QUESTIONS ARISE OVER ESCAMBIA COUNTY BED TAX GRANTS

PENSACOLA, Fla (June 18, 2024) Four area non-profits who received bed tax funding from Escambia County after recommendations from the Tourist Development Committee, are under scrutiny for possibly using the grants for unauthorized purposes.

Assistant County Attorney Kristen Hual told the Tourist Development Committee today that based on two Florida Attorney General opinions, use of bed tax for general administrative expenses by organizations not designated as a Destination Management Organization (DMO) may be unauthorized.

County Finance Director Stephan Hall told the TDC that four organizations who received grants that fit that criteria were ACE, Pensacola Sports, Pensacola Mardi Gras, and African-American Heritage.

TDC member Ronnie Rivera asked Hual when did the County learn that there was an AG opinion on the matter. Hall said the info was shared from the County Clerk and Comptroller’s Office “a couple of" months ago but county staff put the matter on hold until County Attorney Alison Rogers returned from vacation.

When asked if Rogers agreed that grants provided to the four groups could be unauthorized based on the AG opinions, Hall said “yes”.

TDC member Jim Reeves said he felt like there was some retaliation involved and Chairman David Bear agreed.

Member Ronnie Rivera made a motion to recommend to the Board of County Commissioners that ACE and Pensacola Sports be designated as DMOs. Jim Reeves amended the motion to add all four groups to the recommendation.

When asked by County Commissioner and TDC member Jeff Bergosh if affirmation of the recommendation by the BCC would check all the boxes, Hall said Pensacola Mardi Gras was not a tourism marketing organization but rather an “event” which is specifically excluded in the bed tax statute.

The TDC voted unanimously with Bergosh off the dais to approve Rivera’s motion and send the matter to the BCC.

PENSACOLA AIRPORT OPENS NEW TEMPORARY PARKING LOT

PENSACOLA, Fla (June 18, 2024) From City of Pensacola..."Starting Friday, June 21, Pensacola International Airport is creating a temporary parking lot for approximately 300 additional vehicles. The lot will be adjacent to Pensacola Fire Station #6 on North 9th Avenue. Parking access will be from McAllister Avenue, behind Fire Station #6. Shuttle service will be provided to and from the terminal. The rate for the Remote McAllister lot will be a flat rate of $30 for a maximum of 30 days.

"We are entering the busiest time of the year for us," says Pensacola International Airport Director Matt Coughlin. "We continue to evaluate all possible on and off-site solutions as we begin construction on our new $4 million parking facility on Tippin Avenue."

Pensacola Mayor D.C. Reeves adds, "When it comes to improving the customer experience at the airport, there are things we can and cannot control. I applaud Matt and his team for their willingness to seek out this additional parking."

It is important to note that because this lot is located extremely close to federally mandated no-parking areas, any vehicles not within its boundaries will require removal."

WALTON COUNTY M**H FAMILY SENTENCED TO PRISON TERMS

WALTON COUNTY, Fla (June 18, 2024) From Walton County Sheriff's Office..."A DeFuniak Springs husband and wife and their son have been sentenced by a federal judge for conspiracy to distribute methamphetamine and possession with intent to distribute methamphetamine in Walton County.

The sentences were announced by Jason R. Coody, U.S. Attorney for the Northern District of Florida Monday afternoon.

Philip Beck, 48, was sentenced to more than 21 years in prison. His wife, Florence Beck, 47, was sentenced to 10 years in prison. The couple’s son, Joshua Martinez, 28, was sentenced to 21 and a half years in prison.

All were sentenced to supervised release once they have completed their sentences.

In March 2023, the U.S. Postal Inspection Service and Walton County VICE/Narcotics Unit intercepted two packages mailed from California to addresses in Niceville and Mossy Head. Walton County Sheriff’s Office K-9 “Jax” alerted to the packages which revealed each contained approximately five pounds of methamphetamine. A follow-up investigation revealed Philip Beck and Joshua Martinez were the intended recipients of the drug parcels and Florence Beck was helping the father/son duo.

