Texas governor signs bill that lets police arrest migrants who enter the US illegally

BROWNSVILLE, Texas (AP) — Republican Texas Gov. Greg Abbott on Monday approved sweeping new powers that allow police to arrest migrants who illegally cross the U.S. border and give local judges authority to order them to leave the country, testing the limits of how far a state can go to enforce immigration laws.
Opponents have called the measure the most dramatic attempt by a state to police immigration since a 2010 Arizona law — denounced by critics as the “Show Me Your Papers” bill — that was largely struck down by the U.S. Supreme Court. Immigration enforcement is a federal responsibility, and Texas’ law is also likely to face swift legal challenges.

The law, which takes effect in March, allows any Texas law enforcement officer to arrest people who are suspected of entering the country illegally. Once in custody, they could either agree to a Texas judge’s order to leave the U.S. or be prosecuted on misdemeanor charges of illegal entry. Migrants who don’t leave could face arrest again under more serious felony charges.

More than 100 people killed in earthquake in northwest China.

The shallow 6.2 magnitude quake struck during the night near the border of Gansu and Qinghai provinces, sending people rushing out onto the street.

More than 100 people have been killed after an earthquake hit northwestern China while many people were asleep.

The earthquake, measured at 6.2 according to state news agency Xinhua, struck at about midnight in Gansu Province near the border with Qinghai, causing significant damage, state media reported on Tuesday.

The tremor was felt as far away as Xi’an in northern Shaanxi province, about 570 kilometres (350 miles) from the epicentre.

Gansu provincial authorities told a press conference that as of 7.50am (23:50 GMT on Monday), 105 people had been confirmed dead, and 397 injured. More than 4,700 houses had been damaged, they added. Power and water supplies were disrupted in some villages, Xinhua said.

According to CCTV, at least 11 people were also killed in the city of Haidong in Qinghai. Haidong is situated close to the epicentre about 100km (60 miles) southwest of Gansu Province’s capital, Lanzhou.

People living close to the epicentre rushed out onto the street as they felt the earthquake. Some buildings collapsed.

“I live on the 16th floor and felt the tremors so strongly,” a man named Qin was quoted as saying in the state-run Global Times. “The moment of the earthquake was feeling like being tossed up after surging waves

My life got bigger after the leaked tape - Oxlade

Nigerian musician Oxlade says the decision to give his created song, ‘Non-living Thing’, to rapper Sarkodie is one of the best moves he has ever made in his music career.
Speaking to Andy Dosty on Daybreak Hitz, the singer narrated that he gave the song to Sarkodie because the rapper had also given a song in the past.

“I was the one who told him that I had a song for him. It was supposed to be on my project. It’s a record I created and I said that this song is meant for Sark. I knew in my heart that the song was meant to be for him. I sang it for him after we did ‘Overdose’.
“He came to Lagos to do promo and I played it for him and he was like, ‘yeah let’s do this.’ After we shot the video the song became one of the biggest songs. I feel like that is one of the best moves I’ve ever made,” he said on Hitz FM.

Oxlade also noted that for him to feature on a song, he has to connect both with the music and the artiste as well.
He referred to the kind of relationship he recently built with musician Darkovibes.

According to him, they both have a very good relationship which goes beyond just music

“Me and Darkovibes now go beyond music. After the music, the human comes in.”
He also added that he does not focus on money when doing features. However, he admitted that sometimes it is just right that he survives on his full-time job, which is doing music.
“I don’t do features for money. I feel like the quality of the music and the person surpass any networth. But the game is the game and Daddy and Mommy gotta eat.”

Non-Living Thing is a song that features on Sarkodie’s No Pressure album. The video has raked in over a million views on YouTube since its release in 2021, and over six million streams on Spotify.

In what confirms Ghana as the gateway to Africa, (US) United States Vice-President, Kamala Devi Harris and her husband, Douglas Emhoff, have arrived in the country, as they begin a week-long three-nation African visit.

The second couple of the United States of America, who arrived yesterday, are visiting Accra, Ghana from March 26 to 29, then Dar es Salaam, Tanzania from March 29 to 31. Their final stop will be Lusaka, Zambia on March 31 and April 1, according to official communication.

