$50b century bond will hold future leaders hostage - Minority

The Minority is against government’s decision to go for a $50 billion century-long bond aimed at boosting Ghana’s development.

President Nana Addo Dankwa Akufo-Addo gave hints about the intention to float the biggest single loan to be contracted in the history of the country during his visit to China over the weekend.

He told Chinese president Xi Jinping during a short ceremony in Beijing that “This will provide us with the resources to finance our infrastructural and industrial development. We are hoping that, at some stage, China will interest itself, and take a part of it as China’s contribution to Ghana’s development.

Information Minister-designate Kojo Oppong Nkrumah explained on Joy FM’s Super Morning Show that the decision is a strategic alternative to the rather expensive short-term loans.

He said if implemented, the bond will shore up Ghana’s resource mobilisation drive.

“If you look at the global financial markets all over the world, you are finding two things: They are improving domestic resource like we are doing in Ghana…and we are also looking at finding cheaper, longer-term financing to complement that.

“The Century Bond that has been done in other parts of the world is a good opening. It helps you to refinance some of your short term expensive instruments and gives you more fiscal space. It gives you more resources to stretch over a period to deliver more value,” he said.

But the Minority is skeptical about the decision.

Deputy Minority Leader, James Kluste Avedzi says the government is simply going to mortgage the future of the country.

In his view, the government should have considered the restraints the bond will have on generations to come before deciding on the move.

“How many generations of Ghanaians will be made to pay that loan back to the investors? It is my generation, the president’s or generations after my children or my children’s children.

“We need not mortgage the future of this country, we will have a different crop of leaders tomorrow and we have to give them space to decide on their own,’ he said.

The Ketu North MP says he does not understand how the government is deciding for generations what to do with their money.

For him, changes in technology will result in changes in needs and the government cannot be in the position to decide how future generations use the country’s money.

“What will be developmental needs of Ghana in hundred years from now, what will be interest rate on that bond in 50-100 years from now? It is difficult to determine as at now.”

He continued that “I am getting a sense that if we are borrowing $50 billion for developmental projects in Ghana today, first of all, technology will change in some years to come.

“Maybe in 20 years to come what you will be providing today might not be relevant again. As technology changes the needs of the people change accordingly so we cannot go and borrow for a period of 100 years,” he stressed.

The Chairman of Parliament’s Public Accounts Committee is convinced that the move is a wrong one because the maximum year a loan can last should be between 20-30 years.

Anything more than that is bad, “if you borrow $50 billion today, which you are going to service over 100 years, it means you are mortgaging the future revenues of this country and you are not giving the future leaders of this country the opportunity to decide on their own what they should do, what is important and what is needed.

“As we are taking the decision today, you do not know what Ghana will need in 30 years you cannot determine so you will be dead and gone and our children will now be suffering,” he added.

The longest penalty attempt in the world

Michael Oliver signalled for a Real Madrid penalty in the 93rd minute, but it would take until 96:55 for Cristiano Ronaldo to finally take his shot.

The controversial decision saw a mob of Juventus players surround the official, resulting in captain, Gianluigi Buffon, being sent off for dissent.

The entire spectacle was the longest, most agonising penalty in the world and here are 14 moments to relive again:

The decision of the referee

It was minute 93, when a cross from Toni Kroos from the left to the far post was headed by Cristiano Ronaldo into the heart of the area for the arriving Lucas Vazquez.

The midfielder, with seemingly a clean look at goal, was knocked down by Medhi Benatia from behind.

British Referee Michael Oliver didn't doubt it and indicated a penalty after consulting with his assistant for a few seconds.

No one could break him even though there were several Juventus players who tried it - and the rest is history.

The presence of Sergio Ramos in the tunnel caused a fight with Max Allegri around the time of the penalty.

Marcelo and Lucas were denied the chance to place the ball on the penalty spot by Mario Mandzukic and Stephan Lichtsteiner.

The action ended with several pushes despite the fact that Sami Khedira tried to relax the situation.

In the midst of the controversy, Gonzalo Higuain left the field of play and the ex- Madridista received loud whistles from the crowd at the Estadio Santiago Bernabeu.

The tension on the pitch reached the press zone as well.

Several members of the private security company at the stadium threw out an Italian journalist from the press box after he taunted Real Madrid fans while showing them a wad of Euros.

He complained when they tried to spoil the penalty spot, fixed the grass and kept the ball until his partner was completely alone in front of the goalkeeper.

After the expulsion of Buffon, the camera was fixed on his substitute.

