On December 9th, 2023, at 8:23PM, a report of a disturbance was dispatched in the 100 block West 14th in Hays. The reporting party stated her soon to be ex was pouring alcohol on her, and thrown her around the room. At the time of call, dispatch believed both parties were separated. Several additional officers, plus the assigned officer went enroute. At 8:24PM, a Hays officer arrived on scene. By 8:26PM, three officers arrived on scene. At 8:31PM, an officer called out advising a taser was deployed. Officers on scene also were able to put the individual into custody. At 8:37PM, both the female and males ID's were given to dispatch and returned. The female was clear but suspended, and the male was clear and valid. The male was later transport to the law enforcement center. Units started to clear shortly after 8:42PM.

On December 3rd, 2023, at 3:31PM, a Hays officer was assigned a call at Centennial Lanes (2400 Vine). The reporting party was driving up Vine street when he noticed an individual near a white Dodge Dakota in the parking lot up against Vine street. When the RP, drove past, the individual made rude hand gestures. The RP thought it was a friend he knew, and when he pulled over, the individual started cussing him out. The RP wanted officers to respond because he thought he was 'going to start trouble with the wrong person'. Another officer requested the RP's phone number to try to speak with the RP. Several more officers also started to respond to the area. An officer arrived on scene at 3:37PM, and advised it was going to be an emotionally disturbed subject they have been dealing with around the churches recently. By 3:39PM, four officers were out with the subject. All units at 3:48PM were clear of the call. The officer advised he would add a narrative into the call via the CAD.

A phone call was received regarding Old Chicago. The details are unknown due to dispatch utilizing a secure channel. Several officers responded (with lights & sirens) throughout Hays. Officers have since stated it was a prank call, and have cleared Old Chicago and confirming everything was okay inside - business as usual. No further updates.

On December 6th, 2023, at 4:41PM, Hays officers was dispatched to the 500 block of West 36th for a welfare check. The reporting party was the mother of the son, and stated her son was running away from her using a wheelchair. The son was approximately 30 years of age, and was last seen westbound on 36th street. The mother stated he was acting confused, and possibly intoxicated. A few minutes later, the mother stated she was losing track of him due to not being able to keep up. The wheelchair was electric and was moving fast. At 4:45PM, the son returned back home, and stated he was on medication and was not intoxicated. At 4:46PM, five minutes after the call, the first Hays officer arrived on scene. EMS was later requested to check the individual out, non-emergent. A little after 5PM, all units cleared, EMS advised the patient refused any further help. Officers cleared stating it was medical only.

On December 7th, 2023, at 2:14PM, Ellis city fire and the Ellis city police department was paged to Ellis Highschool (1706 Monroe) for a report of a structure fire. The reporting party was on scene, stating the fire alarms were going off and they could see smoke in the kitchen. There was no visible flames though. Ellis PD at 2:19PM arrived on scene and advised there was no active fire. There was a presence of smoke, and PD advised they would attempt to locate the source. The first Ellis city Fire unit arrived on scene at 2:20PM. At 2:54PM, Ellis county EMS was released from the scene, there was no patients. All PD units also were released from Command. At 3:00PM, Command advised dispatch units on scene were under control, units would be continuing to investigate. At 3:41PM, all fire units were assignment complete. Command advised they found the source of the problem, but didn't specify what.

On December 2nd, 2023, at 2:04AM, a Hays officer called out and stated there was a fight in progress at 10th and Ash. An additional officer within a minute arrived on scene. An ambulance was also requested to respond due to an individual bleeding from the mouth. Officers on scene advised they were under control with the two, and advised units responding could downgrade. At 2:11AM, Ellis county EMS arrived on scene and logged patient contact. EMS also triaged the subject with no life threatening illness/injury. A total of four ID's out of Kansas was read off to dispatch. All four individuals returned clear. At 2:26AM, an officer advised he would have one adult male in custody and enroute to the law enforcement center.

