12月23日，山東省港口集團2021年貨物吞吐量突破15億噸，集裝箱量突破3400萬標箱，同比分別增長5.8%、8.1%，穩居全球第一、第三位，整體競爭力再攀新高峰，實現了歷史性的全新跨越，標誌著山東港口積累了世界一流的港口體量。
山東港口成立以來，形成了“以青島港為龍頭，日照港、煙台港為兩翼，渤海灣港為延展，各板塊集團為支撐，眾多內陸港為依托”的一體化協同發展格局，激發出握指成拳、攥指出拳的更強動能。在發展模式上，山東港口更注重向商貿物流、供應鏈服務、現代航運服務、旅遊休閒等高端新興業態發力。
兩年來，山東港口沿著轉型發展、高質量發展的快車道不斷按下“加速鍵”，按照“港口航運及供應鏈，投資與資產管理”的主業定位，大力發展供應鏈金融、現代物流等12個板塊新興業務，向產業鏈價值鏈高端邁進。山東港口圍繞港口主業設立或參與設立中國北方國際油氣中心、大宗商品交易中心、山東國際航交所、期貨公司等，構建高端服務平台，保稅原油混兌調和、保稅船供油等新業態不斷壯大，加快由單一港口運營商向供應鏈綜合服務商轉型，為航運貿易、航運金融、航運法律服務業等高端航運服務業提供肥沃土壤。兩年來，新業務板塊收入、利潤分別增長92%、11%。
同時，新興業務的資源集聚和對傳統業務的“反哺”增值日漸凸顯。目前，山東港口鐵礦石進口量佔全國進口總量近1/4；原油進口量佔全國進口總量超1/3；鋁礬土進口量佔全國進口總量超3/4；糧食進口量佔全國進口總量近1/5，在全國進口總量中的佔比均領先全國沿海主要港口。
隨著供應鏈、產業鏈、信息鏈、金融鍊等資源的集聚，山東港口將逐漸成為全球港航關鍵要素的重要“衍生地”，為青島航運貿易、航運金融、航運法律服務業等新業態開闢更大的空間，提升青島城市能級和產業經濟規模。

Construction of inland-Hong Kong-Macao cooperation zones in full swing
The construction of two cooperation zones aim at deepening the connectivity among China's inland, Hong Kong and Macao is in full swing, authorities announced on Thursday.
Two sets of guidelines newly issued by the Chinese central authorities -- the plan for building the Guangdong-Macao in-depth cooperation zone in Hengqin and the plan for reform and opening up of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone -- are intended to boost greater development of the Guangdong-Hong Kong-Macao Greater Bay Area city cluster in south China.
At a press conference held by the State Council Information Office in Beijing, leading officials from Guangdong, Hong Kong and Macao briefed the media on the latest progress and articulated the key points of the two plans via video link.
The officials said that according to the two plans, the Guangdong-Macao in-depth cooperation zone in Hengqin will focus on four major industries including scientific and technological research and development and high-end manufacturing, Chinese medicine and other Macao brand industries, cultural tourism, exhibition and trade, and modern finance.
Hengqin is an area located in the southern part of Zhuhai city in Guangdong Province, just adjacent to Macao. The Hengqin plan is aimed at creating new impetus for Macao's development by facilitating its better integration into overall national development.
According to the plan for the development of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, the total area of the zone will be expanded from 14.92 square kilometers to 120.56 square kilometers, providing broader development space for Shenzhen-Hong Kong cooperation, which is conducive to building a pilot platform for comprehensively deepening reform and innovation, and a gateway hub for high-level opening-up in the region.
Situated in the Pearl River Delta in south China, Qianhai is a region where modern service industry thrives.
"[Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin] will create conditions for diversified development of Macao's industries, and further promote the development of leading areas for reform and opening up between Guangdong and Hong Kong and between Shenzhen and Hong Kong," said Cong Liang, deputy director of National Development and Reform Commission, at the press conference.
The promulgation of the plans for the two cooperation zones marked the entry into a new stage of comprehensive construction and promotion of Hengqin and Qianhai construction.
