मध्यरातमा एमाले-कांग्रेसबीच सरकार गठनमा सहकार्य गर्ने सहमति भएको छ । जसानुसार एमाले अध्यक्ष केपी शर्मा ओली पहिले प्रधानमन्त्री बन्नेछन् । डेढ वर्षपछि देउवा प्रधानमन्त्री बन्ने सहमति भएको छ । दुई पार्टीबीच सत्ता संचालनमा भएका सहमति यसप्रकार छन्:
-एमालेले अर्थ मन्त्रालयसहित ९ वटा मन्त्रालय र गृह मन्त्रालयसहित नेपाली कांग्रेसले १० वटा मन्त्रालय राख्ने।
-एमाले (कोशी,लुम्बिनी, कर्णाली) र (कांग्रेसले बाग्मती,गण्डकी र सुदुरपश्चिम ) प्रदेशमा सरकारको नेतृत्व गर्ने ।
-मधेश प्रदेश मधेशवादी दललाई दिने ।
-निर्वाचन प्रणाली संशोधन गर्ने सहमति ।
-पूर्वप्रधानन्याधीश कल्याण श्रेष्ठको अध्यक्षतामा संविधान संशोधन सुझाव समिति बन्ने ।
-स्थानीय तहको संख्या घटाउने बारेमा समेत छलफल ।
-सहमतिको ड्राफ्ट भइरहेको र राती नै दुई हस्ताक्षर हुने ।
