DRIVER INVOLVED IN ACCIDENT HANDS HIMSELF OVER TO POLICE

Lusaka, 1st January 2025-The Zambia Police Service wishes to inform the public that the driver of the Shackman truck, identified as Mr. Hachalwa Lweendo, aged 28, of house number 175/48, Makeni Township, Lusaka, has handed himself over to the authorities. Mr. Lweendo, who is an employee of Kresco General Dealers, Lusaka, was involved in a road traffic accident that occurred Yesterday December 31, 2024.

The driver presented himself at Luanshimba Security Checkpoint, where he voluntarily submitted to law enforcement officers. A statement has since been recorded from him, and the matter has been transferred to Kapiri Mposhi Police Station for further investigations.

We commend Mr. Lweendo for taking responsibility and cooperating with the police in this matter. Investigations are ongoing, and more details regarding the incident will be shared with the public in due course.

The Zambia Police Service reiterates its commitment to ensuring road safety and justice for all. Members of the public are reminded to remain cautious and adhere to traffic regulations at all times.

RTSA buys AI powered Surveillance Cameras

The Road Transport and Safety Agency -RTSA- has bought Artificial Intelligence -AI-powered cameras to monitor and penalise law-breaking motorists.

RTSA Chief Executive Officer, AMON MWEEMBA says the cameras, which arrived in the country 2 weeks ago, will be installed on unmarked vehicles, starting January 2025.

Mr. MWEEMBA says the devices will go beyond detecting speed, but also scan license plates and instantly provide detailed information about vehicles and their owners.

He has explained that offenders will receive instant notifications of their violations, making it nearly impossible to evade detection.

Dandy Crazy in a terrible RTA

December 31st, 2024 - Four people have died while one sustained serious injuries in an accident which happened on 31st December 2024 around 19:10 hrs at Green Leaf area, about 25 Kilometers south of Kapiri Mposhi along the Great North Road involving three vehicles.

The accident happened when the driver of a Shacman truck Reg. NO. ADF 1575, T ADF 1576 identified as Kachalwa Lweendo aged 28 coming from Kapiri-Mposhi to Kabwe direction with one passenger on board, lost control of his truck due to excessive speed and hit into a Toyota Allex Reg. NO ADD 5673 and a Nissan Hardbody Reg. NO.ABJ 6469 coming from the opposite direction.

The driver of the Toyota Allex and two passengers died on the spot while Dandy Crazy sustained serious injuries and is admitted to Kabwe Central Hospital. The Toyota Allex had three passengers on board.

The driver of the Nissan hardbody was alone in the vehicle and also died on the spot.

The bodies of the deceased yet to be identified are lying in Kapiri Mposhi Urban Clinic mortuary.

The driver of the truck and his passenger escaped unhurt. The driver fled the scene after giving his details to the officers, and a manhunt has been launched for him to be brought to book.

2024 GRADE SEVEN EXAMINATION RESULTS.

350,116 candidates have passed the 2024 Grade 7 examinations and will progress to FORM ONE in 2025 out of 491,785 who sat for the examination.

141,669 candidates have failed and will not proceed to Form One.

543,069 candidates registered for the 2024 Grade Seven (7) Examinations of which 542,913 were Zambians and 156 candidates were from St. Jeff College School in Johannesburg, South Africa.

Out of the total number of registered candidates, 491,785 sat for the examination while 51,284 candidates were absent.

This therefore, this means combining the 51,284 candidates who were absent and the 141,669 candidates who failed, a total of 192,953, candidates who had entered for the examination, shall not proceed to secondary school in 2025.

However, Education Minister Hon. Douglas Syakalima has directed the Permanent Secretaries in his Ministry to ensure that the learners who did not meet the standard for selection to Form One are accorded a chance to repeat primary education, while those who were absent are brought back to school within the year 2025.

“This is in adherence to the principle of not leaving any child behind,” Hon. Syakalima said.

The results show that the performance of learners has slightly improved from 2023 to 2024.

