The Halton Regional Police Service – Internet Child Exploitation Unit has laid charges in relation to a male who recorded male victims for sexual purposes across the GTA.

On March 23, 2023, a 13-year-old boy attended the Cineplex Cinemas located at 2081 Winston Park Drive in Oakville. While using the bathroom at the theatre the boy observed a male suspect filming him over the top of the bathroom stall.

Through the course of investigation, the suspect was identified.

On April 1, 2023, Robert Russell (30) of Brampton was arrested in Oakville. He was subsequently charged with Voyeurism.

Russell was held in custody pending a bail hearing at that time.

Through further investigation, it was determined that between October 2021 and March 2023, the accused had attended approximately thirty locations across the GTA and one location in Montreal (sporting events, movie theatres, public pools, etc.) where he entered men’s public washrooms and surreptitiously recorded males. The victims appeared to range in age from approximately 3-years-old to adulthood.

As a result of this new evidence, Russell was re-arrested on August 3, 2023, and was charged with the following additional offences:

- Voyeurism
- Make Child Po*******hy
- Possession of Child Po*******hy

Russell has once again been held in custody pending a bail hearing.

Investigators believe there are additional and unidentified victims in relation to Russell and are asking anyone with information, or anyone who has been victimized by him to contact D/Cst Verreault of the Internet Child Exploitation Unit at 905-825-4777 ext. 8986.

The Halton Regional Police Service – 2 District Criminal Investigations Bureau has arrested three suspects in relation to a drug trafficking investigation.

Investigators identified a suspect and vehicle that were observed making drug transactions in Oakville, Hamilton and Toronto between May 25, 2023 and July 19, 2023.

On July 28, 2023, Controlled Drug and Substances Act search warrants were executed at two residences in Toronto as well as a vehicle associated to an identified suspect.

As a result of the search warrants, the following items were seized:

- Approximately 332 grams of fentanyl (approximate street value of $66,000)
- Approximately 143 grams of co***ne
- Approximately 11 grams of Methamphetamines
- Items consistent with drug trafficking (cellular phones, digital scales, packaging, etc.)
- $1050 in Canadian currency

Joshua Palmer Foster (26) of Toronto was arrested and charged with:

- Trafficking a Controlled Substance
- Possession for the Purpose of Trafficking
- Unauthorized Possession of a Weapon (brass knuckle-handled knife)

Dejaunte Larose (24) of Toronto was arrested and charged with:

- Possession for the Purpose of Trafficking
- Unauthorized Possession of a Weapon (brass knuckles)
- Fail to Comply with Release Order

Destiny Lyons (24) of Toronto was arrested and charged with:

- Possession for the Purpose of Trafficking

Palmer Foster and Larose were both held in custody pending a bail hearing. Lyons was released on an Undertaking.

The Halton Regional Police Service (HRPS) Auto Theft Task Force has concluded a lengthy investigation into an organized international stolen auto network.

In February 2023 investigators executed search warrants at locations in Burlington and Mississauga and arrested two male suspects. Details of those charges is contained in the initial media release (below). Continuing investigative efforts have led to additional charges and the recovery of more stolen vehicles.

Sulieman Alhamarneh (39) of Mississauga has been charged with 1 count of Fraud Over $5000.

Mohamed Sous (47) of Etobicoke is wanted for 21 counts of Use a Forged Document. Sous is believed to have fled the country.

This investigation was supported through funding provided by the Government of Ontario, Criminal Intelligence Service Ontario and has led to the recovery of 45 stolen vehicles valued at approximately 3 million dollars over the span of 6 months.

The Halton Regional Police Service – 2 District Criminal Investigations Bureau has made an arrest in relation to a series of night-time break and enters in Oakville and other nearby regions.

Between July 1 and July 11, 2023, seven Oakville residences in the area of Upper Middle Road and Eighth Line in Oakville were broken into overnight while residents slept. Similar entries occurred in York Region and Peel. During the entries, six vehicles were stolen along with cash and valuables from the residences.

As a result of the entries, “Project Haze” was initiated. This project was a Halton Regional Police Service-led partnered investigation with Peel Regional Police and York Regional Police.

Through the course of investigation, a suspect was identified. On July 27, 2023, investigators located and arrested the suspect, who was observed operating a stolen vehicle in Scarborough.

A Criminal Code search warrant was subsequently executed at a residence in Mississauga. As a result of the search, stolen car keys, garage door openers, jewelry and other stolen property was recovered. Investigators also located a modified replica firearm during the search. During the course of the investigation, seven stolen vehicles were recovered.