Wojciech Szczesny took a long walk onto the pitch at 95:30.

After reaching the area, he repeatedly addressed the Portuguese striker trying to guess his shot with his eyes.

He guessed it, but Ronaldo's hit was more than brilliant.

ADDRESS TO THE NATION, BY THE PRESIDENT OF THE REPUBLIC, NANA ADDO DANKWA AKUFO-ADDO, ON THE “US-GHANA MILITARY CO-OPERATION AGREEMENT”, ON THURSDAY, 5TH APRIL, 2018.

Fellow Ghanaians, I have come into your homes this evening to talk about a matter that has generated a lot of heat in our country these past days.

Last week, at the height of the furore triggered by the US-Ghana Military Co-operation Agreement, a good friend of mine came to caution me on what he called the “hazards of this democracy thing”. He told me, just in case I needed reminding that my predecessor as President, who had also been democratically elected, had chosen to avoid any possible controversy by signing and keeping secret some agreements. So, why did I not follow this precedent, instead of exposing the nation to all the hazards of the past few days?

My friend, no doubt, had a point. Indeed, I acknowledge that there are many very well-meaning citizens who would have preferred the peaceful process of agreements reached behind closed doors, to the furore of the past few days. Yet, far from being daunted, I take what has happened not to be symptomatic of the hazards of democracy, but a show of the strength of democracy in action. We are seeing being displayed before our very eyes, not the triumph of disorder, but the value of openness in governance, and of the need, the crucial need, for the people to be fully and accurately informed.

You cannot claim to believe in democracy unless you have faith in the people, faith in their inherent goodness, faith in their capacity to make the right decisions, given the right information. It is this faith in the people that has shaped my entire political career, and it is this faith that propels me to lead an open and transparent government.

I was fully aware of how such agreements had been handled in earlier administrations, but I decided that, under my watch, any such agreements should be subject to the appropriate scrutiny of the people’s representatives in Parliament, in consonance with the requirements of accountable governance and the teachings of the Constitution. After all, you, the Ghanaian people, had voted massively for change; therefore, there was simply no way my government would ever keep hidden from you, the people, agreements of such a nature. I believe that the fall-out from this decision only shows the growing maturation of our democracy.

But for this decision to be open about this agreement, how else would we, the people of Ghana, have ever known that, for several decades, Ghana has had defence and security co-operation collaborations with the United States of America? How else would we have known that, in some instances, we have provided them with facilities for the movement of personnel and equipment to help some of our neighbours who were facing security and health challenges?

And how else would we have exposed the unspeakable hypocrisy of the fraternity of some frontline politicians, who make a habit of running with the hares and hunting with the hounds, who secretly wallow in the largesse of the United States of America, whilst, at the same time, promote anti-American sentiments to a populist constituency? Submitting this Agreement to open scrutiny now allows us to clear the unhealthy fog that has clouded our relations with the United States of America.

The conduct of Ghana’s foreign policy and its relations with the nations of the world has, happily, been, traditionally, above the passions of partisan politics. Allowing for the normal differences of approach, which will sometimes occur, our foreign policy has been consistently bi-partisan, and no successor government has found the need to tamper with any Agreement of a non-commercial nature, entered into by its predecessor. We respect the age-old norms of international diplomacy that, when a country has accorded concessions and privileges to another, these are not removed or altered by a successor government, unless, firstly, the conditions under which they were granted have been reversed; or, secondly, there is proven evidence of abuse.

My Government came to know that Ghana had entered into a Co-operation Agreement with the United States of America, in 1998, 2000, and under the government of my predecessor in 2015. We were satisfied that the conditions which necessitated the Agreement, namely the creeping threat to the peace of the region, had not disappeared. If anything, the threat had increased and, therefore, the need had arisen for continuing with our co-operation.

No suggestion had ever been made that the United States of America had abused any of the privileges or concessions granted under any of these agreements, and it would, thus, have been deemed an unfriendly act to attempt to deny them any concession granted them under those agreements.

Fellow Ghanaians, above everything else, the crux of the matter is this. Ghana has built a formidable reputation for its contribution to peace-keeping around the world. Although these peace-keeping operations have always been under the aegis of the United Nations, no one doubts the fact that they have been made possible by the contributions largely of the United States of America. The Co-operation Agreement, which has subsisted, which we have approved, can only enhance the global effort to preserve the peace in our region.