The visit is not only the first to Africa by the US Vice-President, but also the first time a Black US Vice-President is visiting Africa, as well as the highest profile trip yet by the current US administration, as she is the most senior Biden administration official to visit the continent.
High profile visits

It must be put on record, though, that Vice-President Kamala Harris’s visit follows other high profile ones already made to the continent, such as First Lady Jill Biden’s five-day trip to Namibia and Kenya earlier this month.

Treasury Secretary, Janet Yellen, in 10 days, also, visited Senegal, Zambia and South Africa in January, while US Ambassador to the United Nations, Linda Thomas-Greenfield, visited Ghana, Mozambique and Kenya in the same month this year.

US Secretary of State, Antony Blinken, also travelled to Ethiopia and Niger in the third week of March this year, while President Joe Biden is expected to visit the continent later this year.
Purpose

A statement issued on Monday, March 13, 2023, on the Vice-President’s visit, by her Press Secretary, Kirsten Allen, said it would "strengthen the United States' partnerships throughout Africa and advance our shared effort on security and economic prosperity."

"Throughout the trip, in partnership with African governments and the private sector, the Vice-President will advance efforts to expand access to the digital economy, support climate adaptation and resilience, and strengthen business ties and investment, including through innovation, entrepreneurship, and the economic empowerment of women," the Press Secretary wrote.

Vice-President Harris is expected to hold bilateral meetings with President Nana Addo Dankwa Akufo-Addo, President Samia Hassan of Tanzania and President Hakainde Hichilema of Zambia, to discuss "regional and global priorities, including our shared commitment to democracy, inclusive and sustainable economic growth, food security, and the effects of Russia's unprovoked war in Ukraine, among other issues," the statement indicated.

Through the visit, Vice-President Harris plans to build on the commitments made during the US-Africa Leaders Summit last December, when President Joe Biden hosted nearly 50 African leaders in Washington.

In her remarks at the time, Vice-President Harris framed the US as the preferable choice over China and Russia.

"Our administration will invest our time and our energy to fortify partnerships across the continent. Partnerships grounded in candor, openness, inclusiveness, shared interests and mutual benefits," she said at the summit.

"And overall, our administration will be guided not by what we can do for Africa but what we can do with Africa," she added.

The Vice President will also engage with civil society, including young leaders, business representatives, entrepreneurs, and members of the African Diaspora.

Vice-President Harris’ trip comes as the administration seeks to bolster its relationship with African countries, as Russia and China have made inroads in the region.

Although relationship between the US and China has been the backdrop of much American foreign policy, the Democratic administration is trying to calibrate its approach to Africa so leaders on the continent do not feel as though they are being caught in the middle of a geopolitical contest.

A senior administration official stressed that the White House wanted to put forward an "affirmative agenda" that incorporated concerns about China and the ripple effects from Russia's war in Ukraine but wasn't dominated by them, an Africanews report stated.

Vice-President Harris’s trip may also feel like a sort of homecoming after she spent time in Zambia as a young girl in the 1960s, when visiting her maternal grandfather who was on assignment in his role as an Indian civil servant, according to The Los Angeles Times.

Her visit to Ghana is also seen as a reciprocal one after her first encounter with President Akufo-Addo, when he not only visited the US for bilateral talks in September 2021, but also met with the Vice-President in the Eisenhower Executive Office Building in Washington.

Kaduna State vaccinates 5m persons against COVID-19

Kaduna State government said on Friday that it vaccinated more than five million persons against COVID-19, representing 103 per cent fully vaccinated target coverage of 4.9 million persons.

Mr Ibrahim Adamu, Deputy State Immunisation Officer, State Primary Healthcare Board made this known in Kaduna on the side-line of a novelty football match to sensitize youths on sexual and reproductive health.

Adamu told the News Agency of Nigeria (NAN) that about 3.2 million of the vaccinated persons are female.

He said Kaduna State ranked 4th in the national ranking of states with a fully vaccinated population.

He said efforts were ongoing to mobilise those who had not collected their second doses of the vaccine to do so to get fully vaccinated.