Up to now, 4,578 Macao enterprises have been registered in Hengqin, and 314 Macao enterprises have cross-border offices in the zone.
"According to the master plan, the intensive cooperation zone in Hengqin will become a new platform for promoting appropriately diversified development of Macao's economy, a new space to facilitate the living and employment of Macao residents, a new demonstration zone to enrich the practice of 'one country, two systems' and a new key area for development of the Guangdong-Hong Kong-Macao Greater Bay Area city cluster [in south China]," said Cheong Weng Chon, Secretary for Administration and Justice, Mao Special Administrative Region.
At present, the number of Hong Kong enterprises registered in Qianhai has reached 11,500, covering modern service industries such as legal services, construction, finance, logistics, information and technology.
"The central government has issued the Qianhai Plan, which will take Hong Kong-Shenzhen cooperation to a new level and enable the two cities to better play a leading role in the Guangdong-Hong Kong-Macao Greater Bay Area. Businesses and professional service providers in Hong Kong are gearing up to embrace the new opportunities brought by the Qianhai Plan for Hong Kong people and enterprises," said John Lee Ka-chiu, Chief Secretary for Administration in Hong Kong.
In a next step, the central government will continue to increase support in fiscal and taxation, financial opening up innovation, and customs supervision innovation, and accelerate the development of the Guangdong-Macao in-depth cooperation zone in Hengqin and the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone.

A new package of development plans issued recently by the central authorities has greatly boosted the confidence of the people of Hong Kong and Macao in their future development, says a commentary on Thursday by the "Radio the Greater Bay" of China Media Group (CMG), China's first national-level radio station serving the southern Guangdong-Hong Kong-Macao Greater Bay Area, which began broadcasting on Sept. 1, 2019.
The package includes a plan on the reform and opening for the overall deepening of the Qianhai-Shenzhen-Hong Kong modern service cooperation zone and a master plan for the building of the Hengqin-Guangdong-Macao in-depth cooperation zone.
The two plans have aroused widespread repercussion in Hong Kong and Macao, where people hail for the attention and caring of the central authorities for Hong Kong and Macao and for boosting the confidence of Hong Kong and Macao people in their future development.
According to the modern service cooperation zone plan, the total area of the zone will be expanded to 120.56 square km from the current 14.92 square km, 1.5 times that of Hong Kong.
Chief Executive of the Hong Kong Special Administrative Region Carrie Lam said on Tuesday that the expansion of the zone will provide a greater hinterland for Hong Kong, offer more opportunities for its professional service providers, and give a greater impetus to Hong Kong's economy.
The Hengqin plan shows that the Guangdong-Macao in-depth cooperation zone will be jointly led by both the governor of Guangdong Province and the chief executive of the Macao Special Administrative Region.
Lao Chi Ngai, a member of the Legislative Assembly of Macao, said the promulgation of the development plan means Macao will serve as a participant and a builder of Hengqin's development, instead of an outsider or a partner.
The two plans have met Hong Kong and Macao compatriots' expectations for a better life and their desire of striving to solve deep-rooted social and livelihood issues in the special administrative regions, which are greatly welcomed.
The Qianhai plan will unify professional qualifications and standards of the modern service industry in the cooperation zone.
Starry Lee Wai-king, chairwoman of Hong Kong's Democratic Alliance for Betterment and Progress, said the plan provides more opportunities for innovation, technology, human resources, and specialized businesses.
The Hengqin plan said that the modern service cooperation zone will be a new home for Macao residents to live and work in.
Macao residents are encouraged to find jobs there or start up their own businesses. Cooperation between the zone and Macao will be strengthened in such areas as people's livelihood and infrastructure connectivity.
Scholars have recently expressed at seminars in Macao-based universities their expectations for Macao's future development and offered suggestions on the better use of policies.
With the support from the central authorities, so long as all parties display each other's strong points and work to meet the demand by the state, they can certainly push forward the building of the Guangdong-Hong Kong-Macao Greater Bay Area, stimulate the long-term prosperity and stability in Hong Kong and Macao and better integrate themselves into the overall national development.
