The Philippines' defense budget for FY2024 was increased as promised by Senate Pres. Juan Miguel Zubiri.

While it is good news, it remains to be seen if House Speaker Martin Romualdez's previous statement that the defense budget for FY2024 has been increased to Php282.7 billion, and Senate President Zubiri's efforts are on top of the house proposed budget.

This is important since the AFP Modernization Program's budget for FY2024 was previously cut from a proposed amount of Php115 billion to just Php50 billion.

There are still conflicting reports if that cut has been restored or not.

According to Sen. Zubiri, a total of Php6.17 billion was added to the AFP's budget, with specific mention to the Philippine Navy.

A bigger budget for the AFP Modernization Program is needed as the program to implement the Horizon 3 phase of the program has stalled as there are still budget constraints to complete the Horizons 1 and 2 phases from the previous years.

Majority of the AFP Modernization Program's funding for FY2023 were used to pay for Multi-Year Obligation Authority (MYOA) payments, also known as yearly repayments for big-ticket projects that are being purchased by installment.

There were not enough funds to start any Horizon 3 project in 2023 because of this, despite the year being the first year that Horizon 3 phase should be implemented.

While Php6.17 billion is a welcome addition to next year's defense budget, it would be best for the the legislative houses to confirm if the AFP Modernization Budget for FY2024 has been restored.

If both Rep. Romualdez and Sen. Zubiri are to be followed, the defense budget for FY2024 should be around Php290 billion ($US$5.17 billion) by now, and will be the first time in history that the country's defense budget has pushed through the US$5 billion mark.