Philip Beck was also stopped by the DeFuniak Springs Police Department in January 2023 while driving his Dodge Ram truck. Approximately 28 grams of methamphetamine were discovered inside the vehicle. This charge was included in the federal sentencing.

This case resulted from a joint investigation by the U.S. Postal Inspection Service, Walton County Sheriff’s Office VICE/Narcotics Unit, the DeFuniak Springs Police Department, and the Drug Enforcement Administration. The United States Attorney’s Office prosecuted the case."

On 11/21/2023 Santa Rosa County Sheriff’s Deputies responded to Restore Plastic Surgery for a medical emergency. The female victim, later identified as Hillary Ellington Brown, suffered a cardiac arrest and taken to a local hospital to receive medical care, where she was later put on life support. On 11/28/23 Mrs. Brown passed. After an extensive investigation in conjunction with the District One Medical Examiner’s Office and the State Attorney’s Office, our detectives requested a warrant for the arrest of Dr. Benjamin Brown."

NEW TRAFFIC SIGNALS PLANNED FOR HIGHWAY 98 IN SOUTH SANTA ROSA

New homes, school, and retail in the Midway area.

MIDWAY, Fla (June 16, 2024) Few areas of Florida’s coastal panhandle are growing faster than those neighborhoods along Santa Rosa’s Highway 98 corridor.

Evidence is the construction of a new high school and a three hundred home subdivision adjacent to each other in the Midway area, near the Gulf Breeze Zoo.

Site prep is underway on Soundview Point Villas Phase I and II with 300 lots on roughly 28 acres along Highway 98. Phase I was approved by Santa Rosa County in April 2023 and phase II in November, 2023. See approved site plans here: https://bit.ly/4eqVq8h https://bit.ly/45uBr4Q

With completion of the new school and the subdivision, more vehicles will be added to an already congested and some say, dangerous, Highway 98.

Santa Rosa school district is working with FDOT to install a new traffic signal to serve both the school and Sound View Pt homes.

In an email statement, Santa Rosa School District Officials told us “FDOT has agreed that a signal is warranted based on a traffic study that encompassed not only the school but also surrounding uses. The District has submitted a final submission to FDOT in order to gain the permit for improving the intersection and installing the light.”

When asked if Soundview Pt Villas Phases I and II would be using the same traffic light, School District Officials told us “The (school entrance/exit road is actually located on the adjacent property owners parcel, and we have a joint access agreement/easement in place. So yes, the development to the east of the school will be utilizing this joint use road and lighted intersection.”

Officials expect the traffic signals to be operational when the new school opens in 2025.

Santa Rosa County Commissioner Colten Wright told us FDOT is also considering a new traffic signal on Highway 98 for the planned Publix shopping center at Bergren Rd about half a mile to the east of the new school.

Robbery, Kidnapping, Carjacking, Aggravated Assault w/Deadly Weapon, Grand Theft, Vehicle Burglary X4, Flee and Elude, Resisting Arrest w/Out Violence

FORT WALTON BEACH, Fla. – At approximately 0644 officers responded to 235 Miracle Strip Pkwy SW (Lee Nissan) in reference to multiple calls for service from Nissan employees regarding an Active Shooter at this location, suspect description was a white male, short blonde hair, light color shirt, dark shorts, and black hat with a black in color firearm. Officers arrived, cleared the business but did not locate the suspect on scene, no employees were injured. Officers established a perimeter and located the subject on Coral Drive SW, subject was challenged at gun point and fled on foot.
Officers shifted the perimeter north and located the suspect at 220 Santa Rosa Street SW (Thrifty Storage); before officers could challenge the suspect, the suspect forced a male subject out of a blue in color Chevrolet pickup at gunpoint, entered the vehicle and attempted to flee; a brief vehicle pursuit ensued until the suspect crashed the stolen pickup truck into a fence on the storage facility property and fled on foot.
Suspect was located moments later behind 124 Hollywood Boulevard SW (Priority One HVAC) where he was taken into custody without further incident. Video surveillance from Lee Nissan shows suspect burglarizing multiple vehicles on the property before entering the establishment and holding employees against their will and stealing items before fleeing on foot.
The firearm the suspect utilized in commission of the above-mentioned felonies was located inside the vehicle utilized for the pursuit. OCSO responded and assisted with establishing perimeter and detaining suspect.

