Wiseheart noted Friday is new teacher orientation. NAFCS still has several openings. Summer job Fair at ACS 1-6 next week, on Wednesday. Job offers on the spot.

The group is looking at each building, the site, traffic, pavement, windows, roof, interior finishes, HVAC, ceiling, electrical. Technology. Etc. These are rated from 0( missing or poor) to 4 (brand new)

Dr Madison with JRAC partnership info on attendance liaison. They propose a liaison position that would be a county employed position that would work with the schools and address attendance issues to be proactive.

Info and discussion:
Gardenour with board input on ISBA legislative priorities. She discussed residential TIF's which will raise county taxes and take money away from schools, libraries, and fire protection. Mayors are very powerful in state house. There is supposed to be a school board representative on redevelopment commission but New Albany Mayor has refused to seat board members. The position is also non voting, so school board doesn't have say. Concern is abuse of TIFs not TIFs themselves. And expanding to residential TIFs is concerning, especially when municipalities ask for more than needed and use it as a slush fund without transparency. She wants ISBA to keep fighting this. LeeAnn Wiseheart noted NAHS has received TIF money. She confirmed Neafus will be meeting with Mayor to sit on the board. Gardenour notes Mayor "may" not shall give 15% of TIF money to schools to spend as the see fit but historically New Albany has given much less and directed money for specific uses. Wiseheart wants to watch wording so as to work with community. Gardenour wants school board representative to be seated and mayors "shall" give 15% to schools. She also wants to see more counselors. Higbie with concerns about 80 hours of continuous education new requirement, 40 hours of which must be synchronous to renew licenses. Higbie would like this to be asynchronous. Galligan called in with comments about pre school teachers... Didn't catch this comment. Gardenour with questions about the cost of the continuing education hours. Higbie thinks there's is a stipend for some but this will run out

Dr Madison with attendance policy update. 10 days of unexcused absences can result in conferences and notifying authorities. For habitual attendance issues, they can be referred to legal system. Dr Madison mentioned attendance rates were better last year thanks to proactive approach. Gardenour with clarifying wording around juvenile court and DCS referrals. Dr. Madison stated under 12 would likely be referred to DCS and over 12 referred to juvenile court. Gardenour with question about reporting to BMV of 16-18 year old students that have dropped out. Wiseheart thinks this wording was changed due to law. Dr Madison to clarify. Neafus makes motion to approve. Northup seconds. Passes unanimously

Second reading and approval of policies on personal communication devices and attendance. Other policies will be discussed at board work session in August. Dr Madison discussing updated policy recommendations. Legislation leaves it up to district to develop policies around personal communication devices. Proposed policy for high school students is that they must be put away during instructional time but can use during passing period and lunch. For elementary they must be put away all day with the exception of bus rides. There will be exceptions for health monitoring apps and IEP/504 accommodations. Gardenour with questions about wording of shall vs may on consequences due a student using phones to violate another student's privacy. Northup clarifying that students won't be allowed to video other students on buses not just in school buildings. Also applies to students not allowed to video staff. Baugh with motion to approve. Wiseheart seconds and notes this policy is required by state law. Passes unanimously with Wiseheart emphasizing her vote is due to state law requiring the policy.

Georgetown property purchase approval on hold until facilities study is complete.

Dr Madison with appointment of NAFCS board legislative liaison who works between board and legislators on school/education issues. Northup willing to do this. Wiseheart makes motion, Neafus seconds. Passes unanimously

Consider approval of contract bid by CSOR architects Inc and (?) for $5M for the natatorium renovation at HHMS. Neafus makes motion. Gardenour seconds. Board has already received info on the bid. passes unanimously

Mr Street with additional appropriation hearing for general obligation bond. No comments on the bond.

Action item: Approval of proceeds to be spent on listed projects. Motion to adopt Northup, second by Baugh. Approved unanimously.

Action item: bond to be paid back likely in 3 years. Final bond establishes amount to be borrowed with maximum payment terms and interest rate. Final bond resolution motion: Neafus with Northup second. Passed unanimously

Comments from the public: first up Dr Karen Milliner(sp?) with a request for investigation into assessment for early kindergarten admittance for appropriateness and compliance with law. She noted schools aren't required to do these assessments but if they are done they must comply with state law which doesn't include age requirements, specific assessments, or skills which are required yet the district is using an assessment that is being administered in less than 30 minutes and without parent/guardian questionnaire despite developers requiring 1 hr.

First up recognition of FC Band and Choir programs for receiving the ISSMA All Music Award. Programs must be well rounded, receiving gold ratings in all adjudicated ISSMA events plus solo ensemble student participants. Teacher Kim Haley represented Choir Director Angela Hampton to introduce choir students and recently retired band director Harold Yankey introduced band students. Congrats to these students and their teachers!

Neafus with question if a student approached staff with substance abuse issues if that results in parental notification. Our Place panelist emphasizing programs require parental consent. Neafus asking nurse if narcan is available and she said yes. Baugh with comments saying parents, students telling her va**ng is rampant in bathrooms and students feel very pressured and afraid to speak up because others would know who told. Our Place panelist speaking on this and need for compassion but also accountability. She also mentioned a va**ng detection technology some districts are using but this may not work well because constant alarms and ease of subverting detection.

Neafus asking about the survey and questions on parents' veteran status, whether this targets students for services. The panelist said district students get services across the board and aren't targeted based on parents' veteran status, though data do suggest children of parents who served in a war zone are at higher risk of substance use.
