One Piece | Garp & Kuzan Secret Mission
A lot of One Piece fans think Kuzan might actually be on a secret mission instead of really betraying the Marines. The theory is that he joined the Blackbeard Pirates as part of a plan to spy on them or take them down from the inside. If this is true, it could explain why Kuzan didn’t kill Garp during their fight—his real goals might not match up with Blackbeard’s plans, and he might not be completely loyal to them.
At the anime's end, Kuzan strikes Garp with an ice sword, possibly to freeze Shiryu’s wound and stop the bleeding, showing his lingering care despite appearances.
There’s some good evidence for this theory. Kuzan has always done his own thing and followed his own sense of justice, which makes it possible that he’s working on a secret mission. He also still talks to people like Smoker and Sengoku, which shows he hasn’t fully cut ties with the Marines. Plus, One Piece has a lot of undercover agents, like Rosinante with Doflamingo, so Kuzan could be another one. Lastly, he might even be working with Sword, the Marine group that does secret missions. All of this makes it seem like Kuzan is pretending to be on Blackbeard’s side for some bigger reason.