On December 5th, 2023, at 3:52PM, Rescue Company 5 was paged to Interstate-70, mile marker 160 in the eastbound lanes for a report of an injury accident. It was not known if there was any injuries, but it was confirmed a semi crossed the median and was facing the wrong way in eastbound lanes. The first unit, an Ellis county EMS unit, arrived on scene at 3:57PM. At 3:59PM, Ellis county EMS on scene advised it was a non-injury accident only. The first rural fire unit arrived on scene at 4:00PM. At 4:11PM, EMS reported assignment complete with one patient refusal. Fire units reported assignment complete and found no hazards on the vehicles. Kansas Highway Patrol remained on scene, there was no other vehicles involved. An unknown tow arrived on scene at 4:34PM for the semi.

On December 1st, at 1:39PM, an officer with the Hays Police Department was assigned a call at the Hays Municipal Airport (3950 East 8th). A TSA Employee advised an individual was found with fireworks in a bag. The employee stated he needed to report it to law enforcement. By 2PM, the officer arrived on scene and was able to run a Kansas ID card by OLN. The ID returned clear and valid with a CDL. After 2:30PM, there was no further updates or final outcome given.

On December 5th, 2023, at 6:39AM, a Victoria City officer advised he would be in the 800 block of Cathedral with a vehicle accident. Hays dispatch advised they just received a call regarding the accident. At 6:41AM, Rescue Victoria was paged as a result of the accident. The first Victoria city fire unit arrived on scene at 6:43AM and established Command. Ellis county EMS was advised one female on scene was complaining of wrist pain. There was no extrication needed. At 6:46AM, Ellis county EMS advised patient contact and triaged the patient with no life threatening illness/injuries. A next non preference tow for a Chevy Equinox was requested. The vehicle suffered heavy front end damage and the front passenger tire was reported to be down. All Victoria Fire units were assignment complete at 7:07AM.

On December 1st, 2023, at 11:41PM, a Hays officer advised he would be out with a possible domestic disturbance in the 300 block of West 8th in the north alley. Another officer arrived at 11:42PM, and officers advised they were under control. Two Kansas ID's was given to dispatch, both returned clear and valid. Units were clear shortly after 11:45PM, they advised it was just a disagreement between two employees. The officers were able to get them separated and units cleared.

On November 29th, 2023, at 12:41PM, an Ellis officer was assigned a call near Loves, by interstate-70 for an individual in the ditch. The individual was reported to be moving and laying in the ditch. An officer arrived on scene at 12:44PM. The individual was live on Tiktok, and was, per the officer, "acting a fool". The subject continued to move on, and both officers cleared the call.

On November 25th, 2023, at 8:51AM, the Kansas Highway Patrol started enroute to a report of an injury accident on Interstate-70, milepost 175 in the south ditch. Several KHP units went enroute, along with Russell Fire & EMS. All the units advised the roadways were extremely slippery and would have a delayed response time due to the conditions. The first KHP unit arrived at 9:01AM, and advised the crash would be at the 175.1 milepost, in the south ditch. Within minutes, the Trooper advised it was going to be a non-injury crash. Russell units were advised to downgrade. A tow truck was requested to respond out of Russell. Troopers on scene advised it was a single occupant adult female with a large K9 but everyone was uninjured. A&D Towing was enroute for the vehicle, with an unknown ETA. A&D arrived on scene at 9:43AM.
At 9:29AM, at milepost 180, a Trooper observed a vehicle slide off. The vehicle continued moving, and was able to get back up onto the interstate.
At 9:47AM, KHP and Russell SO still on scene of the original accident, advised there was another slide off, this time the vehicle went through the KDOT fence. There was no reported injuries.
At 10:10AM, KHP on the same location advised there was a single vehicle rollover. The occupants inside the vehicle were trapped, but indicated they were okay and uninjured. Troopers advised they would attempt to get the occupants out of the vehicle via the top. A next non preference tow out of Hays was requested. Troopers attempted to gather information quickly and attempt to work the accident when the tow trucks were clear of the scene. KDOT was out, and advised they would be enroute to try to help out with working the ice on the bridge. Davis towing from Hays was also enroute at 10:16AM with an ETA of 30 minutes.

At 10:21AM, Troopers were able to remove everybody from the scene and moved them to the Gorham exit. Troopers advised they would return once the tow from Hays arrived on scene. They also allowed room KDOT to help the condition of the road improve.

