Abiodun issues three executive orders to establish two new agencies, restrains monarchs on MOU

Ogun State Governor, Prince Dapo Abiodun, has issued three Exective Orders to establish two new agencies, namely: The Ogun State Mineral Resources Development Agency and The Ogun State Landscaping and Recreation Agency.

In addition to the establishment of these two agencies, the third executive order, therefore restrains monarchs from entering into any form of agreement or Memorandum of Understanding concerning mining activities or any other land matters in their domains.

A statement issued on Saturday by the Special Adviser to the Governor on Media and Strategy, Hon. Kayode Akinmade said the three executive orders take an immediate effect.

"Executive Order One: ESTABLISHMENT OF THE OGUN STATE MINERAL RESOURCES DEVELOPMENT AGENCY. Section 5(2) of the Constitution of the Federal Republic of Nigeria, 1999 vests in the Governor of Ogun State, the exercise of executive powers of the State for the purpose of effective governance. Government's responsibilities include the security, welfare, good governance, safety, and peaceful co-existence of all persons in the State, including in business clusters such as mining communities.

"Ogun State has rich and vast deposits of mineral resources which must be explored responsibly, judiciously and without detriment to the environmental ecosystem in mining areas. NOW THEREFORE BY THE AUTHORITY VESTED IN ME AS THE GOVERNOR OF OGUN STATE UNDER THE CONSTITUTION OF THE FEDERAL REPUBLIC OF NIGERIA 1999 (AS AMENDED) PRINCE ADEDAPO OLUSEUN ABIODUN, CON, HEREBY ORDER THAT: An Agency to be known as the Ogun State Mineral Resources Development Agency is hereby established.

"The Agency shall directly or through qualified third parties, conducts and establishes working relationship with host communities and local governments for the conduct of geo-technical and geological surveys of solid mineral deposit within their domains; geo-technical survey of solid mineral deposits in the State and maintain relevant data in the Sector; organises the solid minerals sector to the best interest of the State;

"Develop and strengthen the local capacity of investors in the solid minerals sector and build value re-orientation of indigenes of the state towards engaging in solid mineral SME business; empower the youths in the state to participate in the mining business under a specified program; promote solid mineral investment within the state through prospection and exhibition; establish a data bank to document the rocks and minerals identified in the State; and conduct regular visits to mining sites to forestall environmental degradation in collaboration witha other Agencies.

"To realise its objectives, the Agency shall be funded through fees generated from regulatory agency, budgetary allocation; grants and financial intervention from both local and international development partners; as well as gifts, aid and other legitimate contributions. This Executive Order shall take effect on the day of 2024.

"Execitive Order Two: ESTABLISHMENT OF OGUN STATE LANDSCAPING AND RECREATION AGENCY. One of the current administration's Transformation Agenda is the structure to anchor on a policy of thrust of a sustainable economy through its infrastructural renewal and poverty alleviation programmes, to restore order, and improve quality of life in the neighbourhood.

"Part of the visible evidence of the Transformation Agenda is the attraction of both Local and International commendation of the current administration's vision in the State with regards to Tree planting, landscaping and beautification programmes in line with the International environmental standard and its vision for a flood free, hygienic and beautiful Gateway State such as to mitigate the effect of climate change. The Ministry of Environment has started a massive and aggressive tree planting campaign to complement the beautification and landscaping programs to ensure environmentally sustainable, healthier and beautiful society.

"This greening initiative of the Ogun State Government is therefore conceived not just to beautify the environment but also to be experienced as an effort to mitigate the effect of Climate change, save the environment and protect our future which is aimed at reclaiming open spaces from all agents of environmental degradation.

"There is, therefore, the need to create the Ogun State Landscaping and Recreation Agency, to sustain the modest achievement of the Ministry of Environment in the area of environmental regeneration and restoration and through the provision of Parks, Gardens and Recreational Centres State-wide to preserve the biodiversity and ecosystem of the environment.

"THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME BY THE CONSTITUTION AS THE GOVERNOR OF OGUN STATE, I HEREBY ORDER AS FOLLOWS; ESTABLISHMENT OF THE OGUN STATE LANDSCAPING AND RECREATION AGENCY.

