🇲🇸STATEMENT BY DR. THE HON. SAMUEL JOSEPH ON THE DISSOLUTION OF MONTSERRAT’S PARLIAMENT - 22 AUGUST 2024🇲🇸

Today marks a pivotal chapter in Montserrat’s history as we officially dissolve the Government, paving the way for the upcoming elections. I am honored to accept the leadership of the Movement for Change and Prosperity (MCAP), following the exemplary guidance of Hon. Joseph E. Taylor-Farrell, who has led our island with unwavering commitment as Premier for the past five years. I am also pleased to continue working alongside Hon. Crenston Buffonge, who has made significant strides in agriculture, housing, and environmental stewardship during his tenure.

I want to take a moment to recognize the invaluable contributions of Hon. Charles Kirnon, a stalwart in Montserrat’s government who has served in every ministry during his remarkable 30-plus-year career as a politician. His dedication and experience have been instrumental in shaping our nation, and his retirement signifies the end of an era. I also extend gratitude to Mrs. Veronica Dorsette-Hector, former Parliamentary Secretary, and Mr. Jenzil Skerritt, former Public Relations Officer.

As we look to the future, our path forward will not be without challenges, but I am ready to confront them head-on with a bold and proactive approach. The rising cost of living, access and utility issues, and the need for better education and higher wages all demand immediate and focused attention. If granted the privilege to serve as your next Premier, I will continue our work by advocating for increased economic support from the UK to ease the financial burden on our residents, while creating investment opportunities and providing robust support for the private sector. Our vision is to rebuild Montserrat, not merely to restore it but to surpass its heyday when we thrived without financial aid, driven by patriotism, resilience, and determination. By prioritizing sustainable development and social progress, we will move **“Forward Together”** as a united community.

On Thursday, 15 August 2024, we proudly introduced a dynamic group of candidates who, though new to MCAP, are experienced in government and leadership roles. Miss Siobhan Tuitt, Mr. Gilmore ‘Papchow’ Williams, Miss Jamiel Melissia Greenaway, Miss Edris Pamela Wade, Miss Charliena White, and Miss Edith Beatrice Fenton bring a wealth of expertise and a deep commitment to advancing our island’s progress and enhancing the lives of the people of Montserrat.

As we approach the elections, I ask for your trust and support. Together, we can overcome the challenges before us and seize the opportunities that lie ahead. With my strong and decisive leadership, alongside a dedicated team, we will forge a path toward a prosperous and thriving Montserrat, where every citizen has the opportunity to succeed.

The time for change is now. Let’s move forward together!

A Tropical Storm Warning is in effect for Montserrat for Potential Tropical Cyclone Five.

At 8 a.m., the disturbance was centered near latitude 14.6 North, longitude 54.3 West. The system is moving toward the west near 26 mph, and a westward to west-northwestward motion is expected with some decrease in forward speed during the next couple of days. On the forecast track, the disturbance is expected to move across portions of the Leeward Islands late tonight or Tuesday.

Maximum sustained winds are near 30 mph with higher gusts. Some strengthening is forecast during the next couple of days, and the disturbance is expected to become a tropical depression later today or tonight and become a tropical storm as it nears the Leeward Islands.

The Antigua and Barbuda Meteorological Services has placed Montserrat under a Tropical Storm Watch for Potential Tropical Cyclone Five.

Disturbance AL98 is expected to become a Tropical Depression by early Monday morning and then develop into Tropical Storm Ernesto.

A Tropical Storm Watch means that tropical storm conditions are possible within the watch area, generally within 48 hours.

A Tropical Storm Watch is expected to be issued for Montserrat later today as Tropical Disturbance AL98 is now likely to become a Tropical Depression or Tropical Storm before passing the area.

