PRESS STATEMENT FOR IMMEDIATE RELEASE

The matter regarding the purchase of 156 Ambulances under Constituency Development Funds-CDF, worth 13 million US Dollars by the Ministry of Local Government and Rural Development, Ministry of Health and ZAMMSA is total disgrace.

Firstly, we wonder as to why the three named institutions opted to use Direct or Limited process instead of Public Tender Process to pick ACE Pharmaceuticals and Aqueous as suppliers. Under normal circumstances, Selective or Direct Bidding is provided for if goods or services required have one or limited supplier or are under emergency circumstances.

Secondly, we have official manufacturers or accredited franchise dealers such as Toyota Landcruisers or Toyota Zambia who should have been considered, instead of the two named Indian owned Companies which could not even guarantee after-sale-service

Apparently, the failure to deliver all the 156 Ambulances by these third party middlemen even after the procurement process was completed one year down the line is a clear indication that there was no due diligence or serious assessment on their financial status before contracts were given out by the selecting team. That's why only 11 out of 156 Ambulances ordered have been delivered so far. The idea of extending the delivery period of these Ambulances is but a sheer waste of time and infact there is no guarantee that the two contractors are still ready to service the contract, especially after all these concerns coming from the public.

As Governance Experts and indeed Zambian citizens, we shall be failing in our duties if we bury our heads in the sand and continue clapping for wrong things in the Governance system. We have a duty to protect public resources by ensuring that we hold those mandated to run the national affairs accountable.

HUMAN TRAFFICKING INCIDENT ALONG NGWERERE ROAD
Lusaka, December 2, 2024-The Zambia Police Service wishes to inform the public about a human trafficking incident that was intercepted today Monday, December 2, 2024, at approximately 10:30 hours along Ngwerere Road, Chongwe District.
During routine patrols, a team of officers from Kenneth Kaunda International Airport Police Station set up a motor vehicle screening point at Hellensdale Junction, before Kalimba Farms.
While conducting inspections, the officers stopped a dark blue Toyota Hiace minibus with registration number ABF 4650. The vehicle, which had fully tinted windows and a red number plate painted black, raised suspicions. Upon closer inspection, the officers observed an unusual scene of individuals lying on top of each other in the vehicle, which prompted further inquiry.
When questioned about the passengers, the driver and two accomplices suddenly abandoned the vehicle and fled on foot. The officers gave chase but were unable to apprehend them immediately as they disappeared into a nearby farm.
Upon returning to the vehicle, the officers discovered 13 male individuals of Ethiopian origin who appeared frail and weak. Preliminary interviews revealed that the group had embarked on a journey from Ethiopia, passing through Kenya and Tanzania, and were en route to South Africa to meet a person whose identity we shall withhold for fear of jeopardizing the ongoing investigations.
The officers immediately called for reinforcements from the station and police headquarters. All 13 individuals have since been taken into custody for their safety and further questioning. Additionally, two suspects from the fleeing group, including the driver, have been apprehended. They have been identified as Siaumpe Kaumbe and Patrick Kombe (Unlicensed Driver). Efforts are underway to locate the third suspect, who remains at large.

Tanzanian opposition youth leader Abdul Nondo has been found at the beach, less than a day after he was reportedly kidnapped in the main city of Dar es Salaam.

His party, ACT Wazalendo, says Nondo was severely beaten and injured and has been taken to hospital.

The party’s deputy chairperson, Isihaka Mchinjita, said the politician had been blindfolded and repeatedly assaulted while being threatened with death.

The police have issued a statement confirming the incident at Coco Beach late on Sunday night, saying they are investigating the matter.

SAD NEWS: Suspected Congolese mealie meal smugglers have shot dead Zambia National Service officer Corinthians Kaputa who was on duty.

Details of the incident are yet to be unveiled but Channel Five Television Network can confirm the fatality.

MINISTRY of Health Permanent Secretary for administration Christopher Simoonga is demanding US$10 million compensation, a retraction and an apology from News Diggers for allegedly publishing a defamatory article.

Professor Simoonga, through his lawyers Kabesha & Company, said the amount represents both actual and punitive damages.

He said on November 25, 2024, News Diggers falsely and maliciously printed and published defamatory statements under the heading “Health PS in tender scandal… awards $6.8 million contract to his ‘own’ company”.

In a demand letter served on News Diggers last week, he also demanded that the publication should immediately cease or desist from the alleged libel it has and is engaged in.

A 28-YEAR-OLD police constable has been sentenced to two years imprisonment with hard labour for stealing a State-owned AK-47 rifle from an armoury at Government Printing Department.

The jail term is with effect from Kayelu’s date of arrest, June 7, when he breached his bail conditions.