"The Agency shall: Administer, maintain and manage all designated parks and recreation centres in the State; carry out the general directives and policies of the government in respect of the development, maintenance and management of parks, recreation centres, gardens, playing grounds and open spaces in the State; Grant permits on the payment of the prescribed fees in any of the open spaces in the Parks or Gardens managed by the Agency; charge appropriate fees for the use of facilities provided where necessary in the State's Parks and Gardens; regulate the hours of use of the open spaces in the State Parks or Gardens by members of the public.

"Provide and maintain adequate security and environmental sanitation facilities for the State Parks, Gardens, Open Spaces and Recreation Centres; enumerate and tag all trees within the State inclusive of those private tenements; monitor and supervise pruning and felling of trees within the State; advise on all matters relating to the greening programmes of the State; cause fund for the maintenance of Parks and Gardens; carry out such other assignment as may from time to time as directed by the Governor.

"For the purpose of realizing its objectives, the Ogun State Landscaping and Recreation Agency shall be funded through any or all of the following means: Budgetary allocation; Monies received for services rendered; Grants and financial intervention from both local and international development partners; as well as Gifts, aids and other legitimate contributions.

"Executive Order Three: BARRING TRADITIONAL RULERS IN THE STATE FROM ENTERING INTO ANY FORM OF MEMORANDUM OF UNDERSTANDING WITH REFERENCE TO MINING OR ANY OTHER LAND MATTERS.

"Ogun State has vast tracts of land containing mineral resources attractive to investors. The Ogun State Government is building a sustainable industrial economy which will significantly increase private investments, enhance job creation and improve revenue generation, thus making land, its management and use an area of key focus and interest. Whereas, the State recognises that to achieve the above, when miners and investors bid to acquire and explore available land for mining, industrialisation or any other approved use by the State Government, such acquisitions and explorations must be made through approved, standard, preset, and transparent processes.

"The State, therefore, observes the current trend in which miners and investors circumvent regulation and government oversight by encouraging Traditional institutions to interfere with land management by entering into Memorandums of Understanding and other irregular legal arrangements. NOW THEREFORE PURSUANT TO THE AUTHORITY VESTED IN ME BY THE CONSTITUTION AS THE GOVERNOR OF OGUN STATE, I HEREBY ORDER AS FOLLOWS:

"That all forms of Traditional Institutions existing within the State are hereby with immediate effect barred from entering into any form of Memorandum of Understanding or Agreement with any individual, companies or organisations seeking Land within any part of the entire State for purposes of Mining or Industry and are to forthwith refrain from issuing any form of consent letters for mining across the State.

"Any Traditional Institution or stakeholder in the Institution who flouts this Order shall be sanctioned in line with the provisions of the Obas and Chiefs Law and other relevant criminal statutes. From the date of this order, any individual, company or organisation that enters into any Memorandum of Understanding or agreement with a Traditional Institution or stakeholders, whom this order applies on mining or industry shall be proceeded against in line with Section 61 of the Ogun State Criminal Law 2006 which prohibits interference with executive power. This Executive Order takes effect immediately."

Abiodun Commiserates With Ifonyintedo Community Over Demise Of Oba Adesiyan

The Ogun State Governor, Prince Dapo Abiodun has commiserated with the family members, people of Ifonyintedo and the entire Ipokia Local Government over the demise of the Olu of Ifonyintedo, HRM, Oba Isaac Olatunji Adesiyan (Atelugirijoye 1).

Oba Adesiyan joined his ancestors on Sunday, 16 June, at the ripe age of 95.

Governor Abiodun, in his condolence message, described the late monarch as a leader who was loved by his people.

The governor said the reign of the late monarch was eventful as the Ifonyintedo community witnessed unprecedented development.

"It is with deep sadness that we received the news of the passing of His Royal Majesty, Oba Isaac Olatunji Adesiyan (Atelugirijoye 1), the Olu of Ifonyintedo. At the age of 95, Oba Adesiyan has left an indelible mark on his community as a respected leader and a guiding force.

"Oba Adesiyan dedicated his life to the service and development of Ifonyintedo. During his long reign, he worked tirelessly to promote the wellbeing and progress of his people. His wisdom, compassion, and unwavering commitment to his community will be greatly missed.

