

A preliminary enquiry was conducted by J&K ACB to look into the allegation that accused public servant namely Abdul Rashid Dar, the then Mid-day-Meal incharge at ZEO office Mawar, S/o Abdul Gani R/o Shanoo Langate District Kupwara in league with officers/ officials of the Zone illegally & fraudulently credited Lakhs of rupees meant for MDM to his own account in J&K Bank Qalamabad and misappropriated same etc .

The probe conducted has revealed that National Programme of Nutritional Support to Education (popularly known as Mid Day Meal Scheme) was launched across country and in the J&K State in September 2004 with an objective to give a boost to Universalization of Primary Education by increasing enrollment, retention and attendance. The programme has been universalized in J&K & at gross root level, the scheme is being implemented under the supervision of PRIs, School Management Committees & Village Education Committees .The food grains are lifted from the FCI by the Directors of Consumer Affairs and Public Distribution Department on behalf of the Education Department .Necessary expenses on account of implementation of the Mid-day Meal Scheme were being met out of the funds in the ratio of 90:10 as Central Share and State Share.

The probe conducted also reveal that during the year 2017, to 2019, an amount of Rs 73,66,335/- was allotted by the Govt. through Chief Education Officer Kupwara vide different orders to then ZEO's of Education Zone Mawar Langate under Mid-day meal scheme. On receipt of funds the then MDM incharge Zone Mawar Abdul Rashid Dar S/o Abdul Gani R/o Shanoo Langate District Kupwara dishonestly and fraudulently managed to transfer an excess amount of Rs 7,07,495/- into official accounts of 14 schools covered under MDM Scheme in Education Zone Mawar District Kupwara .

The accused managed the release of excess payment in favour of schools by resorting to escalation of amount in different advices and later on received the amount back from MDM incharges of schools in cash on pretext of depositing it back into the official account but instead misappropriated & embezzled same.

That accordingly on the culmination of preliminary enquiry a case FIR No 14-2024 U/S 5(1) (c), 5(1) (d) r/w section 5(2) of JK PC Act Svt. 2006 was registered at P/S ACB Baramulla against the accused public servant Abdul Rashid Dar S/o Abdul Gani R/o Shanoo Langate District Kupwara the then incharge Midday Meal Education Zone Mawar District Kupwara and investigations were set into motion.

That immediately after registration of case search warrants were obtained from the Hon’ble court & in pursuance to which searches are being conducted simultaneously at three different locations in Handwara in presence of executive magistrates & independent witnesses.

Further investigations are going on.

Sakeena Masood visits Budgam, inspects healthcare facilities at CHC Chattergam, SDH Chadoora

BUDGAM, NOVEMBER 05: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Masood today visited Chadoora area of district Budgam and took stock of healthcare facilities in the area.

During her visit, the Minister inspected Community Health Centre (CHC) Chattergam, Sub-District Hospital (SDH) Chadoora and took stock of medical care facilities available for locals there. She also inspected Government Degree College (GDC) Chadoora and reviewed its functioning.

MLA Chadoora, Ali Mohammad Dar; MLA Beerwah, Dr. Shafi Ahmad Wani; Deputy Commissioner Budgam, Director Health Services Kashmir, Director Colleges and other senior officers of line departments also accompanied the Minister during the visit.
At CHC Chattergam, the Minister evaluated the availability of medical services, infrastructure and staff strength. She took round of CHC and inspected general wards, emergency ward and other units of the hospital.
The Minister interacted with the doctors, paramedical staff at the CHC and directed them to provide best quality healthcare services to the patients.
“Health is paramount for every individual and therefore it is imperative upon us to provide quality healthcare services to public, particularly in rural areas”, Sakeena Masood said.
She directed the hospital administration to ensure the availability of all essential medicines, equipments as well as medical staff. She also directed the CHC administration to follow the duty roster in letter and spirit so that the desired staff and doctors are available 24*7 to meet any exigency.
The Minister also interacted with patients, attendants at CHC and took on spot feedback from them about the status of health care services being provided at the centre.
She also interacted with locals on the occasion, who raised various issues and concerns before the Minister. The Minister assured them that all of their genuine demands and issues will be redressed promptly.
Meanwhile, the Minister also inspected Sub-district Hospital (SDH) Chadoora and reviewed hospital’s infrastructure, patient care services as well as its emergency response mechanism.
Later, Sakeena Masood also visited GDC Chadoora and reviewed its functioning. She inspected lecture halls, library and other sections of the college. She interacted with the faculty members, staff and students to understand their concerns and suggestions for improving the college’s overall performance.
The Minister emphasized the importance of providing quality education, particularly in rural areas. She directed the college administration to focus on enhancing academic standards, improving infrastructure and promoting extracurricular activities.
During the visit, Sakeena Masood also inspected the proposed site of GDC Chadoora. She directed the officers of executing agency to undertake the works at the earliest for timely completion of this new project.

Mismanagement , attachment Mafia hits Municipal Committee Pattan

Srinagar 04 Nov (CNS): Municipal Committee (MC) Pattan has allegedly been in disarray in absence of a permanent Executive Officer and attachments of employees from different areas to the committee besides other issues.

Reliable sources told the news agency CNS that the work culture has been badly affected due to attachments of several employees from various other Municipal Committees to MC Pattan, which has been brought to its knees by them with their half-hearted approach towards dealing with things.

"The employees attached with the Municipal Committee Pattan are just enjoying their time instead of executing their roles and responsibilities," sources said.

They added that the mismanagement in the Municipal Committee Pattan has been exacerbated without an oversee of a stopgap Executive Officer, who does not have direct control on the things at the committee.

Pointing out to the plague of lack of order and haphaedness in the Municipal Committee Pattan, locals have alleged that the Khilafwarzi department has not been moving a muscle over illegal constructions in Pattan town done by persons with power and money.

"Only people, who do not have anyone's back, are harassed by the Khilafwarzi department of MC Pattan for mere faults with regard to constructions etc.," locals said.

Meanwhile, the locals have sought redressal of the existing plight at the MC Pattan for its better streamlining. (CNS)
