VP Duterte Decries New Plunder, Graft Raps as 'Another Fishing Expedition,' Citing Political Weaponization

MANILA, Philippines—Vice President Sara Z. Duterte on Saturday, December 13, 2025, denounced the plunder and graft complaints filed against her and her staff before the Office of the Ombudsman, labeling the action as "another fishing expedition" and a ploy to cover up unaddressed corruption in government.

In a public statement (Pahayag) released on the same day, the Vice President argued that the charges were being weaponized by critics to create a mere "semblance of procedural legitimacy for an investigation."

Recalling Impeachment and Budget Allegations
VP Duterte tied the current complaints to earlier political maneuvers, specifically referencing a previous, now-terminated, impeachment attempt.
"Full-Blown Fishing Expedition": She recalled that last year, the House Committee on Good Government and Public Accountability launched a "full-blown fishing expedition" searching for anything that could be "twisted into grounds for impeachment."
"Budget-Driven Racket": She reiterated long-standing claims that signatures for her impeachment were "being courted in exchange for budget allocations," asserting that lawmakers themselves had "recently confirmed how the constitutional process was being cheapened and reduced to a marketplace."
'Covering Up' Corruption: Duterte urged the public to be discerning, stating in Filipino: "Hindi ito tungkol sa paghahanap ng katotohanan—ito ay tungkol sa pagtakip ng nakawan sa kaban ng bayan na hanggang ngayon ay walang nananagot (This is not about seeking the truth—this is about covering up the theft from the national treasury for which no one has been held accountable to this day)."

The Vice President's statement follows the filing of a criminal complaint before the Ombudsman on Friday by a coalition of civil society leaders, former government officials, and clergy. The complaints accuse Duterte and several of her current and former staff at the Office of the Vice President (OVP) and the Department of Education (DepEd) of plunder, graft, bribery, malversation, and other offenses, primarily linked to the alleged misuse of confidential funds amounting to P612.5 million from 2022 to 2023.

Amid the renewed political and legal challenges, Vice President Duterte concluded her statement by assuring the public of the OVP's unwavering dedication. "Rest assured that the Office of the Vice President will continue to deliver efficient, accessible, and responsive public service for the good of all Filipinos," the statement read. She also called on the public to "remain strong in the face of the economy's decline and the unrelenting increase in the prices of goods" and to "continue praying for peace."