"I extend our heartfelt condolences to the royal family, the Ifonyintedo Council of Chiefs, and the entire Ifonyintedo community," the statement said.

Food Security: Abiodun Allocates Farmlands To State Lawmakers

Ogun State Governor, Prince Dapo Abiodun, on Thursday, allocated farmlands to 26 members of the state House of Assembly as parts of efforts aimed at ensuring food security and in support of the agricultural resurgence initiative of the federal government.

Prince Abiodun, who presented letters of allocation to the lawmakers to commemorate the first anniversary of the 10th legislature at the Governor's Office, Oke-Mosan, Abeokuta, said the gesture was to make them contribute towards making the state the food basket of the country.

He said: "I recall that I had promised to allocate agricultural land to all the Ogun State legislators as part of our food security and agricultural resurgence initiative, which is in line with the renewed hope agenda of President Bola Ahmed Tinubu.

"Today, in fulfilment of the promise and in commemoration of your one year in office. I am glad to present to you the letters of allocation for the speaker and the 25 members of the House of Assembly, and I hope that you would take advantage of this opportunity to ensure that you begin to grow what you eat and eat what you grow. This will be your way of ensuring the fulfilment of our desire to make Ogun state the bread basket of the nation."

Abiodun, who lauded the Assembly members for their commitment to the principles of democracy, good governance, and the welfare of the citizens, observed that their dedication to legislative excellence has been instrumental in driving the progress and development of the state

The lawmakers, the governor emphasized, has in the last one year, passed numerous bills and resolutions aimed at improving the lives of the people, noting that their tireless efforts, unwavering integrity, and collaborative spirit with the executive has made the state one of the best in the country.

"For each of us, whether in the Executive or Legislative branch, history has presented a rare opportunity to lead and serve the people who have placed their hopes and aspirations on our ability to deliver the much-needed dividends of democracy. In doing so, we must understand and decide which side of the divide we want to be and how we wish to be remembered," he added.

Governor Abiodun assured the lawmakers that his administration is committed to working closely with them to advance key initiatives that would further drive the state’s development just as he pledged to prioritize investments in infrastructure, healthcare, and technology, to make the state remains competitive and prosperous.

"Together, we have a great task ahead. The expectation of our people is vast. We must strive to create an inclusive society where every citizen has the opportunity to thrive," the noted.

Speaking earlier, the Speaker, Rt. Hon. Oludaisi Elemide described the last one year as turbulent and filled with tension but maintained that the desire to give the people a purposeful representation saw them through the turbulence period.

He lauded the governor for embarking on the complete renovation and restoration of the assembly complex, adding that 24 new toilets have been added while water supply has been restored in offices of the legislators in the complex.

Rt. Hon. Elemide while assuring the governor of the Assembly's cooperation in making laws that would fast track the socio-economic development of the state, noted that members would be guided by the fact that they were in the Assembly to represent the interest of their constituents.

Ojude Oba poised to become a global event, declares Gov Abiodun

Ogun State Governor, Prince Dapo Abiodun has said that his administration was poised at making the Ojude Oba festival a global event.

The governor who stated this on Tuesday at the 2024 Ojude Oba Festival held at the Ojude Oba Pavilion in Ijebu-Ode, said the annual event has grown from a mere gathering of Ijebu people to felicitate the Awujale to an event that attract both national and global audience.

According to the governor, the festival, which has become a tourist attraction, symbolizes and reflects the collective unity of the people known for hard work, perseverance, and industry.

He said: "Ojude Oba festival is not only a cultural heritage for the indigenes of Ijebuland but has now become a significant event that attracts local and foreign tourists to Ogun State, showcasing our hospitality and enviable tradition of Ijebuland to the national and global audience.

"This festival serves as a symbol of our unity, tourism and a rallying point to all the Ijebu sons and daughters to celebrate the life and times of our tradition, culture, and revered monarch.

"It has become a catalyst for development of Ijebuland, and this undoubtedly underscores the importance of preserving our traditions for future generations.