A 15-year-old female from Mississauga has been charged with:

- Break and Enter (7 counts)
- Theft of Motor Vehicle (2 counts)
- Disguise with Intent (2 counts)
- Use of Credit Card Data
- Possession of Property Obtained by Crime Over $5000
- Unauthorized Possession of a Firearm
- Fail to Comply with Undertaking
- Fail to Comply with Release Order

She was held in custody pending a bail hearing.

Better Homes Burlington launching to help homeowners recover energy efficiency upgrade costs

City of Burlington, Ontario is launching the Better Homes Burlington (BHB) pilot program to help homeowners understand options, available incentives and with the cost of doing home energy upgrades to improve energy efficiency.

Homeowners can connect with City staff who can assist in finding rebates and grants from businesses and different levels of government for the purpose of improving home energy efficiencies.

Homes that are more energy efficient use less energy, save the homeowner money and produce less greenhouse gases.

Starting in September, homeowners will be able to apply for an interest-free loan from the City of Burlington, Ontario for up to $10,000 for the purchase and installation of an air-source heat pump. As this is a pilot program, there is a maximum of 20 loans available. The application process will be open until January (unless the maximum number of loans have been approved prior to January).

What is an air-source heat pump?

Acting as a high-efficiency air conditioner in the summer, and a heater in the winter, an air-source heat pump uses a refrigerant that responds to temperature. In summer, a heat pump will move heat out of your home and release it outdoors. In fall and winter, it brings heat into your home from outside, even when it’s cold outside.

Air-source heat pumps are more energy efficient than air conditioners.

The City of Burlington is launching the Better Homes Burlington (BHB) pilot program to help homeowners understand options, available incentives and with the cost of doing home energy upgrades to improve energy efficiency.

Six batches of mosquitoes trapped this week in Halton Region have tested positive for West Nile virus (WNV). These are the first batches of WNV positive mosquitoes for Halton this year.

Urban areas are more likely to have mosquitoes that carry WNV. The types of mosquitoes that transmit WNV to humans most commonly breed in urban areas such as bird baths, plant pots, old toys and tires that hold water.

Most individuals infected with WNV do not develop any symptoms while some may develop fever, headache, body aches, joint pains, vomiting, diarrhea or rash. The majority of individuals will recover completely but a few may go on to develop severe illness affecting the central nervous system such as encephalitis (inflammation of the brain), or meningitis (inflammation of the membranes that surround the brain and spinal cord). Individuals with certain medical conditions, such as cancer, diabetes, hypertension, kidney disease and individuals over 50 years of age are at higher risk for severe disease.

Residents can take the following steps to protect themselves and their families from mosquitoes:

- Cover up when going outside between the hours of dusk and dawn (when most mosquitoes feed), and at any time in shady, wooded areas. Wear light-coloured, long-sleeved shirts and pants with tightly-woven fabric.
- Reduce mosquito breeding sites around your home by getting rid of all water-filled containers and objects. Change the water in bird baths at least once per week.
- Use an approved insect repellent, such as one containing DEET or Icaridin.
- Make sure your window and door screens are tight and without holes, cuts or other openings.
- Locations of standing water sites that have had larvicide applied this year is available on the West Nile Virus page on halton.ca.

Halton Region’s Medical Officer of Health has issued an Extended Heat Warning starting July 28, 2023 for Halton Region as a result of Environment and Natural Resources in Canada continuing its Heat Warning. An Extended Heat Warning is issued when the daytime temperatures are expected to reach at least 31 degrees Celsius with overnight temperatures above 20 degrees Celsius for three or more days, or when the humidex is expected to reach 40 for three or more days. Exposure to these weather conditions can cause serious health problems. This warning is intended to inform the general public and community agencies, to keep residents safe and healthy during the heat and to recommend that precautions are taken when temperatures are high.

“Halton Region wants all its residents to have a safe and healthy summer,” said Dr. Hamidah Meghani, Commissioner and Medical Officer of Health, Halton Region. “Heat-related illnesses can affect anyone. Symptoms include dizziness or fainting, nausea or vomiting, headache, rapid breathing and heartbeat, extreme thirst and decreased urination. If you experience any of these symptoms as a result of heat exposure, immediately move to a cool place and drink liquids, ideally water.”

Heat stroke is a medical emergency. Call 911 if you are caring for someone who has a high body temperature and is either unconscious, confused or has stopped sweating. Cool the person as best you can while waiting for medical attention to arrive.

