Secretary Pompeo’s visit to Guyana

United States (U.S) Secretary of State, Mike Pompeo, will be on a four-day visit to Suriname, Guyana, Brazil, Columbia, and Texas before returning to his office in Washington D.C. After Guyanese were left in suspense about the nature of the visit when it was first announced by Mr. Pompeo last week at a press conference, on 15th September the U.S Department of State in a release said the visit to Suriname is to “celebrate the triumph of democracy” and in Georgetown the plan is to “congratulate newly elected president …, meet with CARICOM Secretary-General …[examine] private sector investment to increase prosperity for the people of Guyana, particularly in the wake of the COVID-19 pandemic.” Guyana is due a two-day visit, i.e. 17-18th September
Instructively the Secretary will wrap up his visit in Plano, Texas where ExxonMobil has an office. On the eve of this arrival Guyanese were advised by their Government that Mr. Pompeo’s visit is not intended to pressure Guyana on approving ExxonMobil’s Payara Field Development Plan that is currently under review. There is a tendency to underestimate the intelligence of Guyanese.
The visit to this new oil and gas rich nation where U.S-based ExxonMobil is a major player, albeit competing with other oil giants to exploit our resources, is not without purpose. Watchers of global politics, particularly the U.S under the Trump administration, know the definition for democracy is skewed. The 2016 U.S presidential election had foreign interference according to the U.S intelligence agencies, who have warned of similar efforts to ensure Trump’s re-election in November.
Mr. Pompeo has an interest in our oil and gas and neighbour, Venezuela. It is known the Trump administration does not recognise the Nicolás Maduro government, preferring instead Opposition Leader Juan Guaidó who they hosted at the White House and considers the legitimate president. And though the U.S has been unable to unseat Maduro the interest to have Guaidó installed has not waned.
There is a general view by some that Secretary Pompeo’s role in the 2020 Elections was never about democracy and the integrity of the election. Rather, it was to have the election concluded and a government in office that can fulfill the U.S’ interest. In the 2019 election President Morales of Bolivia was forced out of office on accusation by the Observer Mission from the Organisation of American States (OAS) that the election was fraudulent. An analysis by the reputable Massachusetts Institute of Technology (MIT) Election Data and Science Lab, determined that was not the case and Morales likely won.
There is a re-aligning of global politics where nationals, in order to hold political office, will be in cahoots with foreign interests at the expense of Guyana’s national interest. It may have escaped attention, but last Saturday the InterAmerican Development Bank (IDB) voted for a President that broke the long-held gentleman’s agreement that this position would be held by someone from Latin America.
According to an Ariela Navarro/ AFP story (Sept 12, 2020) the 45-year Mauricio Claver-Carone, is a “known Trump adviser,” and also “known for his strong opposition to Havana and Venezuela.” This is signaling should any country go to the Bank for assistance and do not acquiesce to U.S’ position funding may likely be denied. 31 percent of the member-states abstained from voting as a mark of protest.
As Guyanese we have reasons to be concerned. One, the U.S does not use Guyana to settle its political score with Venezuela. Two, it is to Guyana’s interest to advance a foreign policy of non-interference in the internal affairs of another country. And three, Guyana ensures exploitation of our resources satisfies local laws, and international best practices in securing the environment and a fair return for locals.
When the U.S last April approached Guyana for permission to use one of our medium wave towers to “reach populations in Venezuela,” then President David Granger declined the request. The reason was, “Given the length of an unpoliced western border, the influx of refugees, the unsettled territorial question and the public health risks, it would not be in our national interest to do anything to contribute to destabilising relations at this time.”
Mr. Granger’s assessment may still be our best option to remain neutral and spare Guyana from being caught in the crossfire of Venezuela, U.S and Russia politics. Any crossfire would place us in a position akin to Syria. We are at a dangerous confluence of geopolitical muscle flexing and oil and gas wealth. The PPP has no interest in credible elections

From the very inception, the People’s National Congress Reform (PNCR) through A Partnership for National Unity (APNU) supported GECOM’s intent to conduct House-to-House Registration in 2019. In fact, the entire National Assembly, including the PPP, supported that intent by appropriating the required funds.

With the passage of the No Confidence Motion (NCM), the PPP/C reneged and called for immediate elections using the list derived from the National Register of Registrants (NRR) database consisting of data dating back to 2008. The PNCR recognising that the PPP’s intent to use a flawed list, immediately objected, and called for house-to-house registration to cleanse the old and padded list.

After the old list was retired, GECOM began the process of house-to-house registration. Thousands of Guyanese were registered in this exercise; several of them were young people who turned 18 years of age since the last elections.

However, with the passage of time, due to the various court actions, the conduct of house-to-house registration, which was embarked upon no longer remained a delaying factor in the delivery of elections, more so after it was prematurely terminated, even though the Court ruled that it was a legal and legitimate exercise.

