Section 144crpc clamped in Cachar;
Complete ban on carrying weapons,crackers, toy pistol & revolver ahead of parliamentary election.

SILCHAR, April 2: Apprehending communal violence and breach in peace and tranquility, the district magistrate Rohan Kumar Jha has issued an order clamping 144 crpc through out the district in apprehension of breach of peace,public tranquility and safety of the public during election period.
This order comes into force into immediate effect which states that no person or group is allowed to carry weapons like lathi,lance ,spears or dao or any other articles which can be used as a weapon of offence.
No person is allowed to carry or use any bomb, crackers or any other materials which can produce sound or any chemical effect.
No person or group of person is allowed to carry toy gun,toy pistol and revolver.
Considering the urgency of the circumstances, this order is passed ex-parse. The order comes into force with immediate effect throughout the district of Cachar and shall remain valid until further order.
This is stated in a press release issued from Regional Office of information and public relations Barak valley zone Assam.

Restrictions imposed under 144crpc on vehicles to prevent illegal activities in Cachar.

SILCHAR, March,30: In anticipation of illegal activities like extortion of money, kidnapping of persons by miscreants using vehicles,the district magistrate of Cachar,Rohan Kumar Jha has issued prohibitory orders under section of 144 of Indian penal code on Friday.

These restrictions have been imposed to curve down election related violence for smooth conduct of parliamentary election on April 26 in silchar constituency of cachar district.
The order states that the use of tinted glass or black papering, curtains etc. has been banned. This order shall remain in force till further orders in the entire district of Cachar with immediate effect to prevent kidnapping, extortion and other illegal activities. Vehicles already fitted with tinted glass, papering or curtains have been instructed to remove them as soon as possible. However, this directive will not be applied to government vehicles and vehicles of senior government officials bearing designation plates.

This is stated in a press release issued by Regional office of information & Public relations Barak valley zone silchar Assam.

পাথারকান্দি নিবাসী মডেল লাইব্রেরির শ্রী ভাস্কর দাসের একমাত্র ছেলে সঙ্গে সঙ্গেই না ফেরার দেশে চলে যায় ও বাকিরা হাসপাতালে।

উৎসবের সময় যাত্রীদের ক্রমবর্ধিত চাহিদা পূরণ করার লক্ষ্যে উত্তর পূর্ব সীমান্ত রেলওয়ের পক্ষ থেকে আরও কয়েকটি উৎসব স্পেশাল ট্রেন চালানোর সিদ্ধান্ত গ্রহণ করা হয়েছে। এই উৎসব স্পেশাল ট্রেনগুলি প্রধান প্রধান গন্তব্যস্থলগুলিকে সংযুক্ত করবে এবং এর সময়ানুবর্তিতাও রক্ষা করবে। নিয়মিত ট্রেনগুলির ওয়েটিং লিস্টের যাত্রীদের অতিরিক্ত ভিড় হ্রাস করতেও এই উৎসব স্পেশাল ট্রেনগুলি সাহায্য করবে।

সেই অনুযায়ী, ০৭৫৪০নং (কাটিহার মনিহারি) উৎসব স্পেশাল ট্রেনটি দৈনিক ভিত্তিতে ১০ নভেম্বর থেকে ১০ ডিসেম্বর, ২০২৩ পর্যন্ত চলাচল করবে। ফেরত যাত্রার সময়, ০৭৫৩৯নং (মনিহারি-কাটিহার) উৎসব স্পেশাল ট্রেনটি দৈনিক ভিত্তিতে ১১ নভেম্বর থেকে ১১ ডিসেম্বর, ২০২৩ পর্যন্ত চলাচল করবে।

০৭৬০২/০৭৬০১নং (আগরতলা-ধর্মনগর-আগরতলা) উৎসব স্পেশাল ট্রেন এবং ০৭৬০৪/০৭৬০৩নং. (আগরতলা-সাক্রম-আগরতলা) উৎসব স্পেশাল ট্রেন দুটি উভয় দিক থেকে চারটি ট্রিপের জন্য ১৩ থেকে ১৬ নভেম্বর, ২০২৩ পর্যন্ত চলাচল করবে।

০৪৫৩৬নং (চণ্ডীগড়-কাটিহার) উৎসব স্পেশাল ট্রেনটি চারটি ট্রিপের জন্য ১০, ১৩, ১৬ ও ১৯ নভেম্বর, ২০২৩ তারিখে চলাচল করবে। ফেরত যাত্রার সময়, ০৪৫৩৫নং (কাটিহার-চণ্ডীগড়) উৎসব স্পেশাল ট্রেনটি চারটি ট্রিপের জন্য ১২, ১৫, ১৮ ও ২১ নভেম্বর, ২০২৩ তারিখে চলাচল করবে।