STATE BUDGET AWARDS $14.2 MILLION TO PENSACOLA.

The City of Pensacola's funding requests for the Baptist Hospital Legacy Campus, Pensacola International Airport and Bay Bluffs Park have all been approved for state funding as part of the budget signed by Gov. Ron DeSantis, Wednesday, June 12. The three projects will become part of the state budget effective Monday, July 1.

“It’s a great day for the City of Pensacola,” Mayor D.C. Reeves said. “The $14.2 million investment in all three of our legislative priorities will help transform our airport, our city parks system, and set the stage for Pensacola’s largest attainable housing investment ever. PENSACOLA BLUE WAHOOS WIN AT BIRMINGHAM

BIRMINGHAM, Al (June 11, 2024) "Joe Mack stayed hot, hitting his seventh homer in his past 12 days, and the Pensacola Blue Wahoos opened an important road series against the Birmingham Barons with a 3-1 win on Tuesday night.

Mack hit a two-run blast in the first inning against Jairo Iriarte (L, 2-4), setting the tone for a night in which the Blue Wahoos kept the high-powered Birmingham offense at bay. Luis Palacios (W, 3-4) led a strong Pensacola pitching effort with 6.0 innings, allowing just an unearned run.

Pending the results of a late game between the Biscuits and Lookouts in Chattanooga, the Blue Wahoos are tied with the Biscuits in the first half South Division race with 11 games to play.

Mack, who homered in four straight games last Wednesday through Saturday, handed the Blue Wahoos a lead they would carry the rest of the night with his ninth long ball of the season. After two Pensacola errors gave the Barons a run in the sixth, the Blue Wahoos got insurance in the seventh with a bases-loaded walk to take a 3-1 lead.

Patrick Murphy contributed 2.0 hitless innings of relief before Raffi Vizcaíno (S, 5) worked a perfect ninth for the save.

The five-game winning streak matches Pensacola's longest of the season, and puts them at 32-25 to match their season-high at seven games above .500.

The Blue Wahoos continue their series against the Barons with a matinee on Wednesday. First pitch from Regions Field is scheduled for 11:00 a.m., with a live broadcast beginning at 10:55 on BlueWahoos.com/radio and the MiLB app. Fans can watch Birmingham's video broadcast through Bally Live or with a subscription to MLB.tv."

UPDATE: July 14, 2024: Crystal Hornsby has been extradited and is booked into the Escambia County Jail.
ARREST MADE IN THE ABIGAIL VELEZ MISSING PERSON CASE

PENSACOLA, Fla (June 11, 2024) Pensacola Police announced an arrest today. "Crystal D. Hornsby, the biological mother of 16 year old Abigail Velez, has been arrested for Interference with Child Custody, FSS 787.03.1. She was arrested today in St. Petersburg FL and is currently in Pinellas County Jail. Hornsby was charged based on a warrant taken out by Pensacola Police Investigators, who determined Hornsby assisted Velez as she traveled from Pensacola to St. Petersburg."

Around 11:30 a.m. on Tuesday, the Pensacola Police Department shared on a social media platform that Abigail Velez, 16, had been located in St. Petersburg and that she is safe.

PENSACOLA MAYOR UPDATES PROPOSED HOTEL AND RESIDENTIAL PROJECTS AT COMMUNITY MARITIME PARK.

Ahead of a July 31 deadline, negotiations underway to use surface parking instead of a parking garage.

Sometimes in deal making perfect can be the enemy of good. That pretty much describes Pensacola Mayor D.C. Reeves' approach to bringing two Maritime Park projects in for a successful landing.

Thursday, the Mayor will ask the City Council to extend two lease options at the park until July 31; Inspire Communities of Florida on lots 4 and 5, and Valencia Hotel Group's option on lot 7.

Both have been stalled out due to pending decisions by the city over parking.