It is important also to state that the conditions of the Agreement mirror closely the conditions under which Ghana participates in peace-keeping operations under the United Nations. When our troops go on most peacekeeping duties, they do not carry their national passports, they carry their military identity.

Quite apart from how this Agreement involves the military as an institution, it is worth pointing out that, virtually since independence, Ghana has had very fruitful relations with a range of foreign embassies and major international institutions. These include the United Nations, the World Bank, the International Monetary Fund, the African Development Bank, the International Finance Corporation, amongst others. All these agencies enjoy similar conditions as those which the Co-operation Agreement offers to the US military here.

No one has dared suggest that granting these foreign embassies and international institutions these concessions constitute an attack on the sovereignty of Ghana. Nor has anyone also felt that the concessions have in any way worked against the interests of Ghana. Indeed, I have no doubt that it would be the general consensus of all well-informed Ghanaians that this nation has benefitted significantly from the presence and activities of these institutions over the past decades.

It is clear to me that, if the people of Ghana knew the conditions under which foreign embassies and our friendly international institutions operate in Ghana, nobody would have been surprised that a Defence Cooperation Agreement would make such provisions. Such knowledge would have spared many citizens the genuine anxiety and concern they have felt about the Agreement. It is my firm belief that the case for openness and transparency in our governance has been clearly demonstrated, and the argument conclusively settled by these events.

But we have to take issue with the front-line politicians who have sought to mislead the people in this blatant manner, and those who, for mischievous purposes, leaked the document destined for the scrutiny of Parliament prematurely to a section of the media, who then went on to describe it as a “secret document”. How could a document intended for the consideration of Parliament be described as a “secret document”? How could anyone who has been in government and run the administration of this nation feign ignorance of the conditions under which Ghanaian troops undertake peace-keeping operations, or the conditions under which our country has collaborated with major international institutions? It is difficult to understand that such people, knowing what they do know, would set about so blatantly to confuse people, and go as far as calling for the overthrow of our democracy? A democracy that has become the beacon of good governance in Africa? A democracy that has survived for a quarter of a century and encompassed even the most irresponsible episodes of ill governance, in a state of unity and stability? A democracy that has provided the framework for systematic developments in our social and economic welfare, and assured us of the longest, uninterrupted period of stable constitutional governance in our history?

Surely, this is the kind of cynical manipulation by reckless self-seekers, which, in the fullness of time, the people of Ghana will acknowledge and condemn. And I am sure that as the facts become clear and widely available, and as the people come to terms with the evidence, they will reject the falsehood and deliberate attempts to destabilize our peaceful country. Truth is sacrosanct.

So let me state with the clearest affirmation that Ghana has not offered a military base, and will not offer a military base to the United States of America. Indeed, the United States of America has not made any request for such consideration and, consistent with our established foreign policy, we will not consider any such request. However, in consideration of the realities of our circumstances and the challenges to peace in our region in our time, we have deemed it prudent to continue the Co-operation Agreement with the United States of America. It is our firm belief that the Agreement will help enhance our defence capability, and offer an important layer of support in our common effort to protect the peace in our region.

Fellow Ghanaians, let me conclude by saying how outraged I am by the defamatory comments from my political opponents, some of whose patriotism can be so easily questioned, that the sovereignty of this country has been sold by my government and myself. I will never be the President that will compromise or sell the sovereignty of our country. I respect deeply the memory of the great patriots whose sacrifice and toil brought about our independence and freedom. I have stood with you, the Ghanaian people, all my adult life, fighting for our individual and collective rights. Everything I have done, since assuming the great honour and privilege of serving you as President of the Republic, demonstrates that I remain focused on building a self-reliant, free, prosperous Ghana, which will be able to make her own unique contribution to the growth and development of Africa and the world.

Let us concentrate and spend our energies on working together to achieve that goal of a happy and prosperous Ghana, and reject the hypocrisy of the naysayers who led our country into bankruptcy and the worse economic record of modern Ghanaian history. Let us rise above them, and build the Ghana of our destiny, the land of freedom, justice, progress and prosperity.

May God bless us all, and our homeland Ghana, and make her great and strong. I thank you for your attention. Good night.

I have followed the intervention of our President, H.E. Nana D. Akufo Addo on the public discourse in regards the Enhanced Defense Cooperation Agreement 2018 with the Government of the United States. The impression should never be created Mr. President, that those who criticise the agreement are peddling anti Americanism. This is an outrageous conclusion to draw. How would we describe the American citizens whether in academia or the media who are also criticising the agreement. Are we in Ghana suggesting they are anti American?

