ONIES in its press release mentioned that it's impossible for CRTV to broadcast the match in Garoua.
"Regarding the broadcast of this match if it were to be played in Garoua, it is impossible to lift the constraints related to the production and broadcasting of the international TV signal within the time limits given to us. Indeed, CRTV, a public service TV operator, is the only one capable of ensuring the TV retransmission of an international level match in Cameroon.
To do this, it has significant production resources and several fixed uplink signal stations, including in Garoua. The signal production units, although of high capacity (20 cameras each), are four in number: two OBVAN type (mobile control room vans) and two fly case type.
The major drawback is that since none of these devices are positioned in Garoua, they would have to be moved from their current sites (Yaoundé for the OBVANs), (Douala and Limbé for the fly cases). For the OBVANs, it would be necessary to travel 950 km and drive at very low speed because of the risk of accidents, to give themselves time to install them on site, the Garoua stadium not being pre-cabled and to carry out tests for about ten days. This brings the time required to make the TV signal available in Garoua to a minimum of 20 days.
As for the fly cases that are easily transported by air freight, they cannot be installed in Garoua, whose stadium does not have an appropriate technical room. In the time between now and the September 7 deadline, it is therefore materially impossible to envisage a TV broadcast of this match, which would deprive many compatriots and Namibians of the possibility of being able to watch the said match on the small screen."