At 10:25AM, Troopers advised there was another rollover that happened behind him. A Trooper headed west, but was unable to find another vehicle. KHP Dispatch also advised there was a slide off at approximately 193 on Interstate in the south ditch.

*We were not able to pull any radio traffic from Russell county due to us not monitoring/recording their radio traffic.

The Ellis county Sheriffs department went enroute over to the Walker area to potentially help assist.

On November 25th, 2023, at 12:09AM, EMS Hays and Hays PD was dispatched to the 200 block of East 33rd at a residence. The reporting party came home and located two individuals inside the home. Both individuals found inside the home were suspected to be heavily intoxicated. One intoxicated individual was believed to have caused a disturbance with the RP, but the RP was able to get separated. Both intoxicated individuals were reported to be female. The other individual was passed out, bleeding from the head and reported to not be responding. At 12:12AM, the first two Hays officers arrived on scene. A total of five law enforcement officers were on the scene, along with Ellis county EMS and Hays Fire. Patient contact was logged at 12:15AM. At 12:33AM, a Hays officer detained an individual on scene. At 12:42AM, transport for an adult female began with a destination of the law enforcement center. Units shortly after cleared the scene. An officer went up to Hays Med reference the victim. The victims mom was also able to be contacted. No further updates.

The Ellis county Sheriffs Department assisted Hays Police.

On November 30th, 2023, at 5:06PM, Ellis county Rural fire was paged to the 1600 block of 200th for a report of a structure fire. At the time of the call, there was no victims besides two dogs reported inside the residence. Two minutes later, the reporting party was attempting to go back inside the house to get the dogs. The RP did not know exactly where the dogs were though. Dispatch attempted to advise the RP to stay out of the house. Another minute later, the RP reported an explosion inside the house. Dispatch advised they believed the RP was standing away from the house at a safe distance now. The first Ellis county Sheriffs Deputy arrived on scene at 5:13PM. The Deputy advised visible flames could been seen from the top of the structure, and there was other structures nearby. The Deputy worked on getting the residence to a safe location, and then started to attempt contact with nearby residences. At 5:18PM, the first Rural Fire unit arrived on scene and established Command. At 6:00PM, an investigator with the Kansas State Fire Marshal was contacted and would have an investigator enroute. At 6:37PM, the fire was reported to be mainly out. Fire crews remained on scene to work on hotspots. At 7:21PM, fire crews reported they were under control and would begin overhaul. At 8:08PM, the fire marshal was logged on scene. At 8:30PM, fire crews remained on scene, however some units were released from the scene. All units were clear of the scene around midnight.

Ellis county EMS was on scene, and remained on scene throughout the incident. The RP wished to have her 4 year old checked out, however no actual injuries were reported from anyone.

Midwest Energy was also on the scene regarding the utilities.

On November 23rd, 2023, at 11:02AM, a Kansas Highway Patrol Trooper stopped a vehicle eastbound on Interstate-70 at mile marker 164 inside Ellis county, Kansas. The vehicle, which was displaying a California tag, was a Hyundai white in color. The vehicle was flagged as being previously stopped on the same day (11/23/23), at 10:53AM by another Trooper. At 11:24AM, an additional Trooper stopped out as a backup unit. A G***k model 22 firearm was located, and the serial number read and given to dispatch. Both the occupant and driver was requested by the Trooper, to be checked via dispatch for any prior conviction history. Both individuals returned clear, one subject was indexed, however dispatch was not able to find any prior felony history or any drug history. The G***k 22 returned clear not on file. A second handgun, a Keltec's serial number was given to dispatch. That firearm returned stolen out of Kansas city Missouri (where the two individuals resided). Dispatch was able to confirm that the firearm was stolen. At 11:48AM, the Trooper advised he would have one individual detained. A few minutes later, the Trooper advised he would be enroute to the Ellis county jail with one black female. The reason for the stop was for failing to move left. The Trooper arrived at the jail at 12:05PM. No further updates.