Inspire had originally planned to develop lots 4 and 5 for multi-family housing with a wrap around parking garage on lot 4. Inflation has driven the cost of building parking garages so high that in 2023, Inspire backed away from proposing a garage on lot 4.

At today’s press conference, Reeves said good progress was being made with Valencia and Inspire by continuing to use lot 4 as it is now, a public, shared use, surface parking lot with some exclusive spaces for the hotel and whatever gets built on lot 5.

The Mayor said negotiations were underway with both parties while city staff determined how the shared use agreement would be drafted. The challenge is how to honor commitments to the Maritime Place office building, the Blue Wahoos, and while accomodating Maritime Park and Bruce Beach recreation users.

Reeves also added that this process is raising new questions about what city code should be for hotel parking requirements. Are downtown hotels needing less parking than suburban hotels located on major highways?

So, a perfect structured parking garage may be giving way to a good surface parking scheme. Good enough to finally get long-awaited development underway at Maritime Park. Stay tuned.

PENSACOLA MAN BEING HELD ON NO BOND FOR DOMESTIC BATTERY AND ANIMAL ABUSE

PENSACOLA, Fla (June 10, 2024) From ECSO..."On June 10th, the Escambia County Sheriff’s Office responded to the 6300 block of West Fairfield Drive for a disturbance.

Upon arrival, deputies were advised by a 24-year-old female victim that 30-year-old Dequan Jones had beaten her at least 50 times within the past five years. She provided deputies with a video of the most recent incident that occurred on May 25th. The video showed Jones grabbing the victim by the throat and slamming her to the bed restricting her breathing.

An investigation revealed that Jones had also abused a small French bulldog from the dates of May 31st to June 5th. A video provided to deputies showed Jones holding the dog upside down by his rear legs and swinging him around, kicking the dog into a wall multiple times, beating the dog repeatedly with a belt, violently shaking the dog, holding the dog on the ground with his knee while shoving the dog’s head into the floor, and picking the dog up carrying him across the room and slamming him to the floor then kicking him.

Jones was arrested for domestic battery by strangulation and four counts of animal cruelty. The dog was taken by Escambia County Animal Control."

JUDGE HEARS ARGUMENTS FOR DISMISSAL AND SANCTIONS IN ESCAMBIA COUNTY’S LAWSUIT OVER BERGOSH TEXT MESSAGES.

FORT WALTON BEACH, Fla (June 10, 2024) Escambia County’s lawsuit to recover and prohibit use of text messages from Commissioner Jeff Bergosh’s cell phone got another hearing today in Judge Jonathan Schlechter’s Zoom courtroom.

Lat last year, the County sued Gannett Media for the Pensacola News Journal, Jonathan Owens, and Alex Arduini.

On March 27, the Judge denied the County’s motion for return of the text messages saying the County had no “possessory” interest in the texts and the County had provided no evidence that “the associated storage device” was property of the County.

This time, the Judge was hearing motions from the defendants, the Gannett Media for the Pensacola News Journal, Jonathan Owens, and Alex Arduini for dismissal, attorney’s fees under Florida Anti-SLAPP law, and sanctions against the County and County attorney’s for bringing a frivolous case.

Defendants motion for sanctions under Florida Statute 57.105 is based “Upon the court’s initiative or motion of any party, the court shall award a reasonable attorney’s fee, including prejudgment interest, to be paid to the prevailing party in equal amounts by the losing party and the losing party’s attorney on any claim or defense at any time during a civil proceeding or action in which the court finds that the losing party or the losing party’s attorney knew or should have known that a claim or defense when initially presented to the court or at any time before trial:
(a) Was not supported by the material facts necessary to establish the claim or defense; or
(b) Would not be supported by the application of then-existing law to those material facts.

According to the Reporters Committee for Freedom of The Press “Florida’s general anti-SLAPP provision, which was adopted in 2000 and expanded in 2015, prohibits lawsuits brought against individuals for exercising their right of free speech in connection with a public issue or their rights to peacefully assemble, to instruct representatives of government, or to petition the government for a redress of grievances. “

Judge Schlechter told the court today he had heard enough and would issue a final order in the coming days.
