To
The Divisional Commissioner, Kashmir

Subject: Request for Permission to Allow JKRTC Buses to Operate Through Srinagar City

Dear Sir,

we hope this letter finds you in good health and spirits. we are writing to bring to your immediate attention the recent difficulties faced by the Jammu & Kashmir Road Transport Corporation (JKRTC) and the general public due to the restriction on buses operated by the Corporation entering Srinagar City.

In 2020-21, the Jammu & Kashmir Government took a significant initiative to overcome the acute shortage of transport services in the UT by allocating Rs. 200 Crores to JKRTC for the purchase of new vehicles. A total of 655 vehicles, including BS-VI pollution-free buses, were procured, with 125 buses specifically allotted to District Services in Kashmir for intra and inter-district operations. These buses have become a lifeline for the people of Kashmir Division, catering to the transport needs of even the remotest areas of the UT. Since October 2021, these buses have been operating uninterrupted, and have greatly benefited the public, particularly the lower-income groups.

However, since the commencement of the recent Assembly Session on November 4, 2024, the buses from the north sector are being stopped at Bemina Bypass, and those from the south sector are being halted at Pantha Chowk by the police authorities. This restriction is causing severe inconvenience to the general public, who are now frequently approaching JKRTC with their complaints.

The cessation of bus operations through Srinagar City has led to a significant decline in revenue generation for the Corporation, from approximately Rs. 8.00 lakh per day to Rs. 4.00 lakh per day. This reduction in income is not only causing financial losses to JKRTC but is also undermining the objective of self-reliance envisioned by the JK Government, which had hoped that JKRTC would meet its operational expenses from the earnings of these vehicles. Furthermore, the restriction is adversely affecting the daily commuters who are now facing considerable hardships in accessing reliable and affordable transport.

In light of the above,we kindly request your esteemed office to intervene and ensure that the JKRTC buses are allowed to operate through Srinagar City as they had been doing since October 2021. This will help alleviate the hardships faced by the public, restore the revenue stream of the Corporation, and ensure that the purpose of the Government’s investment in JKRTC is fulfilled.

we look forward to your prompt intervention in this matter to resolve the issue at the earliest.

Thank you for your attention and cooperation.

Yours sincerely,

Passengers of North South and central Kashmir

Open Letter to Chief Minister J&K Omar Abdullah

I am writing to bring to your attention the inconvenience faced by commuters traveling to Srinagar from distant areas of the valley. Despite the conclusion of the J&K Assembly Session, buses from various districts are being turned back at Batamaloo, forcing passengers to alight far ahead of their intended destination at Jehangir Chowk.

Commuters from Bandipora, Budgam, Handwara, Kupwara, Sopore, Baramulla, and other parts of south and central Kashmir have shared similar experiences. This has caused significant inconvenience, particularly to students, who are now forced to continue on foot to Jahangir Chowk and Lal Chowk.

JKRTC drivers have cited restrictions due to the J&K Legislative Assembly's operation as the reason. However, with the Assembly no longer in session, commuters question why buses are still being stopped at Tengpora, Pantha Chowk, Bemina and other areas.

We urge you to intervene and address this issue, ensuring the smooth movement of buses to their designated stops.

Thank you for your attention to this matter.

Sincerely,

Sahil Nazir

*J&K EJAC Bandipora Champions Employee Rights and Accountability*

Bandipora, (CNS)Nov 11 - The Jammu & Kashmir Employees Joint Action Committee (EJAC), Bandipora, has sounded a call to action, urging employees to stand up for their rights and demand accountability in the workplace.
Mir Bashir, UT Spokesperson and District President, emphasized the crucial role employees play in delivering quality services to taxpayers, while reaffirming EJAC's unwavering commitment to protecting employee rights. "Employees must know that while they're dedicated to their duties, employers can't withhold salaries without just cause, proper notice, and adherence to procedures," Mir Bashir stated, highlighting that withholding pay without due process can be seen as "tactical corruption" to coerce employees into making unofficial payments.
Under existing laws, a Drawing and Disbursing Officer (DDO) generally cannot withhold an employee's salary without prior notice and a valid reason. If salary is withheld without notice, it constitutes a violation of employee rights, denying the employee a chance to understand or resolve the issue.
EJAC Bandipora remains resolute in its commitment to advocate for employee rights, fostering a transparent and equitable work environment. The organization's ongoing efforts aim to support employees facing unjust treatment and uphold an ethical, corruption-free workplace.
Mir Bashir reminded employees that integrity and honesty are expectations for all, including senior officials. He emphasized that officers cannot demand loyalty and dedication from employees while neglecting their own responsibilities to the same standards. Employees at all levels are urged to work together to eradicate corruption, described as a "curse" that undermines the system.(CNS)