On November 24th, 2023, at 11:43AM, Hays officers received a call of a disturbance in the 200 block of East 15th. The reporting party stated they could hear two people arguing next door. The RP couldn't see anything, but could hear a male yelling and a female crying in the background. Officers arrived on scene at 11:45AM. Officers provided dispatch with a license out of Kansas. The individual returned with a municipal warrant that was later confirmed for driving while licensed suspended, cancelled, and for possession of ma*****na. The individuals date of birth was 4/20/1999. The male was detained on scene and at 11:55AM transported to the county jail. Officers returned to the address from follow up after. There was no further updates.

On November 18th, 2023, at 2:11AM, a fight was dispatched in the 800 block of Ash. The reporting party was a manager at the Sip and stated individuals across the railroad tracks were actively fighting. Within a minute, the first Hays officer arrived on scene but was unable to locate anything right away. A total of three units arrived, and stepped out with individuals in the 200 block of West 9th on the south side. These were confirmed to be the people fighting. At 2:13AM, an officer advised he would have one detained.
Three ID's given to dispatch: one out of Colorado by name and date of birth, female one out of Kansas by name and date of birth, and one out of Colorado by OLN. Both the male and female ages were 25 and 26. The female subject returned with a municipal warrant. The reason wasn't specified, however bond was set at $635. One of the Colorado ID's came back clear but cancelled. All three individuals were detained on the scene. All three individuals were later transported to the law enforcement center. Units were clear of the call by 2:40AM.

At 2:43AM, Hays officers was dispatched to the area of the Golden Q again. One of the individuals involved stated he was he was being followed by one of the offending parties. Officers stepped out with the individuals again at 2:46AM. A tag was provided to dispatch which returned to the previous suspect, and now RP. The tag returned clear and current on a 2015 Chevy Colorado with a Hays address. Officers advised the individuals needed to keep separated, and officers advised them they would be in the area keeping an eye on them. Everyone was clear from the call by 3:10AM.

On November 26th, 2023, at 1:26AM, Hays officers received a call of a disturbance at Chucks (507 West 7th). The reporting party stated a male was being physical with a bouncer and other patrons inside the bar. The individual at the time of the call was leaving walking south from the bar. The individual was described as a white male wearing a black jacket and a white hat. Two armed Hays officers arrived on scene at 1:28AM. Officers quickly were able to locate the individual. At 1:33AM, officers advised they would have one male detained. The suspect was later transported to the county jail. A total of three ID cards, one out of South Dakota and two out of Kansas was given to dispatch. All three were victims inside of Chucks. The suspect provided ID out of Kansas. By 1:50AM, all units were clear of the call.

On November 28th, 2023, at 4:27PM, Hays Fire was dispatched to Hays Regional Airport (3950 East 8th) for a report of an airplane on fire. At the time of call the fire was reported to be out. Hays Fire arrived on scene and established Command at 4:36PM. Within a minute, the fire was confirmed to be out. Fire crews stayed on scene until approximately 5PM. There was no radio traffic from law enforcement. There was also no injuries reported.

On November 24th, 2023, at 1:43AM, a Hays officer stepped out with a few individuals at 8th street liqour. The officer quickly advised he was under control and didn't need any further assistance. A few minutes later, the officer advised the individuals were camped out for black Friday sales.

On November 27th, 2023, at 7:53AM, Rescue Company 5 was paged to Interstate-70 and Commerce parkway. At 7:55AM, the first unit with the Kansas Highway Patrol arrived on scene due to another, unrelated incident at Commerce parkway and I-70. The Trooper less than a minute later advised he would have two vehicles in the middle of the off ramp and the eastbound side of Commerce parkway. At 7:56AM, both Ellis county EMS and the first rural fire unit arrived on scene. At 8:00AM, the first Ellis county Sheriff Deputy arrived on scene as well. Two vehicles involved, a black Lexus SUV and a white Ford Escape. Both vehicles were bearing Kansas plates. At 8:06AM, Troopers on scene requested 5Star contacted for both vehicles. All wheels were reported up on the vehicles. There was no further traffic from the EMS units on scene. At 8:05AM, all Rural Fire units were released from the scene by Troopers. At 8:29AM, all units were clear from the call, the Trooper on the case advised he would be enroute to Hays Med for a followup.

