Most Americans pay little to nothing for the conservation of resources that they enjoy A twenty twenty one survey showed that 70 percent of the three point seven billion dollars collected by state agencies came from hunting and fishing licenses Pittman Robertson funds and Dingell Johnson funds These agencies manage wildlife for the benefit of hunters and anglers but habitat improvements also benefit many other species Despite bipartisan support the Recovering America's Wildlife Act which could have generated one point three billion dollars annually for conservation was cut from final consideration The funding needed for conservation of non-game species is not a priority for Congress or most constituents Ultimately if resilient fish and wildlife are important to Americans who don't hunt or fish they should bear some financial responsibility through federal taxes However Hunters and anglers will continue to provide critical support for conservation as they have for the past century
