After-birthday thoughts:

Honestly, I shouldn't be able to write this.

After everything I've gone through in the past 4 years, I should be dead. Two heart attacks, a triple-bypass surgery, a horrible car wreck the loss of my sister, and atrial fibrillation so severe that I had only two hours left before my heart gave out.

But because of my network of friends, you kept my spirits up and encouraged me on. Damn it, I'm alive!

All of your birthday wishes yesterday was just proof of that.

I'm humbled. Thank you.

It's time to go in-depth with what's happening with the Pittsylvania County Board of Supervisors. It's time to do a SouthsideCentral BreakDown.

Everything is going as expected since our last look at the power struggle. The current board is deadlocked 3-3, with Ron Scearce's side taking shots at the currently ruling Vic Ingram side. And there's a good reason for this happening. Scearce's side is going to win this endgame.

Vic Ingram's days of bring the chairman of the board are numbered. And here's why...

The people who have submitted their names for Jessie Barksdale's vacant seat are Charles Miller and six other people. Miller is clearly the most qualified applicant, having served before. Miller will also rejoin Team Scearce and that team will take over the leadership once they've taken the majority, leaving Ingram on the outside looking in.
There's no way that this board is going to do anything but remain divided in a 3-3 tie until the 45-day clock runs out and it goes to Circuit Court Judge Stacey Moreau. She'll either recuse herself (being a county resident) or there will be a motion to recuse her. Either way, it's going to go to the chief judge in the circuit, and that's Tim Allen of Franklin County. He has no conflict and he'll objectively pick the most qualified applicant. That's Charles Miller. Miller becomes the Banister district representative and Team Scearce now has a 4-3 majority and the Ingram era comes to an abrupt end.

There's only one way around this, and it's Bob Warren. I've always felt Bob Warren has the county's best interest in mind. Ron Scearce returning to any semblance of power is not in the county's best interest. Warren could flip over to Ingram's side. And Ingram could give him incentives to do so. Incentives like chairmanship or vice-chairmanships. Let's watch this angle carefully in the next few weeks.

Here's the letter from the city manager to council about the Long Mill Dam. This was the impetus for the discussion in Tuesday's night work session.

SUMMARY
Later this year, the City plans to begin construction of the River Front Park. The Park will be near the Long Mill Dam and have features that bring people close to the river. For the safety of the public, staff is recommending that the Long Mill Dam be removed. The dam no longer serves any useful purpose. There is concern that, with more people in the area visiting the future park, the renovated White Mill Bridge, River Walk Trail extension, and the redeveloped White Mill, there will be more potential for people to be harmed by the existence of the dam. The dam also puts first responders at greater risk, should they be called upon to rescue people in distress.

In addition to the public safety benefit, there are permitting and environmental benefits associated with removal of the dam. In order to build some planned features of the future park, there are state and federal permits that are necessary. Including removal of the dam in these permit applications, will make it more likely for the planned features like the overlook to be permitted, because the dam's removal will reduce the flood plain on adjacent properties. Also, according to the Nature Conservancy, "removing obsolete or derelict dams gives rivers more access to natural features—like floodplains, wetlands, side channels and marshes—which can help: improve water quality; support healthier, native plant communities; enhance fish and wildlife habitat; create or enhance recreational opportunities; recharge important aquifers; and, in cases, reduce flood risks for communities." The Department of Game and Inland Fisheries supports removal of the dam.

BACKGROUND
In 2012, the Long Mill Dam was deeded to the City of Danville. The dam was constructed around 1894 by Dan River Power & Manufacturing Company. The dam is approximately 5' tall, 1,150 feet in length and is considered a low head dam.

The dam is characterized as a low-head dam. According to the American Society of Civil Engineers (ASCE), "A low head dam is a manufactured structure, built in a river or stream channel, extending fully across the banks. A low head dam is designed and built such that water flows continuously over the crest from bank to bank. If water levels rise downstream, a submerged hydraulic jump can form which produces an upstream directed current that traps any recreationist who might go over the dam." These dams are sometimes referred to as "drowning machines" because of the hazard they pose to recreational users of rivers.

In April 2010, at what was the Brantley Dam, a five-year-old boy died after falling out of the boat he was in and was caught up in the circulating current that was caused by the dam. The City removed that dam in 2011. In August 2020, one adult was injured, and another adult died after their canoe went over the Long Mill Dam and overturned. Last year, five people died in Eden after the tubes they were in went over a low-head dam on the Dan River near Eden, North Carolina. Earlier this month, 12 people were involved in an accident on the James River when they went over a dam. Two of those people died.

Since the dam no longer provides any useful purpose, is a hazard to the public and first responders, and will aid in the permitting process for construction of the River Front Park, staff is recommending that the dam be demolished and the Dan River be restored to its natural state. After extensive investigation of the river bed in that area, we anticipate that this section of the River will look similar to the section downstream of the dam with large rocky features showing above the waterline when the river is at its natural level.

The Union Street Dam, which is further up stream, is not under consideration for removal. That dam will be necessary in order to control the volume of water into the planned white water feature, which will be located where the canal is on the south side of the White Mill.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing removal of the Long Mill Dam located on the Dan River adjacent to the YMCA.

The dam is doomed.

At their next business meeting, Danville City Council will vote to remove the White Mill Dam. The vote should be 6-3 with Madison Whittle, Lee Vogler, and James Buckner being the only person left on the "KEEP" side. (Corrected to add that Lee Vogler & James Buckner are "KEEP" allies)

But this gets extremely interesting in the analysis. With the predicted 6-3 margin, this gives a councilman to switch their vote from "DEMOLISH" to "KEEP" and have it not mean anything. This is the same type of stunt that's used at a final annual budget vote where someone votes "NO" on the budget knowing fully well that it's going to pass anyway. It's a publicity stunt that rarely gets called out.

The latest tactic in this debate is some kind of study that was done in 1880 (Yes, 142 years ago) saying everything was fine before the dam, so everything will be just as fine without it. Um... right. I'm not going to pay any attention to any study that was constructed before calculators and computer modeling scenarios.

Let's get something straight. This dam is doomed because it's going to be a major procedural roadblock towards future expansion. This is a management decision based on future business needs and absolutely nothing else.

Anybody that frames this as "Council doesn't listen to the citizens" or "The dam is beautiful and must stay because it's beautiful" is full of crap. This is a "The dam's GOTS TO GO because it's gonna ruin future plans" kind of decision. The fact that no other stupid people will get killed there is unfortunately nowhere near the real reason.

Let's see if any councilmember flip-flops their votes just so they can yell "SEE I TOLD YOU I WANTED THE DAM TO STAY". It's almost like there's an election next year and this could come up. Oh, wait...

I'm cross-posting this on my page and SouthsideCentral affiliated pages so that people will know what's going on.

As you may know, I had two heart attacks and quadruple coronary artery bypass surgery about six months ago. I've gone through an obviously long process of rehabilitation and am working on getting my like back to as normal as possible. I'm in the last phase of that, getting back to work. As a result, like the graphic says "Actual Reality Before Virtual Reality". This is a exhausting process, as I'm building back my strength and endurance that was taken from me abruptly.

My body and my career comes first. My online time has dwindled down to almost nothing, but that's a sacrifice I'm willing to make to get things going.

I'm here. I'm reading. I'm active. But I've got my goals set to beat this setback for good.

Bear with me, SouthsideCentral and Southside News & Views. during this process. We'll be back to 100% once I am able to balance the workload.