Minister of Arts, Culture and Creative Economy, Hon. Hannatu Musa-Musawa, who was represented by Rev. Ben Ugo, Director of Cultural Industry and Heritage, said her ministry was working towards promoting and preserving cultural heritage of President Tinubu's administration with the creation of economic expansion to the tune of $100bn.

He acknowledged the cultural diversity of Nigerians, noting that the federal government is working towards making the country a cultural hub by the year 2030.

June 12: Abiodun Commutes Death Sentences for 45 Inmates, Pardons 41 Others

Ogun State Governor, Prince Dapo Abiodun has commuted the death sentence of 45 condemned prisoners to prison terms.

He also granted pardon to 41 other inmates serving in different Correctional Centres across the state.

Speaking at the 2024 Democracy Day, held at the June 12 Cultural Centre, Kuto, Abeokuta, Prince Abiodun said the decision was in exercising his perogative of mercy as the governor of the state.

He said: "Government has a duty to uphold democratic values by consistently applying principles of mercy, justice, and the rule of law. In this vein, the Nigerian Constitution empowers me to exercise a prerogative of mercy to anyone convicted of an offense in Ogun State.

"Having received the guidance of the Ogun State Advisory Council on the Prerogative of Mercy, I have signed the appropriate warrants ordering the release of 41 convicts currently imprisoned across different correctional facilities in Ogun State. I have also signed warrants converting the death sentences of 45 inmates to prison sentences.

"This gesture signals a break from past grievances and a move towards a more inclusive and compassionate society where merciful second chances are granted to deserving offenders.

"All convicts who have received this gesture have shown remorse for their crimes, acquired skills and certifications in prison, with several of them receiving university degrees from the National Open University of Nigeria. They have also demonstrated verified good conduct during their imprisonment."

He said the celebration holds immense significance as it marks the triumph of democracy, the power of the people, and the pursuit of justice and freedom, observing that the history of Nigeria’s democracy is one of struggle and perseverance.

"June 12, 1993, stands as a watershed moment in this journey. On that particular day, Nigerians transcended differences of tribe, gender, and even the unique joint Muslim-Muslim ticket to speak unanimously through the ballot.

"They elected the late Chief Moshood Kasimawo Olawale Abiola and Babagana Kingibe of the defunct Social Democratic Party (SDP) as President and Vice-President, respectively.
Although the election was globally acclaimed as the freest and fairest in Nigeria’s history, the military annulled its results, dashing the hopes raised by this democratic exercise.

"That election remains a pivotal moment in our country's democratic history. It has become the benchmark against which the successes of subsequent elections are measured. For all its import, it reminds us of the power of unity, resilience, and the collective determination to uphold the principles of democracy.

"It is a testament to the strength and resilience of the Nigerian people, who have shown unwavering commitment to democracy and the belief in a better future," the governor added.

He said the late Chief M.K.O. Abiola stands as one of the finest trailblazers from Ogun State just as his courage and unwavering commitment to democratic ideals remain an inspiration to the people adding that his campaign slogan, “Hope '93,” was a national reawakening rooted in faith and the limitless ability of Nigerians to face their challenges and solve the problems of nation-building.

While noting that the celebration signifies the commitment to continue the journey towards a better Nigeria, building on the sacrifices made by Chief MKO Abiola and countless others who fought for democracy and paid the ultimate price, Prince Abiodun said the courage and unwavering commitment to democratic ideals serve as a reminder of the power of the people and the importance of upholding the principles of justice, freedom, and equality laid by our forefathers.

In a lecture titled: "June 12: Defining Moment in the Democratic Development of Nigeria," the guest lecturer, Mr. Richard Akinnola, while giving a background to what led to the crisis, chided the nation's judiciary for being a tool in the hands of the military government to annul the June 12 elections.

He condemned those who have been calling for the return of the military as the result of the hardship in the country.

"In fact, June 12 stands as a defining moment and a watershed in our quest for democracy. That is why we should be very careful. Some people who did not experience what we went through are not subtly calling for the military. We must say no, never do we call for military again. Whatever the challenges we are having, let's fight, let us argue, let us disagree, let us abuse each other, but never should we be tempted to invite the military," he advised.