“We are working with our social mobilisation working group in the state to ensure that every citizen that is supposed to be vaccinated is fully vaccinated.

“As of last week, we had a shortage of vaccines in some local government areas, but right now we have received almost 5,000 doses of Johnson and Johnson’s vaccines being distributed to all the areas,’’ he said.

NAN reports that the novelty match was organised by the United Nations Population Fund and the Kaduna State Primary Healthcare Board in collaboration with the Kaduna State AIDS Control Agency and an NGO, the Youth Ambassadors.

Dr Audu Alayande, Assistant Representative, Reproductive Health, UNFPA Kaduna, said that the event was organised to sensitise youths on sexual and reproductive health, HIV, family planning, and COVID-19.

“It is also to equip the youth with critical information and knowledge on how to protect themselves against HIV/AIDS, COVID-19, unwanted pregnancies, and unplanned marriages,’’ he said.

GHS receives first consignment of vaccines for babies

The first consignment of baby vaccines of Bacillus Calmette - Guérin (BCG), Measles-Rubella (MR), and Oral Polio Vaccine (OPV) have been received by the Ministry of Health and the Ghana Health Service on Saturday, March 11.

This comes days after the sector minister, Kwaku Agyemang-Manu, assured the nation on the floor of Parliament about the shipment of the vaccines.

“Mr. Speaker, it is a very serious public interest issue, the assurance I will give and I can give for the first time in the chamber here is that this will not happen again,”

“I will advise that you will help me in my advocacy to get adequate funding for vaccines, even the health insurance budget. So when we meet with committees, they have always been talking about it, and even in the chamber, it has come up that if Parliament approves adequately for us and we always have our budget well we will be able to supply. I assure you that whatever challenges happened I don’t think we are going to face these challenges any longer.

“I can stand here and assure the House that within two weeks or three weeks we will get vaccines, even probably before that. I can’t get my hands on a specific date but probably even before that, we may get the vaccines that we are talking about. Throughout the period we have made 6.4 million dollars equivalent to UNICEF which supplies us the vaccines.”

Rumors of McBrown parting ways with the Despite Media Group, owners of United Television grew rife on social media after McBrown’s multiple weeks of absence from the screens, even though the reports had been treated as mere speculations.

Anambra community moves to fight crime, declares operation know your tenant.

Following a rising wave of crime, Uke community in Idemili South Council of Anambra State has declared what it called ‘operation know your tenants.’
The community said the move has become necessary since it was discovered that some of the criminal elements in the state are non-natives.
It would be recalled that the state government and police had said they have intensified the fight against criminal gangs in the state, and now carrying the fight to their hideouts across the state.

The Publicity Secretary of Uke Development Union (UDU), Mr. Ubaka Onwuanibe, in a statement, made available to newsmen in Awka, yesterday, said the community has now made it compulsory for all houses, shops and land owners to ensure they know the identity and occupation of those they rent their property out to occupy.

The statement said: “It is with every sense of responsibility that UDU Executive Council reassures of total commitment to ensuring safety and security of life and property in Ukeland.

“It is also imperative to sound a serious note of warning to every household in Ukeland to be very mindful of strangers admitted and accepted as tenants in their shops, stores, houses and compounds.

“In no distant time, format of such admittance and accommodation shall be made available to all village Chairmen and strict adherence to the guidelines is expected.

“It is pertinent to remind ourselves, again, of the need for all hands to be on deck in everything concerning security in Ukeland.”

Commenting on the recent kidnap and rescue of their son, Mr. Chukwudiebube Modu, the union’s secretary thanked their President General, Mr. Peter Onyejegbu and the traditional ruler of the community, HRH Igwe Charles Agbala, for the synergy that moved security agents to act promptly.

IN another development, the state government, yesterday, announced that it has restored peace among the Nkwelle Ezunaka community in Oyi Local Council of the state after over eight years of crisis.

The Commissioner for Local Government, Chieftaincy and Community Affairs, Mr. Collins Nwabunwanne, who brokered the peace during reconciliatory meeting with the warring factions in his office at the Government House Awka, commended members of the community for allowing peace to reign.

