GOV OTTI WINS AS SUPREME COURT BURSTS OKEY AHIWE, PDP’S BUBBLE

The Supreme Court has thwarted a surreptitious move by the Peoples Democratic Party (PDP) candidate in the Abia governorship election, Okey Ambrose Ahiwe, seeking to undermine the verdict of Abia people by removing Governor Alex Otti from office.

Ahiwe, who lost the March 18, 2023 governorship election won by Labour Party's Dr. Alex Otti, OFR, had filed a suit on October 30, 2023, seeking to be joined as an interested party in the controversial Federal High Court, Kano, judgment now discarded by the Appeal Court, Kano.

Otti is unlocking Abia's economic potentials via urban renewal agenda

By Ogbonnaya Ikokwu

Poor maintenance of public infrastructure has been one a bane of development in Nigeria. A tour across the 36 states and the Federal Capital Territory, Abuja will reveal many schools, hospitals, stadiums, court buildings and roads in deplorable conditions.

Also doting the country land scape are many projects initiated by successive administrations which were abandoned over the years.

Politicians had always treated projects initiated by their predecessors with levity. Rather than completing them, they would prefer to award new ones in the guise of coming with new ideas.

This attests to why building of new classroom blocks in public schools receives more attention than renovating existing ones and investing in manpower cm teaching aids. The reasons for such self-serving approach to development is not far-fetched. It is a common knowledge that many of those in the corridors of power see it as an opportunity to acquire wealth, therefore, awarding fresh contracts will always afford them the opportunity to enrich themselves.

Given that the above referenced approach encourages waste of scarce resources, it is pertinent that state governments must prioritize the maintenance of moribund
public infrastructure to meet the needs of its citizenry.

It will be recalled that the Federal Government recently announced its resolve to terminate some abandoned projects inherited from previous governments that had no clear source of funding.

The Minister of Works, Dave Umahi, had made the decision known in Abuja during an interaction with journalists after a meeting with President Bola Tinubu.

Umahi, however, added that the president approved some road projects and plans to toll some roads in the country in line with a renewed approach to provision of quality roads across the country.

It is obvious that the Abia State Governor, Dr Alex Otti, came to power with the mindset that public infrastructure in bad shapes should receive urgent attention that would reposition them for the good of the people.

Consequently, he has vowed to upgrade public health facilities in the three senatorial zones of the state.

Some hospitals selected for an emergency reroofing are currently undergoing renovation, while two already renovated including, the Abia Specialist Hospital, Umuahia and the Amachara General Hospital, have been re-opened for public use.

Speaking during the re-opening, the governor said that the Amachara General Hospital, which was first opened in 1932, was already dilapidated.

He also said that government invested huge sums of money to fix the structures and entered into strategic partnership for the servicing and maintenance of the equipment to keep them functional.

Otti also warned those who break into government facilities to cart away items and equipment meant for public use to refrain from such criminal acts.

He charged government workers as well as the traditional rulers to take full responsibility for the protection of public facilities.

The state Chief Executive also vowed that government facilities in the state would never be in a dilapidated state under his watch.

Also, it is worthy of note that serious attention is being paid to the rehabilitation and reconstruction of roads in Aba and Umuahia, respectively.

The zero pothole initiative of the state government has helped revamp many roads which were hitherto impassable.Three reconstructed roads in Aba have been inaugurated, while others that have been completed will soon be inau..

The urban renewal agenda of the state government took a different dimension with the lunch of expansion of 3.5-km Okpara Square-Ossah -Express Tower Road from four lanes to six lanes on September 27.

The road, which is the major entry point to Umuahia, the capital city, did not receive any serious attention from previous administrations, despite the traffic jam usually suffered by road users during festive periods.

The governor said that the decision to expand the road to six lanes was to unlock the economic potentials of Umuahia as well as open up the city to greater economic opportunities.

He maintained that the payment of
compensation to the owners of the 130 structures marked for demolition on the road had commenced, adding that all the money required was fully provided.

He was optimistic that a quality six-lane road project would be delivered by the Craneburg Construction Company, being a reputable construction giant, with standard drains, walkways and solar-powered street lights.