In the face of these new circumstances, the PPP/C still insists that the data gathered during the house-to-house exercise should not be used. If that position prevails, it means that over sixty thousand (60,000) new registrants, who were only recorded during the house-to-house exercise, would not be committed to the database. Consequently, over 30,000 voters, those 18 years and over, will not find themselves on the voters list, and those persons who changed their particulars during the house-to-house period would be listed with the old particulars.

Why should the PPP/C want to disenfranchise new would be voters? Moreover, the tens of thousands (10’s of 1,000’s) who have changed their particulars? Why is dishonest Irfaan Ali and the PPP seeking to deny the young people of Guyana the right to vote?

The PPP/C attitude to the electoral roll is further manifest in their approach to the distribution of ID cards. GECOM has failed in its repeated efforts to locate several thousands of persons for the purpose of delivering ID cards. At this time, over 17,000 ID cards remain uncollected. While those persons existence remain in question, the only concern of the PPP/ is that those names (representing the dead, the living or the non-existent) should remain on the list. We must all ask ourselves why.

The PNCR asserts that the PPP/C’s only interest in preserving the bloated, uncleansed and dated list is so that their managed ghosts could be more effectively hidden and thus more difficult to ferret out. The list in this vulnerable state is prime for voter manipulation, as was reported without redress in 2006; for which a presiding officer was fired on the spot in 2011; and caused a registration officer to part company with GECOM in 2018.

The PNCR maintains its call for a clean and inclusive list. The ruling of the Chief Justice that the house-to-house registration was legal was accepted by all. The use of the data will not impact negatively on the election date. It should, therefore, be used in the interest of free and fair elections, elections in which every eligible and qualified citizen is able to exercise the franchise.

All registrants have a reasonable expectation that their applications would be processed in time for their names to be included in the Official List of Electors for the elections scheduled for 2nd March 2020.

The PNCR, therefore, relies on the decisions already made by GECOM, which have been reported in the press, and the public assurances provided through its Chairperson, Justice (Retired) Claudette Singh. That all the data collected during the house-to-house registration exercise will, after having been subjected to the Commission’s well-established standard procedures, be utilised to update the existing National Register of Registrants database and consequentially the List of Electors to be used for the upcoming elections.

In and out of office, the PPP cannot be trusted

The People’s National Congress Reform (PNCR) once again calls attention to the lies and hypocritical rhetoric being peddled by the dishonest PPP on a daily basis. Recently, the General Secretary of the People’s Progressive Party (PPP), Bharrat Jagdeo, told reporters that should his party win at the March 2, 2020 elections, the PPP would make non-disclosure of contracts a criminal offense.

The PPP in the person of its General Secretary and Irfaan Ali, that party’s Presidential Candidate, has taken dishonesty and hypocrisy to new heights. For the PPP’s General Secretary (a man who while as president, never made public the contracts he signed), to tell the media that it should be a crime to keep contracts secret is disingenuous, hypocritical and ridiculous.

In and out of office, the PPP cannot be trusted. The PNCR takes this opportunity to remind the dishonest Irfaan Alli and the General Secretary of his party that it was the PPP while in government that made it a standard operating procedure to not disclose contracts. There was no transparency when the PPP was in office and that was one of the reasons why the people of Guyana voted them out of office in May 2015, just four short years ago.

The PPP while in government in 1999 signed a contract with Exxon Mobil. The PPP never disclosed the contents of that contract with the people of Guyana. The same PPP that is now promising to make non-disclosure of contracts a criminal offense never disclosed any of the major contracts they signed while they were in office. It was not until the APNU+AFC came to office that President David Granger released the contents of the Exxon Mobil contract.

This type of behaviour is highly hypocritical but not out of character coming from the PPP, considering that there are still unanswered questions relating to President Donald Romatar’s alleged ‘big oil block’ giveaway to persons rumoured to be linked to the PPP.

The PNCR is aware that the State Asset Recovery Agency (SARA) is currently investigating how oil blocks off-shore Guyana were given to companies with no oil and gas experience. The Canje Block was awarded to Mid-Atlantic and JHI Associates while the Kaieteur Block was awarded to Ratio Energy by President Donald Ramotar just days before the May 2015 General and Regional Elections. Our intelligence suggests that these blocks are held by PPP associates through offshore shell companies. It is interesting to note, that none of these companies existed prior to their acquisition of the oil blocks.

Lest we forget, the PPP has said that if they get back into office, they will scrap the Sovereign Wealth Fund. This announcement alone should disqualify the PPP from holding office and handling Guyana’s petroleum revenues.