শিলচর-আগরতলার : মধ্যে জনশতাব্দী এক্সপ্রেস মঞ্জুর । আগামী বৃহস্পতিবার আগরতলা থেকে ভোর ৬টায় ছাড়বে এই ট্রেন। শিলচর এসে পৌছবে দুপুর ১১.৩০ মিনিটে। এদিনই শিলচর থেকে ৪.৩৫ মিনিটে ছাড়বে। তবে ট্রেনটি আপাতত ‘সামার স্পেশাল' হিসেবে চলাচল করবে আগামী ২১ সেপ্টেম্বর পর্যন্ত। তবে ট্রেনটি সপ্তাহে দুদিন চলাচল করবে। বৃহস্পতি ও শনিবার। ট্রেনটিতে মোট ৮টি কোচ থাকবে। আগরতলা-শিলচরের মধ্যে স্টপেজ রয়েছে আমবাসা, ধর্মনগর, নিউ করিমগঞ্জ, বদরপুর, অরুণাচলে। উল্লেখ্য, আগরতলা ও শিলচরের মধ্যে একটি জনশতাব্দী এক্সপ্রেস চালু করার দাবি দীর্ঘদিনের। যাই হোক, আপাতত সপ্তাহে দুইদিন হলেও আগরতলা-শিলচরের মধ্যে যে জনশতাব্দী এক্সপ্রেসের মতো ট্রেন চালু হওয়ায় দীর্ঘদিনের দাবি পূরণ হল। আগামীতে যাত্রী ভিড় দেখে ট্রেনটিকে নিয়মিত করা হবে বলে জানা গেছে।

বরাক-অরুণাচল প্রদেশে সরাসরি রেল যোগাযোগ: শিলচর-নাহারলাগুন ট্রেন ১৯ জুন থেকে

এবার অরুণাচল প্রদেশের সঙ্গে বরাক উপত্যকার সরাসরি রেল সংযোগ স্থাপিত হচ্ছে। উত্তর-পূর্ব সীমান্ত রেল এনিয়ে একটি প্রস্তাব রেলবোর্ডে পাঠিয়েছে। প্রস্তাব অনুযায়ী, আগামী ২৯ জুন থেকে ২৮ আগস্ট পর্যন্ত শিলচর-নাহারলাগুন মোট ১১টি এবং ২৯ জুন থেকে ৩০ আগস্ট পর্যন্ত নাহারলাগুন-শিলচর মোট ১১ ট্রিপ একটি সামার স্পেশাল ট্রেন' চালাবে। উল্লেখ্য, বরাক উপত্যকা তথা দক্ষিণ অসমের অনেক যাত্রী রয়েছেন যারা অরুণাচলে যাতায়াত করেন। এই স্পেশাল ট্রেনটি যেহেতু ডিব্ৰুগড় ও তিনসুকিয়া হয়ে যাবে, ফলে আপার অসমের সঙ্গে যোগাযোগকারি আরও একটি ট্রেনের সুবিধা পাওয়া যাবে। একটি বিশেষ সূত্রে জানা গেছে, শিলচর থেকে প্রতি সোমবার এবং মাহারলাগুন থেকে প্রতি মঙ্গলবার ট্রেনটি ছাড়বে। শিলচর থেকে সোমবার দুপুর দেড়টায় ছেড়ে পরদিন মঙ্গলবার সকাল ৮টায় নাহারলাগুন পৌছাবে। অন্যদিকে, নাহারলাগুন থেকে সকাল ১০টায় ছেড়ে পরদিন বুধবার বিকেল ৪.৪০ মিনিটে শিলচর পৌছাবে। শিলচর থেকে নাহারলাওন ৭৫৬ কিলোমিটার পথ পাড়ি দেবে ১৮.৪০ঘন্টায়।

বরাকের চা বাগিচা ও চা শ্রমিকদের গর্বের ঐতিহ্য বিখ্যাত প্রতিবাদী ঐতিহাসিক ঘটনা 'চরগোলা এক্সোডাস- ' গবেষণা নিয়ে ভুল বোঝাবুঝি ও বিভ্রান্তির অবসানে সোচ্চার হল পূর্বাচল জয়েন্ট অ্যাকশন কমিটি ( পিজিএসি )।