He also disclosed that the Imo River - Umuikaa-Obikabia-Umuene - Ukaegbu Road to Aba town, linking Ikot Ekpene, would soon be flagged off to serve as alternative route to Akwa Ibom State.

The governor said that the road, when completed, would enable a traveller to enter Akwa Ibom without passing through Aba, thereby decongesting traffic in the commercial city.

The genuine applaud the Labour Party led-government is receiving from the residents shows that Gov. Otti feels the pulse of the people and is poised at changing the narrative.

Abia residents are, therefore, encouraged to support the government's efforts at reviving the ailing infrastructure by refraining from any acts of sabotage against them.

The managers of general hospitals and other public health institutions should maintain them with the utmost precision. Faulty equipment should be repaired when necessary, with new ones procured when the need arises.

Gov. Otti deserves commendation for the urgent steps he has taken so far to revamp poor health facilities and deplorable roads in the state.
# A New Abia is possible.

The bereaved father made this known during an interview with The Punch as he clarified Mohbad’s lyrics in the song, “Sorry”.

He said; “The stepmother told me one day, ‘Choose me or your son.’ I chose my son (Mohbad) and she packed her loads and left.

" I and the lady were together for more than seven years. I married her around 2005. That stepmother did not want me to send Mohbad to school, and I chose my son. And she decided to leave”.

Road expansion: We spent 771 million naira on compensation- Otti

Ogbonnaya Ikokwu, Umuahia

The Abia Governor Alex Otti, has said the sum of 771 million naira was spent for payment of compensation to owners of 130 structures marked for demolition to enable the expansion of Okpara Square Ossah Road.

Recall that the 3.5 kilometers road was awarded to the Craneburg Construction Company to expand from four lanes to six lanes last week Wednesday.

Gov. Otti made the disclosure on Saturday during the median edition of his monthly media interaction with Abia residents in Umuahia the state capital.

Ossah Road: Otti doing what Napoleon could not do - Written by Eagle Okoro, an Umuahia-based public affairs commentator

Wednesday, September 27, 2023 has suddenly become epochal and memorable in the life of the present administration and developmental narratives of Abia, God's Own State, since its creation on August 27, 1991.

It was indeed a day that what was only imagined by progressive-minded Abia people translated to becoming realistic, simply by the pronouncement and political will of Gov. Alex Chioma Otti.

It is all about the official commencement of the expansion of the ancient and outdated 3.5-kilometer Ossah Road, being as old and unbefitting as many structural relicts that have persisted in defacing and debasing the status of Umuahia as a modern-day capital town.

Perhaps, this was partly the reason, the legendary Ikemba Nnewi, late Chukwuemeka Odumegwu Ojukwu who, in a fit of disappointment and disillusionment, described Umuahia as "a rural capital". Ojukwu made the sarcastic but statement of fact when he came to Umuahia for the inauguration of Hotel Royal Damgrate, in year 2000.

Ossah Road has, literally speaking, seen many administrations come and go, yet none considered the road of any significance and deserving of serious government attention, both for aesthetics and traffic convenience, driving into the capital city of a 32-year-old state.

ASA/ UKWA WEST, A NEGLECTED SECT NOW REMEMBERED AND PUT IN THE WORLD INVESTMENT MAP

By Pastor D**e Nwankwo
DG Abia state Orientation Agency.

Ukwa West Local Government Area, which is otherwise known as Asa, the Oil Rich Area of Abia State, was marginalized and completely alienated by the previous governments for the past 24 years in spite of her rich endowment of natural resources which make Abia State an Oil producing State with it's attendant accruals.

Regrettably, throughout the 24 years of holocaust reign in Abia State, Asa/Ukwa West Local Government never had a single project started and completed in its area, and realistically, none of those from Asa/Ukwa West, who served in those previous government, can comfortably access their various villages on a motorable road because of age long dilapidation.

AS OTTI SILENCES THE NAYSAYERS WITH OPEN AND TRANSPARENT GOVERNANCE

Ebere Uzoukwa, Ph.D

On May 29, 2023, Dr. Alex Chioma Otti OFR, entered into a social contract with Ndi Abia following his inauguration as the 5th Executive Governor of Abia. It was absolutely the May 29th oath-taking of the former bank chief that historically sealed the democratic deal thus ending the inglorious era of corruption and staunted development in the God's Own State.

