[23-2 KTG News Briefing] Wk 10 Domestic affairs - (1/2)

Hi, this is KTG of KIC.
Today, we are sharing the first Korean domestic affairs of wk10.

< Concerns over Short Stock Selling>

November the 6th was the first day of the ban on short selling which resulted in Korea’s KOSPI and KOSDAQ indexes rising up to 5.66% and 7.34%, respectively. Secondary battery-related companies also recorded upper limits, creating a “bull market.”

Such short-stock selling refers to the practice of investment or trading strategy that speculates on the decline in a stock or other security’s price. It is an advanced strategy that should only be undertaken by experienced traders and investors. Short selling is said to be the main reason for the decline in stock prices as such a situation is lucrative for investors. . It is a highly unfair strategy as institutions have a lower mortgage ratio compared to individual investors. Moreover, the repayment deadline is unlimited. With the recent disclosure of large-scale illegal short selling cases of foreign investment banks, there have been growing calls for the abolition of this practice. Yet some still argue that short selling may play a role in protecting individual investors by reducing the bubble in stock prices by lowering volatility.

Concern of “debt investment” is rising again and, in response, risk management measures have been taken. However, prolonged ban on short selling could potentially undermine the international trust on the Korean stock market and cause foreign investors to leave, which could also damage individual investors. At the end of the day, debates on banning short-stock-selling are still pending, and government authorities should consider balancing the period of the ban.

국내 뉴스 10주차 첫번째 소식 전달드립니다.



총선을 앞두고 포퓰리즘 정책이라고 비난 받던 ‘공매도 금지’ 정책이 11월 6일자로 시작되었다. 이에 따라 코스피의 주가가 5.66%까지 급등하였으며, 여태껏 공매도에 시달렸던 2차전지주가 상한가를 기록하며 이른바 ‘불장’을 연출했다.

공매도는 개인 투자자에 비해 기관의 담보 비율이 적은 데다, 상환 기한에 제한이 없어 주가 하락의 원흉으로 지목되었다. 게다가 국내 공매도 시장에서 기관·외국인 비중은 98%, 개인은 2%에 불과하다. 이러한 정황에 더불어 최근 외국계 투자은행의 불법 공매도가 적발되며, 사람들 사이에서 폐지 여론이 들끓기 시작했다.

그러나 세간의 인식과는 달리, 공매도는 주가의 거품을 빼고 변동성을 줄여 개인투자자를 보호하는 등 장점도 있다. 이 때문에, 이러한 공매도의 순기능이 사라진 상황에서 증시의 ‘빚내서 투자’가 다시 터져 나올 수 있어 우려하는 분위기가 점차 확산되고 있다. 이번 공매도 금지 조치를 계기로 ‘빚내서 투자’가 다시 불붙게 되면, 증권사의 적절한 조치 덕에 감소했었던 신용거래 융자의 잔액에 악영향을 미칠 수 있다. 공매도가 금지된 지금, 금융당국의 시장 감시와 금융투자회사의 신용융자 위험 관리를 강화해야 하는 이유다.

주요국 가운데 공매도를 전면 금지하는 나라는 튀르키예와 한국뿐이다. 공매도 금지는 한국이 신흥 시장 지수에서 선진국 지수로 이동할 가능성을 낮추는 등, 그 대가가 절대 작지 않다. 또한 공매도 금지가 장기화되면 한국 증시의 대외 신인도를 떨어뜨리고, 외국인 이탈을 초래하여 시장은 물론 개미투자자의 피해도 커질 수 있다. 그러므로 금융당국은 공매도 전산화를 도입하고, 불법 공매도 처벌 강화 방안을 서둘러 금지 기간을 최소화해야 할 것이다. 정부 또한 일련의 선거용 정책을 쏟아낼 것이 아니라, 국가 경제를 되살리고 사회를 통합할 정공법이 무엇인지를 깊게 고민해야 한다.

