One week after announcing his Health, Opportunities, Peace, and Education (H.O.P.E.) platform, Representative Brian Yamsuan has started rolling out the reform agenda for the 2nd district of Parañaque through the launch of his Bigay Ayuda at Oportunidad sa Nakababata (BAON) program.
The BAON aims to initially benefit 1,000 Parañaque District 2 residents aged 18 and above enrolled in senior high school, college, and the Department of Education's Alternative Learning System (ALS).
The program provides a one-time P5,000 cash aid for each qualified beneficiary to help cover education expenses, said Yamsuan.
For academic achievers like Dean's Listers or those with High Honors, they will receive P10,000 under the BAON program as a reward, he added.
Yamsuan, who currently represents the Bicol Saro Partylist in the 19th Congress, filed his candidacy on October 1 as an independent bet for Representative of Parañaque's 2nd District in the May 2025 midterm elections.
"We launched the BAON program in response to the needs of the students in our district. As a former working student, I experienced the difficulty of not having enough allowance and other expenses for studying. If possible, I don't want this to happen to others. The BAON program is our gift to the students of District 2 as part of our HOPE platform so that they will not lose hope and can continue studying," said Yamsuan, who has been a resident of Parañaque's 2nd District for over 2 decades.
BAON, which was launched on October 8 through Yamsuan's official page, has received an overwhelming response from Parañaque 2nd District residents, many of whom expressed their gratitude for the launch of the program to help parents and students cope with the rising cost of schooling.
As of October 12, the post has garnered over 1,000 positive comments, over 3,400 likes, and has been shared 780 times.
Among those who commented was Mernalie Docil Gatoc Arendon: "Your goal for the students is good, Congressman, the allowance program. Because I also experienced going to school without an allowance due to poverty but I persevered to graduate, even if it was only high school. That's why I'm happy with your goals for the young students, I have children who have experienced hardship."

Yamsuan said another key feature of the BAON program is the use of the internet to facilitate the submission of applications through Google forms, which helped simplify the process and avoid long queues for potential recipients.
The 1,000 student-beneficiaries of BAON are just the first batch of Yamsuan's educational assistance program, which is being implemented in coordination with the Department of Social Welfare and Development (DSWD).
Yamsuan said his office is coordinating with the DSWD for the opening of applications for the next batch of BAON beneficiaries.
His H.O.P.E. agenda stands for Health, Opportunities, Peace, and Education, which aims to ensure that the residents of the 2nd district of Parañaque are 1) provided with quality and affordable healthcare; 2) provided with sufficient jobs and livelihood opportunities to improve their standard of living; 3) assured of peace and security in their communities; and 4) guaranteed access to quality education.