We are friends with the United States in a Partnership that recognizes our mutual national interest. The American Government will respect Ghana more when we stand tall with them in negotiating cooperation based on mutual interest and respect for the national laws of each of our two countries.

The current Enhanced DCA undermines efforts of respecting Ghana's Rule of Law when US personnel cannot be subjected to prosecution under the laws of Ghana. It cedes away our rights as a people when we give away unfettered access to facilities in Ghana that is not time bound but is endless in perpetuity. In the current arrangement, there is no clarity on what items are tax exempt, what can come in as duty free and how they can be re-exported. In the current arrangement, US personnel will require only ID cards. This is not reciprocal when Ghanaian Officers travel to the US.

Ghanaians will continue to be friends with the United States. They admire us for our democracy and apart from.military cooperation, we have collaborated on several fronts. This is never an issue. What is at stake is to revise the current agreement so that it carries with it the dignity and spirit of the Ghanaian as clearly illustrated in the 2015 agreement. The Applicability of the 2015 agreement, the Waiver of tax or Exluded Costs, the Terms and Conditions and the Entry and Termination of the 2015 arrangement is not only specific and clear, they respect that the national laws of Ghana are integral just as those of the US. This is NOT the case with the 2018 DCA which undermines our Rule of Law, denigrates us as a people and disrespects our dignity.

Finally, we are not more democratic than the United States when their Congress did not ratify our cooperation agreements. In Bilateral and Multilateral arrangements, mutual satisfaction allows for countries to enter into such bilateral cooperation with sound legal effect. Because the 2015 arrangement was clear on how to exit and how to solve problems of interpretation, our Forien Ministry representing Ghana was very sufficient in the validation of the 2015 arrangements. The 2018 DCA has a fundamental problem in which our Ministry of Foreign Affairs and Regional Integration where we have the best trained Career Diplomats with bilateral and multilateral experience in nogotiations are marginalised. The Hon Minister for Defense has spear- headed current Government position as if it was an electoral campaign in his constituency rather than a very important national priority issue that requires national consensus. I

In Peacekeeping operations, the host country however weak must have their national laws respected. Peacekeeping aferall is to help rebuild States torn apart by war. UN Peacekeepers cannot therefore under the Blue Helmet must respect national laws just as strict UN regulations when deployed.

I agree with Mr. President and respectfully so that peace and stability in West Africa is our national priority. This was the impetus behind the 2015 arrangements. Let us in 2018 continue to make such priority elicit the required international assistance to China's laws and regulations. Any agreement that undermines our democratic institutions and practices will weaken our stability, doing exactly what the DCA is meant to help us prevent.

Koku Anyidoho in the grips of CID over coup comments

The Criminal Investigation Department of the Ghana Police Service has picked up Deputy General Secretary of Opposition NDC.

The deputy General Secretary is in the grips of the CIP for allegedly making some comments considered treasonable.

Koku Anyidoho was picked up at the Press Centre in Accra on Tuesday, where he and several other opposition leaders belonging to the Progressive Forces, were holding a news conference ahead of their planned demonstration on Wednesday to express their disapproval of a military agreement between Ghana and the US.

Anyidoho in an interview with Happy FM Monday said a series of activities to unsettle the Akufo-Addo government take off on Wednesday, March 28, 2018 with a planned nationwide demonstration.

“Somebody should tell Nana Akufo-Addo that history has a very interesting way of repeating itself,” the NDC firebrand said.

“On the January 13, 1972 a certain Col. Ignatius Kutu Acheampong led a movement that removed the Progress Party from power. Busia was the Prime Minister and Akufo-Addo’s father was a ceremonial president. Somebody should tell Nana Akufo-Addo that history has a very interesting way of repeating itself.

“There’ll be a civil revolt. There’ll be a people’s movement. During President John Mahama’s tenure didn’t we receive similar threats from the likes of Let My Vote Count and OccupyGhana,” the former presidential spokesperson opined.

He added: “There’ll be a civilian coup d’etat; there’ll be a social revolution and the movement is starting on Wednesday. He [Akufo-Addo] will be fed up at the Presidency.”

Koku Anyidoho justified his stance in an interview with Morning Starr Monday, stating that he stands by his comments adding that there is nothing wrong with a civil coup.

“I said history has an interesting way of repeating itself…we are revolting against the President and what is wrong with that…who is talking about military takeover? We won’t allow the sovereignty of the nation to be taken for granted,” Anyidoho told host Francis Abban