29th ANNIVERSARY OF SOUFRIERE HILLS VOLCANIC ERUPTIONS
“Blessed is the man who remains steadfast under trial, for when he has stood the test, he will receive the crown of life, which God has promised to those who love him.”
Citizens and residents of Montserrat, the wider diaspora, our supporters across the globe and friends of Montserrat, I started my message to you today with a word from James, chapter 1, verse 12, because it provides clear instructions on how to deal with times of trouble. At the same time, it is inspiring and a source of hope, as it promises us victory if we remain loyal and committed to a greater purpose.
Today as we reflect on what we can all agree was the start of Montserrat’s darkest hour—a period of uncertainty and a great test of our faith in God and love for country, I want us to also recognise the many blessings and victories which have been bestowed on us, and the promises of more to come.
On Tuesday, July 18th, 1995, the Soufriere Hills Volcano roared to life, transforming Montserrat in unimaginable ways—our island and our lives have been changed forever. For those of us who lived through it, our responses to such a distressing experience may vary from day to day. We sometimes block out the memories— perhaps to cope; we sometimes yearn for what was— perhaps to feel that familiar bond with the people and places of the past; and we sometimes become eager about Montserrat and our future, because we have an undeniable desire to rise as a country and as a people. And so, as Montserratians, wherever we are, we have remained steadfast to this greater purpose of the growth and success of Montserrat and its people.
The social, economic and developmental impacts were so severe that we are still dealing with them today, 29 years on. We are all familiar with those struggles and challenges that we continue to face, but as we navigate through this test, we have also reaped many blessings. We do not often think of these when we reflect on the loss and destruction caused by the volcano. Therefore, I want to highlight just a few blessings in the context of the losses:
Our population dwindled from 10,600, pre-volcano to 3,338 in 1997, and now to 4,386 as of 2023 – a real challenge for us economically, but the mass migration of our people also resulted in many of our Montserratians gaining a world class education, work experience and expertise which may not have been available to them here on Montserrat. These individuals are now poised to contribute and support Montserrat’s development efforts, and indeed, many have been doing so. As a government, we continue to explore ways to strategically incorporate Montserratians living overseas in the development thrust of the island. This is the focus of our upcoming Diaspora Investment Summit, scheduled for July 24th during the Calabash Festival. It is a cornerstone of the Government of Montserrat’s comprehensive diaspora strategy, which is symbolic of our commitment to strengthening ties with the Montserratian global community, encouraging investment, and recognising the invaluable contributions of Montserratians and friends of Montserrat residing abroad.
For those of us who stayed, the volcano created new opportunities for us to gain expertise in scientific fields. We now have experts in volcanology and related fields. Many of us have also gained a wealth of experience in various professions; often times performing multiple roles, which have exposed us to new skills and knowledge beyond what is typically afforded to individuals working in environments in which there is an abundance of human resources.

Montserrat is also recognised as having a centre of expertise in volcano monitoring and scientific research, through the world class volcano monitoring service provided by the Montserrat Volcano Observatory (MVO). The establishment and work of the MVO has positioned Montserrat among leading scientific researchers in the Caribbean, and the world.
Although we continue to develop, all of the redevelopment efforts which have been undertaken over the years to include housing developments, new ports of entry, a new Government Headquarters, schools and a business district, among others, have given us the practical expertise in building a country from the ground up. Indeed, we are experts in rebuilding in our own right, and can provide best practices and lessons learnt to other places which have or may experience wide scale destruction.
I am sure you can think of other ways in which blessings, successes and positive outcomes have resulted from the unpleasant experiences brought on by the volcanic eruption.
As a resilient people, whether home or abroad, we have survived, we have endured and we have overcome; and there are many more blessings to come as He has promised.
I thank all Montserratians and friends of Montserrat for being resilient, persevering and for seeing the development of Montserrat as a goal. As an island and a government, our successes have been made possible through support from our partners and counterparts across the world. The UK Government continues to provide aid to Montserrat, along with financial support from other partners to include Regional and International Organisations and Agencies, Montserratians living overseas, citizens and residents.
As we work steadfastly towards our success and that of Montserrat, we must do so together. We must all collaborate and work in partnership for the betterment of this land – if we do so, we will continue to reap blessings, as promised.

The Antigua and Barbuda Meteorological Services has issued a Small Craft Advisory for mainly, open waters on the Atlantic side of Montserrat out to 20 nautical miles from Bottomless Ghaut to Marguerita Bay from Monday, 2 July 2024.

Inexperienced mariners, especially those operating smaller vessels should avoid navigating in these conditions.

The Antigua and Barbuda Meteorological Services issues a High Wind Advisory for Montserrat associated with strong gusty winds, due to the tightening pressure gradient caused by the passage of Major Hurricane Beryl.

Residents should secure loose, light outdoor items, which can be blown away, and caution should be taken when driving. Further, avoid exposed elevated places.

Scabies Outbreak: Ministry of Health and Social Services Urges Public to Take Preventive Measures

Tuesday, June 6 2024 - The Ministry of Health and Social Services (MoHSS) is announcing an outbreak of scabies on Montserrat. Immediate action is necessary to control and prevent further spread.

Scabies is a highly contagious skin condition caused by the infestation of the skin by the human itch mite: Sarcoptes scabiei. Scabies is spread through close personal contact with an infected person. This includes skin-to-skin contact or sharing clothing, bedding and towels.

The infection causes a pimple- like rash and intense itching which is usually more severe at night. The rash may appear on various parts of the body, particularly in folds of the skin. Young children are most at risk of infection.

Members of the public are advised to closely monitor your person and others in your care for symptoms of scabies. Individuals experiencing symptoms should seek medical attention at the nearest Health Centre or personal physician for prompt diagnosis and treatment.

Scabies is treatable with prescription medications that kill the mites and their eggs. All household members and close contacts should be treated simultaneously to prevent
re-infestation.

To prevent spread of the mite; the Ministry of Health recommends regular hand washing and advises the routine washing of used clothing, bedding, and towels with soap and hot water.

Additionally, close contact with infected persons should be limited until they have completed treatment.

The Ministry of Health remains committed to safeguarding public health and will continue to provide updates as the situation evolves. Your cooperation and vigilance are essential in controlling this outbreak.