Nwabunwanne reminded them of the need for peaceful coexistence, insisting that he reconciled the factions for progress and stability to return to their community.

Former Sports Minister Mustapha Ahmed jailed 7 days for contempt

Former Minister of Youth and Sports, Dr Mustapha Ahmed, has been sentenced to seven days imprisonment by the Accra High Court (Financial and Economic Crime Division 2), for contempt of court.

On June 12, 2019, the court in a judge­ment, granted a perpetual injunction restrain­ing the former minister, then the defendant, from trespassing on the land, but he violated the order.

The court also fined him GHÂą12,000 or in default serve 30 days in prison.

If paid, the court presided over by Justice Afia Serwah Asare-Botwe, ordered that GH¹5,000 out of the fine should be paid to Kofi Ammoah Kwafo, the man, who ini­tiated the contempt application against Dr Ahmed, the Chief of Defence Staff and the Director-General of Logistics of the Ghana Armed Forces (GAF).

The contempt motion originated from a land litigation case, six years ago, in which Dr Ahmed, a former Member of Parliament for Ayawaso North, sold land to Mr Kwafo, in the year 2000, and repossessed it with the excuse of having made a mistake.

In the contempt application, the appli­cant, Mr Kwafo, attached the Chief of Defence Staff and the Director-General of Logistics because the personnel of the GAF, occupying a property built on the land in dispute resisted ex*****on of the judgement of the court.

Justice Asare-Botwe, who is a Court of Appeal judge, sitting with additional re­sponsibility as a High Court judge, noted in her judgement that both Chief of Defence Staff and the Director-General of Logistics were not personally served with copies of the court land litigation judgement of 2019.

In his affidavit in support and written address, Mr Kwafo stated that the respon­dents conducted themselves in a manner as to bring the administration of justice into disrepute by defying the authority of the court.

For instance, the applicant argued that the first respondent, purportedly disposed of the property to the GAF, in 2017, which document was executed in 2018 and the ap­plication for registration, therefore, having been made in 2021 when the judgement of the court was already handed down.

Mr Kwafo said that the officers of the GAF were in contempt of court when they resisted the ex*****on of the judgement of the court.

Mr Kwafo was represented by Mr Kwaku Osei Asare as counsel.

Counsel for Dr Ahmed, Mr Christopher A. Fynn, in his written submission, stated that his client cannot be found to be in con­tempt since no evidence had been canvassed to show that he had fallen in breach of any order, direction or judgement of the court to merit such action.

He denied having backdated the assign­ment of the sub-matter to the GAF or any other allegation of fraud and stated that, this was a ploy to enforce the judgement handed down by the court by a means other than what was prescribed by the rules of court.

The former minister stated that the applicant was deploying an incompetent process in bringing the application to incite the court against him and the other respon­dents.

The Chief of Defence Staff and the Di­rector of Logistics told the court that there was no evidence of a writ of possession having been properly obtained and served them as they had not been parties to the suit.

It was their case that posting the judge­ment on the property and writing to the GAF was not a proper procedure for notify­ing them of the judgement.

Tinubu, G5 PDP governors and ride to A*o Rock

As the President-elect Asiwaju Bola Ahmed Tinubu savours his victory in the Presidential poll held on February 25, he would remain grateful to the rebellious G5 governors over their role in his emergence and the defeat of the leading opposition parties.

Tinubu emerged victorious in the keenly contested poll with a total vote of 8,794,726 as against 6,984,520 and 6,101,533 garnered by Atiku Abubakar of the Peoples Democratic Party (PDP) and Peter Obi of the Labour Party (LP), while Rabiu Kwankwaso of the NNPP came fourth with 1,496,687 votes.

Notwithstanding the votes garnered by Tinubu in the South West, North West and the North East geopolitical zones, the role played by the G5 governors comprising Nyesom Wike (Rivers), Samuel Ortom (Benue), Seyi Makinde (Oyo), Okezie Ikpeazu (Abia) and Ifeanyi Ugwuanyi of Enugu States dealt a fatal blow to his challenger, Atiku Abubakar, preventing him from actualising his presidential aspiration.

