More lies from the mayor and council.

The Screaming Chicken has spoken with the NJ Fire Marshal, Rich Mikutsky. Fire Marshal Mikutsky has confirmed that Regional Coordinator Dyl met with the Garwood Fire Department. Since the officers and chief do not possess the REQUIRED certification, a plan has been implemented, an H3 tech from the county is to be notified and respond to Garwood to command the scene.

Why won’t thethe mayor and council be honest with the residents and admit that the officers above are not qualified. If they were qualified, then the county would not have to send someone to garwood to run a scene.

The lies never stop with the Garwood Democrats.

At the March 21, 2024 council meeting, Fire Commissioner Lazarow stated that he had correspondence from the NJ Division of Fire Safety stating that the Garwood Fire Department was in compliance and are qualified to perform at a fire related incident, and that they are in full compliance to handle hazardous material incidences.

We have been in contact with Richard Mikutsky, NJ State Fire Marshal of the NJ Division of Fire Safety. The Fire Marshal had the Regional Fire Coordinator conduct an investigation. The Regional Fire Coordinator met with the GFD and administration. As a result, a coordinator with H3 (Hazardous Material On Scene Incident Command) will respond to Garwood and assume command.
The Fire Marshal said that they are working with Garwood and are comfortable with this plan that is now in place.

For those of you that are not familiar with hazardous material, here is some information.
Hazardous material is any item which has the potential to cause harm to humans, animals or the environment.

Here are some common examples of a hazardous material call:

Vehicle accidents, oil tankers, compressed air gas trucks.
Fluids/gasses leaking, air bag deployment

Telephone/Utility pole down with a transformer leak

House and business fires (Home Depot, supermarkets, mechanics)
Oxygen cylinders in the home, gas/oil/solvents, other fluids and chemicals
Refrigerant coolants

Natural gas leaks

Carbon Monoxide leaks in high levels

Sewer fires/sewer gas

M**h Labs/illegal drugs, fentanyl

Any petroleum products in the brook

The Screaming Chicken News Network would like to recognize the Garwood NJ Community Forum, its administrators and members for their on going, persistent investigation into the certifications and qualifications of the officers of the Garwood Fire Department.

Despite the many roadblocks thrown their way, the bullying, evasiveness, the constant slamming of their group, the Garwood Community Forum did not let these inconveniences stop their pursuit.

They compiled a very detailed chart, (see below) outlining several deficiencies in the ranks as well as the Borough of Garwood’s attempt to add more requirements than the State of NJ already requires. This discovery led to the Borough’s fire commissioner saying they will work with the Borough’s attorney to “adjust” the code.

It has also come to light that the Fire Chief, Deputy Chief, Captain and a Lieutenant do not possess Hazardous Materials On Scene Incident Commander, requirements by the State of NJ as well as Borough Ordinance. It should be noted that the Department of Community Affairs, Division of Fire Safety, states that the minimum mandatory qualifications clearly state that Hazardous Materials On Scene Incident Commander is required for ALL INCIDENT COMMANDERS of the fire service. (Any officer can be an incident commander in the absence of the Fire Chief as long as they have the training and qualification. So… this is why it is a State requirement and not just a nice to have.)

They also discovered that the Fire Chief, Deputy Chief, and Captain obtained certifications AFTER taking the officer positions. Another violation of the Borough’s code.

Mr. Kearney's actions towards the administrators of the Garwood Community Forum violate the Boro's social media policy. While walking in garwood and receiving concerns from residents about issues within the Fire Dept., he created a video calling out the 2 group administrators by name, which clearly goes against Boro regulation.

He has done this in the past with multiple people, yet the boro will not do anything about it. Why is that ? They all know he does it as they always like his posts and videos. Maybe it’s time for the admins to sue him and the boro over this. Only then, when the boro starts to spend money in court over these type of things will they take action. Maybe we can chalk this up to the boro not having an administrator since Kyle quit. But there really is no excuse for this behavior by this rouge councilman. The mayor needs to step up and lead rather than sticking her head in the sand.

Why are the Mayor and council lying to the public regarding training certs of the garwood fire dept line officers ? And where is the fire commissioner and the fire chief ? It does make you wonder what they are hiding. Mr Kearney likes to post videos on his page, yet when he is questioned by residents as to why he does not show the proof, he will deflect and tell the residents to do their homework. And why is Mr Kearney even getting involved in this debacle. He is not the fire commissioner anymore. He is a corrupt cop with a bad history. He won’t even tell anyone that he was a cop at Kean University. And he was also an EMT, which by the way is run nothing like a fire dept. Yet he will spew his venom pretending that he knows what he is talking about.

The one who should be speaking about this, Mr Mark Lazaro who is the fire commissioner has not said one work about this. He clearly does not have the best interest in Garwood in his heart. If he did he would make a public statement. He really needs to step up and do the job he was elected to do.

Now we come to the chief of the fire Dept Mr John Scalzadona where is he through all this ? This is, after all his fire dept, yet he is nowhere to be found. He will not go to a council meeting he even had the boro ordinance changed from him giving a monthly report to the town to “ periodically” giving a report. For the amount of money he makes with his stipend he should really be doing much more. This whole officer training debacle is entirely his fault. He was chief for 3 years prior to this year. Which by the way, he had the ordinance changed so that term limits ( 3 years) were eliminated. This gives him all the power her no other member can rise up the proverbial totem pole. These actions speak loudly of what type of person he is. This all makes you wonder what does he get out of all this? Well as of right now no one knows. He is the owner of the Westwood yet he is a resident of Cranford is there something on the back burner he has planned? Only time will tell.

But let’s get back to the training, none of the officers are currently certified to be officers. Yet he knew for the last 3 years that these people as well as himself needed these certs. And yet he never made his officers go get the proper certs. During his prior 3 years as chief, can you hear me, 3 years. Yet when is was brought up at a council meeting that they had to have their certs by a certain date they supposedly got their training. But still did not get all of it. I hope that these classes were legal with the proper amount of hours and that they took the written tests. But if my hunch is correct about this, there will be an even bigger scandal coming. More on this in my next essay.
