Help shape the public art planned at Eagles Landing Park!

The 56-acre park will be the Town's premier public recreation space, featuring a 100,000-square-foot recreation center, outdoor splash pad, lighted pickleball courts, basketball courts, turf fields, an all-wheels skatepark, and more!

The park will also include world-class public art, with several installations crafted by the Creative Machines artist team. Art concepts were developed through an interactive process with staff, stakeholder groups, the public, and elected and appointed Town officials.

Now, it's time for our community's feedback to shape the final design for the art! Take our survey at publicinput.com/q7683.

The Holly Springs Town Council will be voting on their annual budget soon. They are considering a few different options some of which are as follows. Town management has proposed option 2. Do y’all have any preference or feedback?

1. Revenue Neutral Rate (29.5 cents):

This rate aims to keep property taxes at a level that maintains the town’s current revenue while accounting for changes in property values.

However, it doesn’t allow for any significant town growth, including investments in emergency services, parks and recreation, and utilities.

If the proposed 3-cent bond for parks and recreation is added, the total tax rate would be 32.5 cents.

2. 1.85 Cent Rate (34.35 cents):

This rate includes:

1.35 cents for public safety recruitment and retention, as well as funding for two new police officers.

0.5 cent for new debt affordability related to Fire Station 4 and transportation improvements.

The total tax rate under this option would be 34.35 cents with the 3 cent Park Bond.

3. 2.0 Cent Rate (34.5 cents):

The only change from the previous option is 0.75 cents would be slated for new debt affordability related to Fire Station 4 and transportation improvements and only 1.25 cents would be slated for public safety recruitment and retention, including potential funding for new police officers.

The total tax rate would be 34.5 cents with the 3 cent Park Bond.

Important Considerations:

The increased property taxes resulting from developments like Fuji and Amgen won’t be realized until 2028 or later.

Any transportation or town improvements will likely occur after 2030.

Even with the proposed changes, Holly Springs would still have one of the lowest tax rates in Wake County.

Keep in mind that the 3-cent bond for parks and recreation will begin in the next fiscal year and that it was originally estimated to be up to a 5-cent bond.

In summary, the town council is considering different tax rate options, each with its own implications for growth and services. Ultimately, the decision will impact the community’s future development and quality of life.