The G5 governors, aside rooting for the return of power to the Southern part of the country in line with the principle of rotational presidency, made a futile bid to get the PDP National Chairman, Dr Iyorchia Ayu to step down because he is from the same northern region as Atiku.

Although the G5 governors actually met with Tinubu in London on December 27, 2022, none of them officially endorsed his candidacy in the build up to the presidential poll.

Wike, who was one of the 12 contenders that lost to Atiku Abubakar during the PDP primary last year, advertently took sides with Tinubu as he did not only boycott the PDP nationwide campaign trail, but tacitly denied Atiku Abubakar and his key allies in Rivers State the opportunity to canvass for votes in the state.

Wike not only permitted the Tinubu campaign trail to use the Yakubu Gowon Stadium in Elekahia, Port Harcourt, he was said to have facilitated the mobilisation of the mammoth crowd that attended the rally.

Widely believed to have directed all his cabinet members, aides and local council chairmen in the state to support Tinubu, Wike met with him at the Government House in Port Harcourt where he pooh-poohed the naira redesign policy that had been endorsed by Atiku.

APC chieftains including Governors Atiku Bagudu (Kebbi), Babajide Sanwo-Olu (Lagos), David Umahi (Ebonyi), the National Chairman of APC, Adamu Abdullahi, former Ekiti State Governor, Kayode Fayemi, and the Minister of State for Petroleum Resources, Timipre Sylva, were also at the meeting.

As such, Tinubu’s victory in the Rivers State presidential poll did not come as a surprise as Wike and his surrogates not only de-campaigned Atiku Abubakar, they were accused of suppressing votes meant for the Labour Party (LP) presidential candidate, Mr Peter Obi to achieve the goal.

Peter Obi was reported to have been in an early lead with over 169,414 votes as against Tinubu’s 148,979, with the results from 21 out of 23 local council areas released by the Independent National Electoral Commission (INEC). But Tinubu, in controversial circumstances, later overtook Obi when the results from the two remaining local councils – Obio-Akpor and Degema came in, scoring additional 80,239 as against Peter Obi’s 3,829, followed by Atiku Abubakar’s mere 368 votes.

In the final collated results, Tinubu polled 231,591, Peter Obi scored 175,071 and Atiku Abubakar scored 88,468 to come second and third respectively.

In the 2019 presidential poll when all was well between Atiku Abubakar and Wike, he scored 473,971 to defeat outgoing President Muhammadu Buhari of the APC who had 150,710 votes.

The claim by the Rivers State Collation Officer, Prof Charles Teddy Addias of series of threat from some political party faithful and unconfirmed members of the public after he was forced to suspend the exercise, spoke volume of underhand dealings in the state.

Yiaga Africa, a non-governmental organisation acknowledged that the results from Imo and Rivers states were inconsistent with its projections for the states. In it’s post-election report titled, ‘The 2023 presidential elections are once again a missed opportunity: INEC must be fundamentally reformed,’ the group, led by Samson Itodo, alleged that the results announced by INEC in both Rivers and Imo states were manipulated.

It noted in part: “The state-level presidential results for Imo and Rivers are inconsistent with the Yiaga Africa WTV projections for both states. For Rivers, INEC announced 231,591 votes for APC or 44.2 percent; 175,071 for LP or 33.4 percent; and 88,468 for PDP or 16.9 percent. This is in sharp contrast to the Yiaga Africa WTV estimates for Rivers which are: APC 21.7 percent ±5.0 percent; for LP 50.8 percent ±10.6 percent; and PDP 22.2 percent ±6.5 percent.”

LP’s National Chairman, Julius Abure, who was livid over the development, alleged that elections were manipulated in places like Obio/Akpor, Khana, Eleme, Obigbo and Rumukoro, amongst others, in Rivers.

He alleged that political thugs invaded various polling units and collation centres, took away election materials including the results sheets and manipulated the BVAS machines and uploaded fake results into the central portal.

“We took particular note of incidences in places like Obio/Akpor, Khana, Eleme, Obigbo, Rumukoro and several other areas where Labour Party was clearly leading in virtually all the polling units with very wide margins,” he stated.

Abure alleged that at the polling units in Governor Wike’s compound in Worji, Obi actually scored 323 votes as against Tinubu and Atiku Abubakar who polled 5 and 2 votes respectively.