Before his emergence as governor, Dr. Otti advocated for transparency, openness, accountability and zero corruption in public administration. It is possible that his excellent background, antecedent and credentials as a successful banker and first class economist may have moulded and sufficiently prepared him for efficient, open and transparent public service delivery.

During his campaigns and engagements with the people, Dr. Otti advocated for good governance that will sufficiently accelerate development, job creation, industrialization, promotion of Small and Medium Enterprises (SMEs), quality and sustainable healthcare delivery, improved education system among others. He never pretended in any manner as he openly vowed to disruptly drive positive change if elected governor of Abia State.

Dr. Otti never came to power with any slightest intention to endorse and continue with the old order. His vision for a New Abia as unambiguously encapsulated in his manifesto was strongly anchored on positive change. The ongoing disruptive approach was indeed expected to elicit reactions and possible resistance in some quarters. As earlier advised by Dr. Ngozi Okonjo-Iweala, the former minister of Finance and Coordinating Minister of the Economy and currently Director General of World Trade Organisation (WTO), Dr. Otti has already begun to implement the "Disruptive Measures" to positively rebuild and return Abia on the right pedestal of good governance, speedy development and economic prosperity in Abia.

The very first step taken by the governor was the transparent and strategic overhaul of the Abia civil and public service as well as the Local Government Areas administration. It is public knowledge that most Permanent secretaries and Local Government Areas Head of Service (HoS) that worked with the past administration were partisan and corrupt. There were several allegations of financial impropriety, non-performance and corrupt practices hanging on their neck. They administered an overtly umotivated and grossly unproductive Ministries, Departments and Agencis (MDAs) and Local Government system in the State.

The alarming rate of corruption that enveloped the past administration, no doubt, affected the civil and public service negatively. Abia workers lost their patriotic spirit and every sense of obligation to the State. The workers salaries and entitlements were unpaid amid systematic corruption and overt diversion of public funds. Abia workers, to say the least, wallowed in abject poverty and emotional delapidation. To worsen the situation, their oppressors employed more in thousands and dumped their names on the payrolls expecting the incoming administration to inherit such evil-planted liability. Though the bobby-trap was deliberately laid to punish, undermine Gov. Otti and possibly pitch his administration against Ndi Abia, following their total rejection by Abians; such reckless abuse on the workforce, retrogressively injured the civil and public service of the State.

As a governor committed to rescuing the state and her people, Gov. Otti applied transparent and open measures to sanitize the payrolls. It is obvious the governor may have been pressurized to grant exemptions to a few networth and influential persons whose children and relatives were probably victims of the past administration's job rackeeting and bazaar. But as leader who firmly pledged to fairness, openness and equal treatment of all Abians; such requests as many predicted and expected under Dr. Otti's New Abia, would never fly. Not even the empty noise and politicization of the governor's positive and disruptive approach to rebuilding Abia by the disoriented and politically dismantled Abia PDP would railroad the governor into altering the popular decision.

The naysayers which the embittered Abia PDP represents are more frustrated upon the governor's recently introduced transparent and open approach of engaging critical stakeholders in repositioning the LGAs as such never happened during their inglorious days.

After the systematic administrative overhaul and staff verification, Gov. Otti is set to constitute the Transition Committees that will oversee and administer the affairs of the third tier government pending when council election shall be conducted. Against the old practice wherein the past governors without consultation and stakeholders input, imposed their lackeys and surrogates as TC Chairmen, Deputy Chairmen and Councillors, Gov. Otti in a transparent manner had requested stakeholders nominations and recommendations based on commonly approved criteria. This transparent and open approach are not unconnected with his consistent vow to make Local Government funds easily available for infrastructural and socio-economic development at the grassroots.

Recall Gov. Otti had during his electioneering campaigns promised to accelerate development at the rural areas by ensuring that only competent, reliable and trusted persons with excellent records of financial management would be given opportunities to head the Local Government Areas in the State. This strategic approach aimed at recruiting competent and capable LGA Transition Team is a clear indication that the governor has institutionalised transparency, openness and accountability as a hallmark of the New Abia administration.