Akinnola who described the June 12 elections as the best in the history of the nation, noting that the aftermath of the annulment led to killings of pro-democracy activists just as it ushered in mutual mistrust among the citizens.

The guest lecturer said for democracy to thrive in the country, Nigerians must keep their leaders on their toes, saying though it is necessary to celebrate the day, people should not forget those who sacrificed their lives for the democracy being enjoyed in the country now.

In his goodwill message, a pro-democracy activist and former Commissioner for Information and Strategy in Ogun State, Dr. Niran Malaolu, eulogied Chief Abiola for paying the supreme prize for the nation to experience democracy, noting that several Nigerians also suffered in the course of returning the country to democratic rule.

In his welcome address, the Deputy Chief of Staff (DCOS) to the governor, Dr. Toyin Taiwo, said the celebration symbolizes the collective will of Nigerians to chose their leaders in a free and fair elections as witnessed on June 12 1993, just as it demonstrated the power of the people in bringing about change.

Ogun Applies To Acquire Basin Development Authority's Hydro Power Plant To Boost Power Supply

Ogun State Governor, Prince Dapo Abiodun has expressed interest in acquiring the Hydro Power Plant situated at the Ogun-Osun River Basin Authority to facilitate the availability of energy for investors in the state.

The Governor revealed this during a meeting with the new Managing Director and CEO of the Ogun Osun River Basin Development Authority, Engr. Adedeji Ashiru and his management team.

Abiodun emphasized the significance of revitalizing the long-abandoned Hydro Power Plant to attract sufficient energy for business interests in the state.

He highlighted the potential for the state to become a hub for industrial activities by ensuring affordable energy costs through this acquisition.

"We are aware there is a Hydro Power Plant that is installed in the river basin for several years. It was a Federal Government initiative.

"As a state government, we have expressed interest in the acquisition of that Hydro Power Plant.

"It is almost obsolete by now. Only God knows the level of vandalization, but we believe that if it is transfered to us as a state government, I think they've already spoken to the OEM, the original equipment manufacturer and we can jointly look at how to ensure that not only do we resuscitate it, but actually expand it.

"You are aware that we are the industrial capital of Nigeria and electricity is a key enabler in the industrial revolution and one of the vision we have as a state government is to ensure that Ogun State becomes one of the state if not the state where the cost of energy will be the cheapest.

"I believe that if we are able to acquire this Hydro Power Plant, it will go a long way to supporting the actualisation of our vision," he said.

Furthermore, Abiodun acknowledged the importance of effective management of the river basin in controlling flooding, particularly in areas like Ibafo, Isheri, and Kara.

He disclosed plans to engage consultants to address the recurring flooding challenges and enhance water resource management.

He said: "As a state government, we are looking at engaging consultants to recommend to us what we can do to ensure that this perennial recurrent problem is finally resolved.

"I am sure you also know that the management of that river basin is also very key to the control of flooding in Ogun State.

"The water table rises and falls. The areas between Kara, Mowe, Ibafo, Isheri North have in the recent times been flooded that many people cannot even access their homes.

"We've called the attention of the Ministers of Water Resources, Humanitarian and a few other ministers have come here to look into what are the immediate causes, what can be done to manage the situation in the immediate and the long term."

Recognizing the critical role of the river basin in water supply and agriculture for the South West states, Abiodun stressed the need for collaborative efforts to leverage the Basin Authority's resources for agricultural development and food security initiatives in the region.

"This River Basin is also very fundamental to agriculture and food security. This is an area that is extremely important to the President and his Renewed Hope agenda.

"As a state government, we are looking forward to working with you collaboratively to ensure that we tap into the advantage of having you and having the Basin Authority in this state to ensure that it becomes a resource that will catalyse the agricultural program we are currently implementing and our food security initiatives.

"Through that River Basin Authority, we can ensure that there is adequate water supply for our farmers that are either upstream or downstream from the dam," he added.

Abiodun also noted that the antecedents of the new managing director had prepared him for the task, thanking President Bola Ahmed Tinubu for finding his nomination acceptable.

Earlier in his remarks, Engr. Ashiru said that the basin under his watch would enhance water resources management, promote agriculture, and also support infrastructure development within the region.