Kayelu was charged with one count of theft by public servant after he stole a Government-owned AK-47 rifle valued at K3,000 in June last year.

Several witnesses, including a fellow police officer, testified against him in court.

The court heard that two police officers exchanged guns while on duty.

But when one of the officers later went to check for the firearm he exchanged with a workmate, the cop realised that the weapon was missing from the armoury.

Truck rams into George K***a Toll Gate injuring toll collector

A SERIOUS road accident has occurred at the George K***a Toll Gate in Mkushi District after a Zambian-registered truck hit into a toll booth, injuring the toll collector who was inside at the time of the incident.

According to reports, the injured toll collector was immediately rushed to Mkushi General Hospital for medical attention while the truck driver was apprehended by the police and is currently detained at Mkushi Police Station.

The exact cause of the accident is still under investigation and authorities are yet to issue any official statement on the matter.

SPEAKER NOTIFIES ECZ OF VACANT PETAUKE CENTRAL SEAT

The Speaker of the National Assembly, Nelly Mutti, has officially notified the Electoral Commission of Zambia (ECZ) of the vacancy in the Petauke Central parliamentary seat, held by fugitive Emmanuel Jay Banda.

This follows the lapse of a seven-day ultimatum for Mr. Banda to attend parliamentary sessions or risk losing his seat.

POLICE URGE PUBLIC TO BE VIGILANT DURING FESTIVE SEASON
POLICE Public Relations Officer Rae Hamoonga has urged the public not to move around with large amounts of cash during the festive season.
Mr. Hamoonga says the police have taken note of new and emerging trends in criminal activities, stating that they are ready to maintain peace and order in the country.
In an exclusive interview with Channel Five Television Network, Mr. Hamoonga advised the public to make use of electronic or online payment systems available across the country.
“We also encourage the public to be alert and vigilant during the festive season, especially if they find themselves carrying large sums of money,” he said.
Mr. Hamoonga added that the police will intensify patrols and assured the public not to be apprehensive about the increased presence of police officers that are to be deployed in various areas.
He emphasised the need for a concerted effort from the public in the fight against crime, as it is not solely the duty of the police.
“We are fighting crime as the police on behalf of the public, so we need to cooperate and work together with them,” Mr. Hamoonga said.
He has since appealed to the public not to hesitate to report any suspicious activities to the nearest police station.

Cop on bike dies after colliding with vehicle
A POLICE officer has been killed in a road traffic accident that occurred this morning in Woodlands, Lusaka.
40-year-old Sergeant Mike Mumba was riding a BMW motorbike when he collided with a Toyota Allex at the junction of Mosi-O-Tunya and Nyatwa Roads.
He succumbed to head injuries at Maina Soko Medical Centre.
The driver of the Toyota Allex, Charles Tembo, 43, sustained injuries and is currently in police custody.
Police investigations indicate that the accident occurred when the driver of the Toyota Allex turned right without exercising due care and attention, colliding with the motorbike, which had the right of way.
According to police spokesperson Rae Hamoonga, Tembo is expected to be charged with causing death by dangerous driving.
The Inspector General of Police Graphel Musamba extended condolences to the family and colleagues of the deceased officer.
Meanwhile the Zambia Police Service urged all road users to "exercise maximum caution and adhere to traffic rules and regulations to avoid such tragic incidents.".

Minister of Lands and Natural Resources Sylvia MASEBO visited her Constituency and also used the opportunity to help resolve the land invasion and land crisis in the area.

In a recent operation, the Zambia Revenue Authority (ZRA) has intercepted a fraudulent shipment declared as containing shoe soles, glue, and shoe heels.
However, upon physical inspection, authorities discovered that the truck was purely carrying undeclared shoes and slippers. 1, 295 boxes of slippers and 348 boxes of shoes were not declared, respectively. In this case, this translates to 46, 620 pairs of slippers and 8,280 pairs of shoes being smuggled into the country.
The attempt by Dronewave Investments Limited to evade customs duties by falsely declaring lower-duty items resulted in a revenue loss of K215,000 to the Government of the Republic of Zambia.
The Zambia Revenue Authority would like to strongly warn importers and agents involved in similar schemes that they will face severe penalties, including hefty fines and potential prosecution. Agents found to be involved in such illicit practices will also have their licenses revoked.
By taking decisive action against these fraudulent activities, the Authority aims to protect legitimate businesses and ensure fair competition.
ZRA officers are on high alert to curb smuggling and illicit trade by unearthing of various tax fraud schemes to enhance tax compliance.
Taxpayers are advised to comply with tax laws in order to avoid punitive enforcement measures including prosecution. Members of the public are also urged to volunteer information to ZRA about anyone involved in smuggling or tax evasion activities.