You can prevent heat-related illnesses by avoiding strenuous outdoor activities; seeking shade from the sun; spending time in air-conditioned places, such as shopping malls and community centres; and staying hydrated. Call or visit friends and neighbours who may be at risk and never leave people or pets in your care unattended in a car.

The City of Burlington, Ontario is getting ready to renew the playgrounds at Nelson Park and Millcroft Park. To get started, the City is looking for neighbourhood and city-wide input on the types of playground equipment residents would like to see in the two parks.

Online surveys for both parks are open at getinvolvedburlington.ca/yourparks until Sept. 1.

Each member of the household is encouraged to submit their own survey.

City staff will be collecting feedback at 8 p.m. in Nelson Park on Aug. 6 for Movies in the Park with Councillor Stolte before the movie begins at approximately 9 p.m. The movie playing will be Turning Red.

City staff will be at a Park Pop-up at Millcroft Park on Aug. 17, from 10 to 11:30 a.m. with Councillor Bentivegna to collect community feedback on the types of playground equipment residents would like.

A final concept will be created with the input gathered from the surveys and in-person feedback opportunities. Construction is expected to begin and be completed in 2024.

Town seeks feedback on south Oakville zoning regulations

The Town of Oakville has initiated a review of South Oakville Residential Zoning By-law, looking at the zoning regulations for detached and semi-detached homes located on properties zoned “Residential Low” (RL) south of Dundas Street to assess and provide more clarity around regulations for new homes, upgrades and renovations.

An online survey about the zoning regulations is open to the public until August 14, 2023. Public feedback collected on regulations for building a new home or making renovations such as a new deck, pool, basement apartment or home extension will be used in amending the South Oakville Residential Zoning By-law. Additional public engagement is planned for this fall, followed by presentation to Council in 2024 for approval.

The review stems from a Residential Character Study in 2018, which included such recommendations for further review as house height, landscaping and setbacks (the distance between the house and the property lines).

South Oakville stretches from Burloak Drive in the west to Winston Churchill Boulevard in the east and Dundas Street in the north. This area is also home to four heritage conservation districts with an established neighbourhood character. While the survey is primarily for the south Oakville area, it is open to all residents across Oakville to provide feedback on setbacks, height, residential floor area, dwelling depth, lot coverage and other aspects that are important to consider during renovations or rebuilds.

The Zoning By-law sets out rules to ensure new development is compatible with existing regulations, and in line with the Livable Oakville Official Plan. As Oakville’s housing opportunities continue to grow, regular reviews of the Zoning By-law help ensure alignment with the Official Plan and provincial housing legislation and provide more clarity on zoning regulations.

As a result of extreme heat and humidity, Environment and Natural Resources in Canada has issued a Heat Warning for Halton Region starting July 26, 2023. This warning is issued when forecast temperatures are expected to reach 31 degrees Celsius or more with overnight temperatures above 20 degrees Celsius for two days, or when a humidex of 40 or higher is expected for two days.

Especially at risk
- older adults (over the age of 65), infants and young children, people who work and exercise in the heat, people without adequate housing and those without air conditioning; and
- people who have breathing difficulties, heart problems, kidney problems or are taking medication that increase their heat-health risk.

Prevention tips
- drink plenty of cool liquids, especially water;
- avoid strenuous outdoor activities;
- seek shade from the sun;
- spend time in air-conditioned places, such as shopping malls and community centres; and
- visit friends and neighbours who may be at risk and never leave people or pets in your care unattended in a car.

If you or someone in your care experiences rapid breathing, headache, confusion, weakness or fainting, please seek medical attention right away.

Police Investigating After Shots Fired in Downtown Oakville

The Halton Regional Police Service (HRPS) is investigating an altercation involving a firearm outside of a downtown Oakville restaurant.

On Friday July 21, 2023, at approximately 11:55 pm police were called to the area of Lakeshore Road East and Reynolds Street in Oakville after multiple reports of at least one gunshot being fired.

A victim was outside of a restaurant when he was approached by a suspect and an altercation took place. At least one shot was fired by the suspect. Fortunately, no one was injured.

The suspect fled eastbound on Lakeshore Road in a dark coloured SUV.

The suspect is described as a black male in his 20s. No arrests have been made.

Police are appealing for anyone who may have dash cam footage of the areas of Lakeshore Road (east and westbound) and Trafalgar Road (north and south) between the hours of 11:30 pm – 12:30 am (July 21 -22) to contact police.