The Sovereign Wealth Fund (SWF) is defined as pools of money derived from a country’s reserves, which are set aside for investment purposes that will benefit the country’s economy and all the citizens of Guyana. The funding for a Sovereign Wealth Fund comes from Central Bank reserves that accumulate because of budget and trade surpluses, and even from revenue generated from the exports of natural resources.

The people of Guyana must ask, why is Irfaan Ali and his cronies in the PPP threatening to get rid of a fund that has been set up to benefit all the people of this country.

The PPP has already demonstrated what they will do with our oil wealth if they get into power. The PNCR is warning all Guyanese that Irfaan Alli and his cronies are only looking for another opportunity to fill their own pockets with our new found oil wealth.

Under President David Granger’s guidance, the APNU+AFC coalition has been governing in the interest of all Guyanese. Since coming to office in 2015, we have put various measures in placed to ensure transparency, in our petroleum sector, including establishing a Sovereign Wealth Fund to make sure that all Guyanese benefit from our natural resources.

Reacting to a decision by Justice Claudette Singh, Chairman of the Guyana Elections Commission (GECOM), the PPP through its General Secretary has objected to the removal of thousands of persons from the Official List of Electors, who have not collected their identification cards (as mandated by law), as far back as 2008. Once again, the PPP are up to their old tricks and trying desperately to force an election on a bloated voters list. The PNCR iterates that we will not stand for this.

The PNCR iterates that Guyanese need a voter list they can trust so that elections give us a government we can trust. GECOM has advised that the 25,000+ names of those removed from the list will be published in all major newspapers and given 21 days to collect their ID cards. This is to prevent ‘phantom voting’, making sure that persons who have passed away, live abroad, or have managed to register multiple times are not able to vote.

Irfaan Ali and his PPP have been using tactics of disinformation and dishonesty to undermine our democracy, creating an environment of mistrust that is dangerous for our communities. The PPP have had their time, their 23-year track record proves that they are dishonest, unscrupulous and too incompetent to govern our country again.

Under the guidance of our Party Leader and President, Brigadier David Granger, the coalition government has been providing for all Guyanese. We have been creating tens of thousands of jobs in new industries, building and maintaining infrastructure, improving the standards in our schools and hospitals, and cleaning up our streets.

Although progress has been made, we know that real change takes time. We have made a start but there is more work to be done.

Come March 2, 2020, the choice is clear. Give President David Granger more time to continue the good works he has started or return to the corrupt and dishonest government of the past under Irfaan Ali and the PPP.

On Wednesday 4th December 2002, a Guyana Defence Force patrol in the area of Good Hope, East Coast Demerara, intercepted and searched a vehicle which contained an arsenal of weapons. The three-man party consisted of Shaheed Roger Khan, Haroon Yahya and Sean Belfield, a then serving member of the Guyana Police Force. The cache included M-16 assault rifles with night vision devices, U*i sub-machine gun with silencer, G***k 9mm pistols, 12-gauge shotgun, other small calibre weapons, bullet-proof vests, helmets, a computer ( capable of intercepting cellular phone calls) and other electronic gadgetry with digitized electronic maps of Georgetown and certain targeted East Coast villages.
Escaped Convict and drug Kingpin, Shaheed Roger Khan ( will now be referred to as Khan), was based in Georgetown and was the head of The “Phantom Squad” a murder-for-hire-killing-squad aligned with the PPP.
From at least 2001 until his arrest in 2006 Khan was responsible for the deaths of over hundreds of Guyanese men, including Political Activist Ronald Waddell and the Former Minister of Agriculture Satyadeow Sawh, his guard and a few relatives. The United States Government compared Khan to Pablo Escobar and stated that he was one of the most notorious drug dealers, gun runners, money launderers, and narcotic traffickers in the history of Guyana

Mr. Ronald Gajraj, former member of the Guyana Defence Force was court martialed, and dishonorably discharged for misappropriation of funds however, he was subsequently promoted to the then Minister of Home Affairs by the PPP Administration. Gajraj recruited the services of the Drug King pin Khan and other drug lords, along with renegade members of the Tactical Services Squad (TSS) to carry out the genocidal assault on hundreds of Guyanese Citizens mainly of African descent from Buxton, Agricola and elsewhere.


The US State Department International Narcotics Control Strategy Report for 2005 which was released in March 2006 named Khan and stated “Drug traffickers appear to be gaining a significant foothold in Guyana’s timber industry. In 2005, The Guyana Forestry Commission granted a State Forest Exploratory Permit for a large tract of land in Guyana’s interior to Aurelius Inc., a company controlled by known drug trafficker Shaheed ‘Roger’ Khan. Such concessions in the remote interior may allow drug traffickers to establish autonomous outposts beyond the reach of Guyanese law enforcement.”
Suriname’s former Chief of Police Chandrikapersad Santokhi deemed Khan a threat to the national security of Guyana and Suriname and other countries and linked him to plots to assassinate government and judicial officials in Suriname. According to Santokhi, international agencies, including those in the USA, had been looking for Khan. While on the other hand, Head of the Presidential Secretariat and Chairman of the Central Intelligence Committee Dr. Roger Luncheon stated that the Guyana Government could find “no compelling evidence” for Khan to be investigated.

