Russia has reserved the right to use nuclear weapons unilaterally in the face of "aggression" even if its opponents only employ conventional arms.

At the start of the month, Medvedev said any attempt to retake Crimea would result in the "flaming" of all of Ukraine with all the forces at Russia's disposal, including nuclear weapons "in accordance with our doctrinal documents, including the Fundamentals of Nuclear Deterrence."

"All Ukraine that remains under the rule of Kyiv will burn," Medvedev said.

According to clause 19 of the fundamentals, Russia may use nuclear weapons "in the event of aggression against Russia with the use of conventional weapons, when the very existence of the state is threatened."

Earlier Monday, a Russian surveillance plane was damaged in a drone attack in neighboring Belarus mounted by a dissident group opposing the pro-Russian government of Alexander Lukashenko.

Aliksandr Azarov, leader of the anti-government group BYPOL, claimed responsibility on social media for the attack.

The Beriev A-50 early warning aircraft was hit by multiple blasts near the Machulishchy airbase near the capital Minsk.

"These were drones. The participants of the operation are Belarusian," Azarov said.

The attack comes as Lukashenko prepares to travel to Beijing on Tuesday at the invitation of President Xi Jinping for a three-day state visit.

Starlink’s Earth-orbiting satellites are currently in the process of being deployed to cover the entire planet.

The company says the network is intended to provide global internet connectivity, especially in hard-to-reach areas.

Yet the Chinese paper claimed that its true purpose is to provide military reconnaissance, “seamless intelligence” and even a “missile early warning and kinetic energy interception network”.

The report said: “Although the US Space Exploration Corporation stated that the purpose of building the Starlink constellation is to provide space-based Internet services covering the world, the Starlink constellation has received strong support from the US military during the construction and deployment process.”

The paper also hints that a Chinese-made rival to Starlink, known as “GW”, could be used in a land grab to keep Starlink out. GW will see 12,992 satellites launched into orbit as a direct commercial and military rival to Starlink’s estimated 3,500 spacecraft, the paper says.

According to the authors, past “attempts to elicit solid protection against mucosal respiratory viruses and to control the deadly outbreaks and pandemics they cause” have been “unsuccessful.”

Regarding influenza vaccines, they wrote, it has been known for decades that “the rates of effectiveness of our best approved influenza vaccines would be inadequate for licensure for most other vaccine-preventable diseases.”

More specifically, they noted, the effectiveness of influenza vaccines “against clinically apparent infection” tends to range from 14% to 60% and be short-lived. They also highlighted that influenza vaccine formulations “are frequently not precisely matched to circulating virus strains.”

SARS-CoV-2 vaccines, they went on to state, exhibit “deficiencies” that are “reminiscent of influenza vaccines.”

“The vaccines for these two very different viruses,” the authors explained, “have common characteristics: they elicit incomplete and short-lived protection against evolving virus variants that escape population immunity.”

The reasons for this, they elaborated, are that the kinds of respiratory viruses against which vaccines tend to be most effective are those that have long incubation periods, spread systemically throughout a person’s body after replicating mucosally, and ultimately result in long-term, if not lifelong, immunity once cleared due to interactions with multiple components of a person’s immune system.

A life-changing condition called POTS, which can cause fainting, irregular heartbeats and dizziness, particularly among young women, appears to be on the rise as a result of the coronavirus pandemic.

But the condition isn’t well understood, and many patients are dismissed as having anxiety, delaying diagnosis. Once diagnosed, many patients face waiting lists as long as two years to get treatment from specialists.

POTS stands for postural orthostatic tachycardia syndrome, a disorder of the autonomic nervous system, which regulates involuntary functions like heart rate, blood pressure and digestion.

“When the autonomic nervous system is not functioning properly, any or all of those things can go a little haywire,” said David R. Fries, a cardiologist and POTS specialist at Rochester Regional Health.

POTS patients typically experience a marked rise in heart rate when standing and a complex combination of symptoms, including dizziness, brain fog, fainting, headache and fatigue, among many others.

Patients with postural orthostatic tachycardia syndrome, a disorder of the autonomic nervous system, can experience a rapid heart beat, fainting and dizziness.

A team from North Carolina State University said the findings pave the way for a new generation of ultra-efficient solar panels that are also lighter and more flexible than current technologies.

Perovskite has been hailed for its promise to transform everything from high-speed communications to renewable energy technologies. Its unusual properties could vastly improve the efficiency of solar energy harvesting compared to traditional silicon-based cells, however until now researchers have been unable to realise this outside of a lab.

“The opens the door to a host of new technologies, such as flexible, lightweight solar cells, or layered solar cells – known as tandems – that can be far more efficient than the solar harvesting technology used today in so-called solar farms,” said Aram Amassian, a professor of materials science and engineering at North Carolina State University, who was involved in the discovery.

Migrants passing into the U.S. by illegal means via Swanton, Vermont have escalated massively in recent months.

Between October and January, apprehensions and encounters at the Canadian border have jumped nearly 850% compared to the same four months a year ago, according to U.S. Customs and Border Protection's Swanton sector.

During the month of January there were 367 encounters, more than the past 12 years of January totals combined, said Ryan Brissette in a press release for the Swanton border patrol.

The number of border patrol encounters in Swanton started to climb in July 2022. During the seven-month window through January 2023, there have been 2,070 instances of illegal crossings. In that same period, there were 258 the year prior and 225 the year before that.
