Cope India: How the IAF rewrote the rules of air combat

The Cope India 2004 air exercise was a landmark in combat aviation, as it highlighted the innovativeness of Indian fighter pilots, the impact of Russian jets and the potentially fatal limitations in USAF pilot training.

Exactly 10 years ago, in the space of just 13 days, the Indian Air Force dealt a massive blow to the myth of invincibility of the US Air Force. At the Cope India exercise held at the Gwalior air force range on February 15-27, 2004, Indian pilots reportedly notched up an astounding 9:1 kill ratio against the all-powerful USAF, sending shock waves through the American defence establishment.

While the Pentagon brass tried to knock the IAF’s achievement, the USAF gave their Indian counterparts their due. Aviation Week & Space Technology’s David A. Fulghum quotes Colonel Mike Snodgrass, commander of the USAF’s 3rd Wing based at Elmendorf Air Force Base, Alaska: “The outcome of the exercise boils down to (the fact that) they ran tactics that were more advanced than we expected...They could come up with a game plan, but if it wasn't working they would call an audible and change (tactics in flight)

About the different IAF fighters the six F-15Cs from the 3rd Wing encountered, Snodgrass said: “The two most formidable IAF aircraft proved to be the MiG-21 Bison, an upgraded version of the Russian-made baseline MiG-21, and the Su-30MK Flanker, also made in Russia”.

About the capabilities of IAF pilots, USAF team leader Colonel Greg Newbech said: “What we’ve seen in the last two weeks is the IAF can stand toe-to-toe with the best air force in the world. I pity the pilot who has to face the IAF and chances the day to underestimate him; because he won’t be going home.

“They made good decisions about when to bring their strikers in. The MiG-21s would be embedded with a (MiG-27) Flogger for integral protection. There was a data link between the Flankers that was used to pass information.

Russia & India ditching US dollar in defense deals

Moscow and Delhi are seeking to bypass US sanctions by using the rupee and the ruble in facilitating military deals, according to Indian daily, the Economic Times.

The paper reports that US sanctions are hampering $2 billion in defense deals between Russia and India, as payments are getting stuck. The countries are seeking to avoid this by switching to settlements in domestic currencies and ditching the greenback.

India is one of the largest buyers of military equipment from Russia. Since the 1960s, the countries have signed military contracts worth $65 billion.

Now, trade deals between the countries are estimated at $12 billion. India is ready to purchase Russia's S400 air-defense system in a $5-billion deal. However, the sale is being heavily opposed by the United States, which is also trying to stop a similar deal between Russia and Turkey.

Defense deals between Russia and India are currently denominated in US dollars. The countries have discussed various ways of bypassing US sanctions, including payment in third currencies like the Singapore dollar. Talks are being conducted between Vijaya Bank and Indian Bank on the Indian side and Russia’s top creditor Sberbank.

An option that is now ruled out is paying in US dollars to non-sanctioned Russian entities. “This option was decided against as it would have opened up a lot of legal and audit issues, especially as defense deals are looked at very closely. No one wanted to take a chance,” a top official involved in the talks told the Indian daily.

How the Indian Navy used Russian language to hoodwink Pakistan

A key – and unusual – advantage with the Indian Navy was the Osa crews’ fluency in the Russian language. Communication between the attacking vessels, Naval HQ at Mumbai and the IAF was extensively in Russian.

This was done to fool the Pakistani naval intelligence before the commencement, and during the attack. The enemy could not connect the chatter on the radio waves to any offensive sea movements by the Indian Navy.

In fact, Pakistani intelligence believed the radio chatter came from the Russian Navy’s detachment located further south in the Arabian Sea. They thought the Russians were manoeuvring in response to the US Navy’s movements in the region.

The Osas used their missiles with devastating impact in two separate raids. IAF aircraft returning from a diversionary raid on Masroor airbase described the fire as the “biggest bloody blaze in the whole of South Asia”. The fire was also seen from space by American astronauts on board Spacelab.

Impact on India-Russia relations

In 'Transition to Eminence: The Indian Navy 1976-1990', former vice admiral G.M. Hiranandani writes that in the early years of Russia-India naval cooperation, the relationship matured extremely slowly because of two main factors. One, there was "a near total paucity of naval personnel who knew the Russian language". Secondly, there was the extreme secretiveness – bordering on paranoia – of the Russian specialists who came to India.

"These factors combined to constrict the interaction that was so essential for coping with the new Russian technologies and procedures," Hiranandani writes. "Interaction improved slowly as the two sides got to know each other. It was after the 1971 War that interaction rose exponentially."

India, Russia aim for $30 bn bilateral trade by 2025: Russian diplomat

India and Russia are setting a target for $30 billion in bilateral trade by 2025 and the two countries are working towards developing a Free Trade Agreement (FTA) to facilitate that target, a Russian diplomat said here on Monday.

"India and Russia have set a bilateral trade target of $30 billion by 2025. This includes the sales of defence equipment, civil nuclear energy apart from other commodities," Russian Consul General in Kolkata Alexey M. Idamkin said at a session on the current and future perspectives of Russia-India relations at the Bharat Chamber of Commerce here.

"That bilateral trade volume, that saw some decline till 2016, has witnessed a steady growth in 2017 and exceeded the mark of $8 billion which is 21 per cent higher than the previous year," he said.

Referring to the geographical factor that has been a principal hurdle in developing the trade relationship between the two countries in spite of their long-standing diplomatic relationship, he said that the International North-South Transport Corridor, a multi-modal network of ship, rail, and road route for moving freight between India, Iran, Azerbaijan, Russia and certain European countries has a chance of starting within the next couple of years.

"The North-South corridor would go through Iran and central Asia and it might have connection with some of the European countries. The nodal port will be certain Iranian ports like Chabahar to cut short the distance. Some test containers were sent successfully. It is not yet operational but it has a good potential to start in the near future. May be in a couple of years," Idamkin said.

He said India and Russia are working together in research, development and production of advanced defence systems which is ably aided by India's 'Make In India' initiative, that provides unlimited opportunities of engagement between the Russian companies and India's private defence manufacturers.
