The residents at the Garden Way Retirement Community got a refresher on avoiding scams and frauds when Community Engagement Specialist Steven Chambers visited. It is a good idea for anyone to update their knowledge on how this can happen. Spoiler alert: it can happen to just about anyone in the right circumstances if they don't remain vigilant. Scammers are always coming up with fresh ways to take victims' money. March is International Fraud Awareness Month.

Scams are cyclical in nature. Eugene Police recommends to remain careful and skeptical of emails, calls, texts, social media links sent to you and other communications:

If you get an unsolicited text or even a communication from a friend on social media that seems a bit odd don’t click on it. Check with the sender independently by another method. Delete and report it if it is a scam.
If you get an email or text saying your account has been suspended, don’t respond immediately. Check it out independently by other means.

If someone asks you for your cash, gift cards, credit card numbers, security log-ins, or other personal information (especially if you don’t know them well), the safest move is to refuse their request and check with the police, or find an independent way to contact a legitimate business and follow up rather than responding right away to the caller.

Don’t give out computer or phone log-ins, personal or financial information to someone who calls you. If you are unsure, hang up and independently find the phone number of the alleged represented agency and call yourself. A law enforcement agency will not ask you for this type of information or request that money be sent by way of money order for any reason.

Beware of high-pressure techniques, such as the need to give information or make a decision on the spot.

If it sounds quirky or weird, it probably is.

Incident: Party Ends with Gunfire – No Reported Injuries

NARRATIVE OF INCIDENT:
On March 24th, 2024 around 1239 AM Officers with the Springfield Police Department responded to the 6900 Block of Jessica Drive regarding an incident where gunshots had been fired into a house. When Officers responded they were met with several subjects fleeing a house party. It was learned what initially started as a small house gathering turned into a large party where uninvited individuals arrived.

The uninvited individuals were contacted by the residents and asked to leave, leading to a disagreement. The uninvited individuals exited the party but returned and fired multiple handgun rounds into the home and nearby property before fleeing the location. At this time, there are no reports of any injuries.

Springfield Detectives were called to the scene to assist with interviews and evidence collection and will be continuing the investigation. Due to many of the guests leaving prior to police arrival, the Springfield Police is asking for assistance from any witnesses or victims who saw what happened or possibly collected video evidence that could identify the involved suspects.

3/12/24 - LCSO Case #24-1246 - Attempted kidnapping in the Dexter/Lowell area

Last night, a juvenile was approached by a vehicle while walking in the area of Barbre Road and Rogers Lane. The driver told the juvenile he knew her parents and was there to give her a ride home, neither of which was true. The juvenile began walking back towards the Dexter Market, and the vehicle sped off. Deputies became aware hours later when the information was found on Facebook. They patrolled the area, but did not find a matching vehicle and subject.

The vehicle is described as a red SUV similar to a Ford Escape. The driver is described as a scruffy, skinny white male, mid-40s, with reddish-blonde curly hair.

A man was crushed between two vehicles and killed Friday in Eugene after he reportedly ran after a truck hoping to stop it from rolling through the intersection of Sixth Avenue and Garfield Street.

Judah Ray Dulaney, 47, had parked his Ford F 250 truck on the south side of Sixth Avenue before removing a hazard from the roadway, according to the Eugene Police Department.

As he walked back to his truck, Dulaney noticed that it began to roll backward into traffic on Sixth Avenue. He attempted to stop the truck as it rolled through the intersection toward a stationary Dodge Charger, which a 19-year-old man from Springfield was driving.

To avoid hitting the truck, the driver of the Charger steered to the left, but as the driver's side of the Ford impacted the rear passenger quarter panel of the Charger, Dulaney was caught between the two vehicles.

Police say Dulaney was pronounced dead at the scene from his injuries.

Investigators with Eugene Police later discovered the Ford was in reverse at the time of impact.

The driver of the Charger reportedly remained on scene and cooperated with officers when they arrived.

Springfield High School employee arrested

“Springfield Police this morning arrested Cyrus Ullmann, an Educational Assistant at SHS, on charges of s*x abuse. Although allegations, the charges are disturbing because they involve a minor. Any crime against children is a serious offense, especially for those entrusted to work with children.

Springfield High School continues to cooperate with police. Ullmann is not allowed on campus or to have contact with our students. To protect the integrity of the ongoing investigation and the victim, we will not be sharing additional details. We apologize for the ambiguity of this information.

I want to reemphasize our commitment to student safety and wellbeing and the continuity of their educational experience. I encourage any of our students to report any concern they may have to a school counselor, member of the SHS administrative team, or any other trusted adult.

On August 26, 2023, two Springfield Officers located a male juvenile (later determined to be Owings) sitting under the train trestle in a large, unhoused campsite. When the Officers went to question who Owings was and where his parents were, Owings ran from the officers and jumped into the Willamette River.

Springfield Officers, assisted by a University of Oregon Police Officer, and the Eugene/Springfield Fire Department attempted to rescue Owings. After more than 30 minutes, Owings was rescued.

Owings was released to the Department of Human Services (DHS). DHS later released Owings back into the custody of his foster family.
On August 27, 2023, Owings ran away from his family again. Owings is missing currently – If you have any information of where Owings may be located, please call the Springfield Police Department at 541-726-3714.

Shawn Adams named Eugene Police Deputy Chief

The Eugene Police Department is pleased to announce the appointment of Captain Shawn Adams to the rank of deputy chief effective July 16.

Deputy Chief Adams joined the Eugene Police Department in 2019 and served as the Investigations Division captain until assuming the role of acting deputy chief in May 2022.

Prior to Joining the Eugene Police Department Deputy Chief Adams served with the Salem Police Department for 25 years. Other than the rank of chief of police, Deputy Chief Adams held all ranks in the Salem Police Department including interim deputy chief of police.

Deputy Chief Adams has a Bachelor of Science Degree in Criminal Justice, an Associate Degree in Business Administration and has earned the Public Leadership Credential through the Harvard Kennedy School of Government. Deputy Chief Adams holds all police certifications in Oregon, including an Executive Certificate.

Eugene Springfield Fire recovered the body of a deceased adult male in the Willamette River near Knickerbocker Bridge Wednesday, according to Eugene Police.

Eugene Police, Eugene Springfield Fire, the Lane County Sheriff's Office and the Lane County medical examiner responded to the scene at 10:52 a.m. Wednesday after a passerby saw the man face down in the river and contacted authorities.

Police have not identified the man and said an investigation into the circumstances related to the man's death are underway.

Suspicious Death, Lane Co., July 24

The Lane County Sheriff’s Office responded to Prairie Rd. near Leghorn Rd. shortly after 5:30am this morning. An employee at an area business had advised that a deceased female had been located near some shrubbery. Upon arrival, deputies were able to identify the involved female. Her identity is being withheld pending notification of next of kin. The involved female has several recent injuries. An active investigation is under way and additional information will be released as it becomes available. Anyone with information about this case is asked to contact the Lane County Sheriff’s Office at 541-682-4150 opt. 1. *UPDATE* 07/21/2023 – Investigators have determined that the victim in this case was struck by a vehicle at approximately 11:00pm on Thursday night on Prairie Rd near Leghorn Rd. They are hoping to contact the occupants of a late model sedan that was involved in the crash. The car is believed to be charcoal or gray metallic in color. It is likely missing a side-mirror and possibly has front-end damage or damage to the passenger side.
