Leaving absorbers in their plastic wrapping usually is ok, but in some cases there can be big problems ...

Wrapping is not like wrapping (pic. attached). A hard and solid block or roll is of course not efficient in low frequencies. The impact on the frequency response and decay time will minimal!

The block shaped packs usually can be leaved wrapped. The tightly packed rolls need to be opened!

But in any case you shouldn't expect too much frequency response magic from bass traps that are placed in the corners. They cover only 5% of the room surface. Room modes and other frequency distortion effects and with it boost and dips in frequency exist because of the room boundaries. If you cover only 5%, you solve only 5%!

Unpack the tightly packed rolls and let it be really big like 3ft in diameter. The measurement result without the material and with the material in the room will be totally different!

After having the stuff unpacked decay times it will tremdously change down to 50Hz or even below.

Window shutters. How can they contribute to the room sound?

Everything else than parallel bare solid walls is better than parallel bare solid walls.

The benefit into the direction of a better sound is small, but it will do something measurable. Reverberation time will decrease very slightly and early reflections will be slightly reduced.

Whether the benefit is enough or not, need to be evaluated together with room use, acoustic requirement and the budget.

Always it depends on the planning of the user of the room. Acousticians can put the pieces of the puzzle together, but they can't rate the individual piece alone.

"It does not work" without context is no useful information.
What was the aim with the product? What are the acoustic problems he tried to solve with it?

A 3mm felt panel 5cm spaced from the wall will definitely work. But we need to define whether this "work" is enough for our objective.
From years of material studies I guess, the absorption rates are like this (pic no. 2 attached). Therefore "it doesn't work" is wrong. He just expected the wrong result.