The Minister of Agriculture Satyadeow Sawh ( a Canadian Citizen), who allegedly denied Shaheed Roger Khan the right to transport Lumber from Guyana was assassinated in his own home April 22nd, 2006, along with his sister (Phulmattie Persaud), brother (Rajpat Rai Sawh), and security guard (Curtis Robertson).The Royal Canadian Mounted Police was ready and willing to assist Guyana with its investigations, in the murders and even though they sent official correspondences to the Jagdeo Led government, the government did not accept their assistance.

Journalist and APNU Political Activist Ronald Waddell who was outspoken against the Jagdeo Led Government was also assassinated January 2006. An informant for the US government confessed that Khan ordered the said ex*****on. Leaked telephone records revealed that Khan frequently communicated with the late Minister of Home Affairs Mr. Ronald Gajraj particularly before and after most killings.

As stated in the first paragraph, Khan was allowed to acquire intercept equipment which enabled him to listen to the conversations and determine the locations of his intended victims. Peter Myers, Co-director of the UK firm Smith Myers, testified in court ( during Khan’s trial in the US ) that the cellular intercept equipment used by Khan had been sold to the Guyana Government. It was further stated that Minister of Health Dr. Leslie Ramsammy had purchased the equipment on behalf of the Guyana Government and that Carl Chapman, a representative of Smith Myers Communications, had travelled to Guyana to train Khan in its use.

In 2006, police issued an arrest warrant for Khan after coming under international pressure. Khan then placed a whole page advertisement in the newspapers 12th May 2006 boasting that “During the crime spree in 2002, I worked closely with the crime-fighting sections of the Guyana Police Force and provided them with assistance and information at my own expense”.

Khan who then fled to Surinam, was arrested in Paramaribo and subsequently handed over to the US authorities while in transit in Trinidad, to face charges for guns and ammunition crimes which he committed since 1992.
Subsequently, President Bharrat Jagdeo appointed a commission to investigate Former Minister of Home Affairs Ronald Gajraj, who was suspended from duties following local and international pressure about his involvement with Khan and the Phantom Killing Squad. The commission reported it could find no direct link of Gajraj's involvement in extrajudicial killings, and he subsequently resumed his post. The U.S. State Department protested this action by the Jagdeo Government stating “We believe significant questions remain unanswered regarding his involvement in serious criminal activities.” Gajraj was then removed from his Ministerial Post and was appointed Ambassador to India. At this time, Ronald Gajraj and Floyd McDonald who was the Commissioner of Police, both had their United States visas suspended.
Special Agent Cassandra Jackson of the United States Drug Enforcement Administration said in her affidavit to support the charges against Khan, “Khan was ultimately able to control the co***ne industry in Guyana, in large part, because he was backed by a paramilitary squad that would murder, threaten, and intimidate others at Khan’s directive. Khan’s enforcers committed violent acts and murders on Khan’s orders that were directly in furtherance of Khan’s drug trafficking conspiracy.”


Information from leaked US Embassy cables revealed that Roland Bullen, Former United States Ambassador to Guyana for the period August 14, 2003 to August 26, 2006, advised His government that Khan enjoyed the protection of the PPP government through Former Minister of Home Affairs Ronald Gajraj and former Head of the Presidential Secretariat Dr. Roger Luncheon. Ambassador Bullen met with Minister of Home Affairs Gajraj’s Successor and Chief Whip of the PPP Government Comrade Gail Texeira and concluded that the PPP government was comfortable with Khan because “he was on their side(SIC)”.

In a July 13, 2009, cable, the then Charge d’Affairs at the U.S. Embassy in Georgetown, Karen Williams, advised the U.S. State Department that the then Minister of health Leslie Ramsammy had strong links to Khan and as a consequence, the embassy was reviewing its relationship with the Ministry of Health.

Political Activist Courtney Crum-Ewing who was constantly seen peacefully protesting in front of the Attorney General’s Chambers was assassinated a few nights before the 2015 general and regional elections. Witnesses have identified the perpetrator as a known security guard with affiliation to a former high-ranking PPP government official. It is estimated that there were 1,701 murders during the tenure of Bharrat Jagdeo. Between the period of 2002 and 2006, 784 Guyanese were murdered, an average of 157 murders per year. I challenge anyone to double check these facts.

How can we forget this period of absolute State- Sponsored Lawlessness, terrorism and Extra Judicial Killings that took place under the PPP? I have concluded that the PPP is a Mafia parading a Political party.