Another area the governor has demonstrated transparency and openness in governance is the handling of the recently released Federal Government palliatives to cushion the harsh effect of petroleum subsidy removal. Unlike what happened during the Covid-19 era where the past administration and then ruling political party hijacked and diverted goverment palliatives and funds, Gov. Otti did something different that ensured the targeted persons received the palliatives. The governor and his team clearly enumerated and documented categories of persons in the society the palliatives (rice) are meant for. The template was transparently and openly communicated to the media and directly to the officials involved in distributing the palliatives to the last point. The naysayers, of course, wouldn't have appreciated such level of transparency by Dr. Otti's administration.

It is therefore disturbing that the uncompromised transparency and openness to governance driving Gov. Otti's administration are today seen as an aberration by some elements of the politically displace and dismantled Abia PDP. They have resorted to attacking the governor, albeit futility, upon realizing that the ex-bank chief is strong-willed and wouldn't succumb to their cheap and orchestrated blackmail. Apparently frustrated, these naysayers and enemies of the good people of Abia State are politicising every good intention and actions of the governor aimed at moving Abia to the right pedestal of good governance, economic prosperity and sustainable development. The most recent is a particular Anglican Bishop and his alleged request. Rather than applauding the governor's stance who desires to treat Abians fairly and equally, the politically dismantled Abia PDP is rather peddling an absurdity and unsubstantiated interpretations. They are terribly disturbed that Dr. Otti is doing for Ndi Abia what they failed to do in the past 24 byears.

The reality on ground, however, remains that Gov. Otti's superlative and impressive performance within the first 3 months in office have profoundly silenced the naysayers and the crying Abia PDP. The governor will never cease to implement his well-articulated people-oriented programs and policies that shall completely erase the corrupt system that impeded economic growth and development of Abia State.

Dr. Ebere Uzoukwa, a Political Strategist, Media & Public Relations Consultant, writes from Obingwa.

Restoring the Abia ailing economy:
Otti's giant stride in 100 days

by Ogbonnaya Ikokwu

Gov. Alex Otti came into power at a time when the Abia economy was in dire straits and needed a quick revamping.

Available statistics prior to the emergence of the governor showed that the state's unemployment rate was 51 per cent, which was about the highest in the country.

Abia was also ranked 32nd in the ease of doing business index, which means that an investor has to consider 31 other states before thinking of Abia as an investment location.

The debt profile of the state increased from N45 billion, from the administration of former Gov Theodore Orji to N150 billion under the immediate past Gov. Okezie Ikpeazu.

The state coffers were really looking dangerously bad. Abia was struggling to pay workers salaries with whatever comes from the Federation account, which was not enough to pay all the civil servants in goverment ministries, agencies, parastatals as well as pensioners.

The immediate past administration also came up with a draconian system of payment of salaries, which classified the state workforce into core and uncore civil servants. While the so-called core civil servants were receiving their salaries though not as at when due, the uncore civil servants particularly, those in goverment parastatals and pensioners were owed for several months.

Otti reassures commitment to promote healthcare services in Abia

Ogbonnaya Ikokwu, Umuahia

The Abia Governor, Alex Otti, has reassured his commitment to providing adequate healthcare services in the 17 LGAs of the State.

Otti, gave the assurance during a reception ceremony of the survival thanksgiving service of the Commissioner for Finance in the state Mr. Mike Akpara, held at the International Conference Centre, Umuahia.

He said he would ensure adequate equipment of various primary healthcare centres to promote
accessible and affordable healthcare services.

The Governor, who stated that he was poised to fulfill his campaign promises including that of healthcare delivery and care for the senior citizens and vulnerable people in the state assured that his administration would lift the people from poverty. He thanked God for sparing the life of Akpara for his survival.

In his speech earlier, the celebrant thanked God for His mercies which led to his survival from a ghastly motor accident.

He narrated his ordeal and how God used Keke operators and his personal driver to save his life at the accident scene.

He described those Keke operators as heroes of the survival thanksgiving service and appreciated Otti and all who came to identify him.