সম্প্রতি সংবাদ ও সামাজিক মাধ্যমে প্রকাশিত চরগোলা এক্সোডাস নিয়ে কিছু ব্যক্তির বিবৃতি নিয়ে পিজিএসি এক সভার আয়োজন করে। সভায় উপস্থিত কমিটির উপদেষ্টা সমিতির সদস্যরা বলেন, চরগোলা এক্সোডাস এর চা শ্রমিক ভাইদের প্রতিবাদের ঘটনা সমগ্র বরাকবাসীর গর্বের ঐতিহ্য। শোষণ, বঞ্চনা ও অপশাসনের নিপীড়ন প্রতিরোধের প্রেরণা হিসেবে বরাকের ইতিহাসে ১৯২১ সালের ২০ মে একটি উজ্জ্বলতম দিন। উপদেষ্টাদের বক্তব্য , শতবর্ষ পেরিয়ে আসা এই প্রতিবাদী চা শ্রমিকদের দলবদ্ধ এই মহানিষ্ক্রমণ এর ১০২ বছর পূর্তির সময় সম্প্রতি এর ইতিহাস চর্চা নিয়ে স্থানীয় সংবাদ মাধ্যমে কিছু বিবৃতি প্রকাশিত হয়েছে যা অহেতুক ভুলবোঝাবুঝির সৃষ্টি করতে পারে ।বরাকবাসী সর্বশ্রেণির নাগরিক , চা শ্রমিকদের সার্বিক কল্যাণ , সৎ ও যথার্থ ইতিহাস চর্চার স্বার্থেই পিজিএসি এ ব্যাপারে সোচ্চার হয়েছে বলে মত প্রকাশ করা হয় এ দিনের সভায়।

পিজিএসি র বক্তব্য , এটা অত্যন্ত আনন্দের কথা যে অসমের চা শিল্পের দুশো বছর পূর্তির এই সময়ে দাঁড়িয়ে কেউ কেউ চা বাগান বা চরগোলা এক্সডাস নিয়ে আলোচনা ,সেমিনার ও গবেষণায় গুরুত্ব আরোপ করছেন। ইতিমধ্যে চরগোলা এক্সডাস নিয়ে জাতীয় ও আন্তর্জাতিক স্তরে অনেক কাজ হয়েছে। প্রতিটি কাজই অত্যন্ত নির্ভরযোগ্য। তবে সবচাইতে উল্লেখযোগ্য ব্যাপার হল ২০১৪ সালে করিমগঞ্জ নিবাসী গবেষক বিবেকানন্দ মোহন্তের
বাংলাভাষায় প্রথম 'চরগোলা এক্সডাস -১৯২১ '-- শীর্ষক বিশ্ব মানের মহাগ্রন্থটি প্রকাশের পর থেকে বিষয়টি সম্বন্ধে বরাকবাসীর সম্যক ধারণা গড়ে ওঠে এবং গ্রন্থটি বিভিন্ন মহলে ভূয়সী প্রশংসা অর্জন করে।
তাছাড়া গ্রন্থটি নিয়ে এবং গ্রন্থকার নিয়ে বেশ কিছু সেমিনার ,ওয়েবিনার এবং চরগোলা এক্সডাসের শতবর্ষ পূর্তিতে লেখকের লেখাপত্রও প্রকাশিত হয়।

পিজিএসি র স্পষ্ট বক্তব্য , কোনও কোনও মহল ভুল বা স্বল্প ধারণাবশত এটা বোঝাতে চাইছেন যে এতবড় একটা ঘটনা নিয়ে প্রামাণ্য গবেষণা ও ইতিহাস চর্চা হয়নি বা প্রামাণ্য কাজ নেই। এটা সম্পূর্ণ ভুল ধারণা। এমন 'ভুল ধারণা'র দাবিদারদের প্রতি পিজিএসি সুস্থ ও সঠিক ইতিহাস চর্চার আহবান জানিয়েছে। কমিটির সাফ বক্তব্য ,সম্প্রতি যারা চরগোলা এক্সডাস গবেষণা নিয়ে ,ইতিহাস নিয়ে বক্তব্য পেশ করেছেন তাদের
তথ্যগুলো সব আগেকার বিভিন্ন কাজেরই পুনরুচ্চারণ। এটাই গবেষণার ঐতিহ্য। তবে প্রায় চারহাজার চা শ্রমিককে ব্রিটিশ পুলিশের গুলিবিদ্ধ হয়ে প্রাণের বিনিময়ে মহা নিষ্ক্রমণের মূল্য চোকাতে হয়েছিল বলে যে কথা সম্প্রতি বলা হচ্ছে এই তথ্যের উৎস কিন্তু অতীতের কোনও গবেষণাতেই নেই বলে মন্তব্য করে এ দিন পিজিএসই র এই সভা।আবার অদূর ভবিষ্যতেই চা জনজাতির প্রতি দায়িত্ববশত চরগোলা এক্সডাস বিষয়ক গবেষণা- ইতিহাসের সঠিক ও প্রয়োজনীয় চর্চাগুলোর ইতিবৃত্তের পূর্ণাঙ্গ দস্তাবেজ বরাকবাসীর সমক্ষে তুলে ধরার ইচ্ছেও এ দিন সভায় ব্যক্ত করা হয়।

এক প্রেসবার্তাযোগে পূর্বাচল জয়েন্ট অ্যাকশন কমিটির পক্ষ থেকে এ খবর জানান কমিটির সদস্য ঋষিকেশ দে।