The pass rate has improved from 69 percent to 71.19 percent and absenteeism has slightly reduced.

“These achievements can be attributed to the massive recruitment of teachers, procurement of teaching and learning resources, improvement of the teaching and environment through infrastructure development, and the procurement of desks, to mention a few.” Hon. Syakalima announced.

UCZ FLAGS OFF DIAMOND JUBILEE CELEBRATIONS

The United Church of Zambia (UCZ) has launched the Diamond Jubilee celebrations to mark 60 years of faith, unity, and service to the people of Zambia.

UCZ Synod Bishop Rev.Festus Chulu who flagged off the event yesterday at UCZ St.Andrew's Congregation in Lusaka called on the Church to acknowledge the contributions made by those from the past and present towards the growth of the Church.

Rev. Chulu said the Church has grown into the largest reformed denomination in Zambia, representing the rich culture and diversity.

He added that UCZ for the past 60 years has been a beacon of hope, offering spiritual nourishment and meeting the physical needs of communities in Zambia.

"We have continued treading on the path of faith by serving others in carrying our mission.we have done this by founding schools and health facilities that provide service to the marginalized and oppressed in communities,"he said.

And UCZ General Secretary Rev. Chipasha Musaba said the Church has grown and evolved over the past 60 years.

Rev. Musaba has urged congregants of the UCZ to remember that the Church's misson is never static but evolving over time.

He said the response to God's calling is dynamic, and therefore, the Church should look forward to engaging communities in new ways and sharing transformative gospel to those yet to experience it.

Meanwhile,UNICAF University Zambia Vice Chancellor Professor Mpazi Sinjela challenged the UCZ Church to utilize the vast land it has to build modern school and hospital infrastructure that will service the Zambia people.

Professor Sinjela said this initiative will resonate well with the theme of changing the narrative.

He said all members should take transformative action that will help develop Zambia in all strategic areas such as education,health, and agriculture.

"We need to take action and be actively involved in the work of the Lord because without action,it is as good as dead,"he echoed.

The United Church of Zambia was founded on 16th January 1965 from the union of the Methodist Church,the Church of Scotland and the Congregation Church, and the Church of Barotseland.

It is commemorating its Diamond Jubilee under the theme "Changing the Narrative" derived from the book of Isaiah 43:19.

ZAMBIA TO EXPERIENCE HIGH TEMPERATURES WITH REDUCED RAINFALL UP TO DECEMBER 12 - HON. MPOSHA

Lusaka, Thursday, 5th December, 2024 - Zambia is expected to experience high temperatures ranging from 36 to 43 degrees C coupled with reduced rainfall in most parts of Zambia that will last up to December 12, 2024.

Minister of Green Economy and Environment, Hon. Mike Mposha MP said during the media briefing on the outcomes of the twenty-ninth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change held from 11th to 23rd November, 2024 in Baku, Azerbaijan that some parts of Zambia like Luapula, Northern and Muchinga Province are expected to receive an improvement in rainfall level conditions starting from 11th December, 2024.

“This improvement is expected to gradually progress southwards, reaching the Copperbelt and Northwestern Province by 11th December, 2024” he said.

"Looking ahead, from 1st to 12th December, most parts of Zambia are expected to experience high temperatures, ranging from 33°c to 43°c, coupled with reduced rainfall. However, we anticipate an improvement in rainfall conditions in Luapula, Northern, and Muchinga Provinces to start around the 7th of December. "

Hon. Mposha said this improvement is expected to gradually progress southwards, reaching the Copperbelt and Northwestern Provinces by the 11th of December.

He advised the public to take precautions by consuming plenty of water in order to avoid dehydration, conserve water especially in areas experiencing water shortages.

Hon. Mposha said people should be aware of heat related illnesses and consult with health care professionals if needed.

“Limit outdoor activities during the hottest part of the day, wear lightweight, loose fitting clothing and seek shade," he added.

He said farmers have been advised to implement water conservation techniques such as drip irrigation and mulching and crops and livestock have to be closely monitored during these times.