Claiming that security agents were used to sn**ch ballot papers, he noted: “Nigerians went into this election based on the assurances by INEC that the deployment of BVAS was a perfect antidote to electoral malpractices in Nigeria, but what transpired across Nigeria, if allowed to stand, is purely a betrayal of trust.”

“Some of these manipulations happened late in the night. We demand that INEC investigate these atrocities against Nigerian voters by the political class. We are therefore asking that INEC should rise to the occasion and cancel all the unverified and manipulated results arising from the presidential and national assembly elections in parts of Rivers state particularly in places like Obio/Akpor, Khana, Eleme, Obigbo and Rumukoro, amongst others.”

In Benue State where Governor Ortom holds sway, the inability by Atiku Abubakar to sweep the state may not be unconnected with the open declaration of support by Governor Ortom for Peter Obi. The development turned out to be a major boost for Tinubu as the APC governorship candidate, Rev Fr Hyacinth Alia is loved by the electorate in the state.

Tinubu polled a total of 310,468 votes, ahead of Peter Obi who polled 308,372 as he emerged second in the state, leaving Atiku Abubakar in the third position with 130,081 votes while the New Nigeria Peoples Party (NNPP) presidential candidate, Rabiu Kwankwaso, received 4,740 votes.

This is in contrast to the 355,355 votes polled by Atiku as against the 347,668 received by President Buhari in the 2019 presidential poll.

Governor Ortom, his deputy, Benson Abounu, commissioners, aides and the 22 local council chairmen in the state were absent at the campaign rally of Atiku earlier in the year.

Ortom, who had an altercation with Atiku over the incessant attacks unleashed by herders on the people of Benue State, was quoted as saying: “To hell with Atiku and any other Fulani man. And any man supporting Atiku and all that is an enemy. I want this to be known as long as I am governor. They should go and tell him. You want me to be a slave for a Fulani. Anybody supporting Atiku is an enemy of Benue. My people are being killed and you want me to be quiet. My tenure ends in May and you can do whatever you want if you think you have the powers.

“I have written my will. When I gave it to my wife, she cried all night. If I die at 62, many of my mates have gone a long time ago and if I die today, I’m a fulfilled person. But let it be recorded that I died resisting the invasion and killing of my people.”

Though Governor Seyi Makinde of Oyo State stayed away from Atiku’s rally held in Ibadan in solidarity with members of the group earlier in the year, his last minute show of support for Atiku Abubakar came handy after he came under heavy pressure by National Assembly candidates who feared his open support for Tinubu might likely affect their fortunes negatively.

Makinde, who remained adamant on the need for power shift to the south, was quoted while hosting Tinubu at the Government House in Ibadan thus: “Players will come and go, but our country will remain. So, we, the G5 and Integrity Group, are saying that if we have to choose between the unity of this country and our political aspirations, we will choose the unity of this country.

“So, I alluded to the sacrifices made by our colleagues, the governors of the APC from the Northern part of the country, because we also monitored your emergence and they sacrificed some certain things for the unity of the country. We have to move on as a people.”

Tinubu polled 449,884 to defeat Atiku Abubakar, who garnered 182,977, Peter Obi who had 99,110 votes and Rabiu Kwankwaso of the NNPP, who polled 4,095 votes to come fourth.

Governor Makinde’s indecision took a heavy toll on the fortunes of the PDP in Oyo state as it lost the three senatorial districts, and eight House of Representatives seats to the APC, leaving the remaining four House of Representatives seats to his party, with two others up for grabs by both the APC and PDP.

The antagonistic stance of Governors Okezie Ikpeazu (Abia) and Ifeanyi Ugwuanyi (Enugu) to the Atiku presidential ambition turned out to be disastrous as they failed to withstand the onslaught of Obi’s Labour Party during the presidential poll in the entire South East geopolitical zone of the country.

Ugwuanyi, who stayed away from Atiku’s campaign in Enugu, lost his senatorial bid to a relatively obscure Okechukwu Ezea of the Labour Party in spite of his open opposition to both the PDP and APC in the state.
