Justice Secretary Crispin Remulla upon the recommendation of Director General Gregorio Pio P.Catapang Jr. of the Bureau of Corrections has approved the release of 97 persons deprived of liberty who have served at least 40 years with time allowances.
Of the total PDLs, 47 were from the New Bilibid Prison, 23 from wahig Prison and Penal Farm, 12 from Sablayan Prison and Penal Farm, 6 from Davao Prison and Penal Farm, 5 from San Ramon Prison and Penal Farm, and 4 from Correctional Institution for Women.
In his order Remulla said the prison records of said PDLs reveal that they were sentenced to at least one count of Reclusion Perpetua or Life Imprisonment, but whose time served with time allowances have already exceeded their maximum sentence, computed based on the old provisions of the Revised Penal Code (RPC) on time allowances.
As part of the effort to decongest prison facilities and to hasten the release of those qualified PDLs, the DOJ and the Bucor have adopted Department Order 652 that revises the rules and procedure in the release of PDLs with expired sentences as follows:
* The release of all PDLs incarcerated in national penitentiaries with expired sentences shall be approved by the Director General of the Bureau of Corrections (BuCor) or his duly authorized representative, in accordance with the mandate of the Bureau to exercise authority/jurisdiction over matters pertaining to the operations of the prisons;
* The release of PDLs sentenced to life imprisonment or reclusion perpetua or those classified as high-risk/high-profile shall be implemented only upon prior approval of the Secretary of Justice.
* In order to ensure that the release of PDLs who have completed the service of their sentence/s shall not be delayed, pending the approval of the Secretary of Justice, it shall be the duty of the Director General of the BuCor to submit the necessary documents for the evaluation and approval of the Secretary of Justice not later than three mon
KIDS PLAYGROUND
With the theme “Bilangguan man ay Paraiso sa Patakarang Maka-Diyos at Makatao,” Bureau of Corrections Director General Gregorio Pio P. Catapang Jr. today led other BuCor officials in the ribbon-cutting ceremony to celebrate the opening of the visitor’s park inside the Maximum Security Camp of the New Bilibid Prison in Muntinlupa City.
The 5,000 square meter park is an open space with children’s playground and nipa huts to accommodate children and relatives of persons deprived of liberty when they visited their incarcerated loved ones.
The park which is almost four months in the making also feature comfort rooms for male and female , NBP Supt. Roger Boncales said.
Boncales told Catapang that most of the materials they used in building this playground are from recycled materials found inside the Maxsecom while others are donations from anonymous donors.
Catapang for his part said that this is a very good project that will benefit directly the PDL’s family since most of their visitors here are children who were tagged along by their adult relatives.
“At least they can play around here just like normal kids in the park,” Catapang added.
Catapang added that this is also our way of showing our concern to our PDLs and their family which we call “the BuCor’s way under the Bagong Bucor sa Bagong Pilipinas.”

The Bureau of Corrections on THursday announced the released of 706 persons deprived of liberty for the month of February during a simple culminating activity held at the Social Hall of the New Bilibid Prison in Muntinlupa City.
The released PDLs who came from various operating prison and penal farms have been acquitted, served their maximum sentence, granted bail, granted probation and parole, and thru writ of habeas corpus.
BuCor Director General Gregorio Pio P. Catapang Jr. during the ceremony said the 706 released PDLs for this month is much higher compared to the 469 released during the same period last year.
This brings to 12,053 the total number of released PDLs since the administration of President Ferdinand Marcos Jr.
The BuCor continue to adhere to the planned strategy of Justice Secretary Crispin Remulla in addressing overpopulation in the penal system by reducing admissions, increase releases and expand our jail facilities, Catapang said.
Also present during the culminating activity Justice Assistant Secretary Francis John L. Tejano representing Justice Secretary Crispin Remulla, Atty. Revelry Ramos-Dacpano representing Atty. Persida Rueda-Acosta, Chief, Public Attorney’s Office and Boards of Parole and Pardon Deputy Executive Director, Atty. Gary Camitan Aure who represented Atty. Sergio R. Calizo, Jr., Chairperson of BPP and Atty Olivia Borero Samson representing Department of Labor and Employment National Capital Region Director Atty. Sarah Buena Mirasol.
Meanwhile, a total of 93 BuCor personnel graduated today after completing the Corrections Officer Custodial Basic Course to augment the bureau’s workforce.
Catapang said the graduates, composed of 84 Corrections Officer 1 and 9 Corrections Technical Officer 1 will be deployed in different colonies under the administration of BuCor.

The Bureau of Corrections and the Philippine Economic Zone Authority sign a memorandum of agreement that will pave the way for the establishment of economic zones in a portion of lands under BuCor.
The MOA signed in by BuCor Director General Gregorio Pio P. Catapang Jr. and PEZA Director General, Tereso O. Panga at the PEZA office in Pasay City.
Catapang said that under Republic Act No. 10575, otherwise known as “Bureau of Corrections Act 2013” which provides for the modernization, professionalism and restructuring of the Bureau, the BuCor may opt to plan, develop, operate, and segregate portion of its land for the use of Special Economic Zones.
He added that RA 10575 also provides that BuCor’s lands shall be used for inmates’ security, reformation programs, and as a means to promote sustainability, both for income and non-income generating programs, with or without partnerships among non-government, civic organizations or other government entities.
Considering that BuCor can be vital partner in attracting Foreign Direct Investments (FDI) and in creating economic opportunities within the PEZA legal framework, both agencies have agreed to work together by forging their alliance through MOA.
Both agencies will cooperate and identify portions of BuCor properties that can be developed as economic zones with special focus on Palawan as an agricultural and economic zone that can contribute to food security.

Bureau of Corrections Director General Gregorio Pio P. Catapang Jr. announced tody the released of 632 persons deprived of liberty for the month of January during a simple culminating activity held at the Social Hall of the New Bilibid Prison in Muntinlupa City.
Of the said number, 86 were acquitted, 26 expiration of maximum sentence, 477 expiration of maximum sentence with Good Conduct Time Allowance, 19 granted probation and 24 parole.
This brings to 11,347 the number of PDLs since Justice Secretary Crispin Remulla assumed office as DOJ Secretary.
Catapang said “we hope to release more qualified PDLs once the Supreme Court resolved the issue on GCTA with regards to heinous crime offenders.”

He added that we will hold a novena for spiritual guidance that the decision of the SC will go in our favor.

Meanwhile, 500 persons deprived of liberties have been transferred from the New Bilibid Prison to Davao Prison and Penal Farm (DPPF) over the weekend as part of the BuCor’s program to decongest the NBP.
This brings to 2,902 the total number of PDLs transferred to various operating prison and penal farm of Bucor outside of Metro Manila since June last year.