On November 17th, 2023, at 8:09AM a call of a suicidal subject in the 1700 block of Fort was dispatched. An individual, which was named by the reporting party stated the individual was attempting to get back into the house after leaving. The individual was described to be 5'7, wearing a green jacket and short brown hair. The RP stated the individual owns fi****ms, but it was unknown if the individual was carrying any at the time of the call. The subject made several threatening comments toward himself, also including threatening ones toward law enforcement. Several officers at 8:11AM arrived on scene in the area and attempted to locate the subject. At 8:16AM, units on scene advised they would have one detained in custody. At 8:25AM, transport for an adult male was started with a destination of the Law Enforcement Center. The subject returned clear with no warrants. He returned to have an attempt to locate out of Morris county. Morris county believed the subject to be under the influence and was making possibly suicidal comments. Units were clear of the call shortly after 8:30PM.

*Troopers on the same date were able to successfully detain, arrest and extradite (back to Ellis county jail) the two suspects involved. It is believed these two individuals were caught in the Colby Dollar General area. At approximately 1PM a total of five individuals inside the Charger were detained due to matching the description. There is no further information regarding the incident out in Colby due to us not monitoring the radio traffic that far west.

On November 28th, 2023, at 9:49AM, a Hays officer was assigned a call of suspicious activity. The reporting party was an employee at Dollar General South (606 Vine ST). The RP stated two black males entered the store and attempted to scam him. When he refused, the individuals got upset. The two unidentified individuals then started to yell at the employee. The two individuals later left in a black Dodge Charger and headed south out of town. Officers arrived on scene of the store at 9:57AM. Officers quickly gathered information and stated the suspects attempted to scam both Dollar General stores. Both stores refused, and the suspects then left. The suspects attempted to come back into the Dollar General south store, however the employees locked the doors. The suspects then left again and was last seen southbound out of Hays on Highway 183. The Ellis county Sheriffs Department headed south of Hays in an attempt to locate the vehicle. At 10:09AM, the Deputy hit the county line and advised they were unable to locate the vehicle or subject(s). A message was sent on and passed to the Kansas Highway Patrol. A more detailed description of the suspects was provided: black sweatpants, black coat, both wearing red and white shoes.

On November 27th, 2023, at 5:10PM, Hays Fire was paged to 1007 East 37th for a report of a structure fire. No injuries were initially reported, however the two individuals inside refused to get out and to follow dispatch instructions. The dispatcher also could hear coughing in the background during the duration of the call. At 5:12PM, the first Hays officer arrived on scene and quickly advised that both occupants were reported out. The fire was contained to just smoldering per the officer. At 5:14PM, the first fire unit arrived on scene and established Command. Law enforcement advised they were under control at 5:16PM. At 5:23PM, Ellis county EMS reported assignment complete with no patient contact(s). By 5:25PM, units started to clear from the scene.

KHP personnel assisted 1,117 motorists over the holiday reporting period

The Kansas Highway Patrol is releasing its Thanksgiving Weekend Holiday Activity Report. The reporting period for the holiday ran from 6 p.m. on Wednesday, November 22 through 11:59 p.m. on Sunday, November 26.

The Kansas Highway Patrol worked one fatal crash over the holiday reporting period. The fatal crash occurred in Jefferson County. Preliminary crash log information can be found here: https://www.kansas.gov/khp-crashlogs/search.do.

Information in the table is compared to the data from both 2021 and 2022.

On November 12th, 2023, at 5:56PM, Hays officers was dispatched to the area of 8th and Fort for a suspicious person. A white male, described to be approximately 40 years of age, wearing baggy clothes unknown color with sunglasses. The reporting party stated the male pulled out, and pointed a gun at passing cars. Several officers started to arrive in the area around 6PM. An officer at 6:19PM stepped out with a subject near Pizza Hut on Vine street. Units by 6:25PM were clear from the call. There was no further updates.

On November 27th, 2023, at 12:39PM, a juvenile out of control was broadcasted out, at Westside (323 West 12th). The reporting party stated a 12 year old juvenile female with short hair and was running all around the building, pushing staff and also throwing snowballs at them. A minute later, the juvenile was reported to be in the gym. Another minute later, dispatch updated responding units and advised the juvenile was on the roof between the two buildings. At 12:42PM, the first Hays officer arrived on scene. A minute later, officers on scene advised they would have the juvenile under control. There was no further updates.
