1) Recruit 8000 teachers and 6000 interns for primary schools.
2) Promote 12000 primary school teachers
3) Recruit 58000 teachers and 54000 interns for secondary schools.
4) promote 5760 secondary teachers
5) Train 270000 teachers on CBC
6. Digitize 90000 employee records.