"Be fire-cautious: avoid open fires and be mindful of activities that could spark fires. We will continue to monitor the situation closely and provide regular updates through daily weather forecasts and 10-day agrometeorological bulletins," he said.

Zambia Meteorological Department Director Mr Edson Nkonde said the high temperatures are as a result of the absence of cloud cover which moderates the temperatures downwards hereby causing direct insulation from the sun.

"It is very unusual during this time of the season but these are the things we are indicating on how the climate is going to change," said Mr. Nkonde.

JULDAN MOTORS OPERATING LICENSE SUSPENDED WITH IMMEDIATE EFFECT

The Road Transport and Safety Agency (RTSA) has suspended the operating license for Juldan Motors with immediate effect.

The Agency says this is as a result of the operator’s failure to implement effective self-regulation as required by the Fleet Safety Management Programme.

RTSA Chief Executive Officer Eng Amon Mweemba has told journalists in Lusaka that this decision has been made in accordance with Section 110B of the Road Traffic (Amendment) Act No. 8 of 2022, which mandates the suspension of a licence if the holder fails to comply with its terms and conditions.

Eng Mwemba said Juldan Motorways, therefore is hereby instructed to cease all operations under the revoked licence with immediate effect for a period of 3 months.

He warned that failure to comply with this directive will result in legal action.

The RTSA CEO further said in light of the foregoing, the Agency has also invited the operator to their offices for guidance on adopting and implementing a comprehensive fleet safety management system.

"The following are the Key findings from our investigation.....Fatal Road Traffic Crash on 15th October 2024: Preliminary investigations suggest that the road traffic crash involving the Juldan Bus might have been prevented with appropriate care and oversight. The GPS unit on the motor vehicle had been inactive since 27th September 2024. Despite this, the bus continued to operate, and the GPS remained off until the road traffic crash occurred at approximately 04:30 hours on 15th October 2024," he said.

"Records from Shimabala Toll Station show that the bus returned from Johannesburg on 14th October 2024, passing through the toll station at 16:29 hours. However, the same driver embarked on another trip to Johannesburg on 15th October 2024, passing through the same toll station at 04:06 hours. This violates Statutory Instrument No. 51 of 2021, which restricts PSV movements between 22:00 hours and 04:00 hours."

He narrated that the Pre-Trip Inspection Checklist reflects significant lapses in the company’s Fleet Safety Management Programme, as it was signed off to indicate that the bus departed Lusaka at 04:00 hours with an active GPS unit when, in reality, it started approximately at 03:30 hours and the GPS was non-functional.

"Additionally, the driver had only arrived home on the evening of October 14 and departed in the early hours of October 15, leaving him with insufficient rest and substantially increasing fatigue-related risks. Ideally, the driver should have been given a full day off following such a long journey for adequate physical and mental recovery," he added.

"Furthermore, it also came to our attention that, at the time of inspection, other buses under the company, were operated with non-functional GPS units, which is in direct contravention of Statutory Instrument No. 78 of 2016.These findings present grim evidence of weak operational controls within the company system that compromise the safety of both passengers and other road users."

Eng Mweemba further indicated that the Agency also took into consideration the serious Injury Road Traffic Crash on 19th July 2024, involving another Public Service Vehicle (PSV) with registration number ALF6761 belonging to Juldan Motors, along the Great North Road, about 40 kilometres east of Kapiri Mposhi District.

"Preliminary investigations revealed that the road traffic crash occurred due to improper overtaking by the Juldan bus driver, leading to a head-on collision with an oncoming light truck. One passenger in the bus sustained minor injuries, while the driver of the Mitsubishi Canter and his two passengers sustained serious injuries, and significant damages occurred to both vehicles," he concluded.

"Notably, GPS data from the Juldan Bus consistently showed that the Juldan bus driver drove at speeds between 114 km/h and 115 km/h, exceeding the permissible maximum speed limit of 100 km/h. This highlights the operator’s failure to implement effective self-regulation as required by the Fleet Safety Management Programme."