[23-2 KTG News Briefing] Wk 3 Domestic affairs - (1)



In August 18, MOEF concluded that this year’s national tax expectation was 59.1 trillion won. This is 14.8% of the previous expectation, 400.5 trillion won. The fact that this year’s national tax income from January to July decreased 43.4 trillion won comparing to last year is already known and according to MOEF’s expectation there would be no chance of making up the lack of national tax.

When there is a lack of national tax revenue, it leads to budgetary setbacks. The government needs to choose between a supplementary budget with a deficit while enforcing administration or reducing spending, only spend on vital areas. South Korea currently favors the latter, using foreign exchange equalization bonds to offset potential shortfalls with tax surplus.

The government's ability to use foreign exchange equalization stems from the extra budget, achieved through selling dollars and amassing 20 trillion won. This surplus offsets borrowing via foreign exchange bonds, integrating into general budget allocation. Early repayment, as stated by the government, has minimal impact on stabilizing the foreign exchange market. However, continued reliance on these bonds poses potential repercussions, highlighting the urgency to reevaluate revenue policies.

In three years, revenue recording errors consistently exceeded double digits. This year, a tax revenue shortfall occurs. A 15% error rate, noted by the National Assembly Budget Office, raises suspicions of political influence. This trend, tied to COVID-19, suggests government overestimation of tax income. National income expectations should not be politically manipulated. To prevent future recurrences, all parties and budgetary authorities must collaborate.

[23-2 KTG News Briefing] Wk 2 Domestic affair-(1)


North Korean leader Kim Jong-un is expected to visit Russia and hold a summit with President Vladimir Putin - triggered by hosting of the Eastern Economic Forum, according to the Ministry of National Defense's announcement on September 11th. The meeting garnered attention as there have been possibilities of arms deal between the two nations.

Russia has been facing a shortage of military supplies due to the prolonged war after the invasion of Ukraine, and North Korea is known to have encountered technological limitations in its nuclear and missile development. CIA and experts speculate that North Korea may seek military reconnaissance satellites, intercontinental ballistic missile (ICBM) technology, miniaturization of nuclear warheads, and re-entry technology for ICBMs as a price for providing traditional weapons to Russia.

If the trade between North Korea's traditional weapons and Russia's advanced military technology takes place, it is difficult to predict the impact on the security situation in not only South Korea but also in Northeast Asia. There was a precedent of a secret summit in Moscow in April 1950 resulting in the outbreak of the Korean War two months later.

Northeast Asia is currently engulfed in a new Cold War climate by the escalated tension between the United States, Japan, South Korea against North Korea, China, Russia. Amid the event, if North Korea, who previously stated having no plans for military support to Russia, changes its position, the threat of armed conflict in Korean peninsula would rise with the global stability becoming even more volatile.

The South Korean government needs to diversify its foreign policies so that close ties between North Korea and Russia do not lead to military cooperation and threaten international norms and peace in the Korean Peninsula.

러시아는 우크라이나 침공 이후 전쟁이 장기화되면서 군수품의 고갈을 겪고 있고, 북한은 핵·미사일 개발에서 기술적 한계에 봉착한 것으로 알려졌다.

정보당국과 전문가들은 북한이 러시아에 재래식 무기를 제공하는 대가로 군사정찰위성과 대륙간탄도미사일 기술, 핵탄두 소형화 및 ICBM의 대기권 재진입에 관한 기술 등을 요구할 것으로 본다.

북한의 재래식 무기와 러시아의 첨단군사기술 거래가 실제로 이뤄질 경우 대한민국은 물론 동북아의 안보 정세에 미칠 파장은 가늠하기 어렵다. 과거 1950년 4월 모스크바에서 열렸던 북·러 비밀 정상회담은 두 달 후 6.25를 일으켰던 유례가 있다.

AI will not only change how we work, but also how we are structured to work. With rapid changes, employees will be replaced more easily.

As a university student, at a stage before getting a job, it concerns us that our efforts could go down in drain.

But there's a way to build up an asset that lasts despite the environments we encounter. That asset is made by your own conclusions through thorough thoughts of your own, by walking in your unique way even when seems like detour to others.

Do what you can do wholeheartedly, and your experience will become stars, your story will become a constellation.
